Aricia Residences @ Sungai Besi

Two documents filed with the Ministry of Housing say this building will be finished in November 2027. The developer’s own website says September 2029. That is a gap of roughly 22 months between the developer’s two statements of completion, and it is the first thing on this page because it is the most important thing about it.

Six things about Aricia Residences that are worth knowing before you see a show unit

None of these is a criticism of the building. Each is a published fact, or a published gap, that a buyer is entitled to have in front of them — and each one came out of reading the government filing against the developer’s own material, line by line.

📅

The developer gives two completion dates, 22 months apart

Both KPKT filings — the brochure and the newspaper advertisement — say November 2027. Every page of the developer’s own microsite footer says September 2029, and aricia.my says “Estimated 2029”. Agents and portals all carry 2029. Under a Schedule H agreement the date that binds is the one in YOUR sale and purchase agreement, and liquidated damages run from it. Read it there; do not rely on either figure above.

📄

The APDL in the government copy is a blank placeholder

The statutory field for the APDL is filed as the literal string xxxxx-x/xx-xxxx/xxxx(x)-(x), with its validity as xx/xx/xxxx – xx/xx/xxxx. The field was uploaded unfilled. So whether the permit is current or lapsed cannot be assessed from the filing at all. The developer’s own microsite does print a real one — 30632-1/01-2028/0076(N)-(S), valid to 24/01/2028. Both facts are on this page.

🌎

Blok B is entirely closed to foreign buyers on price

Kuala Lumpur’s foreign-purchase threshold is RM1,000,000 with EPU consent. Blok B’s filed statutory MAXIMUM is RM938,000 — so no Blok B unit, at any size, reaches it. Only the upper end of Blok A, filed to RM1,396,000, clears the line. Not one source on this project mentions foreign eligibility at all, even though most of the stack falls below the threshold.

🏢

The licensee is a single-purpose company, and only one page says so

The licensed developer is Aricia Sdn Bhd (612583-A). PropertyGuru and vivahomes credit “Chin Hin Property Development”; the corporate site credits Chin Hin Group Property Berhad. The split is disclosed on exactly one page — aricia.com.my/term. And AmBank calls Aricia Sdn Bhd a subsidiary of Chin Hin Group Berhad, a different listed entity. Which one owns it is not published.

🌿

GreenRE Silver is PROVISIONAL, not certified

The GreenRE public register records: Aricia Residences, developer Aricia Sdn Bhd, PROVISIONAL CERTIFICATION, SILVER, tool RES v3.3, dated 24/12/2024. The developer’s corporate page calls it a “GreenRE (Silver) Certified Building”, dropping the qualifier. Provisional certification is awarded on design; it is not final as-built certification. Separately, no award belongs to this project — the group’s own awards page is a 404.

🚆

The developer publishes no rail distance at all

The whole pitch is “one MRT stop from TRX”, yet aricia.com.my/amenities has six amenity categories — retail, education, medical, recreation, highways — and no transport category. Third parties disagree with each other roughly two-fold, and PropertyGuru collapses the separate LRT and MRT stations into one “integrated” node. This page attributes every figure and estimates nothing.

Facilities, as the developer’s own numbered text schedule prints them

This is unusually good source material: aricia.com.my publishes a genuine numbered schedule as HTML text, not only as a graphic. Level 8 runs 1–20. Level 9 is numbered 21–28, which implies eight items — but only seven are named. One Level 9 item is unaccounted for, and this page does not pad the list to eight.

Level 8 — items 1 to 20

Developer-published numbered text schedule

  • Games Room
  • Co-Working Lounge
  • Function Room
  • Surau (Female)
  • Surau (Male)
  • — the eighth number in the developer’s own 21–28 range is not named anywhere

Published, but in neither numbered schedule

Marketed by the developer; not scheduled by the developer
  • Pet Zone — a gallery caption, a feature-strip icon (“Pet-Friendly Facilities”) and an image, yet absent from both the Level 8 and the Level 9 numbered lists
  • Grand lobby and drop-off — named in the gallery, with no ground-level schedule published at all

Named only by third parties

Agent-sourced, not developer-published
  • “9-Level Car Park” (chansowlin.my) — not developer-published, and hard to reconcile with facilities sitting on Levels 8 and 9
  • “Grand Lobby & Drop-off Area” (chansowlin.my)
  • “Basketball Hoop Court” (chansowlin.my) — the developer’s own word is “Hoop Court”

Two conflicts inside the published material

Both sides shown, neither resolved
  • Badminton or pickleball? The Level 8 text schedule, item 18, reads “Badminton Court / Multi-Purpose Hall”. The gallery caption for the same space reads “Multi-Purpose Hall / Pickleball Court”. Both are the developer’s own words on the developer’s own site.
  • Which level? myrumahbaru puts the gymnasium, badminton court and nursing room on Level 9. The developer schedules all three on Level 8. PropertyGuru assigns no level at all.
  • Nothing is marked “space only” by the developer, and no item is disclosed as a shell. Ask for that in writing anyway.

Unit and building specification, as published

Developer feature strip and specification notes
  • Smart Home System and digital door lock
  • Inverter air-conditioners
  • Kitchen cabinets with hood and hob, “Fitted by SIGNATURE” — a brand inside the Chin Hin group’s own stable, a relationship the developer does not disclose

Layouts

Five marketed types, four in the filing — and a label that does not match

The filed statutory schedule lists four types: A1 550 sq ft, B1 757 sq ft, C1 872 sq ft and D2 1,410 sq ft. The developer markets five, and calls the 1,410 sq ft type D1, with D2 as 1,420 sq ft. So the filing’s “D2” carries D1’s built-up. One of the two is mislabelled, and the page shows both labels rather than choosing. Sizes are printed in the filing as “kps” (kaki persegi, square feet); no square-metre column exists in any source, so no sq m figure appears here.

