Pavilion Damansara Heights — both phases, both licensees, and the line the Housing Development Act draws through the middle of it

Search the Malaysian housing register for “Pavilion” and you will not find this development. q=PAVILION on the KPKT TEDUH developer register returns twelve licensees and neither of this project’s two licensees is among them. Phase 1 is licensed to IMPIAN EKSPRESI SDN. BHD., developer code 19224. Phase 2 is licensed to JENDELA MAYANG SDN. BHD., 201301035983 (1065811-D), developer code 30216. The route in was the company registration number printed in the microsite footer, not the brand. 1,958 units across five residential towers are filed Pangsapuri Servis on Jadual H — and the nine Corporate Towers, the Corporate Suites and Hotel block, the hotel and the mall are outside the Housing Development Act entirely.

Pavilion Damansara Heights at a glance — every figure as a named filing prints it

Each line below is the government register’s own value, or a filed advertisement brochure’s own value, or the developer’s own published statutory block — and where those three disagree, this page shows all of them. Phase 1 and Phase 2 are two different legal objects under two different licensees and are never merged on this page.

Where it is

Licensed developer, Phase 2
JENDELA MAYANG SDN. BHD., 201301035983 (1065811-D)KPKT developer code 30216, licence 30216/10-2027/0215(A), valid 3 Oct 2022 to 2 Oct 2027, status Aktif, no recorded offence, 2 registered projects. Both are named Pavilion Damansara Heights Phase 2.
Registered phases
Three, under two licencesPhase 1 = one registered phase 19224-1 containing three towers as three components under ONE advertising permit. Phase 2 = TWO registered phases, 30216-1 (Imperial Residences) and 30216-2 (Royal Suites), with separate permits and separate delivery clocks. 19224-2 and 30216-3 both return a hard 404.
Units filed, both phases
1,958 — all Pangsapuri Servis, all Jadual HPhase 1 1,314: Windsor 568, Regent 581, Crown 165. Phase 2 644: Imperial 154, Royal 490. PropertyGuru independently publishes the same three Phase 1 tower counts and RAM Ratings independently reported 1,314. The 1,958 total is my addition of filed components.
Storeys as FILED
54 · 54 · 47 · 45 · 46Windsor 54, Regent 54, Crown 47, Imperial 45, Royal 46. The facility level LABELS go higher — Level 57, Level 50/50M, Level 50, Level 51 — because Malaysian floor numbering skips numbers. The filed Phase 1 charts themselves run 01, 3A, 13A, 53A and the Royal plans include 33A and 43A. No filing anywhere says 57 storeys. Do not read a level label as a storey count.
Sale contract
Jadual H on all three registered phasesSo every one of the 1,958 residential units gets a Schedule H statutory sale and purchase agreement, statutory delivery periods, statutory liquidated damages for late delivery, a statutory defect liability period and a housing development account. The serviced-apartment label does NOT take this residential stock outside the Act.
OUTSIDE the Housing Development Act
Corporate Towers 1–9 · Corporate Tower 10 / Corporate Suites & Hotel · the hotel · the mallNo developer licence, no advertising permit, no Schedule G and no Schedule H, no statutory late-delivery remedy and no housing development account. Proved two ways: both licensees’ own register project counts (1 and 2) account for residential phases only, and 19224-2 and 30216-3 are both 404. Nothing in the Malaysian housing register reaches the offices, the suites, the hotel or the retail.
Tenure
Phase 2 filed Kekal — freehold. Phase 1 NOT FILED.Both Phase 2 brochures and both of the developer’s own statutory blocks print Kekal. Phase 1’s tenure appears in no filing at all — the filed Phase 1 brochure’s marketing prose says pegangan bebas and every portal says freehold, so freehold is the weight of evidence and not a filed Phase 1 fact.

Royal 30216-2/01-2029/0022(A)-(S), 6 Jan 2026 to 5 Jan 2029. Renewal is routine, but “licensed and permitted” is a statement with a date on it.

Both Phase 2 phases went 36 to 52 months, giving revised vacant possession 21 Mar 2030 (Imperial) and 9 Aug 2030 (Royal). Nothing outside the register mentions any of it.
Chargee and car parks
Phase 2 only: CIMB Investment Bank Berhad · 550 and 653 baysFiled for both Phase 2 phases in the brochure and on the developer’s own block. Phase 1 has no filed chargee and no filed car-park total at all — do not carry Phase 2’s across. Get a current land search.
Foreign buyers
Almost a clean yes — 84 units of 1,958 are the exceptionKuala Lumpur applies a RM1,000,000 minimum purchase price per unit for a foreign buyer, with consent processed federally. Every filed minimum clears it except Royal Suites types S1 (452 sq ft, 41 units, filed from RM754,000) and S2 (538 sq ft, 43 units, filed from RM892,000), whose bands straddle the floor. The 1,958 / 1,874 / 84 arithmetic is mine; the bands and counts are filed.
Green rating
No residential tower holds any green rating, and the developer claims noneThe only GreenRE entry in existence for this site is SILVER PROVISIONAL, 7 March 2019, for “Pavillion Damansara Heights Parcel 2 Commercial Tower (TB) – Office” — category NRB, a non-residential building, developer Jendela Mayang. That is an office rating and this page refuses to apply it to the homes. All four tiers were read.
Awards
None, at project level or at group levelNo award for Pavilion Damansara Heights was found in any source reached, and the developer makes no award claim for this project on either of its own websites. Saying so is more useful than leaving it out.
Density
Cannot be computed cleanly, and this page will not pretend otherwiseNo filing prints a land area for either phase. Every acreage in circulation is press or marketing: 16 acres (developer), 6.5 ha (StarProperty), 15.84 acres (Wikipedia), 9.58 acres for Phase 1 (RAM Ratings). And the denominators are whole mixed-use parcels carrying nine office towers, an office-and-hotel block and a 5-to-7-storey mall, so any units-per-acre figure understates residential density.

Jump to what you came for

This page is built around two questions no portal asks about Pavilion Damansara Heights: which of these two licensed companies is selling you your unit, and is the thing you are being shown inside the Housing Development Act at all? On this site both questions have hard, checkable answers.

