Six things about Emerald Residence worth knowing before you enquire
Four are reasons a Penang buyer would shortlist it. Two are things to settle first. All six come from the government register, the developer’s website, or what the developer told The Star and EdgeProp.
Freehold, on the island
The developer’s website and both newspaper reports sourced from the developer give the tenure as freehold. In the south-west of Penang Island, where a good share of newer stock is leasehold, that is the first thing a buyer here is paying for — confirm it on the title search your solicitor pulls.
Six homes to a floor, three separate lift cores
The developer describes Emerald Residence as low-density: 411 homes on 4.37 acres, no more than six on a floor, and separate lift access for each of the three blocks. With 137 homes a block, that works out to at least 23 residential floors per block sharing one lift lobby each.
Family-sized units with two parking lots side by side
The published range is 1,114 to 1,183 sq ft — large by the standard of newer Teluk Kumbar apartments — and every unit comes with two car park lots placed side by side, so neither car blocks the other. For a two-income household driving to Bayan Lepas, that is a daily convenience.
A finished building you can walk through
The register shows the project 100% complete, with the certificate of completion and compliance dated 14 December 2020. You are not waiting on a construction schedule: you can stand in the actual unit, check the view and the afternoon sun, and see how the Level 4 pool deck is being kept.
Malaysians only, in practice
The advertising permit band ran from RM524,700 to RM609,400. Penang Island’s floor for a non-citizen buying strata property is RM1,000,000, and that floor applies to a resale price as much as to a developer sale. A unit here does not reach it, so foreign buyers should look elsewhere.
Developer stock or a resale — do the checks either way
On 5 October 2026 the developer’s website still listed Emerald Residence as open for sale, with 24 of the 411 units remaining and its developer’s licence valid to 23 August 2028; the register’s last advertising permit for the project expired on 1 March 2021. So a unit may come from the developer or from an owner. From the developer, ask to see the current advertising permit before you pay anything. From an owner, ask the management body whether the seller’s account is paid up. Either way, inspect the unit for defects, get the service charge and sinking fund rates, and stand on the balcony for half an hour — the airport terminal is 2.9 km away in a straight line.

Each has three bedrooms and two bathrooms, and the drawings below are the developer’s own. Which positions on the six-unit floor carry which type is not printed, so ask me about the unit you are considering instead of guessing.

Inside Teluk Kumbar Heights, TPPT’s township on the south coast of Penang Island in Daerah Barat Daya — 2.9 km in a straight line from the airport terminal and 946 m from SMK Telok Kumbar.
Pinned to the coordinates filed with the national housing register for project 6767-47. Google Maps lists the condominium on Jalan Bukit Belah, about 325 m to the south-west of that point, so treat each distance as accurate to within roughly 0.3 km. Distances are straight-line from the register point.

Emerald Residence is not filed under its marketing name: it appears as one phase of Teluk Kumbar Heights, alongside the township’s lower-cost apartment blocks, which are filed separately as 6767-46 and 6767-48.

