Six things about Eco Sun worth knowing before you enquire
Four are reasons a mainland buyer would shortlist it. Two are things to settle before you commit. Each one is taken from EcoWorld’s own material or from the government register.
Freehold title across all three phases
The advertisements Eco Horizon Sdn Bhd filed with the housing register state ‘hakmilik kekal’ for the Everine terraces and for Irama alike. Tenure varies from project to project in Batu Kawan, so this is the first line to compare when you put Eco Sun beside anything else in Bandar Cassia.
Two terrace sizes, one easy decision
Everine comes in two types only. Type STA sits on a 20′ × 60′ lot with 1,739 sq ft of built-up space; Type STB sits on a 22′ × 60′ lot with 1,912 sq ft. The register lists four bedrooms and three bathrooms for every Phase 3 house, so the real choice is two extra feet of frontage and where the house stands in its row.

From the register’s pin, the Batu Kawan Industrial Park is 3.5 km away in a straight line, Columbia Asia Hospital Batu Kawan 2.0 km, the UOW Malaysia KDU campus 1.9 km, Design Village 1.7 km and IKEA 2.8 km. For a household earning its living in the industrial park, daily life fits inside a three-kilometre circle.
Sales you can verify yourself
The register is public, and it records Everine Phase 2 at 260 houses sold out of 264. Phase 3 had 61 sold and Irama 170 sold on the day I read it. Those are filed counts, not marketing claims, and you can open the same record with the project codes on this page.
You are buying years ahead of the keys
Construction is at an early stage: 5.23% and 5.00% for the two terrace phases and 0.00% for Irama. The developer expects the terraces in September 2028 and Irama in June 2029, and Irama’s agreement already carries an approved 12-month extension to a 48-month delivery period. Plan your financing and your current tenancy around those dates, not around the show gallery.
Facilities and monthly charges are not published
EcoWorld’s Eco Sun page shows a masterplan but no facilities list, and it states no maintenance charge. The terraces are filed under Schedule H, the strata form of agreement, which normally means shared common property and a monthly charge even for a landed house. I will get the facilities schedule and the charges for you in writing before you sign anything.

Two-storey terrace houses filed on the register as Taman Eco Sun Phase 2, project 19152-13. The permit dates from 8 September 2025 and the first agreement from 12 September 2025. When I read the unit list, 260 of the 264 houses were recorded as sold and 4 as not yet sold, so this phase is really a question of which last houses remain. The register lists three or four bedrooms and three bathrooms here, and shows the phase 5.23% built.
Everine · Phase 3
The second batch of Everine terraces, filed as Taman Eco Sun Phase 3, project 19152-14, with its register pin 186 m from Phase 2. The permit dates from 20 November 2025 and the first agreement from 1 March 2026. The register showed 61 houses sold and 203 not yet sold on the day I read it, so this is where you can still choose a row, a facing and an end lot. All 264 houses are listed with four bedrooms and three bathrooms; the phase stood at 5.00% built.
Irama D’ Eco Sun · Phase 4A
One 33-storey block of 500 serviced apartments, filed as Pangsapuri Perkhidmatan Irama, project 19152-15, 277 m from the Everine Phase 2 pin. Every unit is Type A: 1,000 sq ft with three bedrooms and two bathrooms. The register’s unit list has 4 units on the ground floor, 5 a floor on Levels 1 to 8 and 19 a floor on the 24 levels from Level 9 to Level 32. It showed 170 sold and 330 not yet sold, with construction at 0.00%. The advertisement the developer filed lists two car park bays for a standard unit; ask me for the allocation of the exact unit in writing.

Along Jalan Tun Abdullah Ahmad Badawi in Bandar Cassia, Batu Kawan, on the mainland side of the Second Penang Bridge — 961 m in a straight line from the Penang State Stadium and 2.5 km from the EcoWorld Gallery at Eco Horizon, where the sales gallery is.

