Six things worth knowing before you view
Three are the reasons Tawau families look at a house here. Three are the questions I would want answered in writing first.
Three bedrooms, three bathrooms, two cars
All three types follow one idea. Downstairs is an open living and dining space with the kitchen at the back, a store under the stairs, a bathroom and a rear yard. Upstairs are the master bedroom with its own bathroom at the front and two more bedrooms sharing a bathroom at the back. In front, the house is set 9 m back from the lot boundary, with a car porch drawn for two cars side by side. The brochure’s own phrase for it is an open plan that ‘allows spacious ground floor family area’.
A township that is already running
Bandar Sri Indah is not a promise on a hoarding. Hap Seng’s annual reports describe a supermarket, a community sports complex, eateries, an intercity bus terminal and the largest Petron station in Tawau inside the township, and an education hub with Open University Malaysia, Tawau Vision School, Vision International School and a community college. The latest report counts 4,703 residential, commercial and industrial properties completed there.
You can look at the real thing
The development plan marks the first row of Phase 5H as a show village that is open for viewing, and the developer’s Type C3 presentation carries photographs of a finished, unfurnished house: living room, kitchen, three bathrooms, bedrooms and backyard. Several are in the gallery below. On most new schemes you are choosing from a drawing; here you can stand in one and look at the workmanship.
A 99-year lease — ask when it started
The brochure states the land tenure as 99 years for both phases and prints nothing else about the title: no title number, no start date, no expiry date. The township itself was launched in 2004. Ask for the expiry date on the title of the lot you want, and whether the individual title has been issued, because the years remaining decide how a bank and a future buyer will look at the house.
Which houses are finished, and which are not
The brochure gives completion as 36 months from the date of the sale and purchase agreement. A local Tawau website carried a notice for Phase 5H and 5I in July 2019, and the developer’s presentation shows finished Type C3 houses. I found no public statement of when either phase was certified for occupation. Ask, lot by lot, whether the house is built, whether its occupation certificate has been issued, and what delivery date goes into your agreement.
Ten miles out of town
Mile 10 means what it says: the etawau.com community site measures Bandar Sri Indah at 17.2 km from the 0 km mark in Tawau town. The brochure’s map says 15 minutes to town and 15 minutes to the airport; the same local site says, in another place, half an hour. Drive it at the hours you would really use it before you decide, and check where your work and your children’s school are in relation to Jalan Apas.
The two phases, decoded
The developer’s plan draws the Fairie Series as eight blocks of back-to-back terrace rows, with the lot numbers printed on it. Phase 5H is lots 1382 to 1773 — 392 houses, the figure in the brochure: a first row of 22 lots marked as the show village, 170 lots of Belle (Type C1) and 200 of Cassie (Type C2). Phase 5I runs from lot 1774 to lot 2153, which is 380 lots by my count; the brochure prints no total for it. Of those, Myka (Type C3) takes 150 — the number the developer’s presentation also gives — Sera (Type D1) 138 and Vidia (Type D2) 92. The brochure gives land areas of 1,353 to 3,445 sq ft in Phase 5H and 1,353 to 3,241 sq ft in Phase 5I; 1,353 sq ft is the standard 18 ft × 75 ft lot, and the larger figures are the corner lots. Along the western edge the plan shows a green strip and a field drawn as a football pitch, and the brochure says the phases are surrounded by three forest reserves, Membelua, Babanga and Tinagat. It also states that 30% of the houses are reserved for Bumiputera buyers, so ask which lots are open to you.
Three plans on this page, and two more to ask for
Type C1 · Belle
Belle fills the first two blocks of Phase 5H, apart from one row of 22 lots marked as the show village. The intermediate house is 1,576 sq ft and the corner house 1,705 sq ft, on land from 1,353 to 3,445 sq ft — the widest land range of the three types. The drawing gives the intermediate lot as 5,500 mm wide and 22,860 mm deep: 9,000 mm in front for the car porch and driveway, a house 9,715 mm deep and 4,145 mm behind it. The corner unit adds a side terrace off the dining area and a balcony off the master bedroom.
Type C2 · Cassie
Cassie takes the next two blocks. Its intermediate house is the largest of the three at 1,591 sq ft, while its corner house is the smallest at 1,672 sq ft; land runs from 1,353 to 3,044 sq ft. The ground floor is the same as Belle’s. The difference is upstairs: the master bedroom extends to the front wall, and the drawing shows no balcony on either unit. If you are buying an intermediate lot and want the bigger master bedroom, this is the plan to look at.
Type C3 · Myka
Myka opens Phase 5I: 150 houses on three rows. The sizes are Belle’s — 1,576 sq ft intermediate and 1,705 sq ft corner — and the plan is the same room for room, with land from 1,353 to 3,044 sq ft. This is the type the developer photographed after completion. One thing to clear up: a slide in the presentation heads the Type C3 plan ‘Phase 5H’, while its title page, the brochure and the development plan all place Type C3 in Phase 5I. Make sure the phase written on your documents matches the lot.
Types D1 and D2 · Sera and Vidia
The last rows of Phase 5I are Sera (Type D1) and Vidia (Type D2). They are on the development plan, but the brochure pages I hold carry no floor plan or size for them, so I will not guess. Two clues only: the plan draws fewer lots in a D row than in a C row, and a 2019 notice for these phases on etawau.com mentioned lots of both 18 ft × 75 ft and 20 ft × 75 ft. If the wider house interests you, ask me and I will get the D1 and D2 plans from the developer.
What the township around the houses provides
These lists come from Hap Seng’s annual reports and the amenity panel of the developer’s brochure, and each line says which. They describe the Bandar Sri Indah township as a whole; Phase 5H and 5I have no clubhouse of their own on the plan.

