The developer’s own drawings — 4 official layouts

These are the developer’s original drawings, not illustrations. Each carries real dimensions and room names, and I have checked every one against the official specification for area, bedroom and bathroom count. Much of what circulates online has been redrawn by agents, cropped so the dimensions are gone, or belongs to another project. Rule layouts out on paper first — it saves viewings.

Why This Project

What actually gives Residensi Taman Pelangi Indah its value

01
✔

Freehold plus official PR1MA pricing, 20–30% below market

The project is a 4.25-acre freehold development by PR1MA Malaysia, a federal government agency, with prices from about RM252,450 (1,050 sq ft layout). Under PR1MA's pricing principles, comparable layouts are usually 20 to 30 per cent cheaper than those in projects by private developers nearby. For eligible middle- and lower-income households, this is one of the few opportunities in Johor Bahru to buy a freehold 3-bedroom unit at a low total price.

02
✔

Standard 3-bedroom, 2-bathroom layouts from 850 to 1,050 sq ft covering different budgets

The project offers 4 layout designs — Type A 850 sq ft, Type B/B1 950 sq ft, Type C 1,050 sq ft (3 bedrooms plus a utility room) and Type C1 1,050 sq ft — all 3-bedroom, 2-bathroom, per PR1MA's own floor-plan sheets, suiting anything from a small family to a multi-generational household. The 720 units are spread across 2 blocks, making it one of the larger serviced apartment projects in the Ulu Tiram area.

03
✔

A wide choice of educational institutions nearby, from national secondary schools to international schools

The area around the project has SMK Pelangi Indah, SRJK(C) Foon Yew 4, SK Mount Austin and SJK(C) Pei Chih among national and Chinese primary and secondary schools, with Crescendo International College, New Era College Johor Bahru Branch and Austin Heights private international school within driving distance. The density of educational options is reasonable for a location as peripheral as Ulu Tiram.

04
✔

Close to industrial belts, suited to owner-occupiers working in the Tampoi and Kempas industrial areas

There are a number of industrial estates around Ulu Tiram. With affordable pricing and freehold title, the project suits local families working in the nearby industrial belt who need stable housing on a limited budget, rather than the typical cross-border commuting or short-term rental investment case.

1

PR1MA-eligible middle- and lower-income households planning to live there long term

Monthly income RM2,500–15,000, intending to stay at least 10 years

Freehold title combined with pricing clearly below market makes this a genuine affordable option for eligible households planning to live in the unit long term rather than resell in the short term. What you have to accept is basic facilities and a peripheral location, with day-to-day amenities less convenient than a city-centre condominium.

2

Local employees working in the industrial areas around Ulu Tiram

Workplace near the Tampoi, Kempas or Ulu Tiram industrial belt

With freehold title and an affordable total price, the project suits local employees whose workplace is nearby and who do not need to travel to the city centre or Singapore every day. Once the commuting radius shrinks, the drawback of the peripheral location matters much less.

3

First-time buyers on a limited budget who prioritise total price over facilities

Limited budget, willing to accept basic facilities

If your first-purchase budget is tight, PR1MA's pricing mechanism exists precisely to address the affordability problem, and freehold title also holds more long-term value than most leasehold projects. What you must be clear about is that the unit essentially cannot be resold or let for 10 years after purchase.

4

Not suitable for: short-term investors or buyers who need flexibility to resell or let for cash

Anyone planning to resell within 5 years or relying on rental income

The 10-year moratorium plus the official prohibition on letting effectively close off any short-term investment play. If your financial plan requires the flexibility to realise the asset or generate rental cash flow within 10 years, the project's current policy framework cannot accommodate that.

Risks & Trade-offs

What I will not hide from you

Every project has weaknesses. An agent not mentioning them does not make them go away — it just means you find out after you have signed. Here is what is actually wrong with this one.

⚠PR1MA's ten-year moratorium: for the first 10 years you cannot sell, transfer or charge the unit

Under PR1MA's official rules, a PR1MA home may not be sold, transferred or used as security for 10 years from the date of vacant possession, unless PR1MA's written approval is obtained. Handover on this project began progressively from 23 June 2023, which means most units will not be freely transferable until around 2033. If your financial plan includes the option of selling to cash out after 5 years, this project is essentially unsuitable — and even where PR1MA grants special approval for an early transfer, that approval usually carries conditions such as first offering the unit to buyers on PR1MA's register, leaving far less room to manoeuvre than a privately titled condominium.

✓ Before buying, confirm the exact vacant possession date with PR1MA or the original buyer, work out from that when the 10-year moratorium actually expires, and establish what conditions must be met to apply for early approval to transfer and how long that approval takes.

