Quaver Residence
Six hundred and eighty-four homes from 1,023 to 1,701 sq ft, including duplexes with roughly twenty-foot ceilings, completing March 2027. The permit ceiling is RM1,083,000 — barely half of Selangor’s RM2 million threshold — so no non-citizen may buy here.

Quaver Residence at a glance
Two rows here are worth more than the other twelve put together. Row six is a lease expiring on 20 March 2091. Row seven is a restriction in interest requiring state approval before the land is transferred, leased or charged. Those two together shape how you finance the purchase, how you let the unit, and what your buyer in year fifteen has to do. Read them, then take them to a lawyer.

Six things that decide whether Quaver Residence suits you
The exclusion, first and plainly. The permit states a maximum selling price of RM1,083,000. Selangor requires a non-citizen buying residential property in Zone 1 — the Petaling district, which includes Seri Kembangan — to pay at least RM2,000,000. The dearest home here is a little over half the threshold, so a foreign buyer, a Singaporean and a Malaysian permanent resident cannot buy any of the 684 units. Selangor additionally restricts non-citizens to strata and stratified landed property and caps non-bumiputera units at ten per cent of a scheme. What follows is written for citizens.
A restriction in interest on the title
The permit states plainly that the land shall not be transferred, leased or charged without prior approval by the state authority. Charged means mortgaged. Leased may or may not capture an ordinary tenancy depending on how the restriction is drafted — that is a legal question with a real answer, and it decides whether you can let the unit without an application. Do not take my word or a salesperson’s. Put the exact wording in front of a conveyancing lawyer.
Sixty-four years left at handover
The lease expires 20 March 2091. Against a March 2027 target completion, that is roughly sixty-four years remaining on day one. Sixty-four years is comfortably financeable today. The question is your exit: a buyer in 2047 is looking at forty-four years, which is where some banks begin trimming margin of finance. Model your resale year against the lease, not against the market.
Nothing under a thousand square feet
The range starts at 1,023 sq ft and runs to 1,701. There is no studio and no small one-bedroom, which is unusual in a serviced apartment at this price point and it changes who lives here. A building with no small units fills with households rather than transient tenants, and that shows up in how the corridors look at year eight. The trade-off is a higher absolute entry price, RM555,000 on the permit.
Two duplexes with roughly twenty-foot ceilings
Duplex Type A at 1,367 sq ft and Duplex Type B at 1,701 sq ft both carry approximately twenty feet of double-volume ceiling height, and the developer describes usable space in each that could become an additional bedroom. Double volume is the one thing a standard tower unit can never be retrofitted into. If that is what you want, this is a short list of one in Seri Kembangan.
Dated construction photographs, and a March 2027 target
The project site carries site progress images dated 1 July 2026, against a permit completion period of 54 months and a target completion of March 2027. A developer that timestamps its construction photographs is giving you something you can verify with your own eyes on a site visit. Ask for the set newer than July 2026 — on a project eight months from its target date, the current photograph is the most informative document in the file.
Seventeen hundred square feet, two bathrooms
Every layout in this development, from the 1,023 sq ft Type B to the 1,701 sq ft duplex, is specified with two bathrooms. For a three-plus-one bedroom household that is tight, and it is the specification I would test hardest against your actual family before falling for the floor area. It is not a fault — it keeps the price per square foot down — but it is a design decision you inherit for as long as you own the unit.
The whole development, decoded
Six hundred and eighty-four homes on 3.41 acres is about 201 per acre — mid-density for Seri Kembangan — but the number that actually describes this project is the floor area. The smallest layout is 1,023 sq ft and it is already sold out. There is no studio, no compact one-bedroom, nothing under a thousand feet. Chin Hin built this for households that need three bedrooms minimum, and it put two duplexes with roughly twenty-foot ceilings on top of the range to catch the ones who want something they cannot get in a standard tower.
Block A at 31 storeys, Block B at 40, and where the duplexes sit
Block A — 31 storeys
Thirty-one storeys, as stated on the advertising and sales permit. Chin Hin does not publish a unit count per block or say which layouts sit in which block, so I am not going to allocate them for you. What I would do instead is ask the sales team for the stacking diagram — the drawing that shows which unit type sits on which floor of which block. It exists on every project of this size, it is rarely handed out unprompted, and it is the only document that lets you compare two specific units rather than two floor areas.
