Six things about Taman Harmoni Vista worth knowing before you apply
Four are reasons a Penang family would put it on the list. Two are things to settle first. All six come from the advertisement WHH Land filed with the housing register, or from the register itself.
A freehold title inside a state scheme
The developer’s filed advertisement prints ‘hak milik kekal’ — freehold — on the cover and again in the statutory footnote. Homes in a state affordable scheme are bought to be lived in for a long time, and a title with no lease counting down suits that purpose.
Both towers are almost nine-tenths built
The register’s latest return shows Tower A at 88.76% and Tower B at 88.72%, both ‘lancar’ (on track), and the advertisement gives December 2026 as the expected completion. You are looking at two standing structures on Jalan Teluk Kumbar, not a model in a gallery.
Two national schools within a short walk
Measured in a straight line from the project’s registered coordinates, SMK Telok Kumbar is 388 m away and SK Sungai Batu 524 m. For a household with children in national schools, that is the daily school run done on foot. The Chinese primary school, SJK(C) Yang Cheng, is 1.7 km away.
Only 214 homes, and three bedrooms in every one
Eighty-five homes in Tower A and 129 in Tower B is a small community by the standards of island affordable housing. Even the 700 sq ft Type B has three bedrooms and two bathrooms; Tower A adds 150 sq ft, a balcony and the swimming pool on its Level 6 recreation floor.
Malaysians only, and the state decides who qualifies
Rumah MutiaraKu homes are allocated under Penang state rules, so there are eligibility criteria to meet and, typically, conditions on resale and letting for a period after purchase. Those conditions are in the state’s approval and the sale documents, not in the brochure. Ask me which ones apply to categories C3 and B1 before you plan around a unit.
Tower B is a basic finish, and some basics are unpublished
The specification table is frank: Tower B’s living room, dining room, kitchen and bedrooms are handed over with cement-render floors, louvre-glass windows and one air-conditioner point, while Tower A gets ceramic tiles throughout and two. The advertisement does not state the land area, the car park allocation, the monthly charges or the full height of either tower. I will get those in writing.

The smaller, better-finished tower. The developer’s advertisement labels it Rumah MutiaraKu category C3: 85 homes of 850 sq ft, each with three bedrooms, two bathrooms and a balcony. Sixty-five are the standard Type A and twenty are Type A1 corner units, which the developer describes as facing the sea. The register’s unit list puts 4 homes on Level 7 and 9 on each floor from Level 8 to Level 16. The recreation floor on Level 6 has the scheme’s swimming pool.
Tower B (Menara B)
The larger tower with the lower permit band. The advertisement labels it Rumah MutiaraKu category B1: 129 homes of 700 sq ft, each with three bedrooms and two bathrooms, all one layout called Type B. The register’s unit list puts 10 homes on Level 6, 11 on Level 7 and 12 on each floor from Level 8 to Level 16. Its Level 5 recreation floor has a playground, a multipurpose hall and prayer rooms but no pool, and the specification table hands the living areas over with cement-render floors.