⚠Official rules state PR1MA homes must be owner-occupied and may not be let, yet units are already listed for rent on the market

PR1MA's website states plainly that "PR1MA homes must be owner-occupied. No sub-letting will be allowed", yet PropertyGuru currently carries 7 units in this project listed for rent, at rents ranging from RM1,400 to RM2,700. This shows that owners are letting units in breach of the rules as a grey-area practice. If PR1MA or the local authority tightens enforcement, tenants in occupation may be required to move out, and owners in breach may face penalties or be required to repay early any purchase subsidy or concession received.

✓ If your purpose in buying is to let the unit out, obtain written confirmation from PR1MA first as to whether the owner-occupation restriction on that unit has been lifted. Do not assume the practice is lawful simply because other units are already being let online.

⚠Buyer eligibility is tightly restricted to monthly income of RM2,500–15,000, which narrows the pool of potential buyers on resale

Under PR1MA's official eligibility conditions, a buyer must be a Malaysian citizen aged 21 or above, with individual or combined household monthly income of between RM2,500 and RM15,000, and may only purchase as a first or second property. Even once the 10-year moratorium expires and a transfer becomes possible, the group of buyers who can lawfully take the unit on is constrained by these income and status conditions, unlike a privately titled condominium that anyone can buy freely. This will affect both the speed of a future resale and your room to negotiate.

✓ Check whether PR1MA's currently published buyer eligibility conditions have been revised, and assess whether the pool of potential buyers would narrow further if policy tightens over the next 10 years.

⚠Located on the fringe at Ulu Tiram, far from the Tebrau / Mount Austin core commercial area and the RTS station, with high commuting costs

Straight-line distance from the project to Bukit Chagar RTS station and the CIQ checkpoint is estimated at about 22–26 km, requiring 30–35 minutes or more of driving, while AEON Tebrau City, the nearest large mall, is about 12 minutes by car and Senai International Airport about 25 minutes. For buyers without their own transport, those dependent on public transport, or those who need to travel frequently to the city centre or Singapore, the time cost of commuting from this location is clearly higher than from the Tebrau / Mount Austin core.

✓ Drive the round trip to AEON Tebrau City and the city centre yourself at weekday peak hours to experience the real congestion; do not rely only on the theoretical drive times shown by map navigation.

⚠Basic communal facilities, with no pool or gym, so appeal to tenants (if letting were lawful) is limited

The facilities officially announced for the project are only a multipurpose hall, a nursery, a prayer room and a children's playground, with no swimming pool, gym or other leisure facilities common in private condominiums. This basic specification is consistent with PR1MA's affordable housing positioning, but if policy were to permit letting in future, the project's competitiveness in attracting tenants would be reduced against private condominiums at the same or even lower total price but with fuller facilities.

✓ If this is primarily for owner-occupation, assess whether these basic facilities will meet your family's long-term needs; if you are considering letting (once confirmed lawful), compare the facilities and rent levels of other affordable private condominiums in the same area to judge the real competitiveness.

For Foreign Buyers

What does buying here actually cost in 2026?

From 1 January 2026, stamp duty for foreign buyers of Malaysian residential property rose from 4% to 8%. Johor’s state consent levy rose from 2% to 3% (minimum RM30,000) from July 2025. Together with legal fees, this is the cash you need on top of the purchase price.

Minimum price threshold for foreigners

Johor sets a minimum purchase price for foreigners, and the rules differ between commercial title (serviced apartment / SOHO) and residential title. Residensi Taman Pelangi Indah is Freehold — confirm with your lawyer which regime applies before you place a booking. Get this wrong and the transfer can fail. I can check the title category for this project first.

FAQ

The 13 questions buyers ask me most

How much does Residensi Taman Pelangi Indah cost on the resale market?

Public listing samples for Residensi Taman Pelangi Indah are currently thin, and I will not publish a band I cannot stand behind. I can pull the actual asking prices of units on the market now — WhatsApp me your target layout and budget.

What are rents and yields at Residensi Taman Pelangi Indah?

Whole-unit rents run RM1,700 – RM3,250 a month. That is a gross yield of about 7.7% — gross, so after maintenance, assessment, quit rent, insurance and vacancy, net yield is typically 0.8–1.2 points lower.

Is Residensi Taman Pelangi Indah freehold, and can foreigners buy?

Residensi Taman Pelangi Indah is Freehold. Foreigners may buy subject to Johor’s minimum purchase price for foreign buyers. Residential title and commercial title (serviced apartment / SOHO) fall under different rules — have your lawyer confirm which applies before booking. From 2026 foreign-buyer stamp duty is 8%, plus Johor’s 3% consent levy (minimum RM30,000).

When was Residensi Taman Pelangi Indah completed and who built it?

Residensi Taman Pelangi Indah was completed in 2023 and is occupied resale stock: 4 block(s), 25 storeys, 720 units (housing ministry TEDUH record 14169-28, CCC 6 March 2023). Developer: Perbadanan PR1MA Malaysia. PR1MA is a Malaysian federal government agency responsible for providing affordable housing to middle- and lower-income groups (not a private commercial developer). Its projects are spread nationwide and are positioned on affordable pricing with basic facilities.

