Every price Connoisseur has published starts below RM1,000,000 — Type C from RM620,000, Type B from RM780,000, Type A from RM915,000. A site visit report published in August 2025 states that the minimum purchase price for foreign ownership here was given as RM700,000. Six reasons this address works, and the two that cut against it

Summer Suites is one of the last plots left inside the one-kilometre ring around the checkpoint. That scarcity is real. So is the fact that 55% of the building is a single 599 sq ft layout.

850 metres by the developer’s measure, about 900 on an independent walk. Either way this is a walk, not a drive — the CIQ and the Bukit Chagar RTS station sit in the same complex, so one journey covers both the road crossing and the train.

Jalan Bukit Meldrum is already ringed by towers of similar height. Scarcity of land this close to the crossing is the structural argument for the address, and it is stronger than any facilities list.

Here the published figures disagree and I will not smooth it over: the developer’s own specification table states 44 storeys, one tower, 22 units per floor in two separate wings. An independent site report states 45 storeys across four blocks on a point-block plan with two lifts serving each level. Two lifts per block for a 35-floor residential band is the number to interrogate at the gallery, because it decides your morning.

Walk it before you decide. The developer publishes 850 metres to the CIQ; an independent site visit measured the walk at about 900 metres and described the pavements as gritty with traffic to dodge. Both are true — the distance is short, the walking environment is not landscaped. Go at 7am on a weekday, in the direction you would actually walk, and decide for yourself.

The project faces the RTS Link viaduct. That is the whole reason the address works, and it is also the trade-off. Connoisseur’s answer is soundproof glazing fitted to every unit, and there is a sample you can test at the show gallery. Test it, but keep in mind you are testing a display panel in a showroom, not a finished apartment eight floors up with a train passing every few minutes. Ask which stacks face the viaduct directly and price that into your offer.

The statutory name tells you the location precisely

Bukit Meldrum is a specific place, and the register naming the scheme after it is more informative than the marketing name is. Use it when you order documents: ask for RESIDENSI BUKIT MELDRUM, project code 31015-1, not for “Summer Suites”.

Foreign buyers: the band just crosses the threshold

RM620,000 to RM1,068,000 is the legal boundary the developer may sell within, not an asking price. Johor’s minimum for a non-citizen buying a strata unit is RM1,000,000 — so only a narrow slice at the very top of this development is available to a foreign buyer. Treat “foreigners can buy here” with caution and get the specific unit and price confirmed in writing.

The percentage is the developer’s own progress return under the statutory 7(f) report. Note today’s reading and re-check before every progress payment your bank releases.

With 748 units, also do the exit arithmetic before you commit: count how many units here are already listed for sale and for rent, and divide by 748.

Connoisseur Properties Sdn Bhd is part of the Connoisseur Group, founded in 2005 and focused on Johor Bahru and Iskandar Malaysia. Its completed work is small in number and easy to verify, which is the best kind of track record for a buyer: V@SummerPlace, a 38-storey freehold serviced residence on this same Jalan Bukit Meldrum, completed in Q3 2016; SummerScape, 70 units of 2,713 sq ft each with private lifts, four to a floor, off Jalan Mariamah and Jalan Abdul Samad; and Ledang Heights, a bungalow enclave in Nusajaya.

The V@SummerPlace connection is the single most useful fact on this page. It is a ten-year-old Connoisseur building on the same street, occupied, with a management corporation and a sub-sale record. Before you sign for Summer Suites, walk into V@SummerPlace, look at the common areas, and ask an owner what the maintenance has been like. That is a due diligence opportunity most Johor launches cannot offer.

One claim needs care. Connoisseur states that the shareholders of the Connoisseur Group are also founding members and major shareholders of Country View Berhad, a company listed on the Main Market of Bursa Malaysia, and presents this as financial stability. Read that sentence precisely: it describes an overlap of shareholders, not a corporate guarantee. Connoisseur Properties Sdn Bhd is a private company and Country View Berhad’s balance sheet does not stand behind this project. Your protection here is the HDA framework and the sale and purchase agreement, not a listed parent.

Frequently asked questions

Can foreigners and Singaporeans buy at Summer Suites? What is the real price threshold?

