There are no studios and no one-bedroom units. All 1,670 homes are three-bedroom, two-bathroom layouts of 900 or 1,000 sq ft — a family-size product in a price band that the island rarely offers any more.

The developer’s material states freehold tenure on residential land with strata title. Unlike serviced apartments on commercial land, you pay residential rates for assessment, water and electricity.

SJK(C) Kong Min Cawangan Kedua is 1.4 km in a straight line from the register pin, and SMJK Chung Ling 3.1 km. The Air Itam market and Kek Lok Si Temple are both about 2 km away.

D’Hazelton is a Rumah MutiaraKu project. Every buyer must be a Malaysian citizen aged 21 or above and approved through the Penang state housing board (LPNPP). The state units (PN1) have extra conditions tied to living, working or voting in Penang.

The register shows the 36-month Schedule H delivery period extended by an approved 12 months, to 48. For the first SPA, signed 20 June 2026, that puts the vacant possession deadline at 20 June 2030. The developer’s brochure gives March 2030 as the expected completion.

Which side to face. The typical floor plan marks two views on each tower: one side faces the Bukit Kukus hill, the other Penang Hill. The show-unit photographs look out onto green hills. Views from lower floors will depend on what gets built in Phases 2 and 3 of the 19.57-acre site, so ask which phase sits in front of the unit you are shown.

887 + 783 = 1,670 — the same total as the developer’s brochure

The register’s 34-storey component has 887 units and its 35-storey component 783. That matches the brochure: Tower B at 887 and Tower A at 783. The brochure also splits each tower evenly overall: 835 state (PN1) and 835 public (PN4) units across the two towers. Both components are registered as three-bedroom, two-bathroom units.

What the permit price band tells you — and what it doesn’t

The advertising permit records a band of RM300,000 to RM500,000 for Tower A and RM340,000 to RM500,000 for Tower B. That is the range the developer may advertise within, not the price of any particular unit. It also means no unit reaches Penang’s RM1,000,000 floor for non-citizens. As a state affordable-housing project, D’Hazelton is closed to foreign buyers in any case.

The delivery clock is 48 months

The sale and purchase agreement follows Schedule H (strata). The register records the original 36-month delivery period plus an approved 12-month extension, for 48 months in total. The first SPA was signed on 20 June 2026, so its vacant possession date is 20 June 2030. Count from your own SPA date.

About 2.2% built

Both towers are reported at 2.20% complete and ‘lancar’ (on track) in the latest 7(f) return. The developer’s site photographs, last updated 9 July 2026, show earthworks on the hillside plot. The permit runs to 10 November 2028 and will need renewing if sales continue after that date.

About GSD Land

GSD Land is a Penang-rooted developer. EdgeProp describes it as having 15 years’ experience and 25 completed projects, with more than 10,000 residential and retail units and a combined GDV above RM5 billion, across Penang, Kuala Lumpur, Kedah and Kuantan.

The licensed developer is Sunrich Conquest Sdn Bhd (company no. 1252831-T), a GSD Land vehicle. Its developer licence 31093/07-2030/0149(A) runs from 8 July 2025 to 7 July 2030. The landowner is Geo Valley Sdn Bhd, and the architect is Cipta Teguh Architects Sdn Bhd.

In George Town the same group is behind Gvinton on Jalan Sultan Ahmad Shah, a very different product. D’Hazelton is its affordable-housing play: a large, phased township on 19.57 acres, with Phase 1 (8.09 acres) holding the two towers. The brochure sets aside 4.63 acres for Phase 2 and 6.85 acres for Phase 3.

One point to note: the public advertisement records that the land is charged to AmBank (M) Berhad. That is normal for development financing, but your solicitor should confirm how the charge is handled when your strata title is issued.

Frequently asked questions

How many units does D’Hazelton have?

1,670 homes: 783 in Tower A (35 storeys) and 887 in Tower B (34 storeys). The brochure and the government register give the same totals.

There are also 32 commercial units at the base, which are not counted in the 1,670.

Is D’Hazelton freehold?

Yes. The developer’s material states freehold tenure, residential land use and strata title.

Because it is residential rather than commercial land, assessment and utility bills are charged at residential rates. Your solicitor’s title search is the final confirmation.

What sizes and layouts are available at D’Hazelton?

Every unit has three bedrooms and two bathrooms. Types A, B and C are 1,000 sq ft; Type D is 900 sq ft.

Type A is the standard intermediate unit. Type B is a corner unit with an extra study (3 + 1). Type C is a corner unit with a wider 10.3 m frontage and a study corner. Type D is the compact intermediate unit with a separate laundry yard.

Can foreigners buy at D’Hazelton?

No. D’Hazelton is a Rumah MutiaraKu state affordable-housing project, and Penang prohibits foreigners from buying low- and medium-cost housing.

The permit band also stops at RM500,000, well below Penang’s RM1,000,000 floor for non-citizens buying strata property. If you are a foreign buyer, ask me about Penang projects that clear that floor.

Who is eligible for the PN1 and PN4 units?

Every buyer must be a Malaysian citizen aged 21 or above, applying through the Penang state housing board (LPNPP). PN4 public units carry a household income ceiling and a limit of one unit per buyer.

PN1 state units have stricter conditions: you must be Penang-born or living in Penang, a registered Penang voter, and working in the state, with a lower household income limit. The state sets and revises these rules, so send me your situation and I will check it against the current criteria.

When will D’Hazelton be completed?

The developer’s brochure gives March 2030 as the expected completion. Under the register’s Schedule H terms, the developer must hand over within 48 months of each SPA.

For the first SPA, signed on 20 June 2026, that deadline is 20 June 2030. In September 2026 the project was about 2.2% built.

Which type and which side should I pick?

If you qualify for PN1, you are choosing between Type A (1,000 sq ft) and Type D (900 sq ft). For PN4, the choice is Type A or one of the corner units, B or C. Type B’s extra study makes it the best fit for a family working from home.

Then pick the view. Each tower has a Bukit Kukus hill side and a Penang Hill side. Ask which later phase will be built in front of the stack you are offered.

What is the price and maintenance fee at D’Hazelton?

The only public price information is the permit band on the government register, set out above: RM300,000 to RM500,000 (Tower A) and RM340,000 to RM500,000 (Tower B). That is the band on the advertising permit, not the price of any unit.

For the current price of a specific type and category, the units still open and the maintenance fee in writing, message me and I will send what is accurate today.

How does D’Hazelton compare with Alton Skyvillas in Jelutong?

They sit at opposite ends of the island’s condominium market. Alton Skyvillas, 4.2 km away in a straight line, is a completed 29-storey freehold tower of 161 homes of 1,132 to 2,672 sq ft, and open to foreign buyers at RM1 million and above.

D’Hazelton is 1,670 three-bedroom homes of 900 to 1,000 sq ft under a state affordable scheme, for eligible Malaysians only, with delivery around 2030. If you qualify, D’Hazelton gets you a freehold three-bedroom home on the island at a fraction of the entry point.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.
