Paragon Suites @ CIQ in 30 seconds
Paragon Suites @ CIQ is a freehold condominium in Stulang Darat, Johor Bahru, Malaysia, developed by Amprojek Construction Sdn Bhd (Jo Land Group) and completed in 2018. It comprises 1 block(s), 33 storeys and 461 units. Address: Jalan Stulang Darat, off Jalan Inderaputra, 80300 Johor Bahru, Johor.
Layouts run 732 to 1,711 sq ft across 4 types. As at September 2026, resale listings range RM505,000 – RM1,560,000, with a mid-market level around RM910,000; transacted PSF sits at RM526–1290 psf. Whole-unit rents are RM2,150 – RM4,550 a month, a gross yield of 4.5% – 5.0%. Maintenance: Not yet verified.
Transport position: about 2 km from Bukit Chagar RTS station, roughly a 6–8 minute drive
Official median transacted price (historical reference): RM700,000 (681 psf), period December 2021 – January 2026 (31 transactions), source newprojek.com (NAPIC subsale transactions), consistent with EdgeProp's 48-month median of RM680 psf. Two independent sources both land at RM680–681 psf, so this figure is reliable. There are only about 6 transactions a year — liquidity is thin, though healthier than a case like The Astaka with 8 transactions a year against over a hundred listings. The comparison you have to note: this project launched in 2013 at about RM909–1,088 psf, meaning the current transacted median is still below the launch price and early buyers remain under water. EdgeProp records a historical high of RM1,242 psf (March 2014) and a historical low of RM484 psf (May 2018). The listing range runs from RM438 to RM1,125 psf, so there is wide room to negotiate; do not take listing prices at face value. Note: official data lags 6–12 months between transaction and publication. The price and rent tables on this page use agent-corrected figures, about 20% above published data — that is what you would actually pay today.

4 layouts, from 732 to 1,711 sq ft
The table shows the current resale price band and rent band for each layout. Mid-market sits around RM910,000, the top of market reaches RM1,560,000 — within one layout the spread comes down to floor, facing and condition.
| Layout | Area | Bed / Bath | Resale price band | PSF | Monthly rent |
|---|---|---|---|---|---|
| Type A | 732-818 sf | 2BR · 2 bath | RM505,000 – RM695,000 | RM617–949 | RM2,150 – 2,650 |

These are agent-corrected figures — based on the asking prices and signed rents currently in front of Koh Yue Lin, running about 20% above the published numbers on brickz.my / NAPIC and the major portals. That gap is not an error: official transaction data lags 6–12 months between recording and publication, and portal listings are often stale prices owners never updated. Portal basis for the same period: RM438–1075 psf; this page uses RM526–1290 psf. The official historical median is shown separately at the top of the page for trend.
PSF in this table is each layout’s own asking price divided by its area; the Asking PSF in the facts card is the project-wide agent-corrected band. Where one row merges layouts of very different sizes, the PSF cell is left blank rather than averaged.
Corrected as at 5 September 2026. Actual prices still depend on floor, facing, condition and negotiation; nothing here is an offer.

What Paragon Suites @ CIQ actually looks like
Each image is labelled as a photograph or a developer rendering. The gap between those two is where post-signing disappointment usually lives, so I will not pass one off as the other.

Official project photograph from Jo Land Group's site jolandgroup.com.my; copyright Amprojek Construction Sdn Bhd. The official floor plans sit on pages 12–14 of the developer's e-brochure — WhatsApp me for them.
Official drawings for all 4 layouts — I request them for you
Most floor plans circulating online have been redrawn by agents, cropped so the dimensions are gone, or belong to a different project entirely. I only pass on the developer’s own drawings — real millimetre dimensions, room names and orientation, so you can check them against the unit itself.