Block B — 40 storeys
Forty storeys on the permit, nine more than Block A. On a site next to Bukit Jalil with the Kuala Lumpur–Seremban Expressway on one side, height here buys a genuine long view, and the developer markets a Skyline Serenity Balcony and, on certain layouts, an L-shaped balcony running up to ninety feet. Before you pay a height premium, ask two questions: which elevation takes the western afternoon sun, and how close is the expressway to your stack. A ninety-foot balcony facing a motorway is a different product from a ninety-foot balcony facing away from it.
The retail component — 15 lots
The project site states 15 retail units alongside the 684 homes, described by the group as grab-and-go conveniences at the doorstep. Fifteen lots is a small, honest number — enough for a convenience store, a laundrette, a pharmacy and a few food operators, which is what a residential building actually needs, and not so many that the podium becomes a shopping centre with a car park problem. Chin Hin has not said publicly whether these lots are for sale or retained. That is worth asking, because retained lots can be curated and sold ones cannot.
Twenty-five numbered items on one podium, and a balcony up to ninety feet
Chin Hin publishes a numbered legend of twenty-five items for the facilities podium, which is why the list below is itemised rather than summarised. The programme leans toward slow, quiet uses — a reflexology path, a yoga nook, a meditation garden, sand therapy, a chirping pavilion — sitting alongside the conventional infinity lap pool, jacuzzi and wading pool. The developer also markets an L-shaped balcony of up to ninety feet in length on certain layouts, and a Skyline Serenity Balcony as a named feature.

Every one is a three or three-plus-one bedroom with two bathrooms — which is worth pausing on, because 1,701 sq ft with two bathrooms is a genuinely unusual ratio. The two duplexes carry approximately twenty feet of double-volume ceiling height and, on the developer’s own description, space that could become an additional bedroom. Kitchens are fitted by Signature.

Where Quaver Residence sits
The developer describes the site as sitting between the Kuala Lumpur–Seremban Expressway and Persiaran Serdang Perdana, next to Bukit Jalil. The building plan was approved by Majlis Bandaraya Subang Jaya, so this is a Selangor scheme under Selangor rules — worth stating clearly, because the sales gallery is in Kuchai Lama, Kuala Lumpur, and the developer’s own copy leans heavily on Bukit Jalil landmarks that are across the federal territory boundary.
There is no coordinate pin on this page and that is deliberate. The Waze and Google links Chin Hin publishes for Quaver point to the sales gallery at Pusat Perdagangan Kuchai, off Jalan Kuchai Lama in Kuala Lumpur — not to the site in Seri Kembangan. Those are two different local authorities and roughly a ten-kilometre drive apart. Rather than convert a portal guess into a coordinate that looks official, the map above searches the development. If you want the hoarding, I will take you.

Three fields agree
The licensed company is Quaver Sdn Bhd, which this page names. The registered name is Simfoni Residensi, which is already in this page’s title. And the register counts 684 units, exactly the figure this page carries. There is no ambiguity here.
The most useful thing on this page if you are not a Malaysian citizen
The highest price this developer is permitted to charge for any unit is RM1,083,000. Selangor’s minimum purchase price for a non-citizen in the Petaling district is RM2,000,000.
Read those two numbers together and the conclusion is unavoidable: no unit in this development can lawfully be sold to a foreign buyer at a price the permit allows. Not the largest, not the penthouse, not with a package.
I would rather you learn that here in ten seconds than after a viewing, a booking form and a deposit. If anyone tells you a foreign purchase can be arranged here, ask them to put the mechanism in writing and show it to your own lawyer before you pay anything.
97.5% built, and what that number actually is
That figure is the developer’s own certified progress return, not an estimate by me or by a portal. Both components stand at 97.50%, which means the structure and most of the finishing are done and the remaining work is the tail end — testing, commissioning, landscaping, and the wait for the Certificate of Completion and Compliance.
The permit runs to 23 August 2027, which gives a sense of the outside window the developer itself is working to.
At this stage the useful question stops being “will it be built” and becomes “when is vacant possession, and what does my agreement say if it slips”. For strata housing the statutory liquidated damages rate is 10% per annum of the purchase price, running from the date fixed in the sale and purchase agreement. Ask for that date in writing. It is not the date on the marketing material.
