Queens Residences Q3 at a glance

Two numbers frame this project, and only one of them comes from the developer. The one that does: 28% complete, at Level 7 of 25, on a page the developer updated on 23 June 2026. The one that does not: the price. Ideal publishes no price list for Q3 anywhere. Sub-sale and listing evidence puts the 950 sq ft entry around RM890,000 to RM950,000 and a 1,400 sq ft unit at around RM1,900,000 — which would mean the entry layout sits below Penang Island's RM1,000,000 minimum for non-citizens while the larger layouts sit comfortably above it. That is a useful shape to know, and I will not dress it up as a fact until the developer publishes a price. Everything else below is from Ideal's own material.

The smallest layout is 950 sq ft with two bedrooms. 380 of 532 units are three-bedroom. On an island where new supply is increasingly compact rental stock, a building with no small units has a different tenant profile and a different resale pool.

Level 7 of 25, 28% overall, wall and column work at the 6th floor 35% complete, page updated 23 June 2026. That is verifiable progress reporting, and it is rare enough to be worth naming.

Sea view is on the plan, not in the copy

Ideal's own typical floor plan labels one side Sea View and the other Town View and Park View. You can pick your aspect from a drawing rather than from a salesperson's arm gesture.

Aircraft noise is a real complaint here

Owners in the earlier Queens phases raise the Penang International Airport flight path repeatedly in public comment threads, along with late-night traffic and hawker noise along the frontage. Visit at 9pm and again at 7am before you decide.

The published Mutiara LRT alignment turns inland toward Gelugor after The Light. Queensbay is not on it. If a station is part of your thesis, this is not the address for that thesis.

The FIABCI Malaysia 2023, Asia Property Awards 2017 and StarProperty awards displayed on the project page were won by Q1 and by the Queens Waterfront masterplan. None was won by Q3. Good developer track record; not this building's trophy.

The whole development, decoded

One tower, 25 storeys, 28 units per typical floor from Level 8 to Level 25, and a facilities floor at Level 7. What makes Q3 unusual on this coastline is the absence of small stock: there is no studio and no one-bedroom in the building. The smallest thing you can buy is 950 sq ft with two bedrooms, and 380 of the 532 units are three-bedroom homes. That is a deliberately narrow product, and it decides who your neighbours will be.

The only two-bedroom type in the building, and the cheapest way in. Overall width on the drawing is 10,725 mm. This is the layout listing sites quote in the RM890,000 to RM950,000 band, which — if that band is right — puts it under the RM1,000,000 island threshold for non-citizens. For a Malaysian buyer it is the value entry; for a foreign buyer it is probably the one layout you cannot have.

The volume three-bedroom, and the one listings most often get wrong. B and B1 are separate types at the same 1,000 sq ft — 171 units of B and 19 units of B1 — and B1 carries an accessory parcel on the drawing. Fifty square feet more than Type A buys you a third bedroom, which is the single best value step in the building. Overall width 10,875 mm.

The jump from 1,000 to 1,280 sq ft is not just area — the overall width goes from 10,875 mm to 14,375 mm, which is three and a half metres more frontage. In a coastal tower, frontage is light and cross-ventilation, and it is what you feel every day. On listing-site pricing this layout should clear RM1,000,000, which matters if you are not a Malaysian citizen.

The largest and the scarcest, at 76 units. Overall width 14,650 mm, with a wet and dry kitchen and a space the drawing labels Hobby Corner. Type D sits on the Sea View side of the plate, which the developer labels on its own typical floor plan. Listing evidence puts a 1,400 sq ft unit at around RM1,900,000, comfortably above the island's foreign-buyer floor.

Where Queens Residences Q3 sits

Queensbay, Bayan Lepas — the reclaimed seafront strip directly opposite Queensbay Mall, on the south-east coast of Penang Island, reached from the Tun Dr Lim Chong Eu Expressway. Note that different sources file the same site under three different names: the developer says Queensbay, one portal says Sungai Nibong, and the postal district is Bayan Lepas. They are all the same piece of land.

The developer's own project page gives the location as three words: “Queensbay, Penang”. No lot number, no street address, no postcode for Q3 itself. The street above is the Queens Waterfront masterplan address recorded for the earlier phases; the map is set to it because that is where the tower physically sits, and I have flagged rather than hidden the fact that the developer never published it.

Two things about this coastline that the brochure will not tell you. First, the Penang International Airport approach runs along this side of the island, and residents of the earlier Queens phases raise aircraft noise repeatedly in public comment threads. Second, the Mutiara LRT alignment as published turns inland toward Gelugor after The Light — it does not serve Queensbay. If part of your case for buying here is a future station, check the alignment map before you rely on it.

