Bukit Bintang City Centre (BBCC) — the component map

BBCC is not a building. It is a 19.4-acre multi-parcel master development on the former Pudu Prison site, with at least thirteen named components — and exactly TWO of them have ever been registered under the Housing Development Act. Those two are phase 14510-1, marketed as Lucentia Residences (668 units, a 47-storey and a 35-storey tower, both complete), and phase 14510-2, filed as RESIDENSI SWNK HOUZE (Parcel 5, 442 units, 31 storeys, CCC 23 February 2026). Licensee BBCC Development Sdn Bhd (1129028-T), KPKT developer code 14510. 14510-3 is a hard 404 — the register walk ends at two. Everything else at BBCC is commercial, leased rather than sold, or not filed at all. If a client is shown “a unit at BBCC”, the first question is which component, because the answer decides whether the HDA reaches the purchase at all.

2 of about 13 components are HDA-registered — 14510-1 and 14510-2The Stride, Mitsui Serviced Suites and the hotel block sit OUTSIDE the HDA — no Schedule H, no HDA remedyThe developer prints SWNK Houze’s permit on Lucentia’s page AND on Mitsui’sLucentia has no registered scheme name — the register’s project-name field holds the developer’s own company name+33 months approved extension on Lucentia — the longest this site has recorded — and it was consumedNo component parcel area is published anywhere, so density cannot be computed

This page is built as a component map, because that is the thing no portal gets right about BBCC. Every portal that lists “BBCC” as one project is collapsing a thirteen-part masterplan into a single listing.

The reason this page exists

Six things about BBCC that the listings get wrong

None of these is a judgement about the development. Each one is a difference between what a government filing says and what is published for buyers to read.

📄

Two phases, not one project

The register credits licensee 14510 with two projects and no more: 14510-1 and 14510-2 both resolve, 14510-3 is a hard 404. A positive control was run before trusting that zero — a search for an unrelated large developer returned sixteen records, so the endpoint was live and matching correctly.

⚠

Three parts feel residential and are not HDA

The Stride / Menara EcoWorld sells strata office units, so there is no Schedule H, no HDA late-delivery remedy and no HDA housing development account. Mitsui Serviced Suites (269 units, 44 floors) is let, never sold — tenants, not purchasers, and it holds no licence and no APDL. The hotel block is a commercial hotel sold en bloc.

🚨

The worst trap is on the developer’s own site

bbcckl.com prints SWNK Houze’s complete statutory APDL block on Lucentia’s page and on Mitsui Serviced Suites’ page — same Parcel 5, same 31 storeys, same 441 units, same selling price, same permit. On the Mitsui page that means a selling price and an HDA advertising permit for a building that is not for sale and has no licence. Verified by fetching all three pages separately.

🔍

Lucentia has no registered name and no filed brochure

The register’s project-name field for 14510-1 reads Bbcc Development Sdn Bhd, and its iklan field is an empty array — no filed advertisement brochure exists in the public store, and both path forms 404. So Lucentia has no filed tenure, no filed plan reference, no filed built-up schedule and no filed car-park provision. Every Lucentia built-up figure in circulation is a marketing figure.

🕐

Both approved extensions were actually used

pindaanTempohSerahKosong reads Ya on both phases. Lucentia’s construction period went from 36 to 69 months — a +33 month amendment, the longest this site has recorded — and the second tower’s vacant possession landed nine days inside the revised date. SWNK Houze took +12 months. Portals still print 2021.

📏

No parcel area, so no honest density

No component’s land area is published in the filing, in the register, on the developer’s site or on any portal. The only land figure that exists is 19.4 acres for the whole masterplan, which also carries the mall, the office tower, the hotel, the rental block and the transit hub. Dividing by it would be meaningless, so this page publishes no density figure at all.

Project DNA

What is actually built at BBCC, and the dated record behind it

The statistics band carries only filed or named-source figures, and there is deliberately no density tile. The component columns keep the two HDA-registered phases strictly apart from the components that are outside the Housing Development Act, because that distinction is the whole of what a buyer needs from this page.

The component map — and the facilities, kept separate by what prints them

Column 1 and 2 are the two HDA-registered phases. Column 3 is everything that is NOT inside the Housing Development Act. Column 4 is the facility position, and it distinguishes the filed list from the brochure list, because only the first has a government document behind it.

OUTSIDE the Housing Development Act

No Schedule H · no HDA remedy
  • The Stride / Menara EcoWorld — strata OFFICE units sold on a commercial title. 276 units per the developer’s own advertorial, 341 per The Edge in 2019. Storeys published as 41, 45, 46 and 48 by four sources. No filing exists to settle any of it
  • Mitsui Serviced Suites — 269 units, 44 floors, LEASE ONLY. Operated by MFBBCC Serviced Suites Sdn Bhd, “managed by the Mitsui Fudosan Group”, with BBCC Development Sdn Bhd as developer. No sale means no HDA licence and no APDL. A buyer cannot buy one
  • The hotel block — a commercial hotel sold en bloc, and sold twice. See the developer section
  • Mitsui Shopping Park LaLaport BBCC — about 1.4 million sq ft and roughly 400 stores over six floors, reported at RM1.6 billion, opened 20 January 2022
  • Zepp Kuala Lumpur (2,500 capacity), a 12-screen GSC cineplex, Malaysia Grand Bazaar (about 100,000 sq ft), the Andaman Grand Ballroom (to 1,200 guests), TUAH 1895, Gourmet Street
  • Phase 3 (a third serviced-apartment block and a second office tower) and the 80-storey BBCC Signature Tower have NO KPKT filing of any kind
  • The Labs and Immersify Kuala Lumpur are marked UPCOMING on the developer’s own site and are not presented here as open