Type A1 floor plan, 550 sq ft at Aricia Residences by Aricia Sdn Bhd, Sungai Besi / Chan Sow Lin, Kuala Lumpur, Federal Territory of Kuala Lumpur

Type A1 — 550 sq ft

1+1 bedrooms · 1 bathroom · 1 car park (developer) · filed and marketed, consistent

Filed: 550 kps1+1 Bilik Tidur1 Bilik AirIn the filing

The only type where the filing, aricia.com.my/serviced, aricia.my and PropertyGuru all agree: 550 sq ft, 1+1 bedrooms, 1 bathroom. The “+1” is a flexi or study room — chansowlin.my calls it “flexi” — but no source publishes a room-by-room schedule, so the +1 is not independently verifiable. This is not a studio office, SOHO or SOFO: it is filed as “1+1 Bilik Tidur / 1 Bilik Air”, residential. Floor plan published by the developer and labelled Type A1 on its own page (confirmed caption).

Ask for the A1 plan and stack
No floor plan for Type B1 is published by the developer. The microsite publishes plans only for A1 and D1, as images. We do not substitute a plan we cannot source.

Type B1 — 757 sq ft

2+1 bedrooms · 2 bathrooms · car park contested · filed and marketed

Filed: 757 kps2+1 Bilik Tidur2 Bilik AirNo plan published

Filed at 757 sq ft with 2+1 bedrooms and 2 bathrooms, and marketed the same way. The car park count is the disagreement: the developer’s aricia.my table says 2, myrumahbaru says 1, and chansowlin.my says “2–3”. The filing gives only a global “1 / 2 / 3” statutory field and no per-type allocation at all, so none of the three can be checked against it. Note too that the April 2024 preview coverage describes the range as starting at 872 sq ft — this type is absent from that description.

No floor plan for Type C1 is published by the developer. Nothing has been substituted.

Type C1 — 872 sq ft

3+1 or 3 bedrooms · 2 or 3 bathrooms · 2 car parks (developer) · the developer’s two sites disagree

Filed: 872 kpsBathrooms: 2 filed vs 3 marketedBedrooms: 3+1 vs 3No plan published

This is where the developer contradicts itself. The filing says 2 bathrooms and 3+1 bedrooms. aricia.my says 3 bathrooms and 3 bedrooms. myrumahbaru and PropertyGuru both say 2 bathrooms, agreeing with the filing against the developer’s own second site. chansowlin.my calls it “3+1 (flexi)”. Count the bathrooms on the plan at the gallery, and have the figure confirmed in the sale and purchase agreement schedule.

Type D1 duplex floor plan, 1,410 sq ft at Aricia Residences by Aricia Sdn Bhd, Sungai Besi / Chan Sow Lin, Kuala Lumpur, Federal Territory of Kuala Lumpur

Type D1 — 1,410 sq ft sky duplex

3+1 bedrooms · 3 bathrooms · 2–3 car parks (developer) · filed as “D2”

Filed: 1,410 kps as “D2”Marketed as D13+1 Bilik Tidur3 Bilik Air

The duplex the project is built around — the feature strip reads “Duplex Living from 1,410 sq.ft.” The filing schedules this built-up under the label D2; the developer labels it D1 on aricia.com.my/duplex and on aricia.my. Both the group’s press material and AmBank describe these as “the first-ever 3-bedroom sky duplexes in the Sungai Besi area” — a self-scoped claim with no registry definition of “sky duplex” and no independent support, so it is attributed here and not repeated as fact. Plan published by the developer and labelled Type D1 (confirmed caption).

Ask for the duplex plan and stack
No floor plan is published for this type, and this type does not appear in the filed statutory schedule at all.

Type D2 — 1,420 sq ft

3+1 bedrooms · 3 bathrooms · 2 car parks (developer) · NOT in the filing

Not filedMarketed only3+1 Bilik TidurNo plan published

The developer’s aricia.my table and chansowlin.my both list a D2 at 1,420 sq ft. The filed statutory schedule does not contain a 1,420 sq ft type at all — it uses the label D2 for the 1,410 sq ft unit. PropertyGuru sidesteps the problem by printing “1,410–1,420” as one range. If you are buying this type, get the label, the built-up and the plan written into the sale and purchase agreement schedule, because the filed advertisement will not corroborate them.

NOT PUBLISHED. No source states how many A1, B1, C1, D1 or D2 units exist.

Unit count per type

A genuine gap — and one worth asking about

NOT PUBLISHEDAsk the developer

The filing gives the block split — 438 in Blok A, 349 in Blok B — and nothing more. No source anywhere breaks the 787 units down by type, so the actual supply of duplexes, and of the 550 sq ft type, is unknown from published material. chansowlin.my adds “Tower A: 15 units per floor, Tower B: 9 units per floor”, and the arithmetic only half closes: 349 ÷ 9 = 38.8 against a filed 39 storeys, which works, but 438 ÷ 15 = 29.2 against a filed 40, which does not. Treat the per-floor figures as unverified.

Layout sizes above are the filed statutory schedule and the developer’s own published tables, with every disagreement named. Floor plans are reproduced only where the developer publishes one and labels it. Where no plan is published, the space says so — nothing is substituted and no subject is captioned that cannot be sourced. All built-ups are approximate and subject to final survey; the governing figures are those in the sale and purchase agreement and its schedules.

Location

Jalan Sungai Besi, Chan Sow Lin corridor, Kuala Lumpur

One site, and four different locality labels in circulation. The locality is settled not by a portal field but by the filing: both the filed brochure and the filed newspaper advertisement name the approving authority as Dewan Bandaraya Kuala Lumpur, with building-plan reference DBKL.BPS1OSC20242271(24). DBKL’s planning jurisdiction runs to the Federal Territory of Kuala Lumpur and nowhere else. The developer’s own statutory block repeats the same authority and the same reference on every page of its microsite.