411 units on the register, 411 in the developer’s reports
The register files three components of 137 flats / condominium units each, all in 28-storey buildings — 411 in total, the same figure and the same three-block split the developer gave The Star. It does not record bedrooms or bathrooms for this project. Its itemised unit list is incomplete, showing only 41 units, every one marked sold, so it cannot tell you whether the developer still holds any stock. The developer’s own website listed 24 units remaining when I read it on 5 October 2026; ask me what is actually available.
What the permit band tells you — and why foreigners are out
The last advertising permit records RM524,700 to RM609,400 for one block and RM524,700 to RM598,400 for the other two. That is the band on the advertising permit, not the price of any unit, and it dates from 2020 — it is not today’s resale value. Penang Island’s floor for a non-citizen buying strata property is RM1,000,000, the whole band is below it, and so Emerald Residence is not open to foreign buyers.
Schedule H, 36 months, extended by six
The sale and purchase agreement was Schedule H (strata) with a 36-month delivery period, and the register records an approved extension of six months, to 42. With the first agreement dated 16 May 2018, the delivery date moved from 16 May 2021 to 16 November 2021. The completion certificate came before either date, so the extension was not needed for the earliest buyers.
100% built, certificate issued, permit lapsed
All three blocks are recorded as 100% complete with the certificate of completion and compliance dated 14 December 2020; the overall status is ‘Siap Dengan CCC’. A vacant-possession date is not recorded. The advertising permit expired on 1 March 2021 and no later permit appears on the register. The developer’s website, read on 5 October 2026, still lists units for sale and shows its developer’s licence valid to 23 August 2028, so if you buy from the developer, ask to see the current advertising permit first.
About TPPT
TPPT Sdn Bhd is the company Bank Negara Malaysia set up to take over and finish abandoned housing projects, and it later developed land in its own right. EdgeProp reported in April 2018 that it had developed more than 20,000 homes in Selangor, Penang and Sabah, worth RM2 billion in gross development value.
In Penang its main address is Teluk Kumbar Heights, which The Star describes as a 70-acre mixed development of terrace houses, bungalows, condominiums, shop offices, a school and medium- and low-cost apartments. Emerald Residence is the second condominium in that township. On the register, the township’s lower-cost blocks (6767-46 and 6767-48) are both recorded as completed with their certificates.
The developer’s pitch for Emerald Residence was space and privacy more than amenities: large units, six to a floor, a lift core for each block, fibre to the building and a single facilities floor on Level 4. The Star described it in 2021 as a completed build-and-sell development with its occupancy certificate obtained.
One honest note on timing. In October 2017 The Star reported the building 50% complete with completion targeted for the end of 2018; in April 2018 EdgeProp gave mid-2019; the developer’s website gives ‘Tarikh Siap: May 2019’; the certificate on the register is dated 14 December 2020. It was finished and certified, but later than the dates quoted in the press. For a buyer today that history matters less than the building’s present condition — which is why the inspection and the management records are where to spend your time. TPPT’s website, read on 5 October 2026, lists the project as completed with its occupancy certificate and still open for sale, with a developer’s licence valid to 23 August 2028; the photos, floor plans and location map on this page are from that website and the flyer it publishes.

The developer’s website states three bedrooms and two bathrooms and shows three drawings, Types A1, A2 and A3; they are in the floor plan section of this page. Its flyer prints 1,114 sq ft for Type A1, 1,183 sq ft for Type A2 and 1,177 sq ft for Type A3. The register leaves the bedroom and bathroom fields blank, so I still confirm the plan and the strata area of the specific unit before you commit.
Can foreigners buy at Emerald Residence?
No, in practice. Penang Island’s minimum for a non-citizen buying strata property is RM1,000,000, and it applies to the purchase price of a resale unit too. The permit band here topped out at RM609,400.

When was Emerald Residence completed?
The certificate of completion and compliance is dated 14 December 2020 on the government register, and the project’s status is ‘Siap Dengan CCC’ — completed.
Construction began in early 2016 and the first sale and purchase agreement on the register is dated 16 May 2018. Earlier press reports had pointed to completion at the end of 2018 and then mid-2019, and the developer’s website gives the completion date as May 2019.
Which block and which floor should I choose?
With three blocks and six homes on each floor, the differences are orientation and height. Ask for the floor plate to see which positions face the hills, which face the sea and the airport side, and which carry the larger 1,183 sq ft size.
Your choice is whatever the developer still holds — its website listed 24 units remaining on 5 October 2026 — plus what owners are selling. Tell me the block and the view you want and I will shortlist units, then check each one’s condition before you travel to view.
What is the price and the maintenance fee?
The only public price information I repeat is the government permit band: RM524,700 to RM609,400 — the band on the advertising permit from 2020, not the price of any unit and not a current resale value. I will not repeat figures from property portals.
The service charge and sinking fund are set by the management body and are not published by the developer. Message me and I will send current asking prices for specific units and the charges in writing.
How does Emerald Residence compare with D’Tiara in Teluk Kumbar?
Different sizes, different stages. Emerald Residence is 411 completed homes of 1,114 to 1,183 sq ft in three 28-storey blocks. D’Tiara, by GSD Land, is a single 25-storey block of 230 homes, every one 700 sq ft, which the register showed at 93.89% built in October 2026.

Is Teluk Kumbar practical for daily life or for renting out?
For daily life: SMK Telok Kumbar is 946 m away in a straight line, SJK(C) Yang Cheng 2.3 km, Pantai Hospital Penang 5.1 km and Queensbay Mall 8.0 km. Teluk Kumbar is a seafood-and-kampung corner of the island, quieter than Bayan Baru, and the township has its own shop offices and school.
For renting: demand here comes from people working at the airport and in the Bayan Lepas industrial zone, and a unit above 1,100 sq ft suits families or sharers more than single tenants. I do not quote rental figures; ask me what comparable units in the building are actually letting for.

The unit mix, the permitted price and how far up it is
None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).