The reason this page exists

Six things about Pavilion Damansara Heights that the listings get wrong

None of these is a judgement about the development. Each one is a gap between what a government filing says and what is published for buyers to read.

📄

“The developer is Pavilion Group” — no licensed developer here is called Pavilion

Pavilion Group holds no KPKT developer licence. q=PAVILION returns twelve licensees and neither of this project’s is among them; the string “Pavilion” is not in either licensee’s name. Phase 1 is IMPIAN EKSPRESI SDN BHD (19224) and Phase 2 is JENDELA MAYANG SDN BHD (30216). A positive control (q=EXSIM = 16 rows) was run before that zero was believed. One portal names a third company entirely, which is not the licensee of either phase, and this page does not repeat that attribution.

⚖

“It is all one development, so it is all protected” — it is not

1,958 residential units are inside the Housing Development Act. The nine Corporate Towers, the Corporate Suites and Hotel block, the hotel and the mall are outside it. Outside the Act there is no Schedule G or H statutory contract, no statutory liquidated damages for late delivery, no statutory defect liability period and no housing development account holding your money. You sign whatever private contract the vendor offers. If someone shows you an office suite inside this development, the law you are relying on is a different law.

📅

“Completed 2022” — the register says otherwise, by four to five years

PropertyGuru still publishes Phase 1’s completion as 2022, and the then Federal Territories Minister said 2022 in 2017. The filed vacant-possession dates are 12 Dec 2024 (Crown), 16 Jun 2025 (Regent) and 6 Mar 2026 (Windsor). Phase 1 carries an approved +53-month extension, 36 to 89 months, moving the contractual date from 6 Dec 2020 to 6 May 2025. No source outside the KPKT register mentions the extension at all.

⚠

An extension is not automatically benign, and here it was not

Crown beat the revised date by about five months. Regent missed it by about six weeks and Windsor by about ten months — and all three landed four to five years past the date the first buyers’ Schedule H originally gave them. Whether statutory liquidated damages were payable turns on each individual agreement and on the terms on which the extension was approved. That is a question for your own solicitor and this page does not answer it. The comparisons are mine; the dates are filed.

📐

“57 storeys” — no filing says 57

Both portals publish Windsor and Regent at 57 storeys. The register files 54. The same gap runs through every tower: Crown filed 47 against a “Level 50/50M” sky deck, Imperial filed 45 against “Level 50”, Royal filed 46 against “Level 51”. This is ordinary Malaysian floor numbering skipping unlucky numbers — the filed charts themselves run 01, 3A, 13A, 53A, and the Royal plans include 33A and 43A. A level label is not a storey count.

🌿

“GreenRE certified” — one office tower, provisionally, in 2019

The single GreenRE entry that exists is SILVER PROVISIONAL, 7 March 2019, for “Pavillion Damansara Heights Parcel 2 Commercial Tower (TB) – Office”, category NRB — non-residential building. It is an office rating, it is provisional rather than final, and it belongs to no home in either phase. All four tiers were read. Green Building Index could not be reached, which is inconclusive and never a negative. Credit where it is due: the developer makes no green claim at all on either of its own sites.

What is actually built, and what is actually filed

The development, tower by tower — and the dated record of what was promised against what was delivered

Five residential towers under two licences, plus a commercial estate that the housing register does not reach. The facility schedules below are the developer’s own published level-by-level lists, kept separate per tower because they genuinely differ — Crown’s garden level is a shorter list than Regent’s and Windsor’s, and this page does not merge them into one marketing list.

Facilities, as the developer publishes them — level by level, tower by tower

Not one facility on any tower page is marked “space provision”, “space only” or shell. That is a positive finding and worth saying. The LEVEL NUMBERS below are the developer’s own labels and run higher than the filed storey counts, for the floor-numbering reason explained above.

Development-wide, and what is NOT a tower facility

  • Direct MRT connection — real and physical. A pedestrian overhead bridge from the retail area to the station, in the Phase 2 superstructure contract scope as an “MRT link bridge”, opened 15 July 2025; a temporary walkway served from October 2023 to July 2025.
  • Pavilion Concierge services — published by the developer on its own concierge page and in two gallery captions. No scope, hours or inclusions are published anywhere.
  • The mall is a separate commercial building, not a residents’ facility. Residents’ access is a convenience, not a strata entitlement. This page does not list mall tenants as project facilities.
  • Portal facility lists on this project are worse than the developer’s own. One lists “eateries”, which is the mall, and “24-hour security”, which the developer does not state on any tower page; another publishes a four-item generic list. The developer’s own schedules are used above instead.
  • NOT PUBLISHED by anyone: maintenance fee or sinking fund from the developer; car-park entitlement per unit type; bathroom count per unit type; furnishing specification for any tower; any JMB or management-corporation information or named property manager.

Layouts — filed schedule first

Every filed unit type, by tower — including three penthouses that appear in no other source

No floor plan is published on this page, because the developer publishes none in a form this page can verify and because inventing one would be worse than omitting it. What follows is the filed type schedule with filed unit counts and, for Phase 2, filed statutory price bands — set against the developer’s own per-tower layout pages, with every disagreement named. Phase 1 has no filed per-type price band at all; only the three component-level registry bands exist.

NO PUBLISHED FLOOR PLAN this page can verify. The filed schedule and the developer’s own built-ups agree to the square foot on all ten types.

The ten counts sum to 490, matching the filed total exactly. Two notes. J3 is SMALLER than J2 (743 against 753 sq ft) yet filed at a higher band — that is internally coherent, because J3 is a two-bedroom and J2 a one-bedroom-plus-study, but it reads like an error so this page explains it. And S1 and S2 are the 84 units whose filed bands straddle the Kuala Lumpur foreign-buyer floor. Dual key is supported by the developer’s own room list — a separable studio on DK1 and DK2, 79 units of 490. No separate-entrance or separate-meter detail is published, so this page describes the configuration and stops. Bathroom counts are NOT PRINTED for any type.