1,028 units on the register, matching the developer’s own counts
The register files 264 terrace houses in Phase 2, 264 in Phase 3 and 500 serviced apartments at Irama — 1,028 in total. EcoWorld’s Eco Sun page gives the same figures: 264 units per Everine phase and 500 units for Irama. On the day I read the unit lists, Phase 2 showed 260 sold and 4 not yet sold; Phase 3 showed 61 sold and 203 not yet sold; Irama showed 170 sold and 330 not yet sold. The lists also flag Bumiputera-quota units: 38 in Phase 2, 8 in Phase 3 and 34 at Irama.
What the permit bands tell you about foreign eligibility
The advertising permits record RM814,880 to RM1,233,980 for Everine Phase 2, RM890,780 to RM1,246,080 for Phase 3 and RM521,950 to RM578,050 for Irama. Each is the band on the advertising permit, not the price of any unit. On the Penang mainland the floor for a non-citizen is RM1,000,000 for landed or landed-strata property, so the terrace bands straddle it and eligibility is decided house by house at the SPA price. For strata units the floor is RM500,000 for a foreign individual and RM1,000,000 for a foreign company: the Irama band is above the first and below the second. State consent is required in every case, and Bumiputera-quota units are closed to foreigners.
Schedule H for all three — 36 months for the terraces, 48 for Irama
All three phases use Schedule H, the strata form of agreement, including the terraces. Everine Phase 2 and Phase 3 carry the standard 36-month delivery period with no extension on record; their first agreements are dated 12 September 2025 and 1 March 2026, which puts the latest delivery dates under those agreements at 12 September 2028 and 1 March 2029. Irama is different: the register records an approved 12-month extension, a 48-month period, and a latest delivery date of 6 June 2030 under its first agreement of 6 June 2026. Your own clock runs from the date of your agreement.
5.23%, 5.00% and 0.00% built — all recorded as on track
The latest returns put Phase 2 at 5.23% complete, Phase 3 at 5.00% and Irama at 0.00%, each with the status ‘lancar’ (on track). No certificate of completion and compliance or vacant possession is recorded for any of them, which is what you would expect this early. The developer’s expected dates — September 2028 for Everine and June 2029 for Irama — are targets, not contractual promises.
About EcoWorld
EcoWorld — Eco World Development Group Berhad — builds in Batu Kawan through Eco Horizon Sdn Bhd, whose housing developer’s licence 19152/01-2029/1486(A) runs from 13 January 2024 to 12 January 2029. The advertisements filed with the register name Eco World Project Management Sdn Bhd as project manager and Majlis Bandaraya Seberang Perai as the approving authority.
Eco Sun has been on the drawing board for a long time. In May 2017 The Edge’s property desk reported it as a 74.5-acre development beside the 300-acre Eco Horizon, with a combined gross development value of more than RM7 billion, and quoted EcoWorld’s Penang general manager Khoo Teck Chong. EcoWorld’s current Eco Sun page does not state the acreage, so treat that figure as the 2017 plan.
Today the developer describes Eco Sun as a place ‘where arts, culture & nature meet’. Its masterplan page lists landed, high-rise and commercial components: the Everine terraces, Irama D’ Eco Sun, a further apartment phase called Duduk Temuan that is open for registration, the two-storey Aurea shops, and the Irama Square and Temuan Square commercial lots. The filed advertisements also note that the land is charged to Public Investment Bank Berhad, which is ordinary project financing; your solicitor handles the redemption statement at signing.
One honest note on timing. That 2017 report expected Eco Sun’s first terraces in the second half of 2017, yet the earliest residential permit I can find for Eco Sun on the register is dated September 2025. And Irama’s delivery period was extended to 48 months before any construction progress was recorded. Neither is a red flag by itself for a developer of this size, but both are reasons to read the delivery and late-delivery clauses of your agreement instead of relying on a brochure date.