How is transport at Residensi Taman Pelangi Indah, and how far is the checkpoint?

about 22-26 km, roughly 30-35 minutes by car (estimated); about 22-26 km (estimated); about 10-15 minutes by car to the Tebrau Highway / EDL interchanges

What layouts does Residensi Taman Pelangi Indah have?

4 layouts, per PR1MA's own floor-plan sheets: Type A 850 sq ft (3BR 2 bath), Type B/B1 950 sq ft (3BR 2 bath), Type C 1,050 sq ft (3BR + utility, 2 bath) and Type C1 1,050 sq ft (3BR 2 bath). Areas run 850 to 1,050 sq ft. I can supply the developer’s official floor plans — WhatsApp me the layout you want to see.

What is the maintenance fee at Residensi Taman Pelangi Indah, and what facilities are there?

This project does not publish its maintenance fee. Neither PropertyGuru nor Mudah carries any sale listing for it, so not even an agent’s figure is available. Across 47 completed Johor Bahru condos the measured range is RM0.22–0.42 per sq ft per month (median about RM0.31); projects completed from 2013 onward mostly fall in RM0.27–0.40 (typical RM0.34). Note that the two groups’ medians differ by only about RM0.09 and their ranges overlap heavily — roughly one project in seven is an exception — so age alone does not settle the figure. Applied to this page’s 850–1,050 sq ft layouts (PR1MA’s official plans: Type A 850, Type B/B1 950, Type C/C1 1,050 sq ft), that works out to roughly RM230 – RM420 a month; this is an estimate, not a billed amount. One more caveat: this is PR1MA affordable housing, where facilities and management costs are usually lower than at a commercial condominium, so the real rate may sit at the bottom of that band or below it. Ask the management office for the latest fee notice and the audited accounts. Facilities include: Multipurpose hall, Nursery, Surau (prayer room, separate for men and women).

Who is Residensi Taman Pelangi Indah suitable for?

Middle- and lower-income first-time buyers who meet PR1MA eligibility requirements; Budget-constrained local families needing stable housing

What are the risks of buying at Residensi Taman Pelangi Indah?

PR1MA units normally carry resale restrictions and income eligibility checks, so secondary transactions are less free and flexible than for private condominiums; Remote location, far from the core Tebrau / Mount Austin commercial belt and the RTS station; Basic facilities, with no pool, gym or similar recreational amenities

What malls, schools and hospitals are near Residensi Taman Pelangi Indah?

Malls: AEON Tebrau City (over 20 minutes by car), Toppen. Schools: SK Taman Pelangi Indah (national primary, in-township), SMK Taman Pelangi Indah (national secondary, in-township), SK Taman Puteri Wangsa (national primary), Crescendo-HELP International School (Desa Cemerlang), SJK(C) Pei Chih (Chinese primary, Desa Cemerlang). Hospitals: Hospital Sultan Ismail (public general hospital), Klinik Kesihatan Sultan Ismail (government clinic), Klinik Kesihatan Ulu Tiram (government clinic), JB Specialist Hospital (private, Taman Johor Jaya).

How long after buying this unit can I sell it?

Under PR1MA's official rules, the home may not be sold, transferred or charged for 10 years from the date of vacant possession, unless PR1MA's written approval is obtained. Handover on this project began progressively from 23 June 2023, which means most owners will have to wait until around 2033 before they can transfer freely. Even if you apply to PR1MA for special approval to transfer before the 10 years are up, that approval usually carries conditions such as first offering the unit to buyers on PR1MA's register, so you cannot simply sell whenever you want.

I have seen units listed for rent online. Are PR1MA homes not prohibited from being let?

PR1MA's official website states plainly that PR1MA homes must be owner-occupied and that sub-letting is not permitted. In practice, however, units in this project can still be seen listed for rent on platforms such as PropertyGuru, at rents of roughly RM1,400 to RM2,700, which is a grey-area practice that does not comply with the official rules. If you are buying in order to let, obtain confirmation from PR1MA first as to whether the owner-occupation restriction on that unit has been lifted and whether a separate application is required. Do not assume the arrangement is lawful just because others are letting; otherwise you risk tenants being forced to move out and penalties on the owner if enforcement follows.

It is so far from central Tebrau. Is it worth buying?

The project is in Ulu Tiram, an estimated 22–26 km from Bukit Chagar RTS station and the CIQ checkpoint, requiring more than 30 minutes of driving, and about 12 minutes by car even to the nearest AEON Tebrau City. If your life is centred on the Tebrau / Mount Austin core commercial area or you need to travel in and out of Singapore frequently, this location is indeed remote and commuting costs will be higher. But if your workplace is in the industrial belt around Ulu Tiram, or you simply need an affordable, freehold long-term home, the practical effect of the peripheral location is much smaller. The key is to be clear about your own commuting radius before deciding.