The five counts sum to 154, matching the filed total exactly. Three honest points. IR1 — six units, the most expensive stock in the whole development — has no published floor plan and no published room list; it exists in the filing and in an enquiry dropdown, nowhere else. H1 and H1a are the same 3,380 sq ft, and H2 and H2a the same 4,090 sq ft, at different filed bands, and the developer publishes no explanation of the difference — not orientation, not stack, not layout. Buyers will ask; nothing answers it. And the register files Imperial’s bedrooms as “5, 6”, which the developer’s own room lists for H1, H1a, H2 and H2a do not support, so this page does not publish “5 and 6 bedrooms” as a layout fact.

Disagreements, all small and all real: E2a is 1,517 sq ft in the filing and 1,514 sq ft on the developer’s own page; F2a is 1,752 in the filing and 1,750 on the developer’s page; and D5 is read as a 2-bedroom / 2+1 study in the filing’s type list while the developer’s page calls it 1 bedroom plus study — same area, different room count, unresolved. The brochure files this block with a Sayap Utara (north) and Sayap Selatan (south) wing.

Every Regent built-up agrees between the filed brochure and the developer’s own layout page — a clean result, and worth saying when so much else on this project does not agree. The developer’s own heading for Regent, “Move-In Ready”, is TRUE and checkable against the filed CCC of 30 May 2025 and the filed vacant possession of 16 June 2025.

G2 2,803 sq ft, 260.39 sq m, 4 bedrooms plus study plus maid’s room — published by the developer and by one portal, but NOT FOUND in the filed R3 floor charts, and the register’s own filed area field for this component stops at about 214 sq m, which is roughly G1’s 2,303 sq ft. In other words the register appears not to know about G2 either. This page publishes G2 as the developer’s figure and not as a filed one.

Phase 1 penthouses — PH1, PH2 and PH3, in the filing and in NO other source

6,483 · 6,612 · 10,058 sq ft as filed · 5, 5 and 6 bedrooms as filed

Filing onlyNo planNo priceNo unit count

This is the single most useful layout finding on Phase 1. The filed Phase 1 advertisement brochure files three penthouse types of 6,483, 6,612 and 10,058 sq ft with up to six bedrooms, and not one of them appears on the Windsor, Regent or Crown layout page or on either portal — all of which give Phase 1’s maximum built-up as 2,803 sq ft (Crown’s G2) or 1,878 sq ft (Regent’s C2). The register corroborates them from the price side: Windsor’s filed maximum is RM15,852,000 and Regent’s RM15,497,000, and no 1,831 or 1,878 sq ft unit explains either figure. So Phase 1 contains very large penthouse stock that the public record almost entirely hides, and a page repeating “up to 2,803 sq ft” would simply be wrong. No plan, price or unit count is published for any of the three.

OUTSIDE THE HOUSING DEVELOPMENT ACT. Listed here so nobody mistakes it for one of the 1,958 residential units.

Corporate Suites (Phase 2) — 135 units, and NOT a home under the law

1,152 to 2,852 sq ft per suite, per the developer’s own enquiry form · topped out at 31 storeys, Jun 2026 · no HDA licence, no advertising permit, no filed statutory price band

Non-HDAStrata officeNo Schedule H

Strata office suites above hotel suites in one block, also called Corporate Tower 10. The developer’s June 2026 statement gives 135 Corporate Suites, 31 storeys at topping out and 80% of available office space sold. The main contractor’s own Bursa filing for the same block describes “1 block of 32 storey office and hotel” — 31 against 32, unresolved. One agency listing markets Corporate Tower 10 at 446,520 sf without stating the measure basis. There is no developer’s licence, no advertising permit, no Schedule G or H, no statutory late-delivery remedy, no statutory defect liability period and no housing development account on any of it, and no filed statutory price band exists, so this page publishes no price for it at all. No hotel brand, operator or room count is published by any source.

Built-ups and unit counts above are taken from a statutory schedule or from the developer’s own per-tower layout page, never from marketing prose, and the source of each disagreement is named. Square-metre figures are the developer’s own published conversions where stated. Price figures are the filed statutory Unit Selling Price bands from the KPKT-filed advertisement particulars (Phase 2) and the KPKT register (Phase 1), labelled as such. They are not a price list, not a quotation and not an offer. The register’s own keluasan fields for Phase 1 (0–57, 0–56 and 0–214 sq m) are irreconcilable with both the filed brochure and the developer’s own schedules and are not used anywhere on this page; nor are its bedroom fields reading “1, 2, 3, 12” and “1, 2, 3, 11”, which are keying errors.

Location — published figures only

Jalan Damanlela, Pusat Bandar Damansara — and the MRT claim, checked

Not one distance on this page is estimated. Where a source publishes a figure it is attributed; where no source publishes one, that is recorded as a gap and left blank. This is a central Kuala Lumpur site where everything genuinely is close, which makes an invented figure both tempting and unnecessary.

Open in Google Maps
Daerah Kuala Lumpur, Negeri WP Kuala Lumpur, as filedDewan Bandaraya Kuala Lumpur — approving authority, in both Phase 2 filingsPostcode 50490 is marketing, not filedNo mukim, seksyen, lot or PT number is printed by any source

There is no location map image on this page. The developer publishes none that this page can verify, and the button above goes to Google Maps on the filed coordinates instead. The two filed coordinate pairs sit about 29 m apart — that is my own arithmetic from the two filed figures, not a filed figure — which is consistent with two parcels of one site. The register does not separate Imperial from Royal spatially at all: both registered Phase 2 phases are filed at the same point.

The MRT connection — real, and the claim checked line by line

  • The adjacent station is KG13 Pusat Bandar Damansara on the MRT Kajang Line (Line 9), between Phileo Damansara and Semantan.
  • Under the station naming-rights programme it is also known as “Pavilion Damansara Heights – Pusat Bandar Damansara MRT Station”, and the Phase 2 licensee Jendela Mayang Sdn Bhd is one of the parties awarded those rights. So the “Pavilion Damansara Heights MRT station” in the marketing is a commercial co-brand on Pusat Bandar Damansara station, not a separate station. Say it, because it is exactly the kind of claim a buyer can check.
  • Directly connected by a pedestrian overhead bridge from the retail area, opened 15 July 2025; a temporary walkway served from October 2023 to July 2025. The bridge is named in the Phase 2 superstructure contract scope as an “MRT link bridge”.
  • “5 stations away” from the Kuala Lumpur CBD at Pavilion Bukit Bintang — the developer’s phrase, and it is CORRECT. Counting along the published line order from KG13: Semantan, Muzium Negara, Pasar Seni, Merdeka, Bukit Bintang. This is a verification, not an estimate.
  • “2 stations away” from KL Sentral — the developer’s phrase, and it is LOOSE. KL Sentral is not on the Kajang Line. The two-station ride reaches Muzium Negara, which links to KL Sentral on foot. Publish the phrase with the qualification.
  • Semantan station, now branded Manulife-Semantan: “within 400 m walking” — published by PropertyGuru, not by the developer.
  • Bus routes named by sources with no distance or frequency published: PBD1, T817, T819, 8820, T821, T850.

