Measured in a straight line from the registered site coordinates, the Bukit Mertajam railway station is 816 m away. For a household where someone commutes by train, or simply wants the old town within a short drive, this is the central-Bukit-Mertajam address rather than a fringe one.

Both Jit Sin schools within 3 km

SMJK Jit Sin is 1.8 km away in a straight line and SJK(C) Jit Sin A and B 2.8 km. Families who choose Bukit Mertajam for its Chinese-medium schools will recognise those two names; admission is the schools’ decision, so treat the distance as convenience, not a guarantee.

The register’s latest return puts the block at 67.45% complete with the status ‘lancar’ (on track), and no extension to the delivery period is recorded. You are looking at a structure that is already most of the way up.

On the day I read the register’s unit list, 392 homes were marked sold and only four were not. That tells you local buyers have already voted — and that what is left is a handful of specific units, not a wide choice.

The permit band runs from RM347,400 to RM387,400, below Seberang Perai’s floor for non-citizens. The developer’s filed advertisement prints the housing type as Rumah Mampu Milik, the affordable-home category, which explains a band that narrow across a whole block. State eligibility and resale conditions for this category will be in the sale documents; ask me to check them before you plan around it.

What the filed advertisement answers, and what it does not

I found no official project website, but the advertisement the developer filed with the register fills most of the gaps: freehold tenure, 856 sq ft, three bedrooms and two bathrooms, two car park lots for each unit, a 199-ft swimming pool and two rooftop gardens. Monthly charges and a full facilities list are not on it, and this is the only project filed under the developer’s licence. I will get those remaining answers in writing from the sales documents before you commit.

Pinned to the coordinates filed with the national housing register for project 30725-1, which agree with the building’s map listing in Taman Sungai Rambai. Distances are straight-line from that point.

What the map does not tell you. Being 816 m from the railway cuts both ways: stand on site and listen for the trains before you choose a facing. Bukit Mertajam’s old-town roads are narrow and slow at school hours, and Penang Bridge is 11.4 km away in a straight line — much longer by road at 7.30 am. Drive your real commute once before you sign.

396 units, counted floor by floor

The register files the project as one component: 396 flats / condominium units in a 24-storey building, with two or three bedrooms and two bathrooms. Its unit list runs from Level 2 to Level 23 — 13 homes on each of the seven levels from 2 to 8, 14 on Level 9, 18 on Level 10 and 21 on each of the thirteen levels from 11 to 23 — which adds up to 396. On the day I read it, 392 were recorded as sold and four as not yet sold.

What the permit band tells you — and why foreigners are out

The advertising permit records a minimum of RM347,400 and a maximum of RM387,400. That is the band on the advertising permit, not the price of any unit. Seberang Perai’s floor for a foreign individual buying strata property is RM500,000 (RM1,000,000 for a foreign company), so the whole band is below it and the project is not open to foreign buyers. A narrow band across an entire block is also what a price-controlled scheme looks like; if state eligibility rules apply, I will check them for you.

Schedule H, 36 months, no extension on record

The sale and purchase agreement is Schedule H (strata) with the standard 36-month delivery period, and no extension has been approved on record. The first agreement on the register is dated 15 October 2024, which puts the latest delivery date under that agreement at 15 October 2027. Your own clock runs 36 months from the date of your agreement. The advertising permit itself is valid until 19 July 2027.

67.45% built, certificate still to come

The latest 7(f) return reports the block at 67.45% complete and ‘lancar’ (on track). The certificate of completion and compliance and vacant possession are not yet recorded. The advertisement the developer filed with the register gives August 2027 as the expected completion date; that is a target, and the contractual date is the one above.

About JSC Infrabina

JSC Infrabina Sdn. Bhd. is a Bukit Mertajam company: the business address on the housing register is at Lorong Tembikai 8, Kawasan Perniagaan Sungai Rambai, in the same neighbourhood as the project itself. Its housing developer’s licence, numbered 30725, was issued on 4 April 2024 and is shown as active.

Residensi Rambai Indah is the project that licence was taken out for. The register describes it as a single 24-storey block of 396 flats / condominium units, and the advertisement the developer filed with the register carries unit plans labelled Type A and Types A1 and A2. The same advertisement names Majlis Bandaraya Seberang Perai as the approving authority, quotes building plan number MBSP/40/20-40/45 (12), gives the tenure as freehold (‘Hakmilik Kekal’) and notes that the land is charged to CIMB Bank. A charge like that is ordinary project financing; your solicitor deals with the redemption statement at signing.

Progress so far is in the developer’s favour: sales began with a first agreement dated 15 October 2024, and two years later the register shows 67.45% built, on track, with 392 of the 396 homes sold and no extension of time on record.

One honest caveat: this is the only project listed under the licence, and I found no official website for the developer or the project. That means there is no completed building of theirs on the register for you to inspect, and the filed advertisement is the only official document I can cite. Rely on the register’s progress figures and on what is written into your sale and purchase agreement, and let me collect the monthly charges and the full facilities list in writing first.

When will Residensi Rambai Indah be completed?

The developer’s filed advertisement gives August 2027 as the expected completion date. In October 2026 the register shows the block 67.45% built and on track.

Contractually, delivery is 36 months from your sale and purchase agreement under Schedule H. The register’s first agreement is dated 15 October 2024, so the latest date under that agreement is 15 October 2027.

Which floor and which unit should I choose?

The choice is already narrow: on the day I read the register only four homes were not yet sold — two on Level 3A, one on Level 13 and one on Level 23. Ask me which of them are still open today.

As a rule in this block, Levels 2 to 8 have 13 homes a floor and Level 11 upward has 21, so the lower levels have fewer neighbours per corridor while the upper levels have the height. Ask for the floor plate before you decide.

What is the price and the maintenance fee?

The only public price information is the government permit band: RM347,400 to RM387,400 — the band on the advertising permit, not the price of any unit. I will not repeat figures from property portals.

The developer has not published the monthly maintenance charge or sinking fund. Message me and I will send the current price list for the remaining units and the charges in writing.

How does Residensi Rambai Indah compare with Iconic Harmony?

Both are single towers on the Bukit Mertajam side of the mainland with permit bands below the foreign-buyer floor, 4.7 km apart in a straight line. Iconic Harmony, in Alma, is larger and taller: 751 homes of 900 sq ft in a 36-storey tower, 43.91% built when its page was checked.

Residensi Rambai Indah is the smaller community at 396 homes, further along at 67.45% built, and sits 816 m from the KTM station in the older part of town. Choose by where you work and which schools you want; I can send both sets of plans.

Is Taman Sungai Rambai practical for daily life or for renting out?

For daily life: the Bukit Mertajam public market is 1.3 km away in a straight line, Hospital Bukit Mertajam 1.7 km, KPJ Penang Specialist Hospital 2.0 km and AEON Mall Bukit Mertajam 5.3 km. SMJK Jit Sin is 1.8 km away. This is an established town, not a new township waiting for shops.

For renting: demand in central Bukit Mertajam comes from families and from people working in the Perai and Juru industrial areas; Juru Auto City is 3.2 km away. I do not quote rental figures, and because the developer’s advertisement files these homes as Rumah Mampu Milik, letting and resale may be restricted for a period. Check that before you buy with tenants in mind.

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.