Official unit floor plans from the JOLAND Group / Amprojek Construction Sdn Bhd e-brochure; copyright JOLAND Group.
Two units with the same built-up can differ hugely: how much goes to corridor, whether columns eat furniture space, whether a king bed fits the master, whether the balcony counts inside the area. Staging hides all of that on a viewing; a plan does not. Rule layouts out on paper first.
Rents: RM2,150 to RM4,550 a month
Whole-unit gross yield runs about 4.5% – 5.0%. That is gross — before maintenance, assessment, quit rent, insurance and vacancy. Net yield typically lands 0.8 to 1.2 percentage points below this.
Monthly rent by layout
Whole unit, unfurnished to basic furnishing · Ringgit per month
Who rents at Paragon Suites @ CIQ, how long units sit empty, and who will buy from you later matter more than the yield figure. I can walk you through all three against your budget and purpose.
What actually gives Paragon Suites @ CIQ its value
0.8 km in a straight line to CIQ and 0.94 km to Bukit Chagar RTS station
Measured between the project coordinates (1.4681, 103.77063) and those of Bukit Chagar RTS station (1.466507, 103.762283), the straight-line distance is about 0.94 km; to the Bangunan Sultan Iskandar checkpoint building it is about 0.8 km in a straight line, about 1 minute by car. This puts it on the outer ring of the CIQ walking catchment — not the closest, but at a mid-range price point (transacted median RM680,000 / RM681 psf) the value is clear.
Facilities across three levels: a 30 m infinity pool on level 7, Sky Garden on levels 26/27, and Club 33 on the top floor
Facilities are spread across three levels: level 7 has a 30 m infinity pool and a glass-walled gym, levels 26 and 27 hold the Sky Garden, and level 33 is Club 33, with a putting green, barbecue gallery and three jacuzzis. There are also a tennis court, yoga pavilion, jogging track, maze garden, children's pool and multipurpose hall. For a project with a transacted median of RM680,000, that density of facilities is high for the price band.
Layouts from 646 to 1,695 sq ft and 1 to 4 bedrooms, including 5-bedroom units that are rare in the area
There are 7 layout types: Type A 732–818 sq ft 2-bedroom, Type B 936–1,076 sq ft 3-bedroom, Type C 1,367–1,389 sq ft 3-bedroom 3-bathroom, Type D 1,674–1,711 sq ft 5-bedroom 5-bathroom. Five-bedroom layouts are very uncommon around CIQ, and suit three-generation households or buyers who need several separate lettable rooms. Freehold, commercial land use, strata title.
Four lifts per block and about 10 units per floor, so density is moderate
Two blocks of 33 storeys hold 461 units in total, with 4 lifts per block, about 10 units per floor and three-tier security. Compared with the thousand-unit-plus developments in the same area, pressure on lifts and car parks at morning and evening peaks is noticeably lower. Resident reviews bear out the experience of using the facilities — all three PropertyGuru resident reviews score facilities 4–5.

What residents say — the good and the bad, both
Every review below is an attributed comment on a public platform, and each one links to the original. I have not filtered out the negative ones: what is actually wrong with a building is usually only visible to the people living in it. 5 in total — 2 positive, 3 critical.
「Paragon Suites exceeded all my expectations. The view of Singapore from the house was breathtaking and the amenities provided were fantastic. The swimming pool, gym, and kids playground were perfect for my family, and the rooftop barbeque pit and small garden were a great way to relax.」
— Mohammad Loqman, PropertyGuru resident review 4.5/5 (management scored only 3), 7 September 2023「The facilities are fantastic – the swimming pool is well-maintained and the playground is a great place for kids to burn off energy. The location is great for those who have their own transportation or prefer to use ride-hailing services.」
— Zhi Chin Liew, PropertyGuru resident review 4.5/5 (management scored only 3), 4 September 2023「Almost none. its just too scared to use the bath tub cause the crack and dripping water came from the ceiling」

