Jesselton Twin Towers at a glance

Jesselton Twin Towers — 天玺168 in the developer's Chinese material, and sometimes listed as Jesselton Twin Towers 168 — is a completed condominium of 819 homes in two 56-storey towers off Jalan Bersatu in Damai, Kota Kinabalu, Sabah, by Jesselton Properties Sdn Bhd, on a 999-year lease. This is a finished building, and that is its biggest advantage over every other Kota Kinabalu project on this site. The two 56-storey towers — roughly 192 metres each, widely described as the tallest residential buildings in Borneo — received their occupancy certificate from Kota Kinabalu City Hall on 13 March 2024, after a completion target that slipped from late 2022. You are no longer buying a promise; you are buying a unit you can walk into, on a 999-year lease, with a known view and a known neighbour. What that shifts is the list of questions: which types and floors are actually left, what the maintenance charge is now that it is running, and what the resale and rental evidence says — because by now there is some. Knight Frank has managed the property since August 2023. The developer's own fact sheet and brochure fill most of the old gaps — the master title, the split between the towers and the count of every unit type are all set out below. What I still cannot show you is the Sabah developer licence and advertising permit, and the charge the management collects today.

Six things worth knowing before you view

Three are the reasons people buy here. Three are the things a finished building makes it possible — and necessary — to check.

Two towers of about 192 metres, on the Jalan Lintas corridor overlooking the Sabah Golf & Country Club, with the city centre roughly ten minutes away by the developer's own description. Nothing else in the city gives you this height or this outlook.

It is built, and you can inspect it

Occupancy certificate on 13 March 2024. You can view the actual unit, check the view from the actual floor, and see the finishes before you pay, instead of relying on a show unit and a render.

A Level 10 recreation deck with a 50-metre lap pool, jacuzzi, splash pool, sauna and steam, gym, dance studio and two function rooms — and sky facilities on Levels 54 and 55 with a sky bar, café, private lounges, dining and a library.

It finished about fifteen months late

Completion was first targeted for late 2022, then Q2 2023, then end-2023, with the occupancy certificate finally in March 2024. The chairman described the pandemic years as very difficult and costs rose sharply. It is finished now — but it tells you something about the developer's delivery.

Licence and permit still to ask for

The developer fact sheet gives the master title (CL015020818, a 999-year lease to 2922, land use high-density residential) and a count of every unit type. Neither it nor the brochure prints the Sabah developer licence or advertising permit. On a completed building the title should now be issuable — ask for the strata title position in writing.

Maintenance is now a real number

At launch the developer fact sheet proposed RM0.33 per sq ft — RM0.30 service fee plus RM0.03 sinking fund. With the building running and Knight Frank managing it, the service charge and sinking fund are no longer estimates. Ask for the current rate and the last set of management accounts before you compare it with an off-plan project.

The developer's floor plate — it is in the gallery further down this page — tells you something the brochure headline does not: the two towers are not the same product. Each has ten homes a floor on Levels 12 to 52, served by five passenger lifts and a service lift. Tower A (410 homes) carries the 1-bed-plus-study Types B1 and B2, the two-bedroom Types C and D1–D3, and the largest standard unit, the 2,041 sq ft Type H. Tower B (409 homes) carries every Type A studio, Types B1 and B2, the Type E dual-key and the three-bedroom Types F and G. If you want a studio or a dual-key, you are in Tower B; if you want a 1,357 sq ft two-bedroom, you are in Tower A. Five penthouses of 3,725 to 6,982 sq ft sit on Level 53 — two in Tower A, three in Tower B.

Type A: a 649 sq ft studio with one bathroom and a balcony — 82 of them, two per floor, all in Tower B per the developer's floor plate. Type B1/B2: 832 sq ft, one bedroom plus a study area, one bathroom plus a powder room — B2 is the mirror unit, and the 283 of them across both towers make this the most common home here. These are the units most likely to be let, and a 649 sq ft studio in a 56-storey tower is a larger studio than most new KK projects offer. Press reported the standard-unit list prices starting from RM529,000 in January 2021.