Published with a distance, and attributed

  • KLCC: about 7 km — PropertyGuru.
  • Tun Razak Exchange (TRX): about 12.5 km — PropertyGuru.
  • Bukit Kiara Park, TPC and the Royal Selangor Golf Club: “within a 5 km radius” — a radius, not a distance to any one of them. Two portals.
  • SPRINT Highway and the Bangsar–Damansara elevated highway are named by sources; no distance to any interchange is published by anyone. A “new elevated link” was costed at RM200 million by the then Federal Territories Minister in October 2017.

  • KLIA: the developer’s own location page calls this site “the gateway to KLIA” and publishes no distance and no travel time, and KLIA is not on the Kajang Line. This page refuses the phrase.
  • Not one of the schools, hospitals or malls above has a distance published by any source reached, and this page will not invent one. Ask and I will measure it for you in writing.

Every figure above is attributed to the source that publishes it. No distance, drive time or walking time on this page was estimated, rounded or inferred. Where the developer and a portal disagree, both are shown. Verify any distance that matters to your decision yourself before you act on it.

The spine of this page

Statutory register × 3 — the three registered phases, under two licences, side by side

Malaysian law requires a licensed housing developer to file statutory advertisement particulars, and that filing is public. Pavilion Damansara Heights has three registered phases under TWO licences, and they are not symmetrical legal objects. Phase 1 is one registered phase holding three towers as three components under one permit and one delivery clock. Phase 2 is two registered phases with separate permits, separate first-SPA dates and separate delivery clocks. So a buyer’s statutory position is set by which registered phase the unit is in, not by which tower it is in. Each column prints the particulars as the government record gives them, with the filed brochure and the developer’s own published block alongside wherever those disagree.

Read down, not across. Column (A) is one registered phase containing three towers under one permit and one delivery clock; columns (B) and (C) are two registered phases with separate permits and separate clocks under the same licence. “Phase 1” and “Phase 2” are therefore not symmetrical legal objects on this development, and the only thing that fixes your statutory position is which registered phase your own agreement names. Can a foreign buyer purchase here? Almost always yes — and the exception is 84 specific units

Kuala Lumpur, as a Federal Territory, applies a minimum purchase price of RM1,000,000 per unit for a foreign buyer, with consent processed federally by the Economic Planning Unit. The threshold traces to the Ministry of Economy’s Garis Panduan Perolehan Hartanah effective 13 July 2022, over section 433B of the National Land Code (Revised 2020) (Act 828). It is a policy threshold, so have it confirmed in writing before you advise or act.

Working off the filed statutory minima only: Windsor from RM1,042,360, Regent from RM1,022,000, Crown from RM3,759,060 and Imperial from RM5,429,000 all clear the floor outright — every unit in four of the five towers. Royal Suites is where it is not clean. Eight of its ten filed types clear the floor from J1 (from RM1,036,000) upward, but type S1 (452 sq ft, 41 units, filed band RM754,000 to RM1,188,000) and type S2 (538 sq ft, 43 units, filed band RM892,000 to RM1,403,000) STRADDLE it — both bands start below RM1,000,000 and end above it. So some of those 84 units qualify a foreign buyer and some do not, and which ones depends on the individual unit’s price.

The honest headline: of the 1,958 residential units filed across both phases, 1,874 sit in types whose filed minimum already clears the Kuala Lumpur floor, and the only question marks are the 84 smallest Royal Suites units. The 1,958 / 1,874 / 84 arithmetic is mine; the bands and unit counts are filed. For comparison, since Louis also sells across the border: Selangor Zones 1 and 2 require RM2,000,000, strata and gated landed strata only; Zone 3 (Hulu Selangor and Sabak Bernam) RM1,000,000. Ask me to put the current Kuala Lumpur position in writing before you commit.

What the filed progress percentages mean, and what they do not

Imperial Residences is filed at 54.61% and Royal Suites at 56.50%, both Lancar (on schedule), on the latest progress report in the register. That is a construction-progress figure certified under the housing-development reporting regime; it is not a sales figure and it is not a guarantee of a delivery date. Phase 1 is filed Siap Dengan CCC at 100% on all three components.

The useful reading is this. The Phase 2 superstructure contract was let in May 2020 for 42 months, and the register’s first Phase 2 sale and purchase agreements are 21 November 2025 and 9 April 2026. Phase 2 was built most of the way up before it was sold — the reverse of the usual Malaysian sequence, and genuinely good news for a buyer, who is buying into a structure already more than half built. It also makes the 2030 revised delivery dates look conservative rather than alarming — but the date that binds anyone is the one in their own Schedule H agreement read with the approved extension, and no page can tell you that; only your own agreement can.

What this page does not publish, and why — read this before you ask me for a number

No discount, rebate, nett price, promotion, freebie, incentive, commission, Bumiputera value, leaseback rate, guaranteed rental return or yield projection appears anywhere on this page, and none will be quoted in writing on a public channel. That is a standing rule on this website and it is not negotiable. A Diskaun Bumiputera field DOES exist in both Phase 2 filed brochures and in both of the developer’s own published statutory blocks. Its existence is stated here and its value is withheld.

What IS published instead: the filed statutory Unit Selling Price minimum and maximum per registered phase and, for Phase 2, per unit type, exactly as the KPKT-filed advertisement brochure and the KPKT register print them — labelled as the filed statutory range, and not a price list, not a quotation and not an offer. On both Phase 2 phases the register’s band matches the filed brochure’s band to the ringgit.