Which kind of buyer are you?
Own-stay, investment, or a place for a child at school — the same project is judged on completely different things. Work out which one you are before you look at price.
Mid-budget commuting families who want to be within the CIQ walking catchment
At a transacted median of RM680,000 / RM681 psf it is more affordable than R&F, Suasana or Astaka, while the position — 0.8 km in a straight line to CIQ and 0.94 km to the RTS station — is not much different. Facilities across three levels are good value at this price. What you have to accept is noise, the price of being close to CIQ; low-floor units facing the main roads must be tested on site.
Large households needing several bedrooms, or investors letting by the room
Five-bedroom, five-bathroom layouts are very rare around CIQ, with an en-suite to every bedroom, workable either for three-generation households or for letting by the room. Note that letting by the room falls within short-term or multi-occupancy letting, so check the current house rules for restrictions first, and confirm whether the car park allocation is adequate — bays being taken is a recurring complaint from residents here.
Value buyers: current prices are still below the 2013 launch price
The 2013 launch price was about RM909–1,088 psf; the transacted median now is only RM681 psf. That is bad news for early buyers and leverage for new ones — the market has already put this project through one round of revaluation. Listing prices run anywhere from RM438 to RM1,125 psf, so negotiate only from actual transaction records.
Not suitable for: owner-occupiers who need quiet, and light sleepers
Residents state plainly that proximity to CIQ makes traffic noise, motorcycles in particular, clearly audible, and the Booking page rules record nearby construction hours (weekdays 9am–5pm, Saturdays 9am–1pm). If you work from home or have a young child who naps, pick a high floor facing away from CIQ, and stand on the balcony for ten minutes yourself during a weekday border peak.
What I will not hide from you
Every project has weaknesses. An agent not mentioning them does not make them go away — it just means you find out after you have signed. Here is what is actually wrong with this one.
⚠The developer, Amprojek, was ordered in July 2026 to pay about RM30.27 million in damages, in a case arising from the construction contract for this very project
According to Malaysian Bar Circular 209/2026 (3 July 2026), in Amprojek Construction Sdn Bhd v MCC Overseas (M) Sdn Bhd [2026] MLJU 2057 the High Court dismissed Amprojek's application to set aside an arbitral award and ordered Amprojek to pay MCC Overseas about RM30,269,624.49, under a contract that was for the construction of Paragon Suites @ CIQ. The practical impact for buyers: the developer's cash flow is under strain, and if the project still has common property, undelivered facilities or outstanding warranty obligations, pursuing claims becomes harder; the developer's other project in the same area, Paragon Residences @ Straits View, belongs to the same group.
⚠Three things residents name repeatedly: bathroom leaks, a smelly gym and car park bays being taken
Short-stay guests in the building wrote specifically in Booking platform reviews about a cracked bathroom ceiling dripping water, leaving them afraid to use the bathtub (June 2025), a gym that smelled, with the guest stating outright that "this is the building management issue" (October 2024), and having to park on level 4 because their bay was occupied, plus a cumbersome process for collecting and returning visitor parking passes (September 2024). These are not unit renovation issues; they are common facility and management execution issues. The practical impact for buyers: where a leak comes from an upstairs unit or a common pipe, responsibility and cost are routinely disputed and repairs drag on for months, and poor car park order leads directly to tenants not renewing.
⚠In three PropertyGuru resident reviews, two score management only 3
The overall score on PropertyGuru is 4.6/5 across 3 reviews, but broken down: Adithya Sharma scores management 5, while Mohammad Loqman and Zhi Chin Liew both score it only 3. All three reviews were also posted within the same week in September 2023, with highly similar scoring patterns and reviewers showing "101/102 reviews", so their reliability should itself be discounted. A rating drawn from a sample this small cannot support a judgement; visiting in person matters far more than reading scores.
⚠The price of sitting next to CIQ is noise, and nearby construction hours are already written into the accommodation rules
Resident reviews state specifically that it is "quite noisy as it is closed to CIQ, noise from the traffic especially motorcycles can be heard here" (March 2025). The listing page rules on Booking.com separately record nearby construction hours of 9am to 5pm on weekdays and 9am to 1pm on Saturdays. The practical impact for buyers: low-floor units facing CIQ and the main roads will let and resell at prices clearly below high-floor units of the same size facing away, and that gap is usually invisible in listing material.
⚠Commercial-title utilities and assessment, plus a maintenance fee figure from only a single source
The land use here is commercial title, so utilities and assessment are charged at commercial rates: electricity about 50% higher than residential, a minimum monthly water charge of about RM35 for commercial against about RM6 for residential, and assessment typically 1.5–2 times that on a residential condominium. On the maintenance fee, only one figure can be found in public sources: an agent listing showing about RM320+ per month for a 909 sq ft unit (about RM0.35 per sq ft per month). That is not an official management office notice and should not be treated as accurate.
⚠Rental listings run at 30% of total units, with short-let operators concentrated here and liable to be banned at any time
Against 461 total units, PropertyGuru carries 146 rental listings (about 32% of total units) and 57 for sale; iProperty carries at least 1 auction (lelong) unit as well. Several homestay operators list units in the building on Booking and Expedia. Legally, the Federal Court in Innab Salil v Verve Suites Mont' Kiara [2020] confirmed that a management corporation may prohibit short-term letting outright by by-law, and national short-term rental legislation has still not been enacted. The practical impact for buyers: competition on the letting side is intense and rents are hard to raise; if daily letting is banned, the income model collapses outright.
What else is there around City Centre / RTS Line?
Within one area, big price gaps usually have reasons: tenure, age, density, management. Compare across first, then decide which to look at closely.