Jalan Sungai Besi, 57100 Kuala LumpurFederal Territory of Kuala LumpurApproving authority: Dewan Bandaraya Kuala LumpurPlan ref DBKL.BPS1OSC20242271(24)Roughly 4 km south-east of the city centre, per the developer

The map pin is set to the street address published by the developer and by PropertyGuru (“304, 302, Jalan Sungai Besi, 57100, Kuala Lumpur”). No GPS coordinate for the site is published anywhere. The only coordinates the developer publishes belong to its sales gallery in Chow Kit, several kilometres away, and are not reproduced here as the project’s location — StarProperty makes exactly that mistake and prints the sales gallery address as the project address. There is also no Federal Territory equivalent of Selangor’s eHartanah public register to check a coordinate against.

Rail — and why there is no single number here

  • The developer publishes no rail distance at all. aricia.com.my/amenities carries six categories — Retail Destinations, Educational Institutions, Medical Care, Recreational Area and Highways — and no Transportation, LRT or MRT heading, even though the page’s own meta keywords mention “LRT”.
  • Chan Sow Lin LRT (Sri Petaling Line): 0.88 km per myrumahbaru; about 1.3 km per chansowlin.my. Roughly a two-fold disagreement.
  • Chan Sow Lin MRT (Putrajaya Line): 1.0 km per myrumahbaru; about 1.6 km per chansowlin.my.
  • PropertyGuru collapses the two into one node — “integrated Chan Sow Lin LRT and MRT station”, 1.3 km. They are two separate stations with an interchange link, and this page keeps them separate.
  • Connectivity claims, attributed and not measured: “just one MRT station away from TRX development” (Business Today / EdgeProp, April 2024); “MRT → TRX (1 stop) → Conlay (2) → KLCC (3)” (chansowlin.my, agent).
  • No distance is published by anyone to Sungai Besi LRT or MRT station, Bandar Tasik Selatan / TBS, KL Sentral, KLIA or klia2, or any named bus stop. No source publishes a drive time in minutes for anything. This page does not estimate one.

Highways — developer figures, with the agent’s disagreement noted

  • Sungai Besi Expressway — 3.0 km (developer); chansowlin.my says 5 km
  • MRR2 — 5.0 km (developer); chansowlin.my says 7–8 km

Four locality labels for one site — and two that are simply wrong

  • Sungai Besi — the developer, the April 2024 press and AmBank.
  • Chan Sow Lin — myrumahbaru (in its URL and its label) and vivahomes.
  • Cheras — PropertyGuru’s district field, and the concept text on the developer’s own microsite.
  • “Selangor” — mydreamproperty.com.my and newpages.asia both tag the project “Kuala Lumpur (KL), Selangor, Malaysia”. That is false. It is a template artefact of those directories, and the DBKL approval settles it: this is a Federal Territory project, not a Selangor one. The distinction is not cosmetic — the foreign-buyer threshold and the consenting authority both change with it.
  • An independent construction database, myBina, classifies the works as an “Apartment Suites construction project in W.P. Kuala Lumpur” — agreeing with the filing.
  • Mukim, daerah, seksyen, lot and PT number: NOT PRINTED by the filing or by any other source located. This page does not name a mukim, because no document does.

Distances in the four amenity lists above are the developer’s own published figures from aricia.com.my/amenities, reproduced as kilometres because that is the unit the developer uses. Where an agent site gives a materially different figure for the same road, both are shown. Rail distances are third-party only, because the developer publishes none, and they are attributed individually. No distance, drive time or walking time on this page has been estimated, measured or converted by us.

The filed statutory particulars

BUTIR-BUTIR IKLAN — the filed advertisement particulars, licence/phase 30632-1

This is the spine of the page, not a footnote. Everything in the table is transcribed from the two documents the developer is required by law to file with the Ministry of Local Government Development (KPKT): the advertisement brochure and the newspaper advertisement, both retrieved from the HIMS folder files/30632/30632-1/. The Malay label is given as printed. Where a field was filed empty or as a placeholder, the table says so instead of filling it in. The developer’s own published completion date is set beside the filed one so you can see both.

Filed address: A-0-9, Pusat Perdagangan Kuchai, No. 2, Jalan 1/127, Off Jalan Kuchai Lama, 58200 Kuala Lumpur. Tel 603-7984 7878. The microsite footer gives a different address — E-10-4, Megan Avenue 1, 189 Jalan Tun Razak, 50400 Kuala Lumpur — on the same telephone number.
30632/11-2028/0307(A)28/11/2023 – 27/11/2028
This is the LICENCE validity. It is not the APDL validity, and nothing on this page presents it as one.
xxxxx-x/xx-xxxx/xxxx(x)-(x)
Filed as a literal placeholder — the field was uploaded unfilled. Lapse-versus-current therefore cannot be assessed from the filing. The serial the developer publishes (30632-1) does match the HIMS folder the filing came out of, so this is the right phase with an empty field, not the wrong document.
xx/xx/xxxx – xx/xx/xxxx
Also a literal placeholder.
30632-1/01-2028/0076(N)-(S)
Validity 25/01/2025 – 24/01/2028, printed on aricia.com.my and its /serviced and /duplex pages. Taken at face value, current as at 7 October 2026. The source is the developer’s marketing site, not the government filing — so this row is attribution, not corroboration.
Dewan Bandaraya Kuala Lumpur
DBKL’s planning jurisdiction is the Federal Territory of Kuala Lumpur only. This is what settles the locality.
DBKL.BPS1OSC20242271(24)
Filed, and reprinted on every page of the developer’s own statutory block.
Pangsapuri Servis (serviced apartment)
Five residential unit types, all expressed as bedroom counts (Bilik Tidur / Bilik Air). No pejabat, office suite, SOHO or SOFO parcel appears in the filing, and none is disclosed by any other source.
Hak Milik Kekal — freehold
No lease expiry applies.
Komersial (commercial land category)
Normal for a Kuala Lumpur serviced apartment, and a real outgoings issue: commercial assessment rates and commercial utility tariffs follow, with no residential-rate electricity or water. This is a tenure-and-outgoings question and it is not the same thing as an HDA question — see the sub-heading below.
Tiada / Tiada
No interest restriction, and no chargee disclosed as at the filing date. No later charge is disclosed anywhere, and the security for the AmBank facility is not stated.
Blok A: 438 units, 40 tingkat
Blok B: 349 units, 39 tingkat
Total 787

