Four are reasons a Butterworth buyer would put it on the list. Two are things to check on paper first. All six come from the government register, the developer’s own marketing material or distances I measured myself.
Finished, certified and ahead of its deadline
The register shows both components at 100% with the certificate of completion and compliance dated 27 October 2022. The first sale agreement on record is dated 21 September 2020 with a 36-month delivery period, so the certificate arrived about eleven months before that deadline. You are judging a standing building, not a promise.
A small scheme: 120 homes in all
One 14-storey block of 112 condominiums and a row of 8 three-storey terrace houses make up the entire development. Fewer owners means fewer people sharing the lifts, the car park and the facilities — and it also means every owner’s maintenance payment matters to the accounts.
Raja Uda’s daily life within about 2 km
Straight-line from the registered coordinates: Bagan Specialist Centre is 975 m away, SJK(C) Kwang Hwa Butterworth 1.1 km, the Sri Uda public market 1.8 km and Chung Ling Butterworth High School 2.2 km. Jalan Raja Uda itself is Butterworth’s best-known food and shopping street.
Two ways across to the island
Penang Sentral — the ferry, rail and bus hub — is 3.2 km away in a straight line, and Penang Bridge 8.2 km. Sunway Carnival Mall in Seberang Jaya is 2.8 km. For a household split between a mainland job and an island one, that matters more than any brochure line.
A one-project company owned by a listed steel group
Sungguh Gemilang Development Sdn Bhd has exactly one project on the national register — this one — and the register records no website for it. It is wholly owned by MAYU Global Group Berhad (named ATTA Global Group Berhad until its renaming), a Bursa Malaysia-listed steel group whose annual reports describe the project. What the developer did publish sits on its official Facebook page and in its launch artwork: freehold tenure, three condominium layouts of about 1,130 to 1,323 sq ft and a facilities floor on Level 4. Those are marketing statements, so I still verify the tenure, the area on the title and the facilities in operation from the strata title, the sale documents and the management office for the unit you choose.

With the building certified in 2022, what is on the market is what owners decide to sell. The condition of the unit, whether the strata title has been issued, the state of the maintenance account and any outstanding charges all differ from one home to the next. I check those before you pay anything.

Types A, B and C are all three-bedroom, two-bathroom homes. Their sizes and the number of units of each type are as printed on the developer’s marketing artwork, and the three unit drawings are the developer’s own, labelled in Malay: R/Tamu is the living room, R/Makan the dining area, B/Tidur a bedroom, B.Air a bathroom, Dapur the kitchen and Jemuran the drying yard. The register’s own size fields are unusable, so check the area on the strata title of the home you buy. No floor plan of the link houses has been published.

120 homes on the register: 112 plus 8
The record has two components: 112 flats / condominium units in a 14-storey building and 8 three-storey terrace houses, 120 in total. The bedroom and bathroom fields are blank and the floor-area field is not usable, so the register cannot settle sizes. Its public unit list shows only eight condominium units, each marked sold and outside the Bumiputera quota; that is a partial list, not a sales count for the whole scheme.
What the permit bands mean — and the foreign floors on the mainland
The advertising permit records RM518,672 to RM660,286 for the condominiums and RM1,261,120 to RM1,494,000 for the terrace houses. Those are the bands on the advertising permit, not the price of any unit, and they date from the developer’s sales period, not from today’s resale market. In Seberang Perai a foreign individual may buy a strata home from RM500,000 (RM1,000,000 for a foreign company) and a landed-strata home from RM1,000,000. Both bands start above the individual floors, but what counts is the figure on your own agreement, so eligibility is decided unit by unit.
Schedule H, 36 months, no extension on record
The register records the Schedule H (strata) form of agreement for the project, with the standard 36-month delivery period and no approved extension. The first agreement is dated 21 September 2020, which put the latest delivery date at 21 September 2023. The terrace houses are filed under the same record, which is why I apply the landed-strata floor to them for foreign buyers.
Completed with certificate; two things to confirm
Both components are shown at 100% with the certificate of completion and compliance dated 27 October 2022, and the overall status is ‘Siap Dengan CCC’ — completed with certificate. The vacant-possession date field is empty on the register. The last advertising permit expired on 1 December 2022 and no newer one is listed; if a unit is being sold by the developer and not by an owner, ask to see a current permit.
About Sungguh Gemilang Development
Sungguh Gemilang Development Sdn Bhd holds housing developer’s licence 19827. The register gives its registered address in Bandar Perda and its business address in the Prai Industrial Estate, and shows the company as active with one project to its name: Taman Cantik Permai, sold as Marminton Homes.
On that one project the record is clean. The scheme was built to 100%, the completion certificate is dated 27 October 2022, and no extension of the 36-month delivery period was ever approved or needed — the certificate came about eleven months before the deadline set by the first sale agreement.

So the choice is mostly about age, condition and the individual unit. View one home in each on the same afternoon, and ask both management offices about their accounts — I can arrange that.

For daily life: Bagan Specialist Centre is 975 m away in a straight line, SJK(C) Kwang Hwa Butterworth 1.1 km, the Sri Uda public market 1.8 km, Chung Ling Butterworth High School 2.2 km, Lotus’s Bagan Ajam 2.3 km and Sunway Carnival Mall 2.8 km. Raja Uda is one of the busiest eating streets on the mainland, which is convenient and, at peak times, congested.
For renting: tenants in this part of Butterworth are typically families who want the schools and people working in the Butterworth and Perai industrial areas. I do not quote rental figures; ask me what comparable units have actually let for and I will show you the evidence.