The National Housing Department register carries two project codes named Queens Residences Q3, both under Ideal Gim Venture Sdn Bhd (19262), both in Daerah Barat Daya. One is current. The other has had its permit cancelled.

Why the code matters more than the name here

Both entries carry the same marketing name. If you ask “is Queens Residences Q3 registered?” the honest answer is yes and also that one registration under that name is no longer in force. The only way to know which one you are being sold is the project code.

So the first question is: “Which KPKT project code is my unit under?” If the answer is 19262-4, the permit runs to 3 July 2027 and the file shows 27.76% built. If any other answer comes back, check it on the register before you pay a booking fee.

Reading the live entry

The price band on the permit is a legal boundary, not an asking price. RM1,050,000 to RM3,336,000 is the range the developer is permitted to sell within. A quote above the top of that band is a question, not a negotiation.

27.76% built is the developer’s own progress figure reported to the ministry under the statutory 7(f) return. It is the one number in a new-build purchase you can verify yourself, for free, without asking anyone. Note today’s figure, then check it again before each progress payment your bank releases.

The register’s status vocabulary is fixed: Belum Mula (not started), Lancar (on schedule), Lewat (late), Sakit (distressed), Siap Dengan CCC / CFO (completed), Permit Telah Dibatalkan (permit cancelled). 19262-4 sits in the clean column.

Track record

About Ideal Property Group

Ideal Property Group is one of Penang's largest home-grown developers, with a listed parent — Ideal Capital Berhad, Bursa Malaysia Main Market, stock code 9687, formerly Ideal United Bintang International Bhd. The group footer names three entities: Ideal Homes Properties Sdn Bhd 199701035400 (450900-T), Ideal Capital Berhad 201701001111 (1215261-H) and Ideal Gim Venture Sdn Bhd 201201038726 (1023204-D).

Which of those three is the licensed developer for Q3 specifically is not stated on the project page. I have not assumed it is Ideal Homes Properties, and neither should you — the vendor's identity is the first line of your sale and purchase agreement and it is worth asking for in writing.

The financials are the strong part of the story. Ideal Capital Berhad reported FY2025 net profit of RM158.43 million, up 74.8%, on revenue of RM1.24 billion, up 33.2%, with a bonus issue planned. This is not a developer with a funding problem.

There is one reputational matter I am not going to leave out, because the developer itself addresses it publicly. Ideal Property runs a standing notice on its own website strongly refuting social-media claims connecting its group executive chairman to the authorities' investigation into the MBI Group, and states it has lodged reports with MCMC and the police. A Penang property news site covered that refutation in May 2025. The claims themselves circulate mainly on low-credibility blogs, and I am not going to repeat them as fact. What I will do is tell you the matter exists, tell you the developer denies it on the record, and let you weigh it.

Credit where it is due: Ideal publishes a live construction percentage on the Q3 project page — floor reached, floors total, percentage complete, and a dated site photograph set. Most developers do not.

Frequently asked questions

Can a foreigner buy at Queens Residences Q3?

Probably the larger layouts, probably not the entry layout — and I want to be honest about why that is a probability rather than a statement. Penang Island requires a non-citizen, which includes a Malaysian permanent resident, to pay at least RM1,000,000 for strata property.

Ideal has published no price list for Q3. Listing and sub-sale evidence puts the 950 sq ft Type A around RM890,000 to RM950,000 and a 1,400 sq ft unit at around RM1,900,000. On those numbers Types C and D clear the threshold and Type A does not, with Types B and B1 sitting close to the line.

Because there is no published price, the honest answer is that eligibility depends on the actual transaction price of the actual unit on the day, and your solicitor will apply that price to the state's threshold.

Budget for two additional costs: the Penang state levy imposed on foreigners upon state approval — the rate introduced from 1 February 2014 is 3% of the transacted price, and the rate in force on your signing date should be confirmed in writing — and the flat 8% stamp duty applying to non-citizens on residential property since 1 January 2026.

How many layouts are there — four or five?

Five. Ideal's own colour-coded site plan shows Type A 152 units, Type B 171, Type B1 19, Type C 114 and Type D 76. That sums to exactly 532, which is the published unit total, so the plan reconciles.

Several agent summaries collapse B and B1 into one type because they are both 1,000 sq ft. They are separate type codes on separate drawings, and B1 carries an accessory parcel that B does not.

If you are shortlisting on paper, treat B1 as its own thing — 19 units out of 532 is under 4% of the building, and scarce stock does not stay available.

What is the completion date?