Filed in both statutory documents, and the developer’s microsite footer and AmBank both give 787. Contested three ways by third parties: PropertyGuru says 49 and 46 storeys and “612 to 787 units”; myBina says “2 blocks 48 storey, 612 units”. 612 is plausibly an earlier approved scheme, but neither source says so. This page does not pick one.
1 / 2 / 3 lots per unit
A single global statutory field. The filing gives no per-type allocation; nothing in the unit schedule covers car parking.
Nov 2027
Printed in both statutory filings — the brochure says “Nov 2027” and the newspaper advertisement says “November 2027”.
Sept 2029
Footer of every page of aricia.com.my; aricia.my says “Estimated 2029”; chansowlin.my says “Q3 2029, approximately 56 months from SPA signing”; myrumahbaru says “2029, Q3”; PropertyGuru, vivahomes and EdgeProp all say 2029. Roughly 22 months later than the filed date. Under Schedule H the date that binds is the one in your own sale and purchase agreement, and liquidated damages run from it.
RM530,000.00 (Minima) – RM1,396,000.00 (Maksima)
Statutory filed advertisement particulars — the filed sale and purchase agreement range. Not a price list, not a quotation, not an offer.
RM713,000.00 (Minima) – RM938,000.00 (Maksima)
Statutory filed advertisement particulars — the filed sale and purchase agreement range. Not a price list, not a quotation, not an offer. Note the consequence for foreign buyers below: RM938,000 is the whole block’s filed ceiling.
NOT PRINTED.
Keluasan Tanah is absent from the filing and from every developer document. See “density” below — it cannot be computed from any developer-published figure.
NOT PRINTED.
No lot, PT, mukim, daerah or seksyen appears in the filing or in any other source located. There is no Federal Territory equivalent of Selangor’s eHartanah register to look one up in.
The field is present in the filing. The value is withheld on this page under the publishing rule set out below. The allocation, release mechanism and quota mechanics are not published anywhere by anyone — ask for them in writing.

Transcribed from the two filed documents under licence/phase 30632-1 and read against each other. Where the two filings differ in wording they do not differ in substance: both give 438/40 and 349/39, both give the same two price bands, and both give November 2027. A serial walk on 30632-2, 30632-3 and 30632-4 returned 404 in each case, so licence 30632 carries one registered phase only — there is no hidden extra scheme and no undisclosed phase.

The two price ranges above are the Harga Jualan Unit, Minima – Maksima as legally filed — that is, the filed sale and purchase agreement price ranges. They are published here because they are public statutory filed particulars. They are not a price list, not a quotation and not an offer, they describe the scheme as filed and not any individual unit, and they may have been superseded. The real figures for a specific unit come from the dated developer price list and from the sale and purchase agreement itself at the sales gallery. Ask me and I will go and get both.

Foreign buyers: the whole of Blok B is below the Kuala Lumpur threshold

In the Federal Territory of Kuala Lumpur a foreign purchaser needs a minimum purchase price of RM1,000,000 and the consent of the Economic Planning Unit (EPU). Set that against the filed statutory bands and the consequence is precise. Blok B’s filed maximum is RM938,000, so the entire block sits below the threshold — no Blok B unit, at any size or on any floor, reaches it. In Blok A, whose filed band runs to RM1,396,000, only units at or above RM1,000,000 qualify, which in practice means the upper end of the stack; the 550 sq ft and 757 sq ft types cannot get there. Two further points a foreign buyer should have in front of them: a reduction in price works against you here, because the threshold is tested on the purchase price, so bringing a unit down can push it under RM1,000,000 and disqualify it outright; and EPU consent is a separate approval that is not automatic. Not one source located on this project mentions foreign eligibility at all — not the developer, not the portals, not the agents — even though most of the price stack falls below the threshold. Kuala Lumpur is also not Selangor: the Selangor Zone 1 and Zone 2 figure of RM2,000,000, and the Zone 3 figure of RM1,000,000 with state consent, do not apply to this project, which is why the two directories that mis-tag it “Selangor” are worth correcting rather than ignoring.

Why the APDL row says “cannot be assessed” rather than “current” or “lapsed”

The APDL is the permit that makes it lawful to advertise and sell a housing development, and checking whether it is current is normally the single most useful thing you can do with a filed advertisement. Here you cannot. The KPKT copy prints the permit number as the literal string xxxxx-x/xx-xxxx/xxxx(x)-(x) and its validity as xx/xx/xxxx – xx/xx/xxxx — the fields went up unfilled. That is a documented failure of the filing, not an inference. What we can do is three things, and the page does all three. First, record the placeholder for what it is. Second, print the number the developer itself publishes — 30632-1/01-2028/0076(N)-(S), valid 25/01/2025 to 24/01/2028, which on its face is current as at 7 October 2026 — while being explicit that the source is marketing material. Third, refuse the easy error: the developer’s licence is valid 28/11/2023 to 27/11/2028, and that date is not the APDL validity. Pages that quietly put the licence expiry in the permit row are wrong, and this one does not. Before you sign anything, ask to see the physical APDL and check the number and the expiry against what is above.

Price: why the only figures on this page are the two filed statutory bands — and what this page does not publish, and why

This page publishes the filed statutory price ranges and nothing else, and on this project that decision needed more care than usual. Four separate publishers carry a “from RM___” starting figure that sits BELOW the filed statutory minimum of RM530,000. The four are a major portal, a new-launch aggregator, an agent microsite — and, remarkably, the developer group’s own corporate page, which prints a sub-minimum figure with an unexplained asterisk. These are four distinct publishers, not one syndicated feed. The finding is that a parent company’s own website undercuts its own subsidiary’s filed statutory minimum. The figures themselves are withheld here, deliberately. On top of that, one of those four labels its range “SPA price before rebate” — rebate language on the face of the source — which means every third-party price figure on this project has to be treated as rebate-adjusted and therefore unpublishable, including the duplex figures, which disagree with each other type for type anyway. So: this page carries no discount, no rebate, no nett price, no promotion, no freebie, no incentive, no commission, no Bumiputera discount value, no rental-guarantee rate and no yield or ROI projection. That is a deliberate rule, not an oversight. The rule is simple — if a number is not the sale and purchase agreement price, it does not go on this page, and if we are not certain what a number represents, it is left out entirely. A consistency check that does pass is worth noting: AmBank gives the GDV as RM467 million which, across 787 units, implies an average near RM593,000 — comfortably inside the filed band, and a further reason to distrust the sub-minimum figures. No public government registry price band (NAPIC/JPPH or similar) was located for this project. For a current price on a specific unit, ask me: I will go to the developer and bring back the dated price list and the sale and purchase agreement.