How the project got here
The Bandar Sri Indah Phase 5H & 5I floor plans
The developer draws each type as a pair — an intermediate unit and a corner unit — on two floors, and prints the two built-up areas beside it. Dimensions on the drawings are in millimetres. The presentation calls the areas gross built-up; by my arithmetic the house inside its main walls is about 1,150 sq ft on two floors (5.5 m × 9.715 m, twice), so the stated figures evidently count roofed space such as the car porch. Ask how the area of your house is measured, and for the land area of the exact lot, before you book.

Where Bandar Sri Indah sits
At Mile 10 of Jalan Apas — written as KM 16 on some listings — outside Tawau town, on the highway that a local community site says links the township to both the town and the airport. Tawau is the third-largest town in Sabah after Kota Kinabalu and Sandakan, about 540 km south-east of Kota Kinabalu, with a municipal population of 372,615 at the 2020 census; Tawau Airport, the second-largest in Sabah, is about 28 km north-east of the town. The developer’s map marks the airport along the main road past the township. Inside the township, the map puts Phase 5H and 5I on the far side from that road, beyond BSI Phase 1 and Phase 3 and near Sri Indah Vision School.
The map is set to Bandar Sri Indah on Jalan Apas, Tawau — it is not pinned on Phase 5H or 5I. The developer’s location map and development plan are in the gallery above; your lot is identified by its number in your sale and purchase agreement.

