Six things about Montview Residences worth knowing before you enquire
Four are reasons a Bukit Mertajam family would shortlist it. Two are things to settle first. All six come from the developer’s filed advertisement or the government register.
Freehold, on the mainland
The advertisement the developer filed with the housing register states the tenure as ‘Bebas’, which is freehold. For a family condominium meant to be held for decades, that removes one question from every future resale and refinancing.
Three family sizes, 897 to 1,209 sq ft
The filed advertisement lists Type A at 897 sq ft, Type B at 1,008 sq ft and Type C at 1,209 sq ft. Its drawings show three bedrooms and two bathrooms in each type; the register’s entry says two or three bedrooms and one to three bathrooms. These are proper family sizes, not investor studios.
The same licensee finished the project next door
The Navens stands 132 m away and is filed under the same company. The register shows its 590 units completed with a certificate dated 6 January 2021, against a contractual delivery date of 21 March 2022 — more than a year inside the period, with no extension.
A secondary school at 215 m, AEON at 2.5 km
In a straight line SMK Machang Bubok is 215 m away, SJK(C) Kay Sin 1.1 km and AEON Mall Bukit Mertajam 2.5 km. The advertisement also gives 1,106 parking lots for 580 homes, which matters in a suburb where every adult drives.
The register marks the schedule ‘Lewat’
In October 2026 the register shows 83% built with an overall status of ‘Lewat’, meaning behind schedule. The first agreement was signed on 21 March 2024, so delivery under it is due by 21 March 2027; the developer’s advertisement still says January 2027. No extension is on record. Ask me for the latest site photographs before you rely on either date.
Two basics are not on the advertisement
The developer’s filed advertisement and its project website now answer most questions: the facilities plan, a drawing of each type and the unit plan are all on this page. The advertisement gives no monthly charges and does not say how the 1,106 parking lots are shared out. The register also shows 358 of 580 homes not yet sold. That is plenty of choice now, and plenty of competing units at handover. I will get the missing answers in writing.

Block B1
On the register’s unit list Block B1 has homes on 16 floors, labelled Level 3 to Level 18 with no Level 4 or 14: twelve to a floor on fourteen floors and eight to a floor on Levels 17 and 18. When I read the list on 2 October 2026, 75 of its 184 homes were recorded as sold and 109 as not yet sold.
Block B2
Block B2 has the same shape on the register as B1: homes on 16 floors from Level 3 to Level 18, twelve to a floor on most floors and eight to a floor on Levels 17 and 18. On 2 October 2026 the list showed 76 of its 184 homes as sold and 108 as not yet sold.
Block B3
Block B3 is the only one with homes below Level 3: four on the ground level and twelve each on Levels 1 and 2, then the same pattern as the other blocks up to Level 18. That makes 212 homes on 19 floor labels. On 2 October 2026 the list showed 71 as sold and 141 as not yet sold, the widest choice of the three.

You will not find the name Montview Residences on the register. The scheme is filed as Pangsapuri Pinggiran Machang Bubok 2 under Grandpalms Development Sdn. Bhd. (19607), whose only other project is The Navens (19607-1), 132 m away. I matched it by the developer, the coordinates, the 580-unit total and the three unit sizes, all of which agree.