Schedule H is expected here — and the commercial land category is a different question

Two things get confused on serviced apartments and they are worth separating. On the HDA question the indicators are positive. The filed unit schedule contains five residential types only (A1, B1, C1, D1/D2), every one of them expressed in bedrooms and bathrooms; a direct read of the filing finds no pejabat, no office suite, no SOHO and no SOFO parcel; the developer holds a current HDA developer’s licence; an APDL was issued for this phase; and KPKT published the statutory advertisement — which is the licensing chain used for HDA housing accommodation. On that basis Schedule H is what you should expect, with its statutory defect liability period and its liquidated-damages mechanism. State it positively, then get it in writing: no source states, unit by unit, whether Schedule H or Schedule G is used, how long the defect liability period runs, or what the LAD basis is. One piece of hygiene while you are at it — the “office suites” and “dual-key” wording circulating about “Chin Hin’s new launch” belongs to Dawn, KLCC, a different development unveiled at the same preview event. It is not Aricia, and this page does not carry it over. Separately, and not the same issue: the land is filed Syarat Nyata: Komersial. That is normal for a Kuala Lumpur serviced apartment, but it means commercial assessment rates and commercial utility tariffs, with no residential-rate electricity or water — a real and recurring cost. Budget for it. It is an outgoings issue, not an HDA one, and conflating the two helps nobody.

Density, build percentage and site progress — what can and cannot be computed

Density cannot be computed from any developer-published figure, because no developer source publishes a land area. Keluasan Tanah is NOT PRINTED in the filing, and it is absent from aricia.com.my, from aricia.my and from the corporate project page. The only figure in circulation is 2.615 acres, carried by PropertyGuru, chansowlin.my and StarProperty — three publishers whose identical three-decimal figure and near-identical wording suggest one origin recycled rather than three independent measurements. If that figure were right, 787 units across 2.615 acres would be about 301 units per acre: a high-density tower project. We show the arithmetic so you can see what the third-party number implies, and we present it as third-party, not as published by the developer. Note that the developer makes no “low density” claim — correctly, since 301 units per acre would not support one — and this page will not introduce one. On build percentage: no figure is published by anyone. What the developer does publish is four site-progress photographs headed “As at September 2026”, which is evidence of activity and not a percentage. The construction database myBina holds the main contractor name and contract sum behind a paywall (“Main Contractor: Awarded”, project value “between 50 and 100 million” — a construction value, well below the RM467m GDV, and not a unit price), and no Bursa contract announcement for this project was located. The architect, C&S and M&E engineers and quantity surveyor are all paywalled too: myBina says 16 companies across 14 roles are on record and names none of them.

Not published, therefore not on this page — the list I will go and ask for

Every item here is a question a buyer would reasonably ask that no source answers. The land: lot or PT number, mukim, daerah, seksyen; the land area; any GPS coordinate for the site (the only coordinates the developer publishes are its Chow Kit sales gallery’s). The filing: the registered scheme name (none was filed); the APDL number and validity from the filing itself (placeholder only); the chargee or financier of the land beyond “Beban Tanah: Tiada” at filing date. The building: how many units of each layout type; the number of car-park levels and the visitor-parking provision; the lift count and lift-to-unit ratio; ceiling and floor-to-floor heights; the ground-floor facilities schedule and whether any retail or commercial parcel exists; the eighth item in the developer’s own Level 9 list. The money: the service charge and maintenance rate per sq ft, and the sinking fund — none of it published by anyone; whether any unit is sold furnished, and the fit-out specification beyond the four marketed items. The legals: whether Schedule H or Schedule G applies, the defect liability period length and the LAD basis; the Bumiputera allocation and its quota mechanics; foreign-buyer eligibility, which not one source mentions. The parties: which entity actually owns Aricia Sdn Bhd; the main contractor and contract sum; the architect and consultants; and the management company for the completed building — “Maplehome” is named as a maintenance and housekeeping partner in the April 2024 press, with no scope, term or appointment published. Certification: any as-built GreenRE certification (only provisional exists), and GBI status (no registry entry, and no claim made). Transport: any rail distance from the developer, and any distance at all to Sungai Besi station, TBS, KL Sentral or KLIA. Ask me for any of these and I will put the question to the developer in writing rather than guess at it.

The licensed developer

Aricia Sdn Bhd (612583-A) — and the three different companies other people credit

The licensed developer of Aricia Residences, exactly as the KPKT filing prints it, is Aricia Sdn Bhd (612583-A). It is a single-purpose company named after the project. That matters because a buyer’s sale and purchase agreement is with the licensee, the HDA licence is held by the licensee, and any claim under the defect liability period is made against the licensee — not against whatever brand appears on the hoarding.

The brand almost everyone credits is Chin Hin, and they do not agree on which Chin Hin. PropertyGuru and vivahomes name “Chin Hin Property Development”, which is not a correctly stated legal name at all. PropertyGuru’s body text says “developed by the reputable Chin Hin Group”. The corporate project page sits on Chin Hin Group Property Berhad, which prints its own registration as “201001017677 (553434-U)”. And AmBank’s own announcement describes Aricia Sdn Bhd as a subsidiary of Chin Hin Group Berhad — the Bursa-listed building-materials parent, a different listed entity from Chin Hin Group Property Berhad. klpropertytalk and chansowlin.my get the licensee right.