214 units on the register, 214 on the developer’s advertisement
The register files Taman Harmoni Vista as two components of flats / condominium units, each with three bedrooms and two bathrooms: 85 units and 129 units. Its unit list matches the advertisement tower by tower. Tower A runs from Level 7 to Level 16 with 4 homes on Level 7 and 9 on each of the nine floors above; Tower B runs from Level 6 to Level 16 with 10 homes on Level 6, 11 on Level 7 and 12 on each of the nine floors above. On the day I read it, 46 units were recorded as sold (17 in Tower A, 29 in Tower B) and 168 as not yet sold. The register’s storeys field shows 10 and 11, which is the count of residential floors, not the full height of the buildings.
What the permit band tells you — and why foreigners are out
The advertising permit records RM300,000 to RM400,000 for the 85 Tower A units and RM72,500 to RM122,500 for the 129 Tower B units. That is the band on the advertising permit, not the price of any unit. Penang Island’s floor for a non-citizen buying strata property is RM1,000,000, so both bands are entirely below it; affordable-category homes are closed to foreigners in Penang in any case. For Malaysian buyers, which figure within the band applies to a given unit, and who qualifies for it, is decided under the state scheme. I will check that for you.
Schedule H, 36 months, no extension on record
The sale and purchase agreement is Schedule H (strata), with the standard 36-month delivery period and no approved extension recorded. The register shows the first agreement dated 12 April 2026, which puts the latest delivery date under that agreement at 12 April 2029. Your own clock runs 36 months from the date of your agreement.
About 88.7% built, certificate still to come
The latest return reports Tower A at 88.76% and Tower B at 88.72% complete, both ‘lancar’ (on track). No certificate of completion and compliance and no vacant possession date is recorded yet. The developer’s advertisement gives December 2026 as the expected completion date — a target, not a contractual promise.
About WHH Land
WHH Land is a developer based in Alma, Bukit Mertajam — the advertisement gives its head office as Jalan Rozhan — and most of the projects on its own website are on the mainland: Montview Residences, The Navens, Sentrino and the Cosmo Avenue commercial scheme, all in Bukit Mertajam. Its island project on that list is Goodwood Residence in Bayan Lepas.
On Penang Island it builds through Definite Harmony Development Sdn. Bhd. That company’s first project, Goodwood Residence, is a 35-storey block of 260 condominiums 4.2 km from this site in a straight line; the register shows it completed, with a certificate of completion and compliance dated 20 February 2026. Taman Harmoni Vista is its second: smaller, lower, and built under the state’s Rumah MutiaraKu scheme instead of for the open market.
The filed advertisement states that the building plans were approved by Majlis Bandaraya Pulau Pinang and that the land is charged to AmBank (M) Berhad, which is ordinary project financing; your solicitor will deal with the redemption statement at signing. The developer’s own pitch is a quiet coastal address with the hills behind and the sea in front, and low density at 214 homes.
One honest note: when I checked on 5 October 2026, Taman Harmoni Vista had no page of its own on WHH Land’s website, so everything here rests on the advertisement filed with the register and the register’s own records. That advertisement labels Tower B as category B1 in three places and as C1 in one sentence; I have used B1, which is what the statutory footnote says. The register also shows that Goodwood Residence received its certificate a few months after the date due under its first agreement, so read the delivery and late-delivery clauses of your agreement instead of relying on the brochure date.

When will Taman Harmoni Vista be completed?
The developer’s advertisement gives December 2026 as the expected completion date, and in October 2026 the register showed Tower A 88.76% and Tower B 88.72% built, both on track.
Contractually, delivery is 36 months from your sale and purchase agreement under Schedule H. The register’s first agreement is dated 12 April 2026, so the latest date under that agreement is 12 April 2029.
Which tower and which unit should I choose?
In practice the state category you qualify for decides the tower: Tower A is category C3 and Tower B is category B1. Start by asking me which category your household falls into.
Within Tower A, the 20 Type A1 corner units are the ones the developer describes as facing the sea; the 65 Type A units make up the rest of each floor. Within Tower B every home is the same Type B, so choose by floor and by distance from the lift core on a 12-home floor. The register showed 168 units not yet sold when I read it.
What is the price and the maintenance fee?
The only public price information is the government permit band: RM300,000 to RM400,000 for Tower A and RM72,500 to RM122,500 for Tower B — the band on the advertising permit, not the price of any unit. I will not repeat figures from property portals.
The developer has not published the monthly maintenance charge or sinking fund. Message me and I will send the current price list for your category and the charges in writing.
How does it compare with Laguna Bay Residences next door?
They stand 281 m apart in a straight line and are very different buildings. Laguna Bay Residences, by Kobay, is a single 31-storey block of 342 freehold apartments, every one 900 sq ft with three bedrooms. Taman Harmoni Vista is two lower towers with 214 homes of 850 and 700 sq ft, built under the state’s Rumah MutiaraKu scheme.

Is Teluk Kumbar practical for daily life, and can I rent the unit out?
For daily life: SMK Telok Kumbar is 388 m away in a straight line, SK Sungai Batu 524 m, the Sungai Batu fishermen’s market 550 m, Pantai Hospital Penang 6.3 km and Queensbay Mall 9.3 km. This is a kampung-and-seafood corner of the island, quieter and less built-up than Bayan Baru, and you will drive for a large supermarket or a mall.
For renting: tenant demand in this corner comes from people working at the airport, 4.3 km away, and in the Bayan Lepas industrial zone. I do not quote rental figures, and state affordable homes are meant for owner-occupiers, so letting and resale are typically restricted for a period. Check the conditions for your category before you buy with tenants in mind.

It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