There are two numbers in circulation and you must not pay a booking fee until you know which one the state will apply to you.

Johor’s published minimum purchase price for a non-citizen buying strata property is RM1,000,000, and state consent is required on top of it. Separately, a site visit report published in August 2025 records that the minimum purchase price for foreign ownership at Summer Suites was given as RM700,000, and notes that most Type C units fall below even that, with some higher-floor units possibly clearing it. I have not seen a state government document that supports RM700,000 for this project, so I will not present it as fact and neither should anyone else.

What I would actually do in your position: before any money changes hands, get a written opinion from a Johor conveyancing lawyer on whether a state consent application for this specific unit at this specific price would be entertained, and get the developer to state its threshold in writing in the booking form. The consequence of getting this wrong is not academic — a refused consent leaves you fighting over a deposit on a unit you cannot complete.

Budget separately for the Johor foreign buyer levy — 3% of price or RM30,000, whichever is higher, since 1 July 2025, except that where the property is a serviced residence transacted below RM1 million the state minimum is RM50,000 instead of RM30,000. Summer Suites is a serviced residence on commercial title, so that is the tier to ask about the day a price list exists. Then add the flat 8% stamp duty applying to non-citizens since 1 January 2026. That 8% applies to residential property; it does not apply to industrial premises, which is a distinction agents often blur.

How far is the walk to the CIQ and the RTS station, really?

850 metres by Connoisseur’s measure. An independent walk of the route in August 2025 put it at about 900 metres and described the pavements as gritty, with traffic to cross. Both figures describe the same short distance; they disagree about the experience, not the geometry.

The important structural fact is that the CIQ and the Bukit Chagar RTS station sit in the same complex. One walk gets you to both the road crossing and, from early 2027, the train to Woodlands North.

My advice is unglamorous: do the walk yourself at 7am on a weekday before you decide. Nine hundred metres is nothing on a cool morning and a great deal in a downpour with a suitcase. This is a decision your legs should make, not a brochure.

Why does it matter that 408 of the 748 units are the same layout?

Because it determines what happens when you try to exit, and almost nobody models it at the point of purchase.

The mix is Type C dual studio 599 sq ft at 408 units (55%), Type B 808 sq ft at 204 units (27%) and Type A 912 sq ft dual-key at 136 units (18%). If you buy a Type C, then on handover day in 2029 there are 407 other owners holding a product a tenant or buyer cannot tell apart from yours. Price is the only lever any of you has, and everyone pulls it at once.

Set that against NAPIC’s Q1 2026 numbers: Johor already had 9,972 completed unsold serviced apartment units, the heaviest overhang in Malaysia, and 58.5% of the national completed unsold serviced apartment stock of 19,263 units sat in the RM500,001 to RM1 million band. Every layout at Summer Suites is inside that band.

The counter-argument is real too: location scarcity within the CIQ ring is genuine, and the 136 Type A units are the rarest product in the building. If you are buying here for a hold-and-let strategy, the scarcity side of the trade sits with Type A, not Type C.

Is 44 storeys or 45 storeys correct, and how many lifts will I share?

The published figures conflict and I would rather show you the conflict than pick a side.

Connoisseur’s own specification table states 44 storeys, 1 tower, 22 units per floor arranged as two separate wings, with facilities on Level 10. An independent site report states 45 storeys across four blocks on a point-block plan, two lifts serving each level, residential starting at Level 11, 937 car park lots and 3 EV charging stations. The unit count of 748 and the facilities floor of Level 10 are consistent across both.

The lift question is the one to press at the gallery, because it is the difference you feel every single morning. Ask for the lift schedule in the building plan: how many cars, what speed, and which floors each bank serves. A salesperson who cannot answer that should go and find the drawing.

Ask the same question at V@SummerPlace, Connoisseur’s finished tower on the same street. Ten years of real lift performance from the same developer is better evidence than any specification sheet.

What does the commercial title mean for a Singaporean or Malaysian buyer here?

Summer Suites sits on a commercial title but is HDA approved, and those two facts pull in different directions, which is why they are worth separating.

HDA approval is the protection: your payments follow certified construction stages rather than going to the developer up front, there is a statutory delivery period in the sale and purchase agreement, and there is a defect liability period after handover. On a 2029 completion with a private developer, that framework is doing real work for you.

