Six things to weigh before you enquire about Silkspring Residence
Four are reasons a Butterworth family or a mainland investor would shortlist it; two are points to settle first. Each rests on the developer’s plans, the government register or my own measurement on the map, and the one figure I took from listings is marked as such.
One layout, and it is a full family home
Every one of the 148 homes is Type A: three bedrooms, two bathrooms, a yard, a utility room and a balcony off the living room, as drawn by the developer. There are no studios and no dual-key units in the block, so the people in the lift will be households much like yours, and comparing one home with another is simple: same plan, different floor and facing.
Freehold, in the older part of Butterworth
The advertisement filed with the register prints the tenure as ‘Kekal’, which is freehold. The site is off Jalan Telaga Air, in the established streets of Butterworth rather than on newly opened land: the Butterworth Digital Library is 0.3 km away and Penang Sentral 2.2 km, both in a straight line from the pin.
A Chinese primary school 0.4 km away
SJK(C) Chung Hwa 1 on Jalan Telaga Air is 0.4 km from the pin in a straight line, and the developer marks the school on its own location plan. The ground-floor plan also draws a kindergarten inside the development, next to the swimming pool, so the youngest child’s first classroom can be downstairs.
The register lets you check it before you visit
Project 30941-1 carries a permit valid to 29 September 2028, 148 units, a building 19.83% complete and marked on track on the latest return, and 43 homes recorded as sold on 5 October 2026. Few schemes at this stage give a buyer that much to verify independently before stepping into a sales gallery.
The floor area is a listed figure, not a brochure figure
The developer’s website and its filed advertisement show the Type A plan without printing a built-up area. Listings give 1,172 sq ft, and the drawing itself prints overall dimensions of 12,600 mm by 10,926 mm. Figures marked ‘listed’ come from published listing information, not from a developer brochure; I will confirm them against the sale documents for you. The car park allocation is in the same position: the public material does not state it.
Two lifts, and no gymnasium on the plans
The typical floor plan draws two lifts, one of them the fire lift, serving eleven homes on each floor. The facilities list is a pool, a wading pool, saunas, a kindergarten, a surau and a playground on the ground floor, plus multipurpose halls and a garden on Level 4. A gymnasium is not on it. If either point matters to your household, raise it before you choose a floor.

Butterworth, on the Penang mainland — off Jalan Telaga Air, 0.3 km in a straight line from the Butterworth Digital Library, 0.4 km from SJK(C) Chung Hwa 1 and 2.2 km from Penang Sentral, the hub for the ferry, the KTM trains and the buses.
The register files this project at 5.411, 100.375 — coordinates rounded to three decimal places, which land about 0.15 km west of the plot. I have placed the pin on the construction site that satellite imagery shows directly beside WellSpring (5.4113, 100.3763), which agrees with the developer’s location plan. Distances are straight-line from the pin.

The housing developer’s licence is held by Eco Summit Sdn. Bhd. (30941), and the advertisement it filed carries the Airmas website. Residensi Ria Sutera is the only project recorded under this licence. Search the register by that name or by the code; a search for ‘Silkspring’ returns nothing.

148 on the register, 148 on the advertisement
The register files one component: 148 flats / condominium units in an 18-storey building, each with three bedrooms and two bathrooms. Its unit list runs from Level 3A to Level 17 — five homes on 3A, which is the Level 4 facilities floor on the developer’s plan, and eleven on each of the thirteen floors above. That adds up to 148, the total printed on the filed advertisement. On 5 October 2026 the list showed 43 homes as sold and 105 as not yet sold, with none flagged as Bumiputera quota. The register’s floor-area field is blank for this project.
What the permit band means for a foreign buyer
The advertising permit records a minimum of RM527,650 and a maximum of RM558,650 across the 148 units. That is the band on the advertising permit, not the price of any unit. Seberang Perai’s floor for a foreign individual buying strata property is RM500,000, so the whole band is above it and a foreign individual may apply for state consent. A foreign company faces a floor of RM1,000,000, which this band does not reach.
Schedule H, 36 months, no extension on record
The sale and purchase agreement is Schedule H (strata), with the standard 36-month delivery period and no approved extension recorded. The register dates the first agreement 20 April 2026, which puts the latest delivery under that agreement at 20 April 2029. Your own 36 months run from the date of your agreement.
19.83% built; the developer’s target is May 2028
The latest 7(f) return reports the building 19.83% complete and ‘lancar’ (on track). No certificate of completion and compliance and no vacant possession date is recorded yet. The filed advertisement gives May 2028 as the expected completion date. That is a target, earlier than the contractual deadline, and not a promise.
About Airmas Group
Airmas Group is a Butterworth developer. Its website says the group was founded in Butterworth in 1986, has completed more than 5,000 housing and commercial units, and works across landed homes, multi-storey apartments and commercial shop offices. Its office is at Jalan Jelawat, Seberang Jaya.
Silkspring appears first among the projects on the group’s website. Next to it is WellSpring, the condominium on the adjoining plot, which shares the location plan with Silkspring; it is on the register as Residensi Ria Emas, with a certificate of completion dated 16 May 2024. The website also names Taman Riang, Tan Sai Gin, Damai Springs and Alton Sky Villas among others.
For Silkspring the group’s page publishes a perspective, a location plan, the typical floor, two facilities plans and the Type A drawing. The statutory details are on the advertisement filed with the register: building plan approval MBSP/40/20-24/52(PR) from Majlis Bandaraya Seberang Perai, an 18-storey apartment building of 148 units, freehold, expected completion May 2028.
One honest caveat. You will not sign with a company called Airmas. The licensed developer is Eco Summit Sdn. Bhd., and the register shows Silkspring as the only project under its licence. One company per project is a common structure, but it means the track record you rely on belongs to the group while the contract is with the project company. Read the vendor’s name on the sale and purchase agreement, and ask me which completed Airmas buildings you can walk through to judge the workmanship.