Deliberately withheld as well, and why. One major portal carries a “sale price from” figure for this development that sits roughly two orders of magnitude below the lowest filed statutory minimum on the whole site, plus a price-per-square-foot range whose floor is a small two-figure number, plus a resale-listing average. Those are agent-listing aggregates, not a developer floor, and the figures are not reproduced here. An independence check was run: the two portals carrying such figures are different publishers, but neither carries a developer “from” price — both carry listing aggregates only, so no source anywhere carries a below-minimum DEVELOPER price. Agent listing prices for the non-HDA Corporate Towers and Corporate Suites are also withheld, because no filed statutory minimum exists for those units at all and so there is nothing to check them against.

Also absent by choice: any density figure, because no filing prints a land area for either phase and every denominator in circulation is a whole mixed-use parcel carrying offices, a hotel and a mall; any estimated distance, drive time or walking time; any green certification for a home, because the only rating in existence is a provisional 2019 office rating; any award, because there are none; the register’s own Phase 1 area and bedroom fields, which are demonstrably wrong; and the mall’s parking count, which is a retail figure and not a residential allocation.

Ask me for any of it privately and I will go and get it in writing — and tell you plainly if the answer is that nobody will put it in writing.

Who is actually building this

Two licensees, a pension-fund joint venture, a related-party main contractor, and one office green rating

There are two licensed developers on this site and neither of them is called Pavilion. IMPIAN EKSPRESI SDN. BHD. holds developer code 19224 and licence 19224/11-2027/1409(A), valid to 22 November 2027, with one registered project — Phase 1. JENDELA MAYANG SDN. Both are Aktif with no recorded offence. They share one registered address, one pair of telephone numbers and one email address in the register — Unit 6-3a, Level 6, Pavilion Tower, 75 Jalan Raja Chulan, 50200 Kuala Lumpur — yet they are separate licensees with separate licences, separate permits and separate delivery clocks. Impian Ekspresi also carries eight earlier licence records from 2017 to 2025, all Tamat.

“Pavilion Group” holds no KPKT developer licence, and that is not a quibble — it is why a buyer cannot find this development in the register by searching its brand. q=PAVILION on the developer register returns twelve licensees and neither of these two is among them, because the string “Pavilion” appears in neither legal name. A positive control was run before that zero was accepted (q=EXSIM returned sixteen records, so the endpoint and the substring match were both working). The route in was the company registration number printed in the microsite footer, which gave the name Jendela Mayang, which gave code 30216; q=IMPIAN EKSPRESI then returned one hit. For a group that brands everything and licenses nothing under the brand, the footer copyright line is the key. The market gets this wrong in four different ways: the developer’s own group page says “Pavilion Group”; its microsite footer names Jendela Mayang only, which is right for Phase 2 and not for Phase 1 (its theme is literally named for Phase 2); one portal names a third company with its own registration number, which is the licensee of neither phase and is not repeated on this page; and only one consumer source names both licensees correctly. Print both codes, both licence numbers and both company names, so a client can actually run the check.

The joint venture, stated as precisely as the evidence allows. The Canada Pension Plan Investment Board is named as joint-venture partner by four independent sources including the developer’s own June 2026 press statement. Its stake is reported as 49% — and here is the honest grading: that figure rests on an encyclopaedia entry and on the filename of a press-clipping PDF in the developer’s own media library. All ten of those press-clipping PDFs are image-only with no machine-readable text layer, so the filename is the only machine-readable fact in them. Grade the 49% as filename-level evidence, not as a readable primary document. And critically: no source reached states whether that 49% sits in Impian Ekspresi, in Jendela Mayang, in both, or in a holding company above them. This page therefore does not say that the pension fund owns 49% of either licensee. No committed-capital figure was found. The site was previously held by Bukit Damansara Development Sdn Bhd via Damansara Assets Sdn Bhd, the property arm of Johor Corporation.

A related-party disclosure that a buyer is entitled to know, and that the contractor itself filed to the stock exchange. WCT Bhd is the main contractor for BOTH phases — Phase 1 at about RM1.77 billion over 38 months from September 2018 for nine office tower blocks and three service apartment blocks on a podium with retail, and Phase 2 / Parcel 2 at about RM1.2 billion over 42 months from May 2020 for one block of 32-storey office and hotel plus two residential towers, landscaping and an MRT link bridge. Econpile (M) Sdn Bhd took the Phase 2 bored piling at RM122 million over 13 months. Tan Sri Lim Siew Choon is executive chairman of the Bursa-listed main contractor’s parent and holds an indirect equity interest in Impian Ekspresi, and the contractor’s managing director sits on Impian Ekspresi’s board alongside him. He is also reported as Impian Ekspresi’s majority shareholder. So the developer and the main contractor share a controlling individual. That is a related-party transaction, it was disclosed by the contractor itself, and it is on this page because it belongs on it. Neither contract announcement prints a lot or PT number, so the lot stays unrecovered even by the route that usually recovers it.

Green: one rating exists on this entire site, and this page refuses to apply it to the homes. All four GreenRE rating tiers were read. The single entry is SILVER, PROVISIONAL, dated 7 March 2019, for “Pavillion Damansara Heights Parcel 2 Commercial Tower (TB) – Office”, category NRB v3.1 — non-residential building, developer Jendela Mayang. Four reasons it cannot be read as a project rating: it is an OFFICE building, so no residential tower in either phase holds any green rating; it is provisional, a design-stage commitment whose expiry is recorded as one year after CCC, not a verified outcome; it is dated 2019 and the categories have since moved on; and the register spells the project “Pavillion” with two Ls, which is exactly how a careless single-L search produces a false negative here. Near-misses explicitly refused: a similarly named project by a different licensee in Penang; a “Residensi Jendela” by a completely different developer; a “Permata Sapura” whose developer’s name is one word away from this one’s; and a Bronze provisional held by Pavilion Square Corporate Suites under yet another licensee — which matters here because this website already carries a Pavilion Square page, and that rating stays on it. Green Building Index could not be reached at all, which is inconclusive and never a negative. The correct wording for the homes is therefore “no entry in the reachable portion of the Platinum, Gold, Silver or Bronze registers”, not “not certified”, because three of those tables truncate on their last row. And credit where it is due: the developer makes no green claim at all on either of its websites. It is not over-claiming here.