Facilities — filed vs brochure

Only the first list has a filing behind it
  • Filed Kemudahan for 14510-2, four named items: Kolam Renang (pool), Dek BBQ, Bilik Serbaguna (multi-purpose room), Bilik Gimnasium, plus a Dek entry. The filing assigns NO LEVEL to any of them — unlabelled numbers 1 to 4 sit beside the list and are not level assignments
  • Brochure-only, from the developer’s own e-brochure legend: chillout lounge, pool deck, outdoor shower, toilet and changing area, herb garden. These five are not in the filing
  • The whole SWNK Houze facility deck is on Level 3 — the one level the developer does state, and it is stated for the deck as a whole, not per item
  • Four items appear in both the filing and the brochure: pool, barbecue, multi-purpose hall, gymnasium
  • Nothing is marked “space only” by the developer, and no source confirms a fit-out commitment either way
  • No level-by-level facilities schedule in text exists for any component. SWNK Houze’s is a graphic with a numbered legend; Lucentia’s levels come only from EdgeProp; Mitsui’s has no levels at all

Layouts — what is filed, what is marketed, and two types that exist only in the filing

The developer publishes the range 463 to 1,238 sq ft — and its own type table stops at 861 sq ft. The two types that actually reach the advertised top end, F1 at 1,238 sq ft and H1 at 1,227 sq ft, both filed as DWI KUNCI (3 BILIK) dual-key three-bedroom units, appear only in the filed schedule. A buyer reading the brochure cannot find the unit the brochure’s own headline range describes. They are real and they are filed — ask for them by code.

The developer’s type table. Note that it ends at 861 sq ft while the headline range it sits under ends at 1,238.

CAR PARK, and this matters: the filed advertisement states NO car-park provision at all. The developer’s brochure fills the gap — types A and B have no bay stated, type C gets one bay and only “for units Level 26 and above”, and types D, E and G get one each. That is in the developer’s own document and no portal carries it.

Ask for the filed type schedule
Same type, same area, two bedroom counts. This page states both rather than picking one.

Type E — the filing and the brochure disagree on the bedrooms

Source: both of the developer’s own documents, at 861 sq ft on both

Contradiction861 sq ftDual key on both

The filed schedule calls E1 and E2 DWI KUNCI (1 BILIK) — dual key, one bedroom. The developer’s brochure calls type E a 2-bedroom dual key with two bathrooms, at the same 861 sq ft. Both sources agree it is a dual key. The bedroom count is unreconciled, and the filed form is the defensible reading for a dual key — a one-bedroom main unit plus a separately keyed studio reads as 1 bilik in a main schedule. Get the bedroom count in writing before you commit.

No filed built-up schedule for Lucentia is publicly available, so there is nothing here to publish as fact.

The sixth type differs by publisher: EdgeProp lists Dd 858 dual key, iProperty lists Cc 652. The register files 0 bedrooms and 0 bathrooms for this phase. 341 units, 1,087 to 11,383 sq ft (The Edge, Dec 2019) · 276 units, from 1,087 sq ft (the developer’s own advertorial, Sep 2024) · 948 to 1,187 sq ft (a 2019 PropertyGuru review). Three publishers, three schedules, nothing to settle them. Historic commercial pricing, labelled as historic and commercial: The Edge reported average selling prices of RM1.6 million to RM17 million, about RM1,600 per sq ft, with the tower 60% sold in December 2019. A buyer here gets a commercial title: no Schedule H, no HDA late-delivery remedy, no HDA housing development account and no KPKT recourse.

Every area figure above is reproduced from the document named on its own card and none was converted, averaged or estimated. The register prints a single unlabelled figure per Lucentia component in a field called mps — 68 and 67 — which cannot be a minimum or a maximum against the marketed range, so its meaning is unknown and it is deliberately not published here as a built-up. Confirm every area, bedroom count and car-park bay against the sale and purchase agreement and the developer’s own price list at the sales gallery before you commit.

Location

Jalan Hang Tuah, Bukit Bintang, Kuala Lumpur — the filed proof of jurisdiction, and the distances nobody prints

The pin below is the registered coordinate from the KPKT project record for phase 14510-2. Phase 14510-1 is filed at a second point roughly 180 m away — that distance is our own arithmetic from the two filed coordinate pairs, not a published figure — which is exactly what two parcels on one 19.4-acre site should look like. Jurisdiction is settled from the filing: this is Kuala Lumpur, Federal Territory, not Selangor.

Open in Google Maps

The lot number is unrecovered from every source tried. It is absent from the filed brochure (which prints only “Parcel 5”, a parcel label and not a lot), from the KPKT register, from the developer’s own statutory block, from every portal, and from both of the main contractor’s Bursa contract announcements, which on other projects in this series usually recover a PT or lot reference. Do not accept an invented mukim or lot for BBCC.