How many units are there at Eco Sun?
The government register shows 1,028 residential units so far: 264 Everine terrace houses in Phase 2, 264 in Phase 3 and 500 serviced apartments at Irama D’ Eco Sun, which is Phase 4A.
EcoWorld’s masterplan also lists shops and further apartment phases that are not yet on the housing register, so the township will grow beyond that number.
Is Eco Sun freehold?
Yes, according to the developer. The advertisements filed with the housing register for the Everine terraces and for Irama state ‘hakmilik kekal’, which is freehold tenure, and EcoWorld’s Eco Sun page says the same.
The same advertisements note that the land is charged to Public Investment Bank Berhad as project financing and that dealings need state authority approval. Your solicitor’s title search at signing is the final word.
What are the house and apartment sizes at Eco Sun?
Everine has two terrace types: Type STA, 1,739 sq ft on a 20′ × 60′ lot, and Type STB, 1,912 sq ft on a 22′ × 60′ lot. The register lists four bedrooms and three bathrooms for Phase 3, and three or four bedrooms with three bathrooms for Phase 2.
Irama has one layout, Type A: 1,000 sq ft with three bedrooms and two bathrooms. The floor plans on this page are taken from the advertisements the developer filed with the government register.
Can foreigners buy at Eco Sun?
It depends on the unit. For the terraces, the mainland floor for a non-citizen is RM1,000,000 for landed or landed-strata property, and the permit bands run from below it to above it, so each house is decided at its SPA price. Irama’s permit band sits above the RM500,000 strata floor for foreign individuals but below the RM1,000,000 floor for foreign companies.
State consent is required, a 3% state levy applies on approval, resale is restricted for three years, Bumiputera-quota units are closed to foreigners, and non-citizens pay a flat 8% stamp duty on residential property. Send me the unit you have in mind and I will confirm its eligibility before you pay anything.
When will Eco Sun be completed?
EcoWorld gives September 2028 as the expected completion of the Everine terraces and June 2029 for Irama. In October 2026 the register showed the two terrace phases at 5.23% and 5.00% built and Irama at 0.00%, all on track.
Contractually, the terraces must be delivered within 36 months of your agreement and Irama within 48 months, both under Schedule H. Under the first agreements on record, that means 12 September 2028 for Phase 2, 1 March 2029 for Phase 3 and 6 June 2030 for Irama.
Which phase should I pick — Everine Phase 2, Phase 3 or Irama?
If you want a landed house and a real choice of position, look at Phase 3: the register showed 203 of its 264 houses not yet sold, against only 4 left in Phase 2. Phase 2 has the earlier agreement dates, so if one of its last houses suits you, the wait may be shorter.
Irama is a different product: a 1,000 sq ft three-bedroom apartment in a 500-unit block, with a longer 48-month delivery period. Choose it for a lower entry point and less upkeep, and the terraces if you need four bedrooms and a landed house of your own.
What is the price and the maintenance fee?
The only public price information I use is the government permit band: RM814,880 to RM1,233,980 for Everine Phase 2, RM890,780 to RM1,246,080 for Phase 3 and RM521,950 to RM578,050 for Irama. Each is the band on the advertising permit, not the price of any unit, and I will not repeat figures from property portals.
The developer has not published the monthly maintenance charge or sinking fund for either product. Message me and I will send the current price list, the remaining units and the charges in writing.
How does Eco Sun compare with Eco Horizon?
Same developer, same licensee, 2.5 km apart in a straight line. Eco Horizon is the older and larger township — The Edge reported it at 300 acres in 2017, with a 13.6-acre central park — and it has completed phases that people already live in. Eco Sun is the newer release beside the Penang State Stadium, and everything in it is still being built.
If you want to move in soon or see a finished street before you buy, start with Eco Horizon. If you are happy to wait until 2028 or later for a new two-storey terrace or a 1,000 sq ft apartment, Eco Sun is where the current stock is.
Is Eco Sun practical for daily life or for renting out?
For daily life, straight-line: Design Village is 1.7 km away, Columbia Asia Hospital Batu Kawan 2.0 km, IKEA 2.8 km and SJK(C) Keng Koon 2.9 km. Batu Kawan is a planned new town, so shops, schools and clinics are spread along wide roads and you will drive to all of them.
For renting, the tenant pool is the workforce of the Batu Kawan Industrial Park, 3.5 km away, and students of the UOW Malaysia KDU campus, 1.9 km away. I do not quote rental figures. Remember that hundreds of similar homes will reach the market together when each phase is handed over, so buy for a holding period of years, not months.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