Two components, two different products
370 units are three-bedroom with 2 to 3 bathrooms, permitted at RM555,000 to RM1,083,000. The other 314 run 2 to 4 bedrooms with only 1 to 2 bathrooms, permitted at RM715,000 to RM1,054,000.
That second row is worth pausing on: a 4-bedroom unit with 1 or 2 bathrooms is a genuinely different living proposition from a 3-bedroom with 3. If you are being shown a floor plan, count the bathrooms yourself rather than reading the bedroom count.
And because the two bands overlap heavily, any single per-square-foot figure quoted for this development is an average across both components and will not describe the unit in front of you.
Ask for documents using the registered name
Use Simfoni Residensi, project code 30064-1, Quaver Sdn Bhd when writing to the developer, the land office or the local authority. A request about “Quaver Residence” can be answered accurately with “no such project”.
About Quaver Sdn Bhd, Chin Hin Group Property Berhad
The licensed developer is Quaver Sdn Bhd (635933-H), part of Chin Hin Group Property Berhad, the Bursa-listed developer whose head office is at Menara Chin Hin in Sri Petaling. The registered development name is Simfoni Residensi; Quaver Residence is the marketing name. If you search the housing register or a bank system and find nothing under Quaver, search Simfoni.
Chin Hin’s disclosure standard is the best in this batch of Selangor projects. The full statutory notice is published as text on the project site and again on a group-wide permit page: developer licence 30064/04-2027/0063(N) valid 26 April 2022 to 25 April 2027; advertising and sales permit 30064-1/08-2025/0129(N)-(S) valid 24 August 2022 to 23 August 2025; approving authority Majlis Bandaraya Subang Jaya; leasehold expiring 20 March 2091; completion period 54 months; target completion March 2027; 684 units; Block A 31 storeys and Block B 40 storeys; selling price RM555,000 minimum to RM1,083,000 maximum; bumiputera discount 7 per cent.
The developer also publishes dated construction photographs — the most recent set on the project site is dated 1 July 2026 — and has run resident events for Quaver buyers alongside its other schemes. Site photographs with a date on them are worth more than any number of renders, because they are the one thing a developer cannot backdate.
On group strength: Chin Hin Group Property reported FY2025 profit before tax up 201 per cent to RM98.2 million and first-quarter FY2026 revenue up 15.6 per cent to RM241.7 million, and has been acquiring land actively across the Klang Valley. That is a group with momentum. Momentum is an asset while sales absorb and a liability if they stall, and a buyer four years into progress payments should keep half an eye on it.
Two things on Chin Hin’s own pages do not agree with each other, and I would rather show you than smooth over them. The corporate property page states a built-up range of 1,023 to 1,851 sq ft; the project website’s own floor plan section tops out at 1,701 sq ft. And the corporate page quotes price from RM560,000 while the permit states a minimum of RM555,000. Neither gap is large, but both are on documents published by the same company.

Frequently asked questions
Can a foreigner or Singaporean buy at Quaver Residence?
No. The permit answers this without any interpretation needed.
The advertising and sales permit states a maximum selling price of RM1,083,000. Selangor requires a non-citizen buying residential property in Zone 1 — the Petaling district, which includes Seri Kembangan — to pay at least RM2,000,000. Not one of the 684 units reaches the threshold.
There is a second obstacle here that most projects do not have. The title carries a restriction in interest requiring prior approval of the state authority before the land is transferred, leased or charged. Even in a hypothetical world where the price cleared, that clause sits on top of the ordinary Selangor consent process.
Selangor also opens only strata and stratified landed property to non-citizens and applies a ten per cent cap on non-bumiputera units in a scheme.
For completeness: Malaysia’s definition of foreign interest includes Malaysian permanent residents, and consent in Selangor is a matter for the state land office, not the federal committee route used in Kuala Lumpur. Circulars change; ask your own conveyancing lawyer to confirm the current directive rather than relying on any website.
The advertising permit shows validity ending 23 August 2025. Is that a problem?
It is a question, not a scandal — but it is a question you should get answered in writing before you pay anything.
The statutory notice Chin Hin publishes for this project states advertising and sales permit 30064-1/08-2025/0129(N)-(S), validity period 24 August 2022 to 23 August 2025. As at the date I checked, that period has passed.