What the filings prove about where this is

  • Pihak Berkuasa Yang Meluluskan: Dewan Bandaraya Kuala Lumpur — printed in the filed brochure for 14510-2 and on all three of the developer’s high-rise pages. DBKL’s planning jurisdiction is the Federal Territory of Kuala Lumpur only.
  • No. Kelulusan Pelan Bangunan: BP T4 OSC 2025 0703(21) in the filed brochure (filing dated 19 September 2025), and BP T4 0SC 20211033 in the developer’s own live block. Two unreconciled DBKL references for one building. Both carry the BP T4 Federal-Territory prefix. The most likely reading is an amended plan approval obtained in 2025 and filed, with the website never updated — which fits, because that same block still carries a permit that expired in March 2025. This page prints both and does not assert which is operative.
  • A second, independent Federal-Territory proof: the filed Sekatan-Sekatan Kepentingan on 14510-2 requires the approval of the Pejabat Tanah Wilayah Persekutuan Kuala Lumpur before transfer, lease or charge. That land office has Federal Territory jurisdiction only, and a Selangor project would name a Selangor authority. The developer’s own site instead names DBKL as the consent party — different bodies, same transaction.
  • Kuala Lumpur has no public project register equivalent to Selangor’s. The DBKL plan reference plus the Federal land-office restriction are the proof here.

Transit — what is published, and what is not

  • The Hang Tuah KL Monorail station and the Hang Tuah LRT station (Ampang Line / Sri Petaling Line) are inside BBCC’s own transit hub. This is the genuinely strong transport fact on this development and it needs no distance.
  • Merdeka MRT station (SBK17): 300 metres, by a then-planned pedestrian link — PropertyGuru review, 27 November 2019. The link was planned when that was written; whether it was ever built is NOT PUBLISHED by anyone. iProperty says only “within walking distance”.
  • About 10 minutes on foot to Berjaya Times Square, Sungei Wang Plaza, Low Yat Plaza and Bintang Walk — the same 2019 PropertyGuru review, and that is one figure given for four destinations.
  • The proposed High Speed Rail station: “two stops away via the LRT” — the developer’s own wording. That is a stop count, not a distance, and the station is proposed.
  • Pavilion KL, Suria KLCC, the Petronas Twin Towers and KL Sentral: “a few stops away” by monorail or LRT, per the same review. No figure.
  • Bukit Bintang MRT station: NO DISTANCE PUBLISHED. The review that mentions it also misdates that station’s opening to 2019 and files “Hang Tuah LRT station” under an Education heading, so treat it with care.
  • Royal Selangor Golf Club, Prince Court Medical Centre, Tung Shin Hospital and Alice Smith International School: listed as “nearby” in the developer’s own advertorial with no figures at all.
  • Three dedicated vehicular tunnels and road upgrades were built as part of BBCC’s Phase 1 infrastructure, alongside a basement car park.

What the site was, and what sits on it now

  • Pudu Prison, built in the 1890s on a site of about 10 hectares, uninhabited from 1996, wall demolition from 2010, main complex fully demolished by 2012. The main gates are the only standing portion, repainted and retained as a historical marker.
  • Masterplan figures that are published, usable as context and never as density inputs: site 19.4 acres; gross floor area about 6.8 million sq ft (The Edge, 2023) or 6.7 million (The Edge, 2019) — same publisher, four years apart; project value RM8.7 billion; about eight to nine towers and two malls; Phase 1 is about 50% of GFA and about 40% of GDV.
  • Open now: LaLaport (20 January 2022), Zepp KL, the GSC cineplex, Malaysia Grand Bazaar, the Andaman Grand Ballroom, TUAH 1895 (2025), Gourmet Street, Regus-managed workspaces, the transit hub.
  • Marked UPCOMING by the developer, and therefore not presented here as open: The Labs, Immersify Kuala Lumpur.

The masterplan amenity at BBCC is real, and it is not the same thing as a facility of either residential phase. LaLaport, Zepp, the cineplex, the bazaar, the ballroom and TUAH 1895 are separate components of the masterplan — they are not strata facilities of Lucentia Residences or of RESIDENSI SWNK HOUZE and they do not appear in either phase’s filed Kemudahan list. No distance on this page was estimated, and none was carried over from any other page. Everything with no published figure is stated above as having none.

The spine of this page

Statutory register × 2 — the only two HDA-registered phases at BBCC, side by side

Malaysian law requires a licensed housing developer to file statutory advertisement particulars, and that filing is public. BBCC has exactly two registered phases, and only one of them has a reachable filed advertisement at all. Each column below sets out the particulars as the government record prints them, with the developer’s own published block alongside wherever the two disagree — and on this development they disagree on the plan reference, the tenure, the consent party, the licence suffix, the permit generation and the unit count. A third phase does not exist: 14510-3 is a hard 404 and the register credits this licensee with exactly two projects.