The split is disclosed in exactly one place: aricia.com.my/term, which says the site is “owned and operated by CHGPB” while naming Aricia Sdn Bhd as the developer. That is the pattern across this whole series of pages — the licensee’s real identity hides on the terms page, never on the landing page. The group does have a cross-holding history, with Chin Hin Group Berhad having completed the acquisition of a 50.8% stake in Chin Hin Group Property Berhad in 2021, so both statements can be partly true at group level. But no source states which entity holds the shares in Aricia Sdn Bhd, so the ultimate holding company is recorded here as NOT PUBLISHED rather than guessed at. One smaller thing worth a second look if you are checking the corporate chain yourself: a new-format registration number beginning 201001 normally pairs with an old number issued around 2010, and numbers in the 553xxx band are typically 2001 incorporations — so the pair “201001017677 (553434-U)” is worth verifying against SSM before anyone reproduces it. Chin Hin Group Property Berhad is the former Signature International Berhad.

No joint-venture partner and no equity split is published by anyone. The project appears to be wholly developed through the Aricia Sdn Bhd vehicle. On financing, AmBank Group names Aricia Sdn Bhd in an RM307 million facility to Chin Hin group subsidiaries, and gives the project GDV as RM467 million; the portion of that facility attributable to Aricia is not broken out.

A related-party point the developer does not disclose. The microsite advertises “Kitchen Fitted by SIGNATURE” as a selling feature, presented in the way an independent premium supplier would be. SIGNATURE is a kitchen-cabinet brand within the Chin Hin group’s own stable. That is not a criticism of the cabinets — it is simply an in-house group fit-out rather than a third-party brand endorsement, and the relationship is not disclosed on the page that makes the claim.

Green certification: provisional, and the corporate site overstates it. The GreenRE public register records the project as Aricia Residences, developer Aricia Sdn Bhd, status PROVISIONAL CERTIFICATION, rating SILVER, tool RES v3.3, dated 24/12/2024. The developer’s own feature strip reads “GreenRE Certified Building (Silver Provision)”, which is close but leads with the word Certified; the corporate page goes further and says “GreenRE (Silver) Certified Building”, dropping the qualifier entirely. The register says provisional. Provisional certification is awarded on design and is not final as-built certification — the as-built award, if it comes, comes later and is a separate assessment. On GBI, no registry entry was located and the developer makes no GBI claim, so treat it as not GBI-certified (noting the search was not exhaustive).

Awards: none belongs to this project. The microsite has no awards section and names no award, and the group’s own awards page returns a 404. Other projects by the same group do carry recognitions in circulation — Botanica Hills, Divine KLCC, The NeX, Crown Penang, Amberwood, Ayanna, Avantro and Solarvest Suites among them — and not one of them belongs to Aricia Residences. No FIABCI, StarProperty, EdgeProp Best Managed, iProperty or PropertyGuru award is claimed for this project, and nothing on this page describes an “award-winning” development.

What the developer says about the project, in its own words. “Nestled within 4km of Kuala Lumpur’s vibrant heart, Aricia is an exquisite high-rise property inspired by the delicate beauty of butterflies… Its strategic location makes it a desirable residence, combining elegance with convenience and connectivity.” The feature strip reads: Freehold Residence · Strategic Location · Smart Home System · Duplex Living from 1,410 sq.ft. · Family-Friendly Residences · Pet-Friendly Facilities · GreenRE Certified Building (Silver Provision). Several of those are brochure adjectives with no factual content, and two are worth naming: “Strategic Location” is a connectivity claim from a developer that publishes no station distance at all, and “the first-ever 3-bedroom sky duplexes in the Sungai Besi area” (repeated by AmBank with “freehold” added) is self-scoped — “the area” is undefined, “sky duplex” has no registry definition, and no source substantiates a first. Attributed here; not repeated as fact.

Company names, registration numbers, licence and permit identifiers above are reproduced from the KPKT filing, the GreenRE public register, the developer’s own published material and the financier’s own announcement, each linked at the point of use. Where two published sources disagree, both are shown and the disagreement is named. Where nothing is published, this page says NOT PUBLISHED rather than filling the gap. The developer’s own disclaimer applies to all of its material quoted here: “The information contained in this material is subject to change and cannot form part of an offer or contract… All measurements are approximate.”