Permits are renewed as ordinary course. Developers routinely apply for and receive extensions, and a lapsed date on a website usually means the page has not been updated rather than that the developer is selling without authority. It is worth saying that Chin Hin publishes its permit details in full text for every project it sells, which is a higher standard than most, so this reads much more like a stale web page than anything else.
But the advertising and sales permit is the document that authorises the developer to advertise and to take your booking, and it also records the approved price schedule. So the ask is simple and reasonable: give me the current permit number and its validity period.
I request it as a matter of routine on this project and I will send you the answer, whatever it is. If it comes back unclear, I will tell you that plainly rather than reassure you.
What does the restriction in interest on the title actually mean?
It means a third party — the Selangor state authority — has a say in three transactions that you would otherwise control yourself.
The wording in the developer’s own statutory notice is that the land shall not be transferred, leased or charged without prior approval by the state authority. Take those three words separately.
Charged means mortgaged. Your bank takes a charge over the property to secure your loan, so this affects the financing step directly. In practice, state consent for a charge on a residential strata unit is routine and is handled by your conveyancing lawyer as part of the standard process. It adds time and a fee, not usually a refusal.
Transferred means sold. The same consent applies when you eventually sell. Again routine, again a timing and cost item, and again something your buyer’s lawyer will manage. Build a few extra weeks into any future sale timeline.
Leased is the one worth asking about specifically. A registered lease and an ordinary tenancy are different things in Malaysian land law, and whether a short tenancy is caught by this restriction depends on the exact drafting on the title. If you are buying to rent out, get a written opinion on this point before the booking fee. Do not accept a verbal reassurance from a sales gallery.
None of this makes the project a bad purchase. Restrictions in interest are common on Selangor leasehold land. What is not acceptable is buying without knowing which of the three limbs applies to you.
Is the largest unit 1,701 or 1,851 square feet?
Chin Hin publishes both, on two different pages of its own web estate.
The Quaver project website lists six layouts and stops at Duplex Type B, 1,701 sq ft. The Chin Hin corporate property page for Quaver states a built-up range of 1,023 to 1,851 sq ft. The lower bound agrees; the upper bound differs by 150 square feet.
There are two plausible explanations. Either a larger layout exists that is not shown on the project floor plan page — for instance a small number of penthouse or end-stack units — or the corporate page carries a figure from an earlier planning stage that was later revised down.
I am not going to pick one for you, because on a purchase this size the difference between those two explanations is either an extra unit type you have not been shown, or an error. Both are worth five minutes of a salesperson’s time.
The document that settles it is the sale and purchase agreement schedule, which fixes the certified built-up for your specific unit. Everything else — website, brochure, this page — is preliminary. I ask for the S and P schedule, and while I am at it I ask whether a layout larger than 1,701 sq ft exists at all.
Seri Kembangan has three projects on this site. Which one should I look at?
Each of the three is the extreme of one variable, so pick the variable that matters most to you.
Quaver is the space and volume play. Nothing under 1,023 sq ft, four flats up to 1,647 sq ft, and two duplexes with roughly twenty-foot double-volume ceilings. If you want a home you cannot get in a standard tower, this is the one. The price of that is the title: leasehold to 20 March 2091, with a restriction in interest requiring state approval to transfer, lease or charge.
Alamanda Heights is the title play. Freehold, classified as a condominium rather than a serviced apartment, two to three parking bays per home, RM565,000 to RM695,800, 440 units in a 36-storey block. If your twenty-year cost of ownership matters more than your ceiling height, this is the answer.
Vista Lavender @ Serdang Hill is the density and transparency play. Freehold, 540 units on 4.56 acres in two towers, one 965 sq ft built-up offered in four internal layouts, up to three parking bays, and monthly construction photographs published without a break since March 2024.
In one line each: Quaver for the duplex and the square footage. Alamanda for freehold and residential title. Vista Lavender for the lowest density and the best construction record. None of the three is available to a non-citizen.
And if the ceilings are what you are after, be honest with yourself about the trade. A twenty-foot volume is genuinely rare. A lease with sixty-four years left at handover is genuinely a constraint. Only you can weigh those two.
Which MRT station is the 700 metres to?