(A) Phase 14510-1 — Lucentia Residences, 668 units, 47 + 35 storeys, complete and labelled sold out(B) Phase 14510-2 — RESIDENSI SWNK HOUZE, Parcel 5, 442 units, 31 storeys, complete
Registered scheme name THERE IS NONE. projek.nama reads Bbcc Development Sdn Bhd — the developer’s own company name in the project-name field, read twice. “Lucentia” appears in no government record.
Filed advertisement brochure DOES NOT EXIST in the public store. brochure is null and iklan is an empty array — not a broken link. Both path forms return 404

Keluasan (built-up) NOT FILED. The register’s keluasan value is garbled in the source data. A single unlabelled mps figure of 68 and 67 is printed per component and its meaning is not stated, so it is not published here as a built-up
Pegangan Tanah (tenure) NOT PRESENT in the register and nowhere published for this phase. Portals say “leasehold” with no term. Since both parcels sit on one originally UDA-owned site the title is likely the same as 14510-2’s — that is an inference, not a filed fact

Read the lapsed permits correctly Both phases are complete, CCC’d and in vacant possession. An APDL authorises the advertising and sale of unbuilt housing accommodation, so a lapsed APDL on a completed, delivered scheme is normal and is not a defect. Developer’s website: “leasehold, 87 years” to the same date. Both land on the same expiry, so the dispute is about the alienation date. Roughly 84 years remain — our own arithmetic from the filed expiry. Whether the temporary title has since been perfected is not published
Sekatan-Sekatan Kepentingan The land cannot be transferred, leased, charged or pledged without the approval of the Pejabat Tanah Wilayah Persekutuan Kuala Lumpur (brochure). The developer’s website names DBKL instead

Diskaun Bumiputera field THE FIELD DOES NOT APPEAR on this brochure at all — recorded here because its absence is itself a finding. No value is sought or published on this page

Both columns are government records, not marketing. Column A is the KPKT TEDUH register row for 14510-1, which is the only statutory record that exists for Lucentia Residences, because no filed advertisement brochure for that phase is publicly reachable at all. Column B is the filed HIMS advertisement brochure for 14510-2, dated 19 September 2025, set against the TEDUH register row for the same phase and against the developer’s own published block. Verify every field at teduh.kpkt.gov.my before you act on it.

The filed statutory Unit Selling Price ranges above are the legally filed bands per registered component, labelled as such. They are not a price list, not a quotation and not an offer, and they are not what any particular unit costs today — both phases are complete, so a buyer is largely in the subsale market, where the price is whatever a vendor and a purchaser agree. A real figure for a specific unit comes from the price list and the sale and purchase agreement. No discount, rebate, nett price, promotion, freebie, incentive, commission, Bumiputera value, leaseback rate or yield projection is published on this page, and none will be quoted in writing on a public channel.

Can a foreign buyer buy at BBCC? — and the answer nobody publishes

Kuala Lumpur, as a Federal Territory, applies a minimum purchase price of RM1,000,000 per unit for a foreign buyer, with consent processed federally. Set that against the filed statutory bands and something useful falls out. The Lucentia 35-storey component’s entire filed band, RM1,096,920 to RM2,178,000, clears the floor, and the upper parts of the other two bands clear it too — so BBCC is not shut to foreign buyers, unlike several other projects on this site. But the entry stock in both phases sits below the floor: the Lucentia 47-storey component starts at a filed RM782,000 and RESIDENSI SWNK HOUZE at a filed RM805,200. So a foreign buyer cannot buy at the entry price in either phase — the cheapest units are reserved by law for Malaysian buyers — and no marketing source anywhere says so. Both phases are complete, so in practice a foreign buyer is looking at the subsale market, where the same RM1,000,000 floor applies to the transaction price. The RM1,000,000 figure traces to a guideline effective 13 July 2022 as restated by a private publisher, which prints a guideline date rather than a gazette reference — verify it before advising any client.

What the build-progress field says

peratus: 100.00 and Siap Dengan CCC on every filed component of both phases. Lucentia’s two components were certified on 28 December 2021 and 20 May 2022; RESIDENSI SWNK HOUZE on 23 February 2026. Neither phase has unsold primary stock in a conventional sense — the developer labels Lucentia “Sold out”, and the SWNK Houze filing recorded 86 units remaining as at September 2025, with nothing more recent published. This page records no availability position beyond that filed figure.

The three residential-feeling components that are OUTSIDE the Housing Development Act — and what a buyer loses

The Stride / Menara EcoWorld sold strata office units on a commercial title. A purchaser there gets no Schedule H statutory contract, no HDA liquidated-damages remedy for late delivery, no HDA housing development account holding the purchase money, no advertising permit and no KPKT recourse. Those protections exist only for housing accommodation under the Act. Mitsui Serviced Suites (269 units, 44 floors) is let and never sold: its occupants are tenants under a tenancy, not purchasers, so there is no sale contract to protect, no licence and no permit — and a buyer cannot buy one at any price. The hotel block is a commercial hotel sold en bloc. Only Lucentia Residences and RESIDENSI SWNK HOUZE are HDA-licensed, Jadual H, with a filed APDL. If a client is shown “a unit at BBCC”, the first question is which component.

Not published, therefore not on this page — the list I will go and ask for

Land and title: the lot or PT number, mukim and seksyen for any component; the parcel area of any component, so no density is computable; the tenure, lease term and expiry for Lucentia; the chargee for either phase; whether the Hak Milik Sementara has been perfected into a final title. The filings: Lucentia’s entire statutory particulars block, which does not exist in the public store; the HDA development account number for either phase; any built-up figure filed to the register, which is 0 for 14510-2 and garbled for 14510-1; bedroom and bathroom data for Lucentia, filed as 0 / 0. The unfiled components: Phase 3 (a third serviced-apartment block, reported at 50 storeys, and a second office tower) and the 80-storey BBCC Signature Tower have no KPKT filing of any kind — no licence phase, no permit, no units, no price, no registered name. That is a clean no-filing finding, and this page does not pad it. Also unpublished: MFBBCC Serviced Suites Sdn Bhd’s company number; whether Mitsui Fudosan holds any stake in BBCC Development Sdn Bhd, which The Star explicitly declines to state. The hotel: who owns it today, what it is branded and whether it is open. Practical: the maintenance fee, service charge and sinking fund for every component; car-park allocation for Lucentia; whether the planned 300 m pedestrian link to Merdeka MRT was built; any distance for the Hang Tuah stations, Bukit Bintang MRT, the hospitals, the school or the golf club; a level-by-level facilities schedule in text for any component; whether any facility is “space only”; The Stride’s GBI rating level and status; any green certification at all for either residential phase; unit counts per block for SWNK Houze and bay counts in its seven-storey podium. Ask me for any of these and I will go and get it in writing — and tell you if the answer is that nobody will say.