Questions buyers actually ask

Aricia Residences @ Sungai Besi — frequently asked questions

When will Aricia Residences actually be completed?
Nobody reading published material can tell you with confidence, and that is the headline finding on this project. Both documents the developer filed with KPKT — the advertisement brochure and the newspaper advertisement — give November 2027. The developer’s own website footer, on every page, gives September 2029, and aricia.my says “Estimated 2029”. Agents and portals all carry 2029. That is a gap of roughly 22 months between the developer’s own two statements. Under a Schedule H agreement the only date that binds is the delivery date written into your sale and purchase agreement, and liquidated damages for late delivery run from that date. Read it there. Do not rely on either figure above, and do not let anyone tell you the two are the same thing.
Is the APDL current?
It cannot be assessed from the government filing, because the filing prints the permit as a blank placeholder. The KPKT copy gives the APDL number as the literal string xxxxx-x/xx-xxxx/xxxx(x)-(x) and its validity as xx/xx/xxxx – xx/xx/xxxx — the fields were uploaded unfilled. The developer’s own microsite does print a real one: 30632-1/01-2028/0076(N)-(S), valid 25/01/2025 to 24/01/2028, which taken at face value is current as at 7 October 2026. Both facts belong on the page and both are on it. One trap to avoid: the developer’s licence runs 28/11/2023 to 27/11/2028, and that is not the APDL validity. Ask to see the physical permit and check the number and expiry yourself.
Can a foreign buyer purchase at Aricia Residences?
In the Federal Territory of Kuala Lumpur a foreign purchaser needs a minimum purchase price of RM1,000,000 and the consent of the Economic Planning Unit (EPU). Applied to the filed statutory bands the answer is precise and it is partly no. Blok B is entirely out of reach: its filed statutory maximum is RM938,000, below the threshold, so no Blok B unit at any size qualifies. In Blok A, whose filed band runs to RM1,396,000, only units at or above RM1,000,000 qualify — in practice the upper end of the stack; the 550 sq ft and 757 sq ft types cannot reach it. Two things to understand: the threshold is tested on the purchase price, so bringing a price down can disqualify a unit; and EPU consent is a separate approval and is not automatic. Kuala Lumpur is not Selangor — the Selangor Zone 1 and Zone 2 figure of RM2,000,000 and the Zone 3 figure of RM1,000,000 with state consent do not apply here. No source on this project mentions foreign eligibility at all.
What does it cost?
The only prices on this page are the two filed statutory sale and purchase agreement ranges: Blok A RM530,000 to RM1,396,000 and Blok B RM713,000 to RM938,000, being the Harga Jualan Unit, Minima – Maksima as legally filed. They are not a price list, not a quotation and not an offer, they describe the scheme as filed rather than any individual unit, and they may have been superseded. There is a specific reason nothing else appears: four separate publishers — including the developer group’s own corporate site, which carries an unexplained asterisk — print a “from” figure that is BELOW the filed statutory minimum of RM530,000, and one of them labels its range “SPA price before rebate”. That rebate language on the face of a source means every third-party price on this project has to be treated as rebate-adjusted and unpublishable. The figures are withheld; the discrepancy and the source count are reported instead. For a real number on a real unit, ask me and I will bring back the dated developer price list and the sale and purchase agreement.
Why does this page not show any discount, rebate or nett price — and what else does it leave out?
Because a figure that nets off a rebate, a discount or a current promotion is not the sale and purchase agreement price, and it stops you from asking the one question worth asking. So this page carries no discount, no rebate, no nett price, no promotion, no freebie, no incentive, no commission, no Bumiputera discount value, no rental-guarantee or leaseback rate and no yield or ROI projection. The filed statutory sale and purchase agreement ranges are published because they are public filed particulars; everything else is withheld. The filing does contain a Diskaun Bumiputera field, for the Bumiputera: its existence is recorded above, its value is not. The rule is that if a number is not the sale and purchase agreement price it does not appear, and if we cannot establish what a number represents it is left out entirely — an omitted price is always safer than a wrong one. Ask me and I will go to the developer and get you the current dated figures directly.
Who is the developer — Chin Hin, or someone else?
The licensed developer is Aricia Sdn Bhd (612583-A), a single-purpose company, and that is the entity your sale and purchase agreement will be with. PropertyGuru and vivahomes credit “Chin Hin Property Development”, which is not a correctly stated legal name; the corporate project page credits Chin Hin Group Property Berhad; and AmBank calls Aricia Sdn Bhd a subsidiary of Chin Hin Group Berhad, a different listed entity. The split between site operator and licensee is disclosed on exactly one page, aricia.com.my/term. Which entity actually owns Aricia Sdn Bhd is NOT PUBLISHED by any source, so this page says so rather than guessing.
How many storeys and how many units are there?
Three published answers, and this page does not pick one. The filing — in both documents — gives Blok A 438 units over 40 storeys and Blok B 349 units over 39 storeys, 787 units in total, and the developer’s own microsite footer and AmBank both agree on 787. PropertyGuru says the towers “stand at 49 and 46 storeys respectively” and gives “612 to 787 units” — a range for what is a fixed number. myBina says “2 blocks 48 storey, 612 units”. 612 is plausibly an earlier approved scheme, but neither source says so. Prefer the filing, and be aware that the other two exist.
Is Aricia Residences freehold, and is it on commercial land?
Both, and they are separate questions. Tenure is filed as Hak Milik Kekal — freehold — with Sekatan Kepentingan: Tiada and Beban Tanah: Tiada, so no lease expiry applies and no chargee was disclosed as at the filing date. The land condition is filed as Syarat Nyata: Komersial, the commercial category. That is entirely normal for a Kuala Lumpur serviced apartment, but it has a running cost consequence: commercial assessment rates and commercial utility tariffs apply, with no residential-rate electricity or water. Budget for it. It is an outgoings issue and it is not the same thing as the Schedule H question below.
Will I get a Schedule H sale and purchase agreement?
Schedule H is what you should expect, and the indicators are positive. The filed unit schedule contains five residential types only, every one expressed in bedrooms and bathrooms; a direct read of the filing finds no pejabat, office suite, SOHO or SOFO parcel; the developer holds a current HDA developer’s licence (30632/11-2028/0307(A)); an APDL was issued for this phase; and KPKT published the statutory advertisement — the licensing chain used for HDA housing accommodation. So Schedule H with its statutory defect liability period and liquidated-damages mechanism is the expectation. Get it in writing anyway: no source states, unit by unit, whether Schedule H or Schedule G applies, how long the defect liability period runs, or what the LAD basis is. And note that the “office suites” and “dual-key” wording in circulation about “Chin Hin’s new launch” belongs to Dawn, KLCC, a different project unveiled at the same event — not to Aricia.
