Six things about Marina Residences 2 worth knowing before you enquire
Four are reasons a mainland family would shortlist it. Two are things to settle first. Every figure comes from the government housing register, the developer’s filed advertisement or my own measurement.
Three real buildings, not a show unit
The register’s latest returns put Block D at 62.37% built and the two 63-unit blocks at 71.43% and 74.29%, all three marked ‘lancar’ (on track). You can stand at the gate and count the floors yourself before you sign anything.
Thirteen storeys, five or six homes a floor
By Penang standards this is a low building. The unit list shows six homes a floor in Block D and five in Blocks E and F, on twelve floors above ground level. Fewer doors on a corridor means shorter waits for the lift and fewer neighbours sharing your landing.
Every home has three bedrooms
The register files all 202 homes as three-bedroom, with two or three bathrooms. There are no studios and no one-bedroom investor units in the mix, which tells you who the neighbours are likely to be: families who live in, not short-stay tenants.
The licensee has already built here
The same licence covers a 224-unit, 13-storey condominium next door, completed in March 2017, and 350 three-storey terrace homes completed between 2011 and 2017. Marina Residences 2 is an extension of a lived-in neighbourhood, with Robina Ecopark 610 m away in a straight line.
Phase 1 next door is recorded as late
Blocks A to C, filed as project 10769-4, are marked ‘lewat’ (late) on the register at about 79% built, after a 12-month extension to a 48-month delivery period. Phase 2 has received the same 12-month extension. Read the delivery and late-delivery clauses of your agreement with that in mind.
Floor areas and the facilities list are not on the public record
The register shows no floor areas for this phase, and the two typical floor plans on this page, taken from the advertisement the developer filed, give wall-to-wall dimensions but no built-up area. I will not repeat floor areas or facility lists from property portals. Ask me and I will send the plans for the other unit types, the facilities list and the title details in writing.

Block D
The biggest of the three and the one with its own permit band. The register’s unit list gives Block D four homes on the ground floor and six on each of the twelve floors above, 76 in all. Its band runs from RM477,000 to RM652,000 — the band on the advertising permit, not the price of any unit — so it is the block where the mainland’s RM500,000 floor for foreign individuals has to be checked home by home. On 2 October 2026 the register showed 69 homes sold, 7 unsold and 62.37% of the block built.
Block E
Three homes on the ground floor and five on each of the twelve floors above, 63 in all. Block E shares one permit band with Block F, RM527,000 to RM767,000 — again the band on the advertising permit, not the price of any unit. It had the most homes still open when I read the register on 2 October 2026: 51 sold and 12 unsold. The register reports the two 63-unit blocks at 71.43% and 74.29% built without saying which figure belongs to which block.
Block F
The same shape as Block E: three homes at ground level, five a floor above, 63 in total, under the shared band of RM527,000 to RM767,000 on the advertising permit. Block F is the 63-unit block with the fewest homes left — 55 sold and 8 unsold on the register on 2 October 2026 — so if a particular floor or facing matters to you here, ask early which numbers are still open.

202 units: 76 in Block D, 63 each in Blocks E and F
The register lists three components of flats / condominium units in 13-storey buildings, all three-bedroom with two or three bathrooms: one of 76 units and two of 63. Its unit list labels them D, E and F and runs from the ground floor to Level 12, with 3A in place of 4. Block D has four homes at ground level and six a floor above; Blocks E and F have three at ground level and five a floor above. On 2 October 2026 it showed 175 homes sold and 27 unsold — 7 in Block D, 12 in Block E and 8 in Block F — and 49 of the 202 flagged as Bumiputera-quota units.
What the permit band tells you about foreign eligibility
The permit records RM477,000 to RM652,000 for Block D and RM527,000 to RM767,000 for Blocks E and F. That is the band on the advertising permit, not the price of any unit. On the mainland a foreign individual needs a strata home at RM500,000 or above, and a foreign company RM1,000,000 or above. Block D’s band straddles the individual floor, so eligibility is decided unit by unit at the price on the agreement; the whole scheme is below the company floor. Bumiputera-quota units are closed to foreigners in any case.
Schedule H: 36 months, extended by 12
The sale and purchase agreement is Schedule H (strata). The original delivery period was 36 months; the register records an approved extension of 12 months, making 48. The first agreement is dated 22 July 2024, so vacant possession under that agreement was first due by 22 July 2027 and is now due by 22 July 2028. Ask to see how the extension is written into the agreement you are given.
62% to 74% built, permit runs to February 2027
The latest 7(f) returns report 62.37% for the 76-unit block and 71.43% and 74.29% for the two 63-unit blocks, all ‘lancar’ (on track). No certificate of completion and compliance or vacant possession date is recorded yet. The advertising permit, 10769-5/02-2027/0201(N)-(S), is valid from 29 February 2024 to 28 February 2027 and will need renewing if homes are still being sold after that.
About Welcome Properties
Welcome Properties Sdn. Bhd. holds housing developer’s licence 10769 and has five filings on the national register, all within roughly half a kilometre of each other at this northern end of Butterworth. The company’s registered and business addresses on the register are both on Penang Island.
Its earlier work is finished and occupied. Project 10769-1 covers 350 three-storey terrace homes completed in four batches between 2011 and 2017. Project 10769-3 is a 224-unit, 13-storey condominium with its completion certificate dated 20 March 2017; by position it is the Quayside condominium, 95 m from the Phase 2 pin.
The Marina scheme, sold under the Clear Water Bay name that the neighbourhood is marketed by, is the next step on the same land: 202 homes in the first three blocks and 202 more in Blocks D, E and F, 404 in total across six 13-storey blocks. The advertisement filed for the first three blocks states freehold title, names Majlis Bandaraya Seberang Perai as the approving authority and gives April 2027 as their expected completion.
One honest caveat. The register marks the first phase ‘lewat’ (late): its first agreement was signed on 9 March 2023, its delivery period was extended from 36 to 48 months, and it stood at about 79% built in October 2026 with delivery due by 9 March 2027 — a month before the completion date on the developer’s own advertisement. Phase 2 is on track today, but it has already been given the same extension. I could not find an official website for the developer, so I rely on the register for every figure on this page.