The developer, the joint venture and the unresolved parts

Who actually builds BBCC — and the three things no source settles

The licensed developer of both HDA-registered phases is BBCC Development Sdn. Bhd., company number 1129028-T, KPKT developer code 14510. It holds licence 14510/03-2029/0201(A), valid 15 March 2024 to 14 March 2029 and current as at 9 October 2026, with status Aktif, no violations recorded in the register, and bilangan projek of exactly 2. Its registered office is Unit No. 19-01, Menara EcoWorld, Bukit Bintang City Centre, No. 2, Jalan Hang Tuah, 55100 Kuala Lumpur, with a business address in the same tower. The licensee is the only KPKT-licensed developer on the site.

Every popular account calls BBCC “an EcoWorld project” or “a UDA project”, and neither is the licensed developer of anything here. The licensee is a joint-venture company, held EcoWorld 40%, UDA Holdings Berhad 40%, the Employees Provident Fund 20% — a split printed identically by two independent publishers, with the joint-venture agreement signed in February 2015. UDA Holdings is the landowner and Eco World is the development manager for the land. The consortium acquired the development rights for over RM1.013 billion, reported at about RM1,200 per sq ft, or roughly 13% of gross development value; EcoWorld’s own outlay was reported at RM100 million for its 40% stake plus a RM15 million advance.

The commonly cited shareholding of “RnH Berhad 66%, UDA 33%” is wrong and is not used on this page. It matches no other source, names an entity that appears in no BBCC filing, news report or corporate release found in this research, and is arithmetically incompatible with the 40/40/20 split that two independent publishers print. Worth knowing, because that figure is the first one a search returns.

A second developer licence exists at the licensee’s own registered unit and holds nothing. Eco World Development Management Sdn Bhd, KPKT code 31480, licence 31480/09-2031/0227(N) (14 September 2026 to 13 September 2031), is registered at the same unit, Unit No. 19-01, Menara EcoWorld — and its bilangan projek is 0. It holds a developer licence and has never filed a project. Do not attribute any BBCC phase to it.

Mitsui Fudosan is a partner on two components and not in the joint-venture company. Mitsui Shopping Park LaLaport BBCC was developed by Mitsui Fudosan at a reported RM1.6 billion and opened on 20 January 2022; the developer states it is Mitsui Fudosan’s second LaLaport mall in Asia, and that claim is the developer’s. Mitsui Serviced Suites is operated by MFBBCC Serviced Suites Sdn Bhd, described as managed by the Mitsui Fudosan Group, with BBCC Development Sdn Bhd named as developer — and no company registration number is published for it anywhere. Mitsui’s stake, if any, in BBCC Development Sdn Bhd is NOT PUBLISHED; The Star explicitly declines to state it, so this page asserts none.

Main contractors, from the contractors’ own Bursa announcements. Substructure works, RM221.9 million, to Ahmad Zaki Resources Bhd in September 2017. Phase 1 main building works, RM357.3 million, to Kerjaya Prospek (M) Sdn Bhd — an eight-storey car-park podium, a six-storey car park and two towers of 35 and 47 storeys with 666 service apartment units, over 36 months targeting 22 April 2021. SWNK Houze main building works, RM135.4 million, also to Kerjaya Prospek — design-and-build of a 31-storey service-apartment block with a basement and a podium containing a seven-storey car park, the main lobby and a multi-purpose hall, over 36 months from 1 March 2023, which lands at 1 March 2026 and lines up with the filed first-SPA date of 3 December 2022 and the filed original vacant possession of 3 December 2025. Neither Kerjaya announcement prints a registration number or a lot reference, which on other projects in this series is where the lot is usually recovered.

UNRESOLVED: the hotel block was reported sold TWICE, and no source reconciles the two deals. Deal 1 — an SPA reported in October 2017 with Hass Holdings Sdn Bhd of Miri at RM290 million, for 28 storeys and 456 keys, intended as Canopy by Hilton Kuala Lumpur under a Hilton management agreement, opening targeted for Q4 2021. Deal 2 — an SPA signed on 22 August 2022 with UDA Holdings Bhd at RM295 million, for 450 rooms, supporting UDA’s hospitality arm, with completion and handover to UDA expected in 3Q2024. No source reached states whether the Hass purchase completed, lapsed, or concerns a different block; the 2017 report says only that an SPA was signed and does not say the sale completed, the 2022 report does not mention Hass at all, and Canopy by Hilton Kuala Lumpur does not appear as an operating hotel anywhere. Two readings are open and both fit the evidence: the Hass deal was aborted and UDA took the same block five years later, or BBCC has two hotel parcels — and a 2023 masterplan account listing a four-star hotel and five-star hotels keeps the second reading alive. Both deals are published here as reported, with dates, and this page does not pick one.