Is it GreenRE certified?
No — it holds PROVISIONAL certification, which is not the same thing. The GreenRE public register records: project Aricia Residences, developer Aricia Sdn Bhd, status PROVISIONAL CERTIFICATION, rating SILVER, tool RES v3.3, dated 24/12/2024. The developer’s feature strip says “GreenRE Certified Building (Silver Provision)” and the corporate page says “GreenRE (Silver) Certified Building”, dropping the qualifier altogether. Provisional certification is awarded on design; final as-built certification is a separate, later assessment. On GBI, no registry entry was located and the developer makes no GBI claim. And no award belongs to this project: the group’s own awards page is a 404, and recognitions circulating for other Chin Hin projects are not Aricia’s.
How far is the Chan Sow Lin station?
The developer does not say. aricia.com.my/amenities carries six amenity categories — retail, education, medical, recreation and highways — and no transport category at all, despite the project’s whole pitch being “one MRT stop from TRX” and despite the page’s own meta keywords mentioning “LRT”. Third parties disagree roughly two-fold: for the Chan Sow Lin LRT (Sri Petaling Line), myrumahbaru says 0.88 km and chansowlin.my says about 1.3 km; for the Chan Sow Lin MRT (Putrajaya Line), myrumahbaru says 1.0 km and chansowlin.my says about 1.6 km. PropertyGuru collapses the two into one “integrated Chan Sow Lin LRT and MRT station” at 1.3 km — they are two separate stations with an interchange link. No distance at all is published by anyone to Sungai Besi station, TBS, KL Sentral or KLIA, and no source gives a drive time in minutes. This page attributes every figure and estimates none.
Is this a low-density development?
Nobody can say, because no developer source publishes a land area — Keluasan Tanah is NOT PRINTED in the filing and is absent from every developer document. The only figure in circulation is 2.615 acres, carried by PropertyGuru, chansowlin.my and StarProperty, whose identical three-decimal figure suggests one origin recycled rather than three independent measurements. If it were correct, 787 units over 2.615 acres would be about 301 units per acre — a high-density tower project. Credit where it is due: the developer makes no “low density” claim, which is the correct thing to do at that figure, and this page will not introduce one.
How many layout types are there, and which label is right?
The filing says four, the developer markets five, and one label does not match. The filed statutory schedule lists A1 at 550 sq ft (1+1 bed, 1 bath), B1 at 757 (2+1, 2 bath), C1 at 872 (3+1, 2 bath) and D2 at 1,410 (3+1, 3 bath). The developer markets A1, B1, C1, D1 at 1,410 and D2 at 1,420 — so the filing’s “D2” carries D1’s built-up, and the 1,420 sq ft type is not filed at all. The developer also contradicts itself on C1: the filing and PropertyGuru say 2 bathrooms, while the developer’s own aricia.my says 3. And the April 2024 preview coverage describes “four layouts ranging from 872 to 1,420 square feet”, which omits the 550 and 757 sq ft types entirely. Get the type label, the built-up and the bathroom count written into your sale and purchase agreement schedule.
What facilities are there, and which level are they on?
The developer publishes a genuine numbered text schedule, which is better source material than most. Level 8, items 1–20: 50m infinity swimming pool, sunken wet lounge, jacuzzi, pool deck, wading pool, cabana, seating lounge, covered walkway, parcourse, reflexology path, play lawn, children’s playground, BBQ deck and dining area, pre-function deck, pocket garden, gymnasium, indoor play gym, badminton court / multi-purpose hall, hoop court, nursing room. Level 9, numbered 21–28: music lounge, outdoor deck, games room, co-working lounge, function room, surau (female), surau (male) — that is seven items under eight numbers, and the eighth is not named anywhere. Two conflicts worth knowing: the same hall is “Badminton Court / Multi-Purpose Hall” in the schedule and “Multi-Purpose Hall / Pickleball Court” in the gallery caption, both the developer’s own words; and the Pet Zone is marketed in the feature strip and captioned in the gallery but appears in neither numbered schedule. myrumahbaru inverts the levels, putting the gym, badminton court and nursing room on Level 9 when the developer schedules all three on Level 8. The maintenance fee per sq ft is NOT PUBLISHED by anyone.
Is this project in Kuala Lumpur or Selangor?
Kuala Lumpur — the Federal Territory — and the filing settles it. Both the filed brochure and the filed newspaper advertisement name the approving authority as Dewan Bandaraya Kuala Lumpur with building-plan reference DBKL.BPS1OSC20242271(24), and DBKL’s planning jurisdiction runs to the Federal Territory and nowhere else. The developer’s own statutory block repeats both. Two directories, mydreamproperty.com.my and newpages.asia, tag the project “Kuala Lumpur (KL), Selangor, Malaysia”; that is false, and it matters, because the foreign-buyer threshold and the consenting authority both change between the two. Four different locality labels are in circulation for this one site — Sungai Besi (developer and press), Chan Sow Lin (myrumahbaru, vivahomes), Cheras (PropertyGuru’s district field, and the developer’s own concept text) and “Selangor” (false). The postcode, 57100, is Sungai Besi, Kuala Lumpur.
Is there more than one phase, or a second Aricia somewhere else?
One phase, and one Aricia. A serial walk on the licence returned 404 for 30632-2, 30632-3 and 30632-4, so licence 30632 carries a single registered phase, 30632-1 — no hidden extra scheme and no undisclosed phase. Whether a later phase is planned is not stated anywhere. And no second development called Aricia exists elsewhere in Malaysia: deliberate searches in Penang, Johor, Selangor and Perak returned only this Sungai Besi project, and every domain carrying the name resolves to it. Note one genuine confusion risk: Dawn, KLCC was unveiled at the same preview event in the same press releases and is a different development — several of the built-up figures and the “office suites” and “dual-key” wording floating around for “Chin Hin’s new launch” belong to Dawn, not to Aricia.

Want the filed documents and a current, dated price?

I will send you the two KPKT filings this page is built on, the developer’s own floor plans and facilities schedule, and a dated price list from the developer — and I will put the questions in the “not published” list to them in writing rather than guess at the answers.

Marketing information only. This page is not an offer, not a quotation and not a price list. All figures, dates and particulars are reproduced from the published sources linked throughout and are subject to change. The governing documents are the developer’s own price list, the sale and purchase agreement and its schedules, and the approvals held by the licensed developer.

I have spent over a decade selling property in Kuala Lumpur and Johor Bahru, and I build these pages the way I would want one built for me: the filed statutory particulars first, every hard number tied to a named published source, and the gaps printed as gaps. On Aricia Residences that method found a 22-month disagreement between the developer’s own two statements of completion, a permit field filed blank, and an entire block priced below the Kuala Lumpur foreign-buyer threshold. If something here is wrong, tell me and I will correct it. If something is missing, it is missing because nobody published it — ask me and I will go and get it.

Build progress

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