Type C: 1,270 sq ft, two bedrooms and two bathrooms, with a balcony and a yard. Types D1, D2 and D3: 1,357 sq ft, two bedrooms plus a study area, two bathrooms — the same size in three positions on the Tower A floor plate: D1 once on each side, D2 and D3 on the two corners of the sunset and golf-course side, so orientation and view differ between them. The fact sheet counts 80 Type C and 164 Type D homes. These are generous two-bedroom sizes by Kota Kinabalu standards, and all of them are in Tower A.

It is the only dual-key layout in the development — 82 homes, two per floor — and it sits in Tower B. The map is set to the building itself, which appears under its own name on public maps. The coordinates widely listed for it are about 5.966° N, 116.098° E.

Height cuts both ways. A 56-storey tower gives you views no other KK building can, and it also means lift waiting times, higher window-cleaning and façade costs over the building's life, and a service charge that reflects them. None of these are reasons not to buy. They are reasons to ask for the current service charge and the lift arrangement per tower before you commit.

Why there is no federal register table on this page

Peninsular project pages on this website carry a table read from teduh.kpkt.gov.my, the federal housing register. Sabah is outside that register by design — housing development here is licensed under Sabah’s own legislation — so a Sabah project will not appear there however you search.

What matters on a completed Sabah project

Ask for the strata title position. The building received its occupancy certificate in March 2024. Whether individual strata titles have been issued, and when yours will be, decides how quickly you can refinance, sell or transfer. Ask in writing, and have a Sabah conveyancing solicitor check it.

What the developer fact sheet does state: the land is held under Master Title CL015020818 at Jalan Lintas, a 999-year lease expiring on 7 November 2922, with land use given as high-density residential development and development plan approval DP/024/03.18/X/248 from Kota Kinabalu City Hall. Ask for the developer licence and advertising permit numbers anyway — neither is printed in the fact sheet or the brochure. They should be in your sale and purchase agreement.

Foreign buyers

Around 15 to 20 percent of buyers here have been reported as foreign, from China, Hong Kong, South Korea and Brunei. Sabah sets its own minimum price for non-citizens and runs its own consent process, and the figures quoted for it are not consistent. Get the current Sabah position for your specific unit and price from a Sabah conveyancing solicitor before you pay anything.

Track record

About Jesselton Properties Sdn Bhd and the Jesselton Group

The developer is Jesselton Properties Sdn Bhd (877136-H), named on the official project website and in 2023–2024 press. It belongs to the Jesselton Group, whose executive chairman is Tan Sri David Chu; earlier coverage called the group Jesselton Waterfront Holdings. Note that this is not the Jesselton Waterfront / Jesselton Quay masterplan on the old port land, which is a Suria Capital and SBC project — the similar names cause real confusion.

The group's earlier project is Jesselton Residences, a three-tower, 28-storey development above Jesselton Mall, developed by its subsidiary Palikota Sdn Bhd and completed with an occupancy certificate in early 2017.

The delivery record on this project is honest to state. The towers were launched in January 2019, targeted for completion in late 2022, then Q2 2023, then end-2023, and received their occupancy certificate on 13 March 2024. The developer attributed the delay and a cost increase of around 30% to the pandemic. It did finish, and it did not go quiet — but a buyer comparing developers should weigh both halves of that.

The towers were built by China State Construction Engineering (M) Sdn Bhd, with Meinhardt as engineer, and won the StarProperty Borneo Star award for best East Malaysia development in 2019. I searched for litigation, abandonment and Housing Tribunal claims against the developer and found none reported — which is no adverse record found, not a clean bill of health.

Is Jesselton Twin Towers completed?

Yes. The occupancy certificate was received from Kota Kinabalu City Hall on 13 March 2024, with vacant possession expected the following month. Knight Frank has managed the property since August 2023.

That means you can view the actual unit and the actual view before you buy. It also means the questions change: ask about strata title, the current service charge and what remains unsold.

How many units does Jesselton Twin Towers have, and of which types?

Jesselton Twin Towers has 819 homes: 410 in Tower A and 409 in Tower B, including five penthouses on Level 53, according to the developer fact sheet and brochure. The press reported the same total.