Phase 3 and the Signature Tower: a clean no-filing finding. Phase 3 — described as a third serviced-apartment block (reported at 50 storeys) and a second office tower — and the 80-storey BBCC Signature Tower have no KPKT filing of any kind: no licence phase, no advertising permit, no unit count, no price, no registered name. If Phase 3 is sold as housing accommodation it will need a new permit under licence 14510, and none exists. On the Signature Tower the developer itself declines to promise it: its chief executive told The Edge in 2023 that a launch “will depend on whether we have an investor, or whether the market will be able to take another super tower.” It is conditional, not abandoned, and nothing beyond a storey count and a height is published for it.

Award — what won, and for what. BBCC was a JOINT winner with Kwai Chai Hong at The Edge Malaysia Property Excellence Awards 2023. The Edge’s own article gives the award no formal name; it describes it only as one that “recognises an outstanding catalytic development that has rejuvenated an area”, and only the developer’s own advertorial calls it an “Excellence in Place Regeneration Award”. This is a placemaking award for BBCC as a place — for the masterplan, not for any tower. No award was found for Lucentia Residences, for RESIDENSI SWNK HOUZE, for The Stride, for LaLaport or for BBCC Development Sdn Bhd as a developer. If a page says “award-winning” without saying what won and for what, it is borrowing a placemaking award onto a residential tower.

Green certification — no positive entry, and deliberately NOT called a clean negative. All four GreenRE rating tiers were read separately. No entry for BBCC, BBCC Development Sdn Bhd, Lucentia, SWNK Houze, The Stride, Menara EcoWorld, LaLaport or Eco World appears in the reachable portion of the Platinum, Gold, Silver or Bronze registers. But Gold, Silver and Bronze all truncate — Bronze is the tier most easily missed and the most likely to be held — so this is not a clean negative and is not stated as one. Two near-misses match on the words “Bukit Bintang”: a Gold entry for Branniganz Suites @ Bukit Bintang under Lembaran Beruntung Sdn Bhd and a provisional Bronze for Amiba Bukit Bintang under Amiba Bukit Bintang Sdn Bhd. Both are different licensees and different projects, and neither is borrowed here. Separately, the developer’s own sponsored copy states that The Stride is “GBI certified” — with no rating level, no certificate number, no date and no distinction between a provisional design assessment and a final completion assessment, which for a completed building is the whole question. The GBI directory could not be reached, so that claim is INCONCLUSIVE rather than confirmed or refuted — and it attaches to a commercial strata office tower, not to either residential phase. No green claim of any kind was found for Lucentia Residences or for RESIDENSI SWNK HOUZE.

Superlatives, reproduced with their source and not adopted. The developer’s advertorial headline is “BBCC: Where Life is Spectacular”. Its claim that BBCC “sits at the centroid of the Greater KL area” is not checkable — no definition of Greater KL, no coordinates, no method. The claims that LaLaport BBCC is Mitsui Fudosan’s second LaLaport in Asia and that Zepp KL is Sony’s second venture outside Japan are specific and plausible but unverified here, so they are attributed, not asserted. “The first phase of Lucentia sold out quickly” is supported in direction — The Edge reported 95% take-up in December 2019 and the developer now labels it sold out — but the project launched in 2016, so “quickly” means about three years. The advertorial’s forward-looking value claims are not reproduced on this page at all: nothing here carries a value, yield or return implication. Nobody claims “low density” for BBCC, which is, for once, the developer being straight — and since no parcel area is published, there would be nothing honest to claim it with.

Nothing in this section came from an IQI or Atlas sales file. It is built from the KPKT TEDUH developer and project registers, the filed HIMS advertisement brochure for 14510-2, the developer’s own published pages and e-brochure, the contractors’ own Bursa announcements, named journalism from The Edge and EdgeProp, and the four GreenRE rating registers — all read on 9 October 2026. Where a figure comes from a developer advertorial rather than from journalism, this page says so, because a branded advertorial is developer material.