Why there is no federal register table on this page
Peninsular project pages on this website carry a table read from teduh.kpkt.gov.my, the federal housing register — permit number, licensed developer, unit count, permitted price band, certified construction percentage.
Sabah is outside that register by design. Housing development in Sabah is licensed under Sabah’s own Housing Development (Control and Licensing) Enactment 1978 and supervised by the state, so a Sabah project will not appear on the federal register however you search.
What to check instead
For Phase 5H the developer’s brochure prints Developer’s Licence No. (100-24/626/3/26)/03-2021/05702 and Advertisement Permit No. (100-24/626/3/26)/03-2021/04598, in the name of Hap Seng Properties Development Sdn Bhd (11995-D), and says the development and building plans were approved by MPT, the Tawau Municipal Council. For Phase 5I the same page prints the approving authority but no licence or permit number. It prints no validity dates for either. Ask the developer, in writing, for the current licence and permit numbers and their validity dates for the phase your lot is in, and check them with the Sabah state housing authority.
Ask about the title. The brochure states a 99-year lease and nothing more. Ask for the title number, the date the lease expires, whether the individual title for your lot has been issued and whether the land is charged to a bank — your own lawyer should confirm all four before you sign.
Ask whether your house is finished. If it is, ask for a copy of the occupation certificate. If it is still to be built, ask for the latest architect’s certificate of progress and the delivery date in your agreement.
Foreign buyers
Sabah sets its own minimum price for non-citizens and runs its own consent process, and the figures quoted for it conflict — RM1,000,000 in the Bar Council’s state table, with a lower strata figure also in circulation. Land-status restrictions may apply as well, and the brochure reserves 30% of the houses for Bumiputera buyers. If you are not Malaysian, get written confirmation for the specific lot through a Sabah conveyancing solicitor before you pay anything, and budget for the flat 8% stamp duty on residential purchases by non-citizens since 1 January 2026.
About Hap Seng Properties Development Sdn Bhd
The developer is Hap Seng Properties Development Sdn Bhd (company no. 11995-D), named on the brochure as a wholly owned subsidiary of Hap Seng Consolidated Berhad (26877-W), a group listed on Bursa Malaysia. Its property arm is marketed as Hap Seng Land — the logo on the Type C3 presentation — and the brochure gives the website hapsengland.com and a sales gallery in the Bandar Sri Indah shop offices at Mile 10, Jalan Apas.
Bandar Sri Indah is the group’s flagship in Tawau. Its annual report calls it among the largest fully integrated township projects in Sabah: launched in 2004, over 1,368 acres, with products from affordable apartments to single-storey, double-storey, semi-detached and detached houses, and 4,703 residential, commercial and industrial properties completed to date. The brochure’s own figure for the land is over 1,364 acres, and it describes a township planned for more than 8,000 homes, 700 shops and 550 industrial shoplots. It says the Fairie Series follows the earlier Phases 5B, 5E and 5F.
Elsewhere in Sabah the same developer is behind the Kingfisher name. The annual report lists Kingfisher Inanam and Kingfisher Sandakan beside Bandar Sri Indah as the property division’s main revenue contributors, and both have pages on this website, as does the South Ville apartment scheme inside Bandar Sri Indah, which an earlier report recorded as recently completed. That is a long, documented record, and you can read it for yourself in the group’s published annual reports.
A track record is not a guarantee on a particular lot. I searched for litigation, abandonment and Housing Tribunal claims against the developer and found none reported — which is no adverse record found, not a clean bill of health. What I could not find in public is the completion or occupation-certificate date of Phase 5H or 5I, so ask for it.

Phase 5H and 5I have no clubhouse or pool of their own on the development plan; a field drawn as a football pitch lies beside Phase 5I. The brochure does not say whether the phases are gated or guarded and publishes no monthly charge, so ask about both.
What are the specifications and finishes of the houses?
The developer files I hold contain no specification schedule, so I can only report what the developer’s photographs of a finished Type C3 house show.
They show floor tiles in the living room, kitchen and bathrooms; wall tiles in the bathrooms and part-height wall tiles with a sink in the kitchen; a WC, basin and shower in each of the three bathrooms; bare cement-screed floors in the bedrooms upstairs; an aluminium-framed glass sliding door between the living room and the porch; and a turfed backyard with a raised water tank and a chain-link fence.
Photographs are not a contract. Ask for the specification schedule attached to the sale and purchase agreement — structure, roof, finishes and the number of electrical points — and read it against the house you view.
Can a foreigner buy a house at Bandar Sri Indah?
It has to be checked lot by lot. Sabah sets its own minimum price for non-citizens — RM1,000,000 in the Bar Council’s state table, with a lower strata figure also circulating — and a non-citizen needs the state’s consent. The brochure also reserves 30% of the houses for Bumiputera buyers.

The same local site also says half an hour to either, so treat the times as dependent on traffic and drive the route yourself. Tawau Airport is about 28 km north-east of the town, per Wikipedia; no km figure from Bandar Sri Indah is published.
What has not been published?
A public price list; the title number and the lease expiry date; the validity dates of the Phase 5H licence and permit, and any licence number for Phase 5I; the occupation-certificate dates; a specification schedule; the land area of each lot; the monthly charge, if any; and the plans and sizes of Types D1 and D2.