The title to an individual home will be a strata title issued after completion. Your solicitor’s land search confirms the tenure and any restriction on the master title before you sign, and I will ask the developer for the title particulars on request.

Every home is Type A with three bedrooms and two bathrooms. Listings give the built-up area as 1,172 sq ft; that is a listed figure, because neither the developer’s website nor its filed advertisement prints one.
The developer’s drawing shows a living room with a balcony, a dining area, a kitchen, a yard, a utility room, a master bedroom with its own bathroom and two more bedrooms sharing the second bathroom. It prints overall dimensions of 12,600 mm by 10,926 mm. The area that counts is the one in the sale and purchase agreement, and I will get it for you.
Can a foreigner buy at Silkspring Residence?
A foreign individual can, subject to state consent. On the Penang mainland the floor for a foreign individual buying strata property is RM500,000, and the permit band here runs from RM527,650 to RM558,650 — the band on the advertising permit, not the price of any unit — so the whole of it is above the floor. A foreign company faces a floor of RM1,000,000 and would not qualify at these figures.
Allow for the 3% state levy on approval and the flat 8% stamp duty that applies to non-citizens on residential property since 1 January 2026, and note that a home bought with state consent can be resold only after three years. The register’s list flags none of the 148 units as Bumiputera quota. I will confirm eligibility for the specific unit before you pay anything.
When will Silkspring Residence be completed?
The developer’s filed advertisement gives May 2028 as the expected completion date. The register showed the building 19.83% complete and on track when I read it on 5 October 2026.
The contractual deadline is later. The agreement is Schedule H with 36 months to deliver; the first agreement on record is dated 20 April 2026, so the latest delivery under it is 20 April 2029. No extension has been approved. Your own deadline runs from the date you sign.
Which floor or unit should I choose?
The plan is the same everywhere, so you are choosing position. On the developer’s typical floor, units 1 to 5 line the north side of the corridor, where the lift lobby is, and units 6 to 11 line the south side. The ground-floor plan puts the swimming pool and the Level 4 plan puts the garden on that south side, so units 6 to 11 look over them and units 1 to 5 look over the entrance.
Units 1 and 11 are at the lift end; units 5 and 6 are at the far end, beside the second staircase. The five homes on Level 4 share their floor with the three multipurpose halls, which is convenient but livelier on event days. Tell me whether you want quiet, a short walk to the lift or the pool-side facing, and I will check which of the 105 unsold homes fit.
What is the price, and what are the monthly charges?
The only price information I publish is the band on the government advertising permit: RM527,650 to RM558,650 across the 148 units. That is the band on the advertising permit, not the price of any unit.
The developer has not published the maintenance charge or the sinking fund contribution, and I do not repeat figures from listings. Message me and I will send the current price list for the unsold homes and the charges in writing.
How does Silkspring Residence compare with Harbour View Residence?
They are the two new freehold towers in Butterworth on this site, 1.8 km apart in a straight line. Harbour View Residence is a 32-storey tower of 373 homes of 950 sq ft, 762 m from Penang Sentral. Silkspring is 18 storeys and 148 homes with a listed 1,172 sq ft, 2.2 km from Penang Sentral.
So the choice is density and space against position: fewer neighbours and a larger listed floor area here, or a taller tower closer to the ferry and the trains there. Both have three bedrooms and two bathrooms. Read the Harbour View page for its own register record, then ask me to set the two side by side.
Is the location practical for daily life, and will it rent?
For daily life the straight-line distances are short: SJK(C) Chung Hwa 1 at 0.4 km, Bagan Specialist Centre at 1.1 km, Sunway Carnival Mall at 2.8 km, Lotus’s Bagan Ajam at 3.2 km and Hospital Seberang Jaya at 4.0 km. Penang Sentral, for the ferry to George Town and the KTM trains, is 2.2 km away.
On renting, I do not quote rental figures. A three-bedroom home in an established part of Butterworth suits families and people who work on the mainland more than short-stay guests, and with one layout throughout you will be competing with identical homes, so floor, facing and fit-out will decide how quickly yours lets. Ask me what similar completed condominiums around Raja Uda are achieving before you buy to let.

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