FAQ

The questions buyers actually ask about BBCC

How many parts of BBCC are actually registered under the Housing Development Act?
Exactly two, out of at least thirteen named components. The KPKT register credits licensee BBCC Development Sdn Bhd, developer code 14510, with two projects and no more: 14510-1, marketed as Lucentia Residences, and 14510-2, filed as RESIDENSI SWNK HOUZE. 14510-3 returns a hard 404, so the walk terminates at two. A positive control was run on an unrelated large developer first and returned sixteen records, so the endpoint was live and substring matching was working when those zeros came back. Searches on “MITSUI” and on “BUKIT BINTANG CITY CENTRE” both returned zero — though note the register matches the developer name only, not the address, so an address-term zero proves nothing by itself.
Which BBCC components are outside the HDA, and what does a buyer lose?
Three residential-feeling ones. The Stride / Menara EcoWorld sold strata office units on a commercial title: no Schedule H, no HDA late-delivery remedy, no HDA housing development account, no advertising permit, no KPKT recourse. Mitsui Serviced Suites (269 units, 44 floors) is let and never sold — tenants, not purchasers, and it holds no licence and no permit. The hotel block is a commercial hotel sold en bloc. Those statutory protections exist only for housing accommodation under the Act. If you are shown “a unit at BBCC”, ask which component before you ask the price.
Is Lucentia Residences registered under that name?
No. The register’s projek.nama field for 14510-1 reads Bbcc Development Sdn Bhd — the developer’s own company name filed into the project-name field. It was read twice and came back identical. The name “Lucentia” appears in no government record. The only HDA-registered identifiers are the phase index 14510-1 and the permit 14510-1/10-2022/02931(P). There is also no filed advertisement brochure for that phase at all — iklan is an empty array and both path forms 404 — so its tenure, plan reference, built-up schedule and car-park provision are all unavailable, and every Lucentia built-up figure in circulation is a marketing figure, not a filed one.
Were the two HDA phases delivered on time?
Both carry an approved extension of the delivery period, and BBCC consumed both. Lucentia went from 36 to 69 months, a +33 month amendment — the longest this site has recorded on any project — moving the contractual deadline from 14 October 2019 to 14 July 2022. The 47-storey tower handed over on 24 January 2022 and the 35-storey on 5 July 2022, nine days inside the revised date. SWNK Houze went from 36 to 48 months, a +12 month amendment, from 3 December 2025 to 3 December 2026, and handed over on 31 March 2026. So the honest reading is neither “late” nor “early”: delivered inside the revised statutory deadline on all three components, after formally approved extensions — and in Lucentia’s case more than two years after the date the first purchasers signed for. Every consumer source still prints an original or unqualified date: EdgeProp says “scheduled for 7 March 2021”, The Edge printed Q1 2021, and the developer’s brochure still prints 3 December 2026 for a building that already has its CCC.
What is the price, and is there a price list on this page?
There is no price list here and there will not be one. What is published is the filed statutory Unit Selling Price range per filed component, labelled as filed: the Lucentia 47-storey component RM782,000 – RM2,056,250, the Lucentia 35-storey component RM1,096,920 – RM2,178,000, and RESIDENSI SWNK HOUZE RM805,200 – RM2,482,800, which matches the developer’s own published figure exactly. These are filed bands — not a price list, not a quotation and not an offer, and not what any particular unit costs today. A real figure for a specific unit comes from the price list and the sale and purchase agreement. Both phases are complete, so in practice you are largely looking at the subsale market.
Can a foreign buyer buy at BBCC?
Yes, but not at the entry price — and nobody publishes that. Kuala Lumpur, as a Federal Territory, applies a minimum purchase price of RM1,000,000 per unit for a foreign buyer, with consent processed federally. The Lucentia 35-storey component’s entire filed band clears the floor, and the upper parts of the other two bands do too, so BBCC is not shut to foreign buyers. But the cheapest units in both phases sit below it — a filed RM782,000 minimum on the Lucentia 47-storey component and a filed RM805,200 on SWNK Houze — so the entry stock in both phases is reserved by law for Malaysian buyers. The floor applies to the transaction price in the subsale market too. The RM1,000,000 figure traces to a guideline effective 13 July 2022 restated by a private publisher, which prints a guideline date rather than a gazette reference, so verify it before you act.
Is the land freehold or leasehold?
Neither, as filed — it is a TEMPORARY title. The filed brochure for 14510-2 states Hak Milik Sementara, with an 85-year lease ending 5 December 2110. Hak Milik Sementara is not the same as a perfected leasehold title, a buyer and a bank treat the two differently, and no source other than the filing discloses it. The developer’s own website says “leasehold, 87 years” to the same expiry date, so the disagreement is about the alienation date rather than the end date. Roughly 84 years remain — our own arithmetic from the filed expiry. The land cannot be transferred, leased or charged without the approval of the Pejabat Tanah Wilayah Persekutuan Kuala Lumpur per the filing, although the developer’s site names DBKL instead. No tenure at all is filed or published for Lucentia, and whether the temporary title has since been perfected is not published either.
Why does the developer’s own website print SWNK Houze’s permit on two other pages?
This is the worst disclosure defect on this development, and it is on the developer’s own site. All three bbcckl.com high-rise pages carry one identical statutory advertising-permit block, and it is SWNK Houze’s: the same Parcel 5, 31 storeys, 441 units, the same selling price and the same permit number. On the Lucentia page, none of those particulars applies — Lucentia is a completed, sold-out, two-tower 668-unit scheme under a different permit. On the Mitsui Serviced Suites page it is worse: the page prints a selling price and an HDA advertising permit for a 269-unit, 44-floor, LEASE-ONLY building that has no licence and no permit at all, with its own for-leasing badge on the same page. All three pages were fetched separately to confirm it. Do not accept any statutory figure from that site without asking which component it belongs to.
How many units does Lucentia have — 666, 668 or 700?
