Six things about Forescape @ Metrioplace worth knowing before you enquire

Four are reasons a mainland buyer would shortlist it. Two are things to settle first. All six come from Metrio Group’s own material, a named newspaper or the government register.

A freehold title on the industrial belt

The advertisement Metrio Jaya Development filed with the housing register states ‘Pegangan Kekal’, which is freehold. For a high-rise aimed at people who work in the Batu Kawan factories, that removes the question of a lease shortening while you hold the property.

Every layout is dual-key

The e-brochure splits each home into two parts behind one main door: Type A is an 863 sq ft main home plus a 235 sq ft studio, Type B a 688 sq ft main home plus a 216 sq ft studio. That suits parents living beside grown children, a home office, or living in one part while a tenant uses the other.

Positioned for three industrial parks

The Kwong Wah report on the sales gallery opening places Forescape at the entrance to Batu Kawan Industrial Park 3, between three industrial parks. The developer’s own table gives 0.6 km to BKIP 3 and 2.1 km to the North-South Expressway; my straight-line measurement to the Bukit Tambun toll plaza is 1.3 km.

Two to three parking bays and a store room

The developer’s advertisement filed with the government register lists two to three car park bays for Type A, two for Type B and one storage room per unit; the e-brochure gives the storage room as up to 66 sq ft. In a household that splits one home into two living spaces, a second or third bay is the detail that makes dual-key work in practice.

Three different completion dates

The filed advertisement and the e-brochure say December 2028. The developer’s website says January 2030. The register records a delivery period already extended from 36 to 48 months, which puts the latest date under the first agreement at 23 February 2030. Plan around the contract date, and ask me which date the developer is working to now.

Early in the build, early in sales

The register shows 20% built, with 37 of 398 units recorded as sold on the day I read it. The developer has not published the land area of the tower plot, the number of lifts or the monthly charges, and the address sits among business parks where lorries are part of the daily traffic. I will get the missing answers in writing.

The developer’s e-brochure gives Type A at 1,098 sq ft and Type B at 904 sq ft, both dual-key with three bathrooms; its website adds ground-floor Garden Villas at 1,066 sq ft and shows further variant drawings (A1 to A4, B1, B2, I and J) labelled by Block A and Block B. Pinned to the coordinates filed with the national housing register for project 10311-2, not to a neighbouring landmark. Distances are straight-line from that point.

What the map does not tell you. This is a working district. The neighbours are business parks and factories, so shift-change traffic and heavy vehicles on Jalan Batu Kawan are part of the address, and the developer’s own distance table is by road while mine is straight-line. The developer measures 8.2 km to the Second Penang Bridge; that is to the mainland approach, and the crossing itself is long. Drive from your workplace to the site at 7.30 am and again at 5.30 pm before you decide.

The register does not use the marketing name: Forescape @ Metrioplace is filed as Pangsapuri Servis Flora Indah. The coordinates, the 398 units, the 28 storeys and the licensee all match the developer’s own material.

398 units on the register, 398 on the developer’s website

The register files one component: 398 serviced apartments in a 28-storey building, with three or four bedrooms and three bathrooms. Its unit list runs from the ground floor to Level 27 — 7 homes each on the ground floor and Level 1, 11 on each of the next six levels, 16 on each of 19 floors from Level 8 to Level 26, and 14 on Level 27. That adds up to 398. On the day I read it, 37 units were recorded as sold and 361 as not yet sold; 8 units carry the Bumiputera quota.

What the permit band tells you about foreign eligibility

The advertising permit records a minimum of RM498,000 and a maximum of RM799,000. That is the band on the advertising permit, not the price of any unit. On the Penang mainland a foreign individual needs a strata price of at least RM500,000 (RM1,000,000 for a foreign company), so the band straddles the floor: eligibility is decided unit by unit at the price in the sale and purchase agreement. State consent is required, and Bumiputera-quota units are closed to foreigners.

Schedule H, extended from 36 to 48 months

The sale and purchase agreement is Schedule H (strata). The register records the original 36-month delivery period, an approved extension of 12 months and a new period of 48 months. With the first agreement dated 23 February 2026, the latest delivery date under that agreement moves from 23 February 2029 to 23 February 2030. Read the delivery clause in your own agreement to see which period it states.

20% built, no certificate yet

The latest 7(f) return reports the tower at 20% complete and ‘lancar’ (on track). No certificate of completion and compliance and no vacant possession date is recorded. The filed advertisement prints December 2028 as the expected completion date, while the developer’s website shows January 2030; treat the earlier one as a target and the contract period as the commitment.

About Metrio Group

Metrio Group describes itself on its website as a property developer with more than 20 years of experience, and its own news page marked the group’s 25th anniversary in February 2019. Its project list is weighted to the mainland: Taman Mengkuang Jaya 1, 2 and 3 and Taman Mengkuang Ria in Bukit Mertajam, Vortex Business Park at Bukit Tambun, plus Beverly Heights and The Glades.