How many units are there at Marina Residences 2?

The first phase next door, Blocks A to C, is a separate filing of another 202 homes, so the whole Marina scheme comes to 404.
Is Marina Residences 2 freehold?
The advertisement the developer filed with the register for Phase 1 (Blocks A to C) states ‘Hakmilik Kekal’, which is freehold. The cover of the advertisement filed for Phase 2 carries the same ‘Hakmilik Kekal’ wording, though an advertisement is not a title document.
Both phases stand on the same site, 130 m apart on the register’s pins, but the title search your solicitor runs at signing is the final word. Ask me and I will get the title details for your block in writing first.
What are the unit sizes and layouts?
Every home is registered as three-bedroom with two or three bathrooms. The register shows no floor areas for this phase, and I do not repeat sizes from property portals.

Can foreigners buy at Marina Residences 2?
Some homes, possibly — it is decided unit by unit. On the Penang mainland a foreign individual may buy strata property at RM500,000 or above (RM1,000,000 for a foreign company). The permit band is RM477,000 to RM652,000 for Block D and RM527,000 to RM767,000 for Blocks E and F, so what matters is the price on the agreement for the exact home. Bumiputera-quota units are closed to foreigners.
State consent is required, with a 3% state levy on approval, and the home cannot be resold for three years. Non-citizens pay a flat 8% stamp duty on residential property. I will check the specific unit before you commit.
When will Marina Residences 2 be completed?
The register shows the blocks 62.37% to 74.29% built and on track in October 2026. I have not seen a published completion date from the developer for Blocks D, E and F.
Contractually, the delivery period is 48 months after an approved 12-month extension. Counting from the first agreement of 22 July 2024, vacant possession is due by 22 July 2028.
Which block should I choose — D, E or F?
Block D has six homes a floor and the lower permit band; Blocks E and F have five a floor and share the higher band. If fewer neighbours on the landing matters, look at E or F first.
Choice is narrowing: the register showed 7 homes unsold in Block D, 12 in Block E and 8 in Block F on 2 October 2026. Ask me for the site plan to see how each block is turned towards the sea and towards Blocks A to C before you pick a number.
What is the price and the maintenance fee?
The only public price information is the government permit band: RM477,000 to RM652,000 for Block D and RM527,000 to RM767,000 for Blocks E and F — the band on the advertising permit, not the price of any unit. I will not repeat figures from property portals.

How does Phase 2 compare with Marina Residensi Phase 1 (Blocks A to C)?
Same licensee, same site, same count: 202 three-bedroom homes in three 13-storey blocks each. Phase 1 is further along, at about 79% built, but the register marks it late, with delivery due by 9 March 2027 after a 12-month extension.
Phase 2 is 62% to 74% built, marked on track, with delivery due by 22 July 2028. Phase 1 gives you an earlier key if it keeps its date; Phase 2 gives you more time and, on the day I checked, 27 homes to choose from.
Is this part of Butterworth practical for daily life or for renting out?
For daily life, in straight lines: Robina Ecopark is 610 m away, Lotus’s Bagan Ajam 4.4 km, Chung Ling Butterworth High School 5.2 km, SJK(C) Kwang Hwa 5.7 km and Bagan Specialist Centre 7.6 km. You will drive for most errands; this is a quiet residential end of town, not a walk-to-everything address.
For renting, the likely tenants are families and people working in Butterworth and the northern mainland who want three bedrooms. I do not quote rental figures; if you are buying to let, ask me what comparable homes in the completed blocks next door are actually achieving before you decide.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
