Six things about Laguna Bay Residences worth knowing before you enquire
Four are reasons a Penang buyer would put it on the shortlist. Two are things to settle first. All six come from the developer’s own microsite and disclosure notice, or from the government register.
Freehold on the island’s south coast
Kobay SB states freehold tenure on its microsite and again on its disclosure notice, which also records no encumbrance on the land. For a 900 sq ft family apartment on Penang Island, a title with no lease counting down is a real advantage when you refinance or sell years later.
The developer calls it beachfront
Laguna Bay Residences is marketed by its developer as a beachfront apartment in what was a fishing village. The register coordinates put the block on the Teluk Kumbar coastal strip. Which homes actually look at the sea depends on the stack and the floor, so ask for the floor plate before you fall for the headline.
900 sq ft with three bedrooms, in every unit
All 342 homes are 900 sq ft, about 84 sqm, with three bedrooms and two bathrooms. Type A and Type B are two arrangements of the same area. You are choosing a floor, a facing and a position along the corridor — not a size.
A building that is nearly finished
The register’s latest return puts the block at 95.13% built and ‘lancar’ (on track). You can drive to Teluk Kumbar and look at the actual tower, its distance from the road and the sea, and the homes around it, instead of judging a model.
Malaysians only — and ask which rules apply to your unit
The permit band runs from RM300,000 to RM569,000, all of it below the island’s floor for non-citizens. The developer itself uses the word ‘affordable’ and its microsite carries a housing application form, which suggests some units are sold under state eligibility rules. Ask me which units carry conditions on who may buy and when you may resell.
The stated target has passed and the clock is short
The developer’s disclosure notice gave Q3 2026 as the expected completion. On 2 October 2026 the register still shows no certificate of completion and compliance, and the latest delivery date under the first agreement on record is 19 November 2026. Ask for the current handover schedule in writing.

342 units on the register, 342 on the developer’s microsite
The register files Laguna Bay Residences as one component: 342 flats / condominium units in a 31-storey building, each with three bedrooms and two bathrooms. Its unit list covers one block with 18 homes on each of 19 floors, numbered Level 12 to Level 31 with no homes on Level 24 — which matches the developer’s description of a facility floor there. On the day I read it, 278 units were recorded as sold and 64 as not yet sold, and no unit was marked as Bumiputera quota.
What the permit band tells you — and why foreigners are out
The advertising permit records a minimum of RM300,000 and a maximum of RM569,000 across the 342 units. That is the band on the advertising permit, not the price of any unit. Penang Island’s floor for a non-citizen buying strata property is RM1,000,000, so the whole band is below it and Laguna Bay Residences is not open to foreign buyers. Affordable-category homes are closed to foreigners in any case.
Schedule H, 36 months, no extension on record
The sale and purchase agreement is Schedule H (strata) with the standard 36-month delivery period, and the register shows no approved extension. The first agreement is dated 19 November 2023, so the latest delivery date under that agreement is 19 November 2026. Your own period runs 36 months from the date of your agreement; the late-delivery clause is the one to read.
95.13% built, certificate still to come
The latest return reports the block at 95.13% complete and ‘lancar’ (on track). No certificate of completion and compliance and no vacant possession date are recorded yet. The current advertising permit, 30175-1/05-2027/0438(R)-(S), runs from 8 May 2026 to 7 May 2027; it replaced the first permit, which ran from 8 May 2023 to 7 May 2026.
About Kobay Technology
Kobay SB Sdn Bhd is the property development company of Kobay Technology Bhd, a Penang group better known for engineering and manufacturing. Its office is at Wisma Kobay on Jalan Rangoon in George Town, and the group’s website presents property development as one of its business divisions.
That website lists two projects as on-going — Laguna Bay Residences in Teluk Kumbar and Lavanya Residences on Langkawi — and several as upcoming: Nibong Residences in Sungai Nibong, Blossom Suites and Mirage Beach Front Residences in Tanjung Bungah, a mixed development in Jelutong, and The Palms Residences in Lumut, Perak.
For Laguna Bay Residences the developer’s pitch is a single block with a nine-level parking podium, three facility levels and 19 residential levels on a freehold coastal site. Its disclosure notice names the approving authority as the Penang Island council (written there as Majlis Perbandaran Pulau Pinang), with building plan reference MBPP/ILCS-OSC/PB1216/22(LB), and records no encumbrance on the land.
One honest caveat: on the national register, licence 30175 carries this project alone, so there is no completed high-rise under the same licence for you to walk through and judge the finish. The developer’s own Q3 2026 target has also passed without a completion certificate on the register. Neither is alarming at 95.13% built, but both are reasons to inspect the unit carefully at handover and to hold the developer to the defect liability period.

Which floor and which type should I choose?
Every home is the same size, so choose by position. With 18 homes on a floor, ask for the floor plate and check which stacks face the sea, which face the hills and the road, and how far each is from the lifts.
Level 25 sits directly above the Level 24 facility floor and Level 23 directly below it — convenient, but ask what is placed there. The register showed 64 units not yet sold when I read it; ask me which ones remain.
What is the price and the maintenance fee?
The only public price information I use is the government permit band: RM300,000 to RM569,000 — the band on the advertising permit, not the price of any unit. I will not repeat figures from property portals.
The developer has not published the monthly maintenance charge or sinking fund. Message me and I will send the current price list, the remaining units and the charges in writing.
How does Laguna Bay Residences compare with D’Tiara?
They are 1.7 km apart in a straight line, both freehold, both single blocks nearing completion. D’Tiara by GSD Land is 230 units in 25 storeys with every home at 700 sq ft; Laguna Bay Residences is 342 units in 31 storeys with every home at 900 sq ft.
So the choice is space and setting: 200 sq ft more and the coastal site here, against a smaller community there. Both are closed to foreign buyers on their permit bands.
Is Teluk Kumbar practical for daily life or for renting out?
For daily life: Klinik Desa Teluk Kumbar is 640 m away in a straight line, SMK Telok Kumbar 669 m, Pantai Hospital Penang 6.5 km and Queensbay Mall 9.5 km. Teluk Kumbar is the seafood-and-kampung end of the island, quieter than Bayan Baru, and most errands beyond the basics mean driving towards Bayan Lepas.
For renting: tenants in this corner are mostly people working at the airport, 4.6 km away, and in the Bayan Lepas industrial zone, 6.8 km away. I do not quote rental figures, and if your unit carries state eligibility conditions, letting and resale may be restricted for a period. Check that first.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.