Awards: there are none, and saying so is the finding. No award for Pavilion Damansara Heights was found in any source reached; the developer’s own group page has no awards or recognitions section at all, only a heading reading “A Globally Recognised Presence” with nothing behind it; and the group website has no awards page. Every “award-winning” formulation is refused at project level, and nothing is borrowed from any sibling Pavilion-branded project. The developer’s other published superlatives are refused for the same reason: “Malaysia’s most affluent address” is a ranking claim with no ranking behind it; “Kuala Lumpur’s most anticipated integrated development” has no measure of anticipation; “the gateway to KLIA” comes with no published KLIA distance or travel time and KLIA is not on this rail line. Two developer claims DO survive checking and are published here as true: Regent Suites’ “Move-In Ready”, against a filed CCC of 30 May 2025 and filed vacant possession of 16 June 2025; and the mall’s “Pavilion Crown” entrance feature of 2,888 Murano-glass crystals by a named fabricator. “Fully Sold” on Corporate Towers 1 to 9 is a sales statement with no independent confirmation, and it is easily conflated with two other take-up figures about two other things: 97% of office space sold plus 1.8% booked as at end-September 2021 (a rating agency, Phase 1) and 80% of available office space sold in June 2026 (the developer, the Phase 2 Corporate Suites). Three numbers, three different subjects.

Finally, the honest shape of this page. Phase 2 is unusually well documented for this series — two filed statutory blocks, a developer permit page that agrees with the register on both permit numbers and suffixes, filed tenure, a named chargee, filed car-park totals, and per-type unit counts that sum exactly to the filed totals. Phase 1 is the opposite, and that is a real gap rather than a presentational one. There is no filed statutory advertisement block for Phase 1 in any reachable source: no approving authority on record, no DBKL plan reference, no restriction in interest, no chargee, no car-park total, no land area, no company registration number for the licensee and no per-type price band. Everything in column (A) of the table above is single-sourced to the government register, the one HIMS file that exists is a floor-plan brochure with no statutory block, two sibling paths 404 or error, and the archive route is blocked in this environment, so there is no historical copy to recover. This page says so plainly rather than quietly padding Phase 1 with Phase 2’s chargee, car park, plan reference or approving authority — and it is more useful to you for admitting it.

Sources named in this section: the KPKT TEDUH developer registers for codes 19224 and 30216; TEDUH project records 19224-1, 30216-1 and 30216-2 with the 404s on 19224-2 and 30216-3; the two KPKT-filed HIMS advertisement brochures for Phase 2 and the Phase 1 HIMS floor-plan file; the developer’s own published permit page and its five tower pages; the main contractor’s and the piling contractor’s Bursa Malaysia contract announcements; a rating agency’s December 2021 report as reported by named journalism; named press of 2 October 2017, 13 October 2023 and 29 June 2026; and the GreenRE Platinum, Gold, Silver and Bronze registers, all four read. Development-wide figures that come from press or marketing rather than a filing are labelled as such throughout: the land area (16 acres from the developer, 6.5 hectares, 15.84 acres, and 9.58 acres for Phase 1 from the rating agency) and the gross development value (RM7 billion in 2016 and RM9 billion in 2017 — two published answers five years apart, and no later figure exists).

Questions buyers actually ask

Pavilion Damansara Heights — frequently asked questions, answered from the filings