By type, the 2019 fact sheet lists A 82, B1 121, B2 162, C 80, D1 82, D2 41, D3 41, E 82, F 41, G 41, H 41 and 5 penthouses. One property portal splits the towers as 499 and 258 units, which adds up to 757; the developer's own figures do not support that, so I have not used it.

What are the prices at Jesselton Twin Towers?

In January 2021 the business press reported standard-unit prices from RM529,000 to RM2.15 million, and penthouses from RM3.95 million to RM7.6 million. I have not found a more recent published developer price list.

On a completed building, the more useful numbers are what remains unsold and what comparable units have actually rented and resold for. I take the current availability directly from the developer and will send it with the recent figures I can find.

Which tower should I choose?

The towers are not identical. Tower A has the two-bedroom Types C and D1–D3 and the largest standard unit, Type H. Per the developer's floor plate, Tower B has every Type A studio, the Type E dual-key and the three-bedroom Types F and G. Both have the one-bedroom-plus-study Types B1 and B2.

So the choice is usually made by the layout you want. After that, it is floor and orientation — the developer's floor plate labels the sides of each tower: bay and Mount Kinabalu views on one, sunset and golf-course views on the opposite one. Ask which your unit faces.

Can a foreigner buy at Jesselton Twin Towers?

Foreign buyers have bought here — the press reported around 15 to 20 percent. But Sabah sets its own rules, and the minimum price for non-citizens is quoted inconsistently: RM1,000,000 in the Bar Council's state table, with a lower figure for high-rise strata also in circulation.

Most two-bedroom and larger units here sit above RM1 million on the 2021 prices, which may make the question simpler for them — but confirm it. The only reliable answer is written confirmation from the Sabah Lands and Surveys Department through a Sabah conveyancing solicitor, for the exact unit and price. Budget for the flat 8% stamp duty on residential purchases by non-citizens since 1 January 2026.

Was the project delayed?

Yes, by roughly fifteen months against the original target. Completion was first set for late 2022, moved to Q2 2023 and then end-2023, and the occupancy certificate arrived on 13 March 2024. The developer cited the pandemic and a construction cost increase of about 30%.

For a buyer today it is history rather than risk, because the building is finished. It is still worth knowing when you compare this developer with others.

What has not been published?

Still unpublished: the Sabah developer licence and advertising permit numbers; whether strata titles have been issued; the service charge and sinking fund billed today; a finishes schedule; and any list price newer than 2021.

Each of these can be answered in writing now that the building is complete. Get the answers before you pay a booking fee.

Where is Jesselton Twin Towers located?

Jesselton Twin Towers is off Jalan Bersatu in Damai, 88300 Kota Kinabalu, Sabah, on the Jalan Lintas corridor in Luyang, overlooking the Sabah Golf & Country Club.

The developer's brochure calls the area KK's golden triangle and lists City Mall, KPJ Sabah Specialist Hospital, Damai Specialist Hospital and Sabah Tshung Tsin Secondary School among the places around it. It describes the city centre as about ten minutes away and publishes no measured distances.

Who is the developer of Jesselton Twin Towers?

The developer is Jesselton Properties Sdn Bhd (877136-H), part of the Jesselton Group chaired by Tan Sri David Chu.

The brochure names UIG Architects (Urban Identity Group) as architect and China State Construction Engineering as builder. The group's earlier project is Jesselton Residences, above Jesselton Mall.

Is Jesselton Twin Towers freehold or leasehold?

Leasehold, on a 999-year lease: the developer fact sheet gives the expiry date as 7 November 2922, under Master Title CL015020818.

That is about as long as tenure gets in Sabah. What to check is the strata title for your own unit — whether it has been issued, and when it can be transferred to you.

What is the maintenance fee at Jesselton Twin Towers?

The developer's 2019 fact sheet proposed RM0.33 per square foot — RM0.30 service fee plus RM0.03 sinking fund — which is about RM275 for an 832 sq ft Type B on the usual monthly basis.

That was the figure proposed before the building opened; Knight Frank now manages it, so ask for the rate actually billed. The same fact sheet gives 1,640 parking bays in total, 40 of them for the commercial annexe — ask how many bays come with the unit you are looking at.