The commercial title is the running cost: assessment, water and electricity are typically billed at commercial rather than domestic rates, and Malaysian banks commonly apply a lower margin of advance to commercial-titled serviced apartments than to residential-titled condominiums. Ask your banker for the indicative margin on this specific project before you commit to a Type A quantum.

None of this is unusual — most new serviced apartments in the JB city centre sit on commercial land. It is unusual for a buyer to have costed it properly, and that is the part I would fix before you sign.

How bad is the noise from the RTS viaduct going to be?

Nobody can answer that honestly yet, because the line is not carrying passengers and the building does not exist. What I can give you is the shape of the risk and the questions that narrow it.

The project faces the RTS railway line — that proximity is exactly what you are paying for. Connoisseur is fitting soundproof glazing to every unit and has a panel you can test at the show gallery. Test it, and then discount what you heard, because a static showroom panel is not a lived-in apartment with a train every few minutes and a window you sometimes want open.

Three things narrow the risk. One: ask for the site plan and identify which stacks face the viaduct head-on versus obliquely; the price difference between them should be visible in the price list, and if it is not, that itself is information. Two: ask whether the glazing specification is written into the sale and purchase agreement or is a marketing statement. Three: from early 2027 the RTS is expected to be running — long before your 2029 handover. Go and stand on Jalan Bukit Meldrum then, and listen.

Is Connoisseur Properties backed by a listed company?

Not in the way the wording might lead you to assume, and this is worth reading slowly.

Connoisseur states that the shareholders of the Connoisseur Group are also founding members and major shareholders of Country View Berhad, which is listed on the Main Market of Bursa Malaysia, and describes this as bringing financial stability and governance. That statement describes an overlap in the people who own the shares. It does not say Connoisseur Properties Sdn Bhd is a subsidiary of Country View Berhad, and it does not create any obligation on Country View Berhad to fund or complete this project.

So what should you rely on instead? Three concrete things. The HDA framework, which ties your payments to certified construction stages. The developer’s own delivered buildings, which you can walk into — V@SummerPlace on this same street, completed Q3 2016. And a company search on Connoisseur Properties Sdn Bhd itself, which your lawyer can order and which tells you about the entity that will actually sign your S&P.

I am not saying the group is weak. I am saying the sentence in the marketing is doing more work than the corporate structure supports, and you should know which is which.

What is the maintenance fee, and when is completion exactly?

The projected maintenance rate is RM0.40 per square foot, stated on the developer’s specification table and confirmed in an independent site report. On a 912 sq ft Type A that is roughly RM365 a month; on a 599 sq ft Type C, roughly RM240. Treat it as a projection — the struck rate is set once the management corporation is formed, and projections at launch are usually the floor, not the ceiling.

Completion is stated as expected Q2 2029. The date that actually binds is the delivery period written into your sale and purchase agreement, which under the Housing Development Act runs from the date of the agreement, not from the launch. Read that clause before you sign — it is the clause that gives you liquidated damages if the developer is late.

Connoisseur has not published its developer licence number or advertising and sale permit number on the project website. Those appear on the statutory disclosure and I ask for both in writing as a matter of routine. Message me and I will get the current price list, the licence details and the S&P delivery clause for the layout you are considering.

Summer Suites or a completed building nearby — which is the better buy?

It comes down to whether you are buying the walk or buying the building.

Summer Suites buys you the walk. Eight hundred and fifty metres to the checkpoint and the RTS station, freehold, on one of the last plots inside that ring, with HDA-protected staged payments and a defect liability period. You pay for it in time — three years of construction — and in uniformity, because more than half the building is one layout.

A completed building buys you certainty. You inspect the lifts, the common areas, the actual outlook from the actual unit, and you can see how the management corporation is performing. You give up the launch package and, usually, some distance to the crossing.

My honest read: if you cross the border most days, the 850 metres is worth waiting for and Type A is the layout I would push you toward. Get the price list by stack, the noise-facing plan and the S&P terms

On a 2029 launch the three documents that decide your outcome are the stack-by-stack price list, the site plan showing which units face the RTS viaduct, and the sale and purchase agreement with its delivery period and default clauses.