Who is the licensed developer of Pavilion Damansara Heights?
There are two, and neither is named Pavilion. Phase 1 is licensed to IMPIAN EKSPRESI SDN. BHD., KPKT developer code 19224, licence 19224/11-2027/1409(A) valid 23 November 2022 to 22 November 2027, with one registered project. Phase 2 is licensed to JENDELA MAYANG SDN. BHD., 201301035983 (1065811-D), code 30216, licence 30216/10-2027/0215(A) valid 3 October 2022 to 2 October 2027, with two registered projects. “Pavilion Group” holds no KPKT developer licence at all. Searching the register for PAVILION returns twelve licensees and neither of these two is among them, because the word is in neither legal name — so a buyer searching the register by brand will find nothing. A positive control on an unrelated large developer returned sixteen records before that zero was accepted, so the search was working. Run the check yourself at teduh.kpkt.gov.my under code 19224 or 30216.
How many units are there, and are they all protected by the Housing Development Act?
1,958 residential units are filed, and all 1,958 are inside the Act. Phase 1 has 1,314: Windsor Suites 568 over 54 storeys, Regent Suites 581 over 54, Crown Residences 165 over 47. Phase 2 has 644: Imperial Residences 154 over 45 and Royal Suites 490 over 46. Every one of them is filed Pangsapuri Servis and sold on Jadual H, so each buyer gets a Schedule H statutory sale and purchase agreement, statutory delivery periods, statutory liquidated damages for late delivery, a statutory defect liability period and a housing development account the developer may draw on only as the Act permits. On this project the serviced-apartment label does NOT take the homes outside the Act — which is worth stating, because on many projects it does.
Which parts of this development are OUTSIDE the Housing Development Act, and what does a buyer give up?
Corporate Towers 1 to 9, the Corporate Tower 10 block of Corporate Suites and Hotel, the hotel itself and the mall are all outside it. Outside the Act there is no developer’s licence, no advertising and sales permit, no Schedule G and no Schedule H statutory contract, no statutory liquidated damages if delivery is late, no statutory defect liability period and no housing development account holding the money. You sign whatever private contract the vendor offers and the remedies are whatever that contract gives you. How this was established, so you can repeat it: both licensees’ own register records state their project counts — Impian Ekspresi one, Jendela Mayang two — and those three registered phases are all residential; a serial walk then found 19224-2 and 30216-3 both return a hard 404. So no registered phase exists anywhere in either licence that could cover an office tower, a suite, the hotel or the retail. Nothing in the Malaysian housing register reaches the commercial components of this development. If someone shows you an office suite here, ask in writing which licence and which permit it is sold under; the honest answer is none.
Is Pavilion Damansara Heights complete? And why do the dates disagree so much?
Phase 1 is complete and Phase 2 is not. Phase 1 is filed Siap Dengan CCC at 100%, with filed CCC and vacant possession of 22 November / 12 December 2024 (Crown), 30 May / 16 June 2025 (Regent) and 31 December 2025 / 6 March 2026 (Windsor). Phase 2 is filed at 54.61% (Imperial) and 56.50% (Royal), both Lancar. The dates disagree because there are four published completion answers per Phase 2 tower and three of them come from the developer itself: the KPKT-filed brochures print September 2028 and November 2028, which are the original 36-month dates; the register’s original dates are 21 November 2028 and 9 April 2029; a developer press release of June 2026 says both towers are “expected to finish in early Q1 2029”; the developer’s own permit page says March 2030 and May 2030; and the register’s revised dates after the approved extension are 21 March 2030 and 9 August 2030. The spread is about 14 to 17 months, and the only date with legal force is the one in your own Schedule H agreement read with the approved extension. On Phase 1, one major portal still publishes completion as “2022”, which is wrong against the filed dates by four to five years.
What is this +53-month extension, and should I be worried about it?
It is real, it is approved, it is the longest this series has recorded, and no source outside the government register mentions it. Phase 1 carries pindaanTempohSerahKosong: Ya at 53 months: the construction period went from 36 to 89 months and contractual vacant possession moved from 6 December 2020 to 6 May 2025. Both Phase 2 phases carry +16 months each, 36 to 52, giving revised dates of 21 March 2030 and 9 August 2030. Whether you should be worried depends on what actually happened, so here it is. Crown Residences beat the revised date by about five months. Regent Suites missed it by about six weeks and Windsor Suites by about ten months — and all three landed four to five years past the date the first buyers’ agreements originally gave them. Whether statutory liquidated damages were payable to any Phase 1 buyer, and on what terms the extension was approved, is not published anywhere and is a question for your own solicitor. This page states the dates and stops. The comparisons are mine; every date is filed.
Can a foreigner buy at Pavilion Damansara Heights?
Almost always yes, and the exception is 84 specific units. Kuala Lumpur applies a minimum purchase price of RM1,000,000 per unit for a foreign buyer, consent processed federally. Against the filed statutory minima: Windsor from RM1,042,360, Regent from RM1,022,000, Crown from RM3,759,060 and Imperial from RM5,429,000 all clear it outright. Royal Suites does not clear it on every type. Eight of its ten filed types clear from J1 (from RM1,036,000) upward, but type S1 (452 sq ft, 41 units, filed band RM754,000 to RM1,188,000) and type S2 (538 sq ft, 43 units, filed band RM892,000 to RM1,403,000) straddle the threshold — both start below it and end above it. So of the 1,958 filed units, 1,874 sit in types whose filed minimum already clears the floor, and the 84 smallest Royal Suites units are decided unit by unit on the individual price. That arithmetic is mine; the bands are filed. The threshold is policy rather than statute on its face, so have the current position confirmed in writing before you commit. Message me and I will get it for you.
Is it freehold?
Phase 2 is filed freehold. Phase 1’s tenure is not filed anywhere. Both Phase 2 brochures and both of the developer’s own statutory blocks print Kekal — freehold for Imperial and Royal. For Phase 1 the register prints no pegangan tanah at all; the filed Phase 1 brochure says pegangan bebas in its marketing prose rather than in a statutory field, and every portal says freehold. So freehold is the weight of evidence on Phase 1 and this page labels it as that, not as a filed fact. No lease expiry arises either way. Phase 2 also files a chargee, CIMB Investment Bank Berhad, and Phase 1 files none — which is not the same as there being none. Get a current land search before you sign anything, on either phase.
Does Pavilion Damansara Heights have a green certification or any awards?
No residential tower holds any green rating, and there are no awards at all. All four GreenRE tiers were read and the only entry in existence for this site is SILVER, PROVISIONAL, 7 March 2019, for “Pavillion Damansara Heights Parcel 2 Commercial Tower (TB) – Office” — category NRB, a non-residential building. That is an office tower’s design-stage rating and this page refuses to lend it to five residential towers. Note the register’s own double-L spelling, which is why a single-L search of it returns nothing here. Green Building Index could not be reached at all, which is inconclusive and never a negative; and because three of the four GreenRE tables truncate, the correct wording is “no entry in the reachable portion” rather than “not certified”. On awards: none was found at project level or at group level, the developer’s own group page carries no awards section at all, and nothing is borrowed from any other Pavilion-branded project. Credit the developer explicitly here: it makes no green claim and no award claim for this project on either of its own websites.
Is the MRT connection real, and is there really a Pavilion Damansara Heights station?
The connection is real and physical. The station is not its own station. There is a pedestrian overhead bridge from the retail area to the station, opened 15 July 2025 — it is named in the Phase 2 superstructure contract scope as an “MRT link bridge” — and a temporary walkway served from October 2023 until it opened. The station is KG13 Pusat Bandar Damansara on the MRT Kajang Line, and under the station naming-rights programme it is ALSO known as “Pavilion Damansara Heights – Pusat Bandar Damansara MRT Station”, with the Phase 2 licensee among the parties awarded those rights. So the branded name in the marketing is a commercial co-brand on an existing station, not a separate station. Two developer distance claims, checked: “5 stations away” from Pavilion Bukit Bintang is correct on the published line order; “2 stations away” from KL Sentral is loose, because KL Sentral is not on this line — the two-station ride reaches Muzium Negara, which links to KL Sentral on foot.
How many storeys are these towers? I keep seeing 57.
The filed storey counts are 54, 54, 47, 45 and 46 — Windsor, Regent, Crown, Imperial, Royal. No filing anywhere says 57. Both portals publish Windsor and Regent at 57 storeys, Crown at 50, Imperial at 50 and Royal at 51, and in every case they have published a facility LEVEL LABEL as a storey count. The developer puts Regent’s and Windsor’s sky deck on “Level 57”, Crown’s on “Level 50 and 50M”, Imperial’s on “Level 50” and Royal’s on “Level 51”. This is ordinary Malaysian floor numbering skipping unlucky numbers: the filed Phase 1 floor charts themselves run 01, 3A, 13A, 53A, and the Royal plans include 33A and 43A. So the label on the top floor is higher than the count of floors. Use the filed count as the storey count and treat the level number as a label.
What is the car park allocation, the maintenance fee, and how big is the land?
None of those three is published in a form anyone should rely on, and here is exactly what exists. Car parks: Phase 2 files totals — 550 bays for Imperial’s 154 units and 653 for Royal’s 490 — and Phase 1’s total is not printed at all. No per-unit-type entitlement is printed for either phase by anyone. One portal claims units over two bedrooms get two bays, with no developer source; your entitlement comes from your own agreement. Maintenance fee and sinking fund: the developer publishes no rate for any tower. A portal publishes an “expected” rate; that is a portal estimate, not a developer figure and not a management-corporation resolution. Land area: no filing prints one for either phase. Figures in circulation are 16 acres (the developer, in every page’s meta description), 6.5 hectares, 15.84 acres, and 9.58 acres for Phase 1 from a rating agency — which is why this page publishes no density figure. Any units-per-acre number here would divide homes by a parcel that also carries nine office towers, a hotel block and a mall, and would understate residential density.
What has NOT been published, that you will go and ask the developer for?
A long list, and it is on this page deliberately. Phase 1 specifically: no filed statutory advertisement block exists at all, so no approving authority, no DBKL plan reference, no restriction in interest, no chargee, no car-park total, no land area, no company registration number for the licensee and no per-type price band; tenure is weight-of-evidence only; and no price, plan, unit count or room list exists for the three filed penthouse types of 6,483, 6,612 and 10,058 sq ft. Both phases: no mukim, seksyen, lot or PT number anywhere — the register has no such field, neither brochure prints one and neither contract announcement does; no housing development account number; no bathroom count per unit type; no car-park entitlement per unit type; no maintenance fee or sinking fund from the developer; no furnishing specification; no management or JMB information and no named property manager; no strata unit count for Corporate Towers 1 to 9; no hotel brand, operator or room count; no retail net lettable area from the developer; no distance to any school, hospital, mall, highway interchange or airport from any source; no construction-progress visual after March 2024 and no written progress statement on the developer’s own progress page; no explanation of why the H1 and H1a pair, and the H2 and H2a pair, carry different filed price bands at identical built-ups; whether the pension fund’s 49% sits in one licensee, both or above them, and no committed-capital figure; and whether statutory liquidated damages were paid to any Phase 1 buyer, and on what terms the 53-month extension was approved. Ask me for any of it and I will chase it in writing — and tell you if the answer is that nobody will say.
What price information will you publish, and what will you not?
What is published: the filed statutory Unit Selling Price minimum and maximum — per registered phase for Phase 1 and per unit type for Phase 2 — exactly as the KPKT-filed advertisement brochure and the KPKT register print them, labelled as the filed statutory range and accompanied by the statement that it is not a price list, not a quotation and not an offer. On both Phase 2 phases the register’s band and the filed brochure’s band match to the ringgit. What is never published here, on any page on this website: certain commercial terms, all deliberately withheld. A Diskaun Bumiputera field does exist in both Phase 2 filings; its existence is stated and its value is withheld. Also withheld: one portal’s “from” figure for this development, which sits roughly two orders of magnitude below the lowest filed statutory minimum on the whole site, together with its price-per-square-foot floor and its resale-listing average — those are agent-listing aggregates, not a developer floor, and an independence check confirmed that no source anywhere carries a below-minimum DEVELOPER price. Agent listing prices for the non-HDA Corporate Towers and Corporate Suites are withheld too, because no filed statutory minimum exists for those units at all. The real price of a specific unit comes from the price list and the sale and purchase agreement at the sales gallery. Message me for it privately.

