5 things that actually separate ICC Suites from the rest of central Ipoh
Not a feature list. These are the points I would raise if you were sitting across the table from me — including the one that is a trade-off.
It is already built
CCC has been issued. You are not buying off a brochure: you can stand in the unit, check the view from your floor and measure the rooms before you sign. In Ipoh’s city centre, a completed high-rise with a convention centre underneath is rare.
A convention centre, ballroom and hotel under one roof
The podium has a 28,000 sq ft exhibition hall on level 1 and a 32,000 sq ft grand ballroom on level 4. Wyndham Garden Suites Ipoh ICC operates at the same address. That is where short-stay demand in this building comes from.
Everything important is within 2 km
The developer puts Ipoh Parade, Parkson Grand, Hospital Raja Permaisuri Bainun and Concubine Lane within 2 km (1–5 minutes), and the Ipoh Utara toll plaza on the North–South Expressway at 9.8 km.
17 layouts from 480 to 1,456 sq ft
Studios of 480 sq ft, two-bedrooms of 706–961 sq ft and three-bedrooms of 972–1,456 sq ft. Few Ipoh projects give you this spread in one tower, so you can match the unit to the plan (own stay, long let or short stay).
The trade-off: this is not a residential title
The land title is a 99-year lease with the express condition “Pembangunan Bercampur” (mixed development), and the developer classifies the title as commercial. Expect commercial-rate utilities and assessment, and bank financing terms that can differ from a normal condo. I will walk you through this before you book.

All 17 published layouts, smallest to largest
Sizes are the developer’s proposed built-up areas. Bedroom and bathroom counts are read from the layout drawings. Levels 6–13A and 15–21 use different sets of layouts.
Type D — 480 sq ft, Studio
The smallest suite in the building: one open room with living, dining, pantry and a single bathroom next to the door. This is the unit most people look at for short-stay letting; check the balcony orientation, because it decides whether you see the city or the podium roof.

Type A1 — 706 sq ft, 2 bedrooms
Two bedrooms and two bathrooms in 706 sq ft. Living, dining and pantry run in one line from the balcony to the entrance, with the bedrooms on the other side. The 706 sq ft size is one of the two-bedroom sizes the developer is marketing most actively.

The upper-floor version of the 706 sq ft two-bedroom, with a different bathroom arrangement: one bathroom sits by the entrance and the other between the bedrooms. Useful if you plan to let the rooms separately.

717 sq ft, two bedrooms, two bathrooms (per the floor plan). The developer’s fitting schedule lists one water closet for Type A while the drawing shows Bath 1 and Bath 2 — I will confirm the as-built count against the actual unit before you commit.

The 717 sq ft two-bedroom on the upper floors, with the bedrooms on the left and the living/pantry spine on the right. Bath 2 sits beside the entrance, which works well for a guest.

842 sq ft two-bedroom with the living and dining in the centre and one bedroom each side — the most “apartment-like” of the two-bedroom plans, and the one I would look at first if you plan to live in it.

961 sq ft but still two bedrooms, so the extra space goes into a large living/dining area and a long pantry. A good fit if you want a wide living room rather than a third bedroom.

Title and approvals — ICC Suites
For landed and residential-titled projects, Malaysian law requires a KPKT advertising and sale permit printed on every advertisement. ICC Suites sits on a mixed-development lease and is sold as a completed building, and the developer’s material prints the land title rather than a KPKT permit. Here is what is on record.

Foreign buyers: can a non-Malaysian buy here?
Yes, subject to Perak state consent and the state’s minimum purchase price for foreigners. Perak generally sets RM1,000,000 as the minimum for foreign purchases; the figure and whether a commercial title is treated differently are set by state policy, so confirm the current figure with the conveyancing lawyer before you book.

About Sycal ICC Properties Sdn Bhd and Sycal
Start with the fact you can check yourself. The developer named on the sales kit and project documents is Sycal ICC Properties Sdn Bhd, a subsidiary of Sycal Ventures Berhad, which is listed on Bursa Malaysia (stock code 9717). Sycal is primarily a construction group that also develops property.
The Ipoh Convention Centre was reported by theSun on 29 December 2020 as a major convention-centre development on land owned by Majlis Bandaraya Ipoh, with Sycal as builder and the convention centre expected to be fully operational from January 2021. The same report splits the site into a 0.56-hectare convention centre, a 0.34-hectare hotel block and a 0.38-hectare serviced-apartment block.
Some property portals list the suites tower as “Bond Suites @ ICC” with the same 257-unit count; the operator named in that report is Bond Holdings Sdn Bhd. When you search resale or rental comparables, search under both names.

Is ICC Suites completed?
Yes. ICC Suites is a completed building with its Certificate of Completion and Compliance (CCC) issued. You can view the actual units; the CCC date itself is not printed in the developer’s material.
Is ICC Suites freehold or leasehold?
Leasehold. It sits on a 99-year state lease (Lot 107972, Bandar Ipoh) that expires on 27 September 2116, so roughly 90 years remain as of 2026.
Is it a residential or commercial title?
It is not a plain residential title. The land title’s express condition is “Bangunan – Pembangunan Bercampur” (mixed development) and the developer classifies it as commercial. In practice that usually means commercial rates for electricity, water and assessment. Ask the lawyer to confirm for the specific parcel.
How many units and layouts are there?
257 suites in 17 layouts, from a 480 sq ft studio to a 1,456 sq ft three-bedroom, three-bathroom suite. A typical suite floor has 16 units.
Are the units furnished?
Yes. The developer markets all 17 layouts as fully furnished. Check the actual furniture list for your unit in the SPA schedule, not the photos.
Can foreigners or Singaporeans buy ICC Suites?
Yes, with Perak state consent and subject to the state’s minimum price for foreign buyers, generally RM1,000,000 in Perak. Confirm the current figure and how it applies to this title with the lawyer before booking.
How far is ICC Suites from Ipoh Parade and the hospital?
Under 2 km for both, according to the developer: Ipoh Parade, Parkson Grand and Hospital Raja Permaisuri Bainun are all in its 1–5 minute band. The Ipoh Utara toll plaza is 9.8 km away and Sultan Azlan Shah Airport about 6 km.
What facilities does ICC Suites have?
Level 5 has a swimming pool, wading pool, jacuzzi, gym, surau and poolside café; level 22 has an open café/bar. The podium below holds a 28,000 sq ft exhibition hall and a 32,000 sq ft ballroom.
Is there a maintenance fee?
Yes. Service charge and sinking fund are charged per square foot of your unit, as in any strata building. Ask me for the current rate; I will send you the figure in writing from the management.
How much can I borrow?
That depends on the bank and on your existing loans. Malaysian banks generally lend up to 90% for a buyer’s first two properties and cap the third at 70%, but commercial and mixed-use titles are assessed case by case. Because the building is completed, any bank can value it; I will introduce two or three bankers.
Do I get a car park?
Each unit comes with one car park bay, but it is undesignated — you park in the shared residents’ area rather than a numbered bay.
