Six things about Taman Lembah Permai worth knowing before you enquire
Four are reasons a Bukit Mertajam family would shortlist it. Two are things to settle first. All six come from the developer’s advertisement filed with the housing register or from the register itself.
Freehold landed homes inside Bukit Mertajam town
The Phase 6 advertisement states ‘hakmilik kekal’ — freehold — with no encumbrance on the land. Large landed plots this far inside town are not common: the pin is 1.6 km in a straight line from Bukit Mertajam Hospital and 2.2 km from the KTM station, not out on the edge of the district.
Chinese schools at walking and short-drive distance
SJK(C) Beng Teik (Pusat) is 180 m from the pin in a straight line, SMJK Jit Sin 1.2 km and Jit Sin Independent High School 1.8 km. For a family planning twelve years of school runs, those three numbers are the strongest argument for this address.
A guarded estate with its own park
The developer’s advertisement describes perimeter fencing, a boom gate and guardhouse at the main entrance, 24-hour static and patrol guarding, and CCTV at every road junction and in the park. It also lists a 3-acre landscaped park and a two-storey community building with a gymnasium, hall and kindergarten.
Houses sized for three generations
Every Phase 6 home has six bedrooms on the register. The 28 Mesra O-Lot homes are 393.32 sq m built-up (about 4,234 sq ft); the Gembira and Gemilang bungalows are about 500 sq m (roughly 5,400 sq ft) on land from 521 sq m; the three Mewah bungalows are 811.67 sq m on more than 1,000 sq m of land. The filed plans show a bedroom on the ground floor.
Phase 6 is off-plan — nothing has been built yet
The register shows Phase 6 as ‘belum mula’ (not yet started) with no sale and purchase agreement recorded, and the developer’s advertisement gives July 2029 as the expected completion. You would be buying from drawings and waiting close to three years. The comfort is next door: Phase 5 was certified more than seven months ahead of its deadline, and you can walk its streets today.
Several things are not published
I could not find a website for the developer, so there is no public site plan showing which lots face the park and which face the main road. The monthly maintenance charge for the guarding, park and community building is not published either, and 16 of the 55 lots are Bumiputera-quota lots. I will get all of this for you in writing.

Phase 6
Project 10106-7: 24 three-storey bungalows and 31 three-storey O-Lot homes, which the register classes as semi-detached. The advertising permit runs from 26 August 2026 to 25 August 2029. When I read the register on 5 October 2026 the status was ‘belum mula’ (not yet started), no sale and purchase agreement had been recorded and all 55 homes were listed as not yet sold; 16 of them are Bumiputera-quota lots. Every home has six bedrooms on the register.
Phase 5
Project 10106-6: 41 semi-detached and 27 detached houses, all three storeys with six bedrooms on the register. The first sale and purchase agreement is dated 29 April 2023; the certificate of completion and compliance is dated 20 August 2025 and vacant possession 17 September 2025 — more than seven months inside the 36-month period. On 5 October 2026 the unit list showed 62 homes sold and 6 not yet sold: three semi-detached and three detached, two of them Bumiputera-quota lots.
First landed phase
Project 10106-4, filed 294 m east of Phase 5: 31 detached and 31 semi-detached houses of three storeys, sold from January 2016 and certified complete on 25 February 2019. The same filing also carries a nine-storey block of 70 flats, certified in July 2021, which is a separate component from the landed homes. The register does not itemise bedrooms for this phase, and its last advertising permit ended in September 2021, so a house here is bought from its present owner.

As listed on the Phase 6 advertisement the developer filed with the housing register. The advertisement also says the estate has concealed drains and stands on high ground that is not affected by flooding — the developer’s statement, not something I have tested.

Ask for these three in writing instead: the approved building plan, the unit layout with its stated built-up area, and the specification schedule attached to the sale and purchase agreement. Those bind the developer. A render does not.

