Four are reasons a Penang buyer would shortlist it. Two are things to settle first. All six come from GSD Land’s own material or the government register.

The developer’s advertisement filed with the housing register states ‘hakmilik kekal’ — a freehold title. For an entry-level apartment on Penang Island that matters: there is no lease running down in the background when you sell or refinance twenty years from now.

The register’s latest return puts D’Tiara at 93.89% built and ‘lancar’ (on track), with the developer’s own expected completion in December 2026. You are judging a real structure you can drive past, not a model in a gallery.

All 230 homes are 700 sq ft with three bedrooms and two bathrooms. Types A to D are variants of the same size, so choosing comes down to floor and position rather than paying more for extra space.

Built for the Bayan Lepas working week

Straight-line, the airport is 2.9 km away and the Bayan Lepas industrial zone (FIZ Phase 4) is 5.1 km. For a household with one or two people working in the industrial zone or at the airport, that is the whole argument for Teluk Kumbar.

The permit records one figure, RM300,000, as both the minimum and maximum for all 230 units. That is far below the island’s floor for non-citizens, and a single uniform price is the pattern of a price-controlled scheme. What the map does not tell you. Straight-line distances flatter the south coast: Teluk Kumbar is reached by the coastal road past the airport, and the peak-hour drive to the industrial zone is what you will actually live with. Being 2.9 km from the terminal also means aircraft are part of the soundscape. Drive the route at 7.30 am and stand on site for half an hour before you commit.

230 units on the register, 230 on the developer’s advertisement

The register files D’Tiara as one component of 230 flats / condominium units in a 25-storey building, each with three bedrooms and two bathrooms. Its unit list runs from Level 7 to Level 23A: 13 homes on each of 17 floors and 9 on the top residential floor, which adds up to 230 — the same total printed on the developer’s advertisement. On the day I read it, 202 units were recorded as sold and 28 as not yet sold.

What the permit band tells you — and why foreigners are out

The advertising permit records RM300,000 as both the minimum and the maximum for all 230 units. That is the band on the advertising permit, not the price of any unit. Penang Island’s floor for a non-citizen buying strata property is RM1,000,000, so the whole band is below it and D’Tiara is not open to foreign buyers. A single uniform figure across an entire block is also what a price-controlled scheme looks like; if state eligibility rules apply, they will be in the sale documents, and I will check them for you.

Schedule H, 36 months, no extension on record

The sale and purchase agreement is Schedule H (strata), with the standard 36-month delivery period and no approved extension recorded. The register shows the first agreement dated 13 December 2025, which puts the latest delivery date under that agreement at 13 December 2028. Your own clock runs 36 months from the date of your agreement.

93.89% built, certificate still to come

The latest 7(f) return reports the block at 93.89% complete and ‘lancar’ (on track). The certificate of completion and compliance and vacant possession are not yet recorded. The developer’s advertisement gives December 2026 as the expected completion date — a target, not a contractual promise.

GSD Land is a Penang developer whose own website lists projects on both sides of the channel: Summerton Bayan Indah, Sierra Residences, Gardens Ville, Skycube Residence, G’Vinton and D’Hazelton on the island, and Sunrich, Alma Signature, Bertam Signature and D’Aleena on the mainland, among others.

In Teluk Kumbar it builds through Wisma Dayamas Sdn Bhd. That company’s first project, D’Starlingtton, stands 91 m from the D’Tiara site: 820 units in a 29-storey building on the register, shown as completed with its certificate of completion and compliance dated 21 May 2026. D’Tiara is the smaller second act on the neighbouring plot — 230 units, one block.

The developer describes D’Tiara as modern, comfortable living in the quiet of Teluk Kumbar, aimed at first-time owners and young families. The advertisement filed with the register also notes that the land is charged to AmBank (M) Berhad, which is normal project financing; your solicitor will deal with the redemption statement at signing.

One honest note on track record: the register shows D’Starlingtton’s delivery period was extended, with approval, from 36 to 48 months. It was finished, but later than the original schedule. D’Tiara has no extension on record and is nearly built, yet that history is the reason to read the delivery and late-payment clauses of your agreement carefully instead of relying on the brochure date.

What are the unit sizes and layouts at D’Tiara?

One size: 700 sq ft, about 65 sqm, with three bedrooms and two bathrooms. The developer lists four variants — Types A, B, C and D — all at 700 sq ft.

Can foreigners buy at D’Tiara?

No. The permit records RM300,000 for every unit, and Penang Island’s minimum for a non-citizen buying strata property is RM1,000,000. Affordable-category homes are closed to foreigners in Penang as well.

If you are a foreign buyer looking at the south of the island, tell me your budget and I will point you to projects whose prices clear the state floor, and explain the state consent, the levy and the flat 8% stamp duty that applies to non-citizens.

When will D’Tiara be completed?

The developer’s advertisement gives December 2026 as the expected completion date, and the register shows the building 93.89% built and on track in October 2026.

Contractually, delivery is 36 months from your sale and purchase agreement under Schedule H. The register’s first agreement is dated 13 December 2025, so the latest date under that agreement is 13 December 2028.

Which floor and which type should I choose?

Since every home is the same size, choose by position. The developer’s master layout plan on this page shows a 13-home floor: Type A in units 2 to 6 along one side, Type B in units 7 to 12 along the other, and Types D and C in the two end homes numbered 1 and 12A. Ask me which homes face the hills and which face the coast.

The top residential floor, Level 23A, has 9 homes instead of 13, so it has fewer neighbours — and it sits directly under the rooftop deck. The register showed 28 units not yet sold when I read it, so the choice is already narrow; ask me which ones remain.

What is the price and the maintenance fee?

The only public price information is the government permit band: RM300,000 as both minimum and maximum — the band on the advertising permit, not the price of any unit. I will not repeat figures from property portals.

The developer has not published the monthly maintenance charge or sinking fund. Message me and I will send the current price list, the remaining units and the charges in writing.

How does D’Tiara compare with D’Starlingtton next door?

Same licensee, 91 m apart, very different scale. D’Starlingtton is 820 units in a 29-storey building with three- and four-bedroom homes, completed in May 2026 according to the register. D’Tiara is 230 units in one 25-storey block, all three-bedroom at 700 sq ft.

D’Starlingtton is a building you can walk through today; D’Tiara is the smaller, simpler product arriving after it. If you want four bedrooms, look next door. If you want the smaller community, this is the one.

Is Teluk Kumbar practical for daily life or for renting out?

For daily life: SMK Telok Kumbar is 1.0 km away in a straight line, the weekly night market 2.0 km, Pantai Hospital Penang 5.0 km and Queensbay Mall 8.0 km. Teluk Kumbar is a seafood-and-kampung corner of the island, quieter and less built-up than Bayan Baru.

For renting: tenant demand in this corner comes from people working at the airport and in the Bayan Lepas industrial zone, 5.1 km away. I do not quote rental figures, and if the unit carries price-control conditions, letting and resale may be restricted for a period. Check that before you buy with tenants in mind.

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.