Ideal has not published one for Q3. Listing sites say late 2027.

Here is what the developer's own progress panel says instead, as at a page update of 23 June 2026: Level 7 of 25 floors, 28% overall, with wall and column work at the 6th floor 35% complete.

Twenty-eight per cent structural at the middle of 2026, on a 25-storey building, makes a 2027 handover look tight. I am not predicting a delay — construction accelerates once the structure clears the podium — but I would plan your money around 2028 and treat 2027 as the optimistic case rather than the base case.

The completion date is a field on the advertising and sale permit. Ask for the permit, and you will have the answer in one line.

What is the price? The developer's site does not show one.

Correct — Ideal publishes no price for Q3, and a Penang property portal's 2023 project record left the indicative price blank as well.

What is in circulation is sub-sale and agent asking prices, in a band of roughly RM937 to RM1,558 per square foot. That is a very wide spread for one building, which usually means the low end is early-launch pricing and the high end is a sea-facing top-floor ask.

I take the current developer price list directly, along with the rebate and package terms that are not on any website. Tell me the layout and the aspect you want and I will send you what is real today rather than what somebody listed eighteen months ago.

Is aircraft noise really a problem?

It is raised often enough by owners in the earlier Queens phases that I would not let you buy without hearing it from me first. The Penang International Airport approach runs along this side of the island.

Those are public comment threads, not measurements, so treat them as sentiment rather than data. The same threads also raise late-night motorbike and hawker noise along the frontage, illegal parking, and congestion at the Queens Waterfront access.

There is a cheap way to settle this for yourself: stand on the site at 9pm on a weekday and again at 7am. Twenty minutes twice will tell you more than any brochure or any comment thread, including this one.

Should I buy the sea view side or the town side?

Ideal actually labels this on its own typical floor plan, which is more than most developers give you. The southern side is marked Sea View and the northern side Town View and Park View.

Type D sits on the sea side, and part of Type B does too. Type A is on the town and park side.

The trade is the one it always is on a west-facing tropical coast: view and breeze against afternoon heat load and air-conditioning cost. On the Queensbay orientation the sea aspect is south-easterly, which is generally kinder than a straight west face, but I would still ask to see a unit in the afternoon rather than the morning.

Tell me which floor band you are considering and I will tell you what is left on each side of the plate.

Is this project affected by Penang's property overhang?

It is worth knowing the number even though this building is not the typical overhang product. NAPIC recorded 3,165 completed unsold residential units in Penang in Q1 2026 — fifth-highest in Malaysia, up about 16% year on year — with condominiums and apartments roughly 70% of that stock, about 2,215 units.

Nationally the serviced-apartment overhang is concentrated in the RM500,000 to RM1,000,000 band. Q3 is not a serviced apartment and, on circulating pricing, three of its five layouts sit above that band.

So the honest read is: Q3 is somewhat insulated by product type and by size, but it will be handed over into a state that is absorbing supply more slowly than it is creating it. That affects your exit timing more than your entry price.

Who is the licensed developer — which company signs the S&P?

The project page does not say, and this is a fair question rather than a pedantic one. The Ideal group footer names Ideal Homes Properties Sdn Bhd 199701035400 (450900-T), Ideal Capital Berhad 201701001111 (1215261-H) and Ideal Gim Venture Sdn Bhd 201201038726 (1023204-D).

Any of the three, or a project company not named at all, could be the vendor. I have not assumed one, because assuming would be the same mistake I am asking you to avoid.

The advertising and sale permit names the vendor, the licence number and the price ceiling in one block. Ask for it, and while you are asking, ask for the completion date on the same document.

How does Q3 compare with the Gelugor and George Town towers?

By product, not by postcode. Q3 has no unit under 950 sq ft and 380 of its 532 units are three-bedroom homes. The Lighthauz at Gelugor is 732 and 1,001 sq ft. Noordinz at George Town is a 377 sq ft studio and a 603 sq ft dual key. G'Vinton is 387 and 474 sq ft plus fourteen duplexes.

In other words, Q3 is the only one of the four that is built primarily for a family to live in rather than for an investor to let.

That cuts both ways. Family stock is harder to fill with short-let tenants and slower to turn over, but it also competes with far less new supply on resale — because almost nothing else being launched on this island is this size.

If you want a rental yield instrument, look at the George Town pair. If you want somewhere to actually live on the Penang coast, this is the shortlist.

The construction percentage is public. The price is not. Tell me the layout you want — 950, 1,000, 1,280 or 1,400 — whether you want the sea side or the town and park side, and whether you are buying as a Malaysian or as a foreign buyer who has to clear RM1,000,000. What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