The developer does not say, and I am not going to name one on your behalf.
The project site lists 700 metres to MRT stations, plural and unnamed, under its unique selling features. Its own location description places the development between the Kuala Lumpur–Seremban Expressway and Persiaran Serdang Perdana. The Putrajaya Line runs through Serdang with stations serving the Serdang Perdana and Serdang Raya area.
Why I will not fill the blank: a 700 metre walk to one station and a 700 metre walk to another can be completely different experiences depending on whether you cross an expressway slip road, whether there is a covered walkway, and whether the entrance you are measuring to is the one that faces you.
What I do instead is walk it. Measure the actual route, at the time of day you would use it, from the site entrance to the fare gate. That is the only number that means anything, and portals never publish it because nobody at a portal has done the walk.
Ask me and I will do it with you, and I will tell you the real figure even if it is worse than 700 metres.
Why does the reference number differ between the two developer pages?
Because one of them has a single-letter typing error, and it is worth showing you rather than quietly picking the one that looks right.
The statutory notice on the Quaver project website gives the building plan reference as MBSJ.BGN.BP7.600-1/10/4/1(16). The Chin Hin group permit page gives the same reference as MBDJ.BGN.BP7.600-1/10/4/1(16). Every other character matches.
MBSJ is Majlis Bandaraya Subang Jaya, the local authority that both pages name in words as the approving authority. MBDJ does not correspond to a Selangor local authority. So the project site version is almost certainly the correct one and the group page has a typographical slip.
Does it matter? Not to your purchase directly. But it matters to how you read everything else on these two pages, because it is the third disagreement between them — after the built-up ceiling and the starting price. Two documents from one company disagreeing three times is a reason to verify from source rather than from either page.
The source in this case is the local authority record and the approved building plan. I ask for both.
Should I be worried about supply in Seri Kembangan?
You should be aware of it and plan around it, and the honest picture has two halves.
The state-level picture: NAPIC’s first-quarter 2026 figures for Selangor show 3,745 unsold completed residential units and 2,407 completed but unsold serviced apartments, against 1,904 newly launched units in the quarter and an average secondary transaction price of RM559,935. Quaver is a serviced apartment, so it sits in the sub-segment carrying the larger of those two overhang numbers.
The local picture: within Seri Kembangan alone, this page sits alongside Alamanda Heights at 440 units and Vista Lavender at 540 units, all completing within roughly two years of each other. That is more than 1,600 new homes reaching the same district in a short window.
What works in Quaver’s favour against that. It is the only one of the three with nothing under 1,023 sq ft and the only one with duplexes. It is not competing directly with a 700 sq ft investor unit; it is competing for family buyers who want floor area, and there are fewer of those but they hold longer.
What works against it. It is the only one of the three on leasehold title, and it carries the restriction in interest. In a soft resale market, the unit with the cleaner title sells first at the same price.
Plan a long hold with rental income doing the work. If your plan is to sell within five years, tell me and I will show you something else — that is a genuinely different search.
What will you actually do for me here, and what does it cost?
Nothing to you. Developer launches pay the marketing side; the buyer pays no agent fee and your price is unchanged.
On Quaver specifically there are five documents I go after, and each one answers a question the website leaves open. The renewed advertising and sales permit, because the published one shows validity ending 23 August 2025. The land search, for the lease expiry and the exact wording of the restriction in interest. A written legal view on whether the restriction catches an ordinary tenancy, if you intend to let the unit. The sale and purchase schedule, to settle whether any layout exceeds 1,701 sq ft. And the stacking diagram plus site photographs newer than 1 July 2026, so you can choose a floor and a facing rather than a floor area.
Eleven years in this market, and my honest view is that the value of an adviser on a project like this is not access — anyone can walk into the sales gallery. It is knowing which four documents to insist on, and being willing to report back that one of them came out badly.
Two documents decide this purchase, and neither is on the website
The first is the renewed advertising and sales permit, because the one published shows validity ending 23 August 2025. The second is the land search, because a lease expiring 20 March 2091 with a restriction in interest is a financing and resale question, not a footnote. Ask me for both, plus the dated price list by unit number and the site progress photographs newer than 1 July 2026.
Developer launch. No buyer-side agent fee.

The unit mix, the permitted price and how far up it is
None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host.