Forescape is the residential tower inside Metrioplace, which Kwong Wah Yit Poh reported on 9 February 2025 as a 35.3-acre integrated development with a food court, a hotel, retail shops, drive-through outlets and a petrol station, and a gross development value of RM242 million for the 398-unit tower. The Caltex station in the hub is already trading, 199 m from the register’s coordinates.

The group’s own headquarters, MetrioPlex, is in the same Vorteks business centre; the developer’s news page records a PAM Awards 2019 Silver Award for it. The filed advertisement also notes that the land is charged to Maybank Islamic Berhad, which is ordinary project financing — your solicitor will handle the redemption statement at signing.

One honest note on track record: the projects on the group’s website are mostly terrace houses, semi-detached homes and shop offices, and under this licensee the register lists one earlier scheme, Taman Seri Cendana, besides Forescape. A 28-storey tower is a bigger and longer job, and the delivery period has already been extended to 48 months. That is a reason to read the delivery and late-delivery clauses carefully instead of relying on the brochure date.

Homes start on the ground floor and run to Level 27. The upper 19 floors from Level 8 to Level 26 have 16 homes each; the lower eight levels have 7 to 11 each, and Level 27 has 14.

Is Forescape @ Metrioplace freehold?

Yes, according to the developer: the advertisement filed with the housing register states ‘Pegangan Kekal’, and the e-brochure states ‘Land Tenure: Freehold’.

The same advertisement notes the land is charged to Maybank Islamic Berhad as project financing. Your solicitor’s title search at signing is the final word on both points.

What are the unit sizes and layouts at Forescape?

Two main sizes, both dual-key with three bathrooms. Type A is 1,098 sq ft with four bedrooms, made up of an 863 sq ft main home and a 235 sq ft studio. Type B is 904 sq ft with three bedrooms, made up of a 688 sq ft main home and a 216 sq ft studio.

The developer’s website also lists ground-floor Garden Villas at 1,066 sq ft with four bedrooms, and Garden Villas on Level 8 and Sky Villas on Level 27 in the 904 to 1,098 sq ft range. I can send the drawing for the exact variant you are considering.

Can foreigners buy at Forescape @ Metrioplace?

Some units, not all. On the Penang mainland a foreign individual needs a strata price of at least RM500,000, and a foreign company RM1,000,000. The permit band runs from RM498,000 to RM799,000, so it depends on the price in the agreement for the unit you choose. Bumiputera-quota units are closed to foreigners.

A foreign purchase also needs state consent, carries a 3% state levy on approval, cannot be resold for three years, and pays a flat 8% stamp duty as a non-citizen. Tell me the unit and I will confirm whether it clears the floor before you commit.

When will Forescape @ Metrioplace be completed?

There are three dates in the public record. The developer’s filed advertisement and e-brochure say December 2028; the developer’s website says January 2030; the register showed 20% built and on track in October 2026.

Contractually, the register records a 48-month delivery period under Schedule H after an approved 12-month extension. For the first agreement, dated 23 February 2026, the latest delivery date is 23 February 2030. Your own period runs from the date of your agreement.

Which unit should I choose — Type A or Type B, low floor or high?

Start with how you will use the second key. If the studio is for a parent or a tenant, compare the 235 sq ft studio in Type A with the 216 sq ft one in Type B, then decide whether the main home needs to be 863 or 688 sq ft. Type A gives the fourth bedroom; Type B keeps the total size down.

Then pick the level. Level 8 is the facilities deck, so homes there step out to the pool level and also hear it. The ground-floor Garden Villas come with private gardens of up to 635 sq ft according to the e-brochure. With 361 units still unsold on the register when I read it, most stacks were open; the typical floor plan in the gallery on this page shows where each stack sits.

What is the price and the maintenance fee?

The only public price information I will quote is the government permit band: RM498,000 to RM799,000 — the band on the advertising permit, not the price of any unit. I do not repeat figures from property portals or advertisements.

The developer has not published the monthly maintenance charge or sinking fund. Message me and I will send the current price list, the units still available and the charges in writing.

How does Forescape compare with Sensasi @ Utropolis in Batu Kawan?

They answer different questions. Utropolis is a township in the Batu Kawan core on the IKEA side; IKEA is 3.9 km from Forescape in a straight line. Forescape sits on the Bukit Tambun side, 1.3 km from the toll plaza and at the entrance to Batu Kawan Industrial Park 3, and every one of its layouts is dual-key.

If you want the township core with the mall and campus around you, read the Sensasi page on this site. If your priority is a short drive to BKIP 3 and the expressway, or a home that can be split into two living spaces, Forescape is the one to study.

Is Simpang Ampat practical for daily life or for renting out?

For daily life: SJK(C) Keng Koon is 767 m away in a straight line, SMK Batu Kawan 2.4 km, Design Village Outlet Mall 2.9 km, Simpang Ampat KTM station 3.8 km and IKEA Batu Kawan 3.9 km. The Metrioplace hub in front of the tower already has a petrol station, with food and retail planned according to the newspaper report.

For renting: the tenant pool is the workforce of the industrial parks around Batu Kawan and Bukit Minyak, and the dual-key layout lets you let the studio separately from the main home. I do not quote rental figures; ask me about the house rules on short stays and separate tenancies before you buy with tenants in mind.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.