Get the filed documents, and find out which licensee and which registered phase your unit actually belongs to

The KPKT register records for all three registered phases, both filed Phase 2 advertisement brochures, and a straight answer on whether the thing you are being shown is inside the Housing Development Act at all.

Certain commercial terms are deliberately withheld on this page and will not be quoted in writing on a public channel. What is published above is the filed statutory Unit Selling Price range — per registered phase for Phase 1 and per unit type for Phase 2 — labelled as such. This is marketing information. It is not a price list, not a quotation and not an offer. Statutory particulars can change — verify at teduh.kpkt.gov.my under developer code 19224 or 30216 before you act.

Over a decade selling Malaysian property, in English and Mandarin, to buyers in Kuala Lumpur, Selangor and Johor Bahru and to Chinese-speaking buyers overseas. This page is built the opposite way round from a brochure: the filed statutory particulars come first and the marketing comes last, because on Pavilion Damansara Heights the filings carry three facts a buyer cannot get anywhere else — that there are TWO licensed developers and neither is named Pavilion, that 1,958 units are inside the Housing Development Act while the nine office towers, the Corporate Suites and Hotel block, the hotel and the mall are outside it, and that Phase 1 carries an approved +53-month delivery extension that no source outside the government register mentions. It was built from the KPKT TEDUH developer and project registers, the two KPKT-filed HIMS advertisement brochures for Phase 2, the one Phase 1 HIMS file that exists, the developer’s own published permit page and all five of its tower pages, the main contractor’s and piling contractor’s Bursa announcements, a rating agency report, named journalism, and all four GreenRE rating registers. Every hard number is attributed to the document that prints it. Where the developer’s own filing and the developer’s own website disagree — and on this project they disagree on the Imperial plan reference and on every single Phase 2 completion date — both are shown and neither is asserted as operative. Where nothing was published, the page says NOT PRINTED, and on Phase 1 it says it a lot, because Phase 1’s statutory block genuinely does not exist in public. No price, distance, density, storey count, permit number or image subject on this page was invented; no award and no green certification was borrowed from a neighbour or from a sibling Pavilion project; the only green rating in existence here is a provisional 2019 OFFICE rating and this page refuses to apply it to the homes; and no density figure is published because no land area is filed for either phase. Ask me for what is missing and I will go and get it in writing — and tell you if the answer is that nobody will say.

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.

How does that compare? Every development on this site, grouped by register status — cancelled, abandoned and behind schedule first.

Where the official drawings are

No floor plan is reproduced on this page — but the drawings are findable

A floor plan is the developer’s copyright. This site does not mirror one and let you assume it is official. What it can do is send you to the drawing itself.