55 homes on the register, 55 on the advertisement
The register files Phase 6 as 31 semi-detached houses (in groups of 28 and 3) and 24 detached houses (14, 7 and 3). The developer’s advertisement gives the same counts under its own names: O-Lot homes Mesra (28) and Ceria (3), and bungalows Gembira (14), Gemilang (7) and Mewah (3). All 55 were recorded as not yet sold on 5 October 2026, and 16 carry Bumiputera quota — 9 O-Lot homes and 7 bungalows. Across the estate the three filings hold 185 landed homes (55 + 68 + 62) plus the 70 flats in the first filing, 255 units in all.
What the permit band tells a foreign buyer
The Phase 6 permit records RM2,000,000 to RM2,090,000 for the 28 Mesra O-Lot homes and RM2,303,000 to RM2,764,000 for the 3 Ceria homes; RM3,000,000 to RM3,749,000 for Gembira, RM3,000,000 to RM3,230,000 for Gemilang and RM5,188,000 to RM5,482,900 for Mewah. That is the band on the advertising permit, not the price of any unit. Seberang Perai’s floor for a non-citizen buying landed or landed-strata property is RM1,000,000, and the whole band is above it, so foreigners may buy the non-quota lots with state consent.
Schedule H, 36 months — and how earlier phases ran
All three filings use Schedule H, the strata agreement, with a 36-month delivery period and no extension recorded. Phase 5’s first agreement is dated 29 April 2023 and its completion certificate 20 August 2025, more than seven months early. In the first phase the certificate for the houses is dated 25 February 2019, a month after the 36-month date of 26 January 2019 shown on the register, and no vacant-possession date is recorded for it. For Phase 6 your own 36 months run from the date of your agreement.
Phase 6 at 0% — and an expired Phase 5 permit to confirm
Phase 6 is recorded as not yet started, with 0% reported for every house type; that is normal for a permit issued six weeks before I read it, and the developer’s advertisement gives July 2029 as the expected completion — a target, not a contractual promise. Separately, the Phase 5 advertising permit ran from 20 January 2023 to 19 January 2026 and no newer one is listed, while six Phase 5 homes are still recorded as unsold. I will confirm with the developer how those completed homes are being sold before you rely on one.
About Welcome Development
Welcome Development Sdn. Bhd. is a Penang developer with its registered office at MWE Plaza on Lebuh Farquhar in George Town and its business address inside Taman Lembah Permai itself. The register shows its developer’s licence renewed from 1 October 2026 to 30 September 2031, and the Phase 6 building plans were approved by Majlis Bandaraya Seberang Perai.
Seven projects are filed under the licence: Taman Tanjung Permai, Batu Maung Residensi, two filings for Taman Kota Permai II, and three for Taman Lembah Permai. Kota Permai is also the name of the neighbourhood just south of this estate.
Taman Lembah Permai has been built in stages: 62 three-storey houses and a block of 70 flats sold from 2016, then the 68 homes of Phase 5 sold from 2023 and certified in August 2025, and now the 55 homes of Phase 6. The developer’s advertisement shows the built entrance and guardhouse, and describes the park and community building as shared by every phase.
Two honest caveats. First, I found no website for the developer, so the public information is limited to the register and the filed advertisement; anything else has to be asked for. Second, the register dates the first phase’s completion certificate a month after its 36-month date, while Phase 5 came in more than seven months early — a mixed record, though the more recent result is the better one. Read the delivery clause of your agreement either way.

The 31 O-Lot homes come in two layouts, also three storeys with six bedrooms and five bathrooms: Mesra, 28 homes at 393.32 sq m built-up (about 4,234 sq ft) on land of 299 to 309 sq m; and Ceria, 3 homes at 398.71 to 406.68 sq m (about 4,292 to 4,377 sq ft) on land of 450 to 664 sq m. These are the figures printed on the developer’s filed advertisement.
Can foreigners buy at Taman Lembah Permai?
Yes, for the non-quota lots. Seberang Perai’s minimum for a non-citizen buying landed or landed-strata property is RM1,000,000, and the Phase 6 permit band starts at RM2,000,000 — the band on the advertising permit, not the price of any unit. Sixteen of the 55 lots are Bumiputera-quota lots and are closed to foreigners.
A foreign purchase needs state consent, carries a 3% state levy on approval, cannot be resold for three years, and since 1 January 2026 attracts a flat 8% stamp duty for non-citizens. I can walk you through the consent application before you commit to a lot.
When will Phase 6 be completed?
The developer’s advertisement gives July 2029 as the expected completion date. Construction had not started when I read the register on 5 October 2026: the status was ‘belum mula’ and no sale and purchase agreement had been recorded. The advertising permit runs from 26 August 2026 to 25 August 2029.
Contractually, Schedule H requires vacant possession within 36 months of the date of your agreement, so the expected date is a target and your agreement date sets the deadline. Phase 5 was certified more than seven months ahead of its limit.
Which phase and which house type should I choose?
If you need to move in soon, ask about the six Phase 5 homes the register still shows as unsold — three semi-detached and three detached, already certified. If you can wait and want first pick of position, Phase 6 has all 55 lots open.
Within Phase 6, the 28 Mesra O-Lot homes are the entry point; the 3 Ceria homes have almost the same floor area on much larger land. Among the bungalows, Gembira and Gemilang are nearly the same size, with Gembira’s land running up to 869 sq m, and Mewah, with only three built, is the rarest. Ask for the site plan to see which lots face the park and which sit by the main road.
What is the price, and what are the monthly charges?
The only public price information is the Phase 6 permit band on the register: RM2,000,000 to RM5,482,900 across the five house types — the band on the advertising permit, not the price of any unit. I do not repeat figures from property portals.
The developer has not published the monthly maintenance charge or sinking fund that pays for the guards, the park and the community building. Message me and I will get the current price list and the charges in writing.
How does Taman Lembah Permai compare with Sentrino in Alma?
Both are gated, strata-titled estates of three-storey landed homes in Bukit Mertajam, 3.7 km apart in a straight line. Sentrino has 80 semi-detached houses of about 3,900 to 4,040 sq ft, completed in 2017, so it is a resale market. The Mesra O-Lot homes here are a little larger, at about 4,234 sq ft, and brand new; the bungalows start at 5,383 sq ft.
Choose Sentrino if you want a finished, established semi-detached house in Alma today. Choose Taman Lembah Permai if you want a new building, a bungalow-sized home, or the town-side schools 180 m to 1.8 km away.
Is this a practical address for school runs and daily life?
For schools it is hard to beat in Bukit Mertajam: SJK(C) Beng Teik (Pusat) is 180 m away in a straight line, SMJK Jit Sin 1.2 km and Jit Sin Independent High School 1.8 km. Billion Shopping Centre in Kota Permai is 794 m, Bukit Mertajam Hospital 1.6 km and KPJ Penang Specialist Hospital 3.3 km.
For commuting, the Juru toll plaza is 3.5 km and the Penang Bridge 12.2 km in a straight line. As a rental, a six-bedroom bungalow has a narrow pool of tenants — mostly company-paid senior staff — so buy this to live in, not for yield. I do not quote rental figures.