668 is the filed figure, from the register for 14510-1: 394 units in the 47-storey component and 274 in the 35-storey. Five totals circulate. 668 — the register and a 2026 Edge feature. 666 — The Edge in 2019, the main contractor’s own Bursa announcement, a PropertyGuru review and EdgeProp’s body text; that looks like a pre-construction count, two units per tower apart. 700 — EdgeProp’s own data table and iProperty, so EdgeProp’s single page contradicts itself by 34 units; 700 has no support in any filing and is not used here. For SWNK Houze the register files 442 and the developer says 441 — one unit apart, irreconcilable. And the brochure prints no total at all, only Baki Unit: 86, which is units REMAINING at the September 2025 filing.
How far is the nearest train station?
No distance is published by the developer for anything — bbcckl.com carries a map graphic and one paragraph naming places, and not one distance or travel time. The strong fact needs no distance: the Hang Tuah KL Monorail station and the Hang Tuah LRT station (Ampang and Sri Petaling lines) are inside BBCC’s own transit hub. The only published figures anywhere are from a PropertyGuru review dated 27 November 2019: 300 metres to Merdeka MRT station (SBK17) via a then-planned pedestrian link, and about 10 minutes on foot to the Bukit Bintang malls, which is one figure for four destinations. Whether that pedestrian link was ever built is not published. That same review contradicts itself on rail — it files a station under an Education heading and misdates Bukit Bintang MRT’s opening — so treat it with care. No distance on this page was estimated or carried over from another page.
Does BBCC hold a green certification or an award?
No green entry was found, and that is deliberately not called a clean negative. All four GreenRE tiers were read separately; none carries an entry for BBCC or any of its components or partners — but Gold, Silver and Bronze all truncate, and Bronze is the tier most easily missed. Two near-misses matching on “Bukit Bintang” belong to different licensees and are not borrowed. The developer’s own sponsored copy says The Stride is “GBI certified” with no rating level, no number and no date, and the GBI directory could not be reached, so that is INCONCLUSIVE — and it attaches to a commercial office tower, not to either residential phase. On awards: BBCC was a JOINT winner with Kwai Chai Hong at The Edge Malaysia Property Excellence Awards 2023, described by The Edge itself as recognising “an outstanding catalytic development that has rejuvenated an area”. That is a placemaking award for the masterplan, not for any tower, and no award was found for either residential phase.
What is the density at BBCC?
It cannot be computed, and this page publishes no density figure. No parcel area is published for Lucentia, for SWNK Houze, for The Stride or for any other component — not in the filing, not in the register, not on the developer’s site, not on any portal. The only land figure in existence is 19.4 acres for the entire masterplan, and that denominator also carries a 1.4-million-sq-ft mall, an office tower, a hotel, a 269-unit rental block, an entertainment hub, a transit hub and a basement car park. Dividing any component’s units by it would produce a meaningless number, so this page does not. Nobody claims “low density” for BBCC, so there is nothing to refute. The published masterplan figures — 19.4 acres, about 6.8 million sq ft of gross floor area, RM8.7 billion of project value — are context, never density inputs.
Who owns the hotel block, and what about Phase 3 and the Signature Tower?
The hotel block was reported sold TWICE and no source reconciles the two deals. October 2017: an SPA reported with Hass Holdings Sdn Bhd at RM290 million, for 28 storeys and 456 keys, intended as Canopy by Hilton. 22 August 2022: an SPA signed with UDA Holdings Bhd at RM295 million, for 450 rooms, with handover expected in 3Q2024. No source states whether the Hass purchase completed, lapsed, or concerns a different block, and Canopy by Hilton Kuala Lumpur does not appear as an operating hotel anywhere. Who owns it today, what it is branded and whether it is open are all unpublished. Phase 3 (a third serviced-apartment block, reported at 50 storeys, and a second office tower) and the 80-storey BBCC Signature Tower have no KPKT filing of any kind. If Phase 3 is sold as housing accommodation it will need a new permit under licence 14510, and none exists. The Signature Tower is conditional, not abandoned: the developer’s chief executive said its launch “will depend on whether we have an investor, or whether the market will be able to take another super tower.”
What does this page not publish, and why?
Certain commercial terms are deliberately withheld and none of them appears anywhere on this page, and none will be quoted in writing on a public channel. That is a standing rule, not a BBCC-specific one. The filed brochure for 14510-2 carries no Diskaun Bumiputera field at all, so there is nothing to withhold on that head — and that absence is itself recorded. What is published instead is the filed statutory Unit Selling Price range per component, labelled as filed and accompanied by the statement that it is not a price list, not a quotation and not an offer. Also deliberately absent: any density figure, because no parcel area exists to compute one from; any estimated distance; any height in metres, because none is filed for anything at BBCC and every metre figure in circulation comes from one unsourced encyclopaedia entry; any green certification, because none was found and three of four registers truncate; and the register’s unlabelled mps figure for Lucentia, whose meaning the register does not state. Ask me for anything on the not-published list and I will go and get it in writing.

Over a decade selling Malaysian property, in English and Mandarin, to buyers in Kuala Lumpur, Selangor and Johor Bahru and to Chinese-speaking buyers overseas. This page is a component map rather than a project page, because BBCC is a thirteen-part masterplan and only two of its parts have ever been registered under the Housing Development Act — and that single fact decides whether the law reaches a purchase at all. It was built from the KPKT TEDUH developer and project registers, the filed HIMS advertisement brochure for 14510-2, the developer’s own published pages and e-brochure, the contractors’ Bursa announcements, named journalism, and all four GreenRE rating registers. Every hard number is attributed to the document that prints it. Where the developer’s own filing and the developer’s own website disagree — and on BBCC they disagree on the plan reference, the tenure, the consent party, the licence suffix, the permit generation and the unit count — both are shown and neither is asserted as operative. Where nothing was published, the page says NOT PRINTED. No price, distance, density, height, permit number, storey count or image subject on this page was invented, no award or green certification was borrowed from a neighbour, and no density figure exists because no parcel area is published for any component. Ask me for what is missing and I will go and get it in writing — and tell you if the answer is that nobody will say.

Build progress

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.

How does that compare? Every development on this site, grouped by register status — cancelled, abandoned and behind schedule first.