What does buying here actually cost in 2026?
From 1 January 2026, stamp duty for foreign buyers of Malaysian residential property rose from 4% to 8%. Johor’s state consent levy rose from 2% to 3% (minimum RM30,000) from July 2025. Together with legal fees, this is the cash you need on top of the purchase price.
| Item | Basis | On RM1,000,000 |
|---|---|---|
| Purchase price | — | RM1,000,000 |
| Stamp duty (foreigner, 8%) | From 1 Jan 2026 | RM80,000 |

| Legal fees & disbursements (~1%) | — | ≈ RM10,000 |
| Total on top | — | ≈ RM120,000(12%) |
Johor sets a minimum purchase price for foreigners, and the rules differ between commercial title (serviced apartment / SOHO) and residential title. Paragon Suites @ CIQ is Freehold — confirm with your lawyer which regime applies before you place a booking. Get this wrong and the transfer can fail. I can check the title category for this project first.

Transacted prices are now RM681 psf. Why is that lower than the 2013 launch price?
Because the 2013 round of Johor Bahru high-rise launches was priced high to begin with. This project launched in 2013 at about RM909–1,088 psf, EdgeProp records a historical high of RM1,242 psf (March 2014), and prices then corrected all the way down to a historical low of RM484 psf in May 2018, with the 48-month median back at RM680 psf. In other words, original owners who bought in 2013–2014 are still sitting on a loss. For a new buyer that is a good thing — the valuation has already cleared once and you are not buying at the top. But be clear-eyed: this history shows the project is sensitive to market cycles, so do not treat "prices must rise once the RTS opens" as your only reason to buy.
The developer has been ordered to pay RM30 million. Does that affect the completed unit I am buying?
Title to a completed unit is not itself affected, but there are three things to deal with. First, Amprojek Construction was ordered by the High Court in July 2026 to pay MCC Overseas about RM30.27 million, in a case arising from the construction contract for Paragon Suites @ CIQ, so the developer's cash flow is under strain. Second, if the project still has undelivered common facilities or defects within the warranty period, claims will be harder to pursue. Third, if the developer still holds unsold units, its ability to pay maintenance fees affects the maintenance fund. In practice: instruct your lawyer to run a title search confirming the title status and the absence of developer encumbrances, and confirm with the management office how many unsold units remain in the developer's name and whether any maintenance fees are in arrears.
There are a lot of homestays in the building. Will that affect me as an owner-occupier?