580 units on the register, 580 on the developer’s advertisement
The register files one component of 580 flats / condominium units in an 18-storey building, with two or three bedrooms and one to three bathrooms. Its unit list splits them into Block B1 (184), Block B2 (184) and Block B3 (212). Two entries on the list are labelled only ‘B’ and ‘C’; I counted them with B1 and B2, each of which is otherwise one home short on a single floor. On 2 October 2026 the list showed 222 homes as sold and 358 as not yet sold. The advertisement filed for the current permit printed 374 unsold.
What the permit band tells you — and where the foreign floor sits
The advertising permit records a band of RM378,014 to RM606,672 for the 580 units. That is the band on the advertising permit, not the price of any unit. Seberang Perai’s floor for a foreign individual buying strata property is RM500,000 (RM1,000,000 for a foreign company), so the band straddles it and eligibility is decided unit by unit at the price in the sale agreement. State consent and a 3% state levy apply, resale is allowed only after three years, and Bumiputera-quota units — four are flagged on the list — are closed to foreigners.
Schedule H, 36 months, no extension on record
The sale and purchase agreement is Schedule H (strata) with the standard 36-month delivery period, and no extension has been applied for or approved. The register dates the first agreement 21 March 2024, which puts delivery under that agreement at 21 March 2027. Your own 36 months run from the date of your own agreement.
83% built and marked late
The latest return reports the building 83% complete, and the register’s overall status is ‘Lewat’, its label for a project behind schedule. No certificate of completion and compliance or vacant possession is recorded yet. The developer’s advertisement gives January 2027 as the expected completion date, which is a target and not a contractual promise. If handover slips past the date in your agreement, the late-delivery clause of Schedule H is what protects you, so read it with your solicitor.
About WHH Land
The licence holder is Grandpalms Development Sdn. Bhd., whose business address on the register is Lot 1361, Mukim 15, Jalan Rozhan, Bukit Mertajam. It is the WHH Land company behind this project. The advertisement filed for Montview prints the WHH Land logo and web address; WHH Land’s website, whhland.com, lists Montview Residences among its ongoing projects; and the project’s own website, montviewresidence.com.my, names WHH Land as the developer and gives the same Jalan Rozhan office. I checked both sites on 5 October 2026. WHH Land is also the name on Goodwood Residence in Bayan Lepas.
Grandpalms has two projects on the national register, side by side in Machang Bubok. The first, The Navens (19607-1), is filed as 590 units: two 15-storey blocks of 160 units each and a five-storey component of 270 units. Its first agreement was dated 21 March 2019, delivery was due by 21 March 2022, and the certificate of completion is dated 6 January 2021. Montview Residences is the second, taller scheme on the neighbouring land.
The advertisement filed for Montview names Majlis Bandaraya Seberang Perai as the approving authority, quotes building plan approval MBSP/40/20-45/138(PR1), and notes that the land is charged to AmBank (M) Berhad. A charge like that is ordinary project financing; your solicitor deals with the redemption statement at signing.
One honest caveat: the pictures and plans on this page come from the developer’s filed advertisement and its project website, and an artist’s impression is not the finished building. Together with the register’s ‘Lewat’ status, that is a reason to see the site and the sales gallery in person. I will send the brochure and current progress photographs directly.

The permit band here runs from RM378,014 to RM606,672, so it straddles the floor and each unit has to be checked.

Which block and which type should I choose?
Blocks B1 and B2 are twins of 184 homes each, starting on Level 3. Block B3 is larger at 212 homes and is the only one with ground-level and low-floor units. In all three, Levels 17 and 18 hold eight homes a floor instead of twelve, so the top two floors have fewer neighbours.
On 2 October 2026 the register showed 109 homes not yet sold in B1, 108 in B2 and 141 in B3. The developer’s unit plan in the gallery shows where Types A, B and C sit in each block, with B1 and C1 units at the ends. Ask me which stacks face the hills and which face the neighbouring blocks.
What is the price and the maintenance fee?
The only public price information is the government permit band: RM378,014 to RM606,672. That is the band on the advertising permit, not the price of any unit. I will not repeat figures from property portals.

How does Montview Residences compare with The Navens next door?
Same licensee, 132 m apart, different stage. The Navens is finished: the register shows 590 units, in two 15-storey blocks and a five-storey component, with its certificate dated 6 January 2021. You can walk through it today and see how the developer builds.
Montview Residences is the newer and taller scheme, three 18-storey blocks of 580 homes, still under construction. If you want to move in now, look next door on the resale market. If you want a new unit and can wait for handover, this is the one.
Is Machang Bubok practical for daily life or for renting out?
For daily life: SMK Machang Bubok is 215 m away in a straight line, SJK(C) Kay Sin 1.1 km, AEON Mall Bukit Mertajam 2.5 km and Hospital Bukit Mertajam 5.3 km. It is a quiet, family-oriented suburb, and you will need a car for almost everything.
For renting: likely tenants are families and people working in the industrial areas to the south and west, such as Penang Science Park, 7.4 km away in a straight line. I do not quote rental figures, and with 358 homes still unsold on the register there will be competing units at handover. Buy here to live in first, to let second.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
