5 things that actually separate Pearl Garden from the rest of Pengkalan
Not a feature list. These are the points I would check first if I were buying here, with the trade-offs.
You can inspect finished houses, not just a show unit
Phases 2A (64 units) and 2B (30 units) have been built; the latest developer update I have lists both, and Phase 2C, as having their Certificate of Completion and Compliance. For a first-time buyer, looking at real workmanship beats reading a spec sheet.
One lot size for every house: 20′ x 70′
All five sub-phases use 20′ x 70′ intermediate lots, so you are choosing between house forms, not plot sizes. Corner units have extra side land (the plans show a triangular side garden on some ends). The developer does not publish built-up areas — get the figure in writing before you sign.
Single entrance with a guardhouse
The site plan shows one vehicle entrance with a guardhouse on Persiaran Pengkalan Timur 11. That is the whole security story in the published material; a monthly guarding charge applies — ask me for the current rate before you compare with non-guarded taman houses.
Open space on the north edge, detention pond on the west
The plan sets aside a Kawasan Lapang / Padang Permainan (open space and playground) along the northern boundary and a Kolam Tadahan (detention pond). Houses in the northern rows of Phase 2A and 3A face the open space.
Phase 3 is the long wait: target December 2028
Phase 3 (51 units, 3A + 3B) has a statutory target of Dec 2028. The site plan I have still labels 3B as “Future Development”. If you need keys soon, the built phases are the realistic choice.
Five sub-phases, two house forms, one specification
Pearl Garden is the marketing name of Panorama Lapangan Mutiara. Phases 2A to 3 continue from an earlier Phase 1 on the same site. The specification below is from the developer’s leaflets.

This is a terrace scheme, so there is no clubhouse. What the plans and spec sheets do show:

Two house forms on the same 20′ x 70′ lot. The 1.5-storey design comes in two versions: the Phase 2A plan and the revised Phase 2C/Phase 3 plan. The developer does not print built-up areas on any of them.

1.5-storey terrace — Phase 2A version, 3 bedrooms
One bedroom and a bathroom on the ground floor behind the living and dining area, kitchen and open yard at the back. The mezzanine above the rear half holds bedrooms 2 and 3 with their own bathrooms, and looks down into a double-volume living area. Good for households with an older parent who should not climb stairs. Phase 2A is built.

1.5-storey terrace — Phase 2C and Phase 3 version, 3 bedrooms
Same footprint, reworked: the upper floor (47′ deep) adds a small family area in front of bedrooms 2 and 3, and the kitchen walls are tiled to 9′ instead of 7′. The ground floor keeps bedroom 1 and its bathroom. Point counts are higher than 2A (23 lighting, 14 power, 5 air-cond points).

Double-storey terrace — Phase 2B, 4 bedrooms
A full first floor (40′ deep) with a master bedroom, attached bathroom and balcony, plus bedrooms 1 and 2 sharing a bathroom. The ground floor has a guest room and bathroom beside the kitchen. This is the only 4-bedroom option and the smallest phase at 30 units; it is built.

Pearl Garden is in the Panorama Lapangan area of Pengkalan, south of Ipoh city, between Station 18 and Bandar Seri Botani. Its entrance is on Persiaran Pengkalan Timur 11, with Persiaran Lapangan Perdana 4 on the west side.

Developer’s licence for 2A/2B: 19910-3/01-2024/55 (L), valid 20/01/2022 – 19/01/2024. For 2C/3: 19910/01-2029/1469 (R), valid 20/01/2024 – 19/01/2029. Land encumbrance (all phases): Public Islamic Bank Berhad. Restriction in interest: the land may be transferred or leased only with the State Authority’s written consent. The 2A and 2B permits have passed their validity dates; those phases are built.
Statutory selling-price band printed in the permit particulars (not a current price list or offer): Phase 2A min RM428,000.00 – max RM539,000.00; Phase 2B min RM498,000.00 – max RM788,000.00. I do not quote bands for 2C and 3 because the permit field on my copies is blank. Ask me for the current price list.
Foreign buyers: what Perak allows
Foreigners can buy landed property in Perak only above the state’s minimum price threshold, which is set by state policy (generally RM1,000,000 for residential property — confirm the current figure before you plan around it) and needs State Authority consent. Bumiputera-quota lots in this estate cannot go to non-Bumiputera buyers.

About Constant Growth Properties Sdn Bhd
Start with the fact you can check yourself. The developer named on every leaflet and licence is Constant Growth Properties Sdn Bhd, licence 19910/01-2029/1469 (R). Its licence and permit history can be looked up on the KPKT TEDUH portal, which the Phase 3 leaflet itself points buyers to.
The company works under the “Constant Group” name in the material I received. Its Ipoh track record that I can verify is this estate: PropertyGuru’s project record lists Constant Growth Properties as the developer of Panorama Lapangan Mutiara, and Phases 2A and 2B have been delivered on the same site.
I could not find an official developer website, published company number or head-office address, so they are not on this page. If you want them, I will get them from the developer in writing.

Frequently asked questions
Is Pearl Garden Ipoh freehold or leasehold?
Pearl Garden is 99-year leasehold, expiring on 21 May 2121, with individual titles. That leaves roughly 94 years on the lease in 2026. Banks lend on it normally; leasehold mainly matters for resale to buyers who insist on freehold.
Where exactly is Pearl Garden?
It is in Panorama Lapangan Mutiara, Pengkalan, 31650 Ipoh, entered from Persiaran Pengkalan Timur 11 (Mukim Hulu Kinta, Daerah Kinta). It sits between Station 18 and Bandar Seri Botani, about 3 km by road from AEON Mall Station 18.
What house types and sizes are there?
There are two: a 1.5-storey terrace with 3 bedrooms and 3 bathrooms (Phases 2A, 2C and 3) and a double-storey terrace with 4 bedrooms and 3 bathrooms (Phase 2B). Every lot is 20′ x 70′. The developer does not publish built-up areas.
Which phases are completed and when does the rest finish?
Phases 2A (64 units, target Dec 2024) and 2B (30 units, target Apr 2025) are built. Phase 2C (14 units) had a statutory target of Feb 2027 and was reported to me as completed; Phase 3 (51 units) targets Dec 2028. Ask me for the CCC copy of the phase you want.
Is Pearl Garden gated and guarded?
Yes, it has a single vehicle entrance with a guardhouse, shown on the developer’s site plan. A monthly guarding charge applies; I will confirm the current rate for you.
Can foreigners or Singaporeans buy here?
Only if the unit price is above Perak’s minimum threshold for foreign buyers, which is set by state policy (generally RM1,000,000 for residential property) and requires State Authority consent. Terrace houses here are typically below that level, so most foreign buyers would not qualify — confirm the current threshold before planning.
Are there Bumiputera lots?
Yes. The developer’s site plan marks Bumiputera-quota lots. Those units can only be sold to Bumiputera buyers unless the state releases the quota.
How much can I borrow?
For your first and second residential property, Malaysian banks generally lend up to 90% of the purchase price, subject to your income and credit record. The developer works with panel banks; I can connect you once you have a unit in mind.
Is there a clubhouse or swimming pool?
No. The published facilities are an open space / playground on the northern boundary, a detention pond and the guarded entrance. If you want condo-style facilities, this is not that kind of project.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
