Six things about Sevora worth knowing before you enquire
Four are reasons a Bukit Mertajam family would shortlist it. Two are things to settle first. All six come from SevenCo’s own material or the government register.
Freehold title, no charge on the land
The advertisement SevenCo filed with the housing register states ‘pegangan kekal’ (freehold) and records the land encumbrance as ‘tiada’ — none. For a price-controlled home that is a clean starting point: no lease counting down, and no bank charge on the master title for your solicitor to redeem.
950 sq ft for every household
All 420 homes are 950 sq ft with three bedrooms and two bathrooms. Types A and B are two arrangements of the same area, so nobody in the tower is buying a smaller, cheaper cut. For a family of four or five, that is a usable size in a category where layouts are often tighter.
Old-town Bukit Mertajam, measured
From the register’s coordinates it is 1.1 km in a straight line to Hospital Bukit Mertajam, 1.6 km to Summit BM Plaza, 1.7 km to SMJK Jit Sin and 2.0 km to the KTM station. This is the established side of town, where the schools, markets and clinics already exist.
A long facilities list for the category
The filed advertisement names 26 facility items, from a cascade pool and kids’ lagoon to an indoor gym, yoga deck, jogging track and a multipurpose hall. The developer’s website shows them on a plan covering Ground Level and Level 7.
Malaysians only — and eligibility rules apply
The advertisement files all 420 units as ‘Rumah Mampu Milik’, and the permit band tops out below the RM500,000 mainland floor for non-citizens. Affordable homes in Penang are closed to foreigners and come with state eligibility and resale conditions. Ask me to check whether you qualify before you plan around it.
Early days: 5% built, a 2030 date and a 48-month clock
The register shows the tower at 5% complete. The developer expects completion in June 2030, and the register records an approved extension that makes the delivery period 48 months instead of the standard 36. You are buying a plan, not a building — and from a developer with one project on the register under this licence.

The housing developer’s licence is held by Sevenco Prestige Sdn Bhd (31124). Sevora is not filed under its marketing name: the register calls it Residensi Permata. I matched it by the licensee, the 420 units of three bedrooms and two bathrooms, and the coordinates. It is the only project under this licence.

420 units on the register, 420 on the developer’s advertisement
The register files one component: 420 flats / condominium units in a 33-storey building, each with three bedrooms and two bathrooms. The developer’s filed advertisement gives the same 420 units but counts 34 levels; I report both and will ask the developer which floors hold homes. On the day I read the unit list, all 420 were recorded as not yet sold — the register is updated from the developer’s returns, so it can lag behind actual sales.
What the permit band tells you — and why foreigners are out
The advertising permit records a band of RM430,000 to RM489,200. That is the band on the advertising permit, not the price of any unit. Seberang Perai’s floor for a foreign individual buying strata property is RM500,000, so the whole band is below it; the units are also filed as affordable housing, a category closed to foreigners in Penang. For Malaysian buyers, state eligibility conditions apply to this category, and I will check them for you.
Schedule H, with the delivery period extended to 48 months
The sale and purchase agreement is Schedule H (strata). The register records the original 36-month period, an approved 12-month extension and a new construction period of 48 months. No first agreement date is recorded yet. In practice, vacant possession is due 48 months from the date of your own agreement — read that clause before you sign.
5% built, permit valid to May 2029
The latest 7(f) return reports the tower at 5% complete and ‘lancar’ (on track); no certificate of completion and compliance or vacant possession is recorded. The developer’s advertisement gives June 2030 as the expected completion. The advertising permit runs to 18 May 2029, before that date, so expect a renewed permit number on later marketing material.
About SevenCo
SevenCo is the brand; the licence holder for Sevora is Sevenco Prestige Sdn Bhd, licence 31124, issued on 11 August 2025 and valid to 10 August 2030. The group’s website gives a head office at The Horizon, Bangsar South in Kuala Lumpur and a Penang office at 11 Jalan Clove Hall, George Town; the sales gallery is at Lorong Bukit Minyak Utama 2, Bukit Mertajam.
On its own website SevenCo lists three developments: Sevora Residence in Penang as ongoing, Maison Sungai Besi in Kuala Lumpur as coming soon, and Villa Cloud Gate in Penang as completed. It describes its approach under the line ‘Live Extra-Ordinary’ and says it is guided by seven core pillars aimed at sustainable, accessible communities.
For Sevora the filed advertisement names the Seberang Perai city council (MBSP) as the approving authority for the building plan and states that the land carries no encumbrance. Berita Harian reported the launch in July 2026 as 420 affordable homes in Bukit Mertajam, and the New Straits Times carried it the same month.
One honest note: this is a short public track record. The register shows a single project under this licence, the licence itself dates from August 2025, and I could not find the size or completion year of Villa Cloud Gate in the material I read. That is not a mark against the developer, but it means your protection is the Schedule H agreement, the Housing Development Account and the progress shown on the register — check all three rather than relying on brand reputation.

420 apartments in a single tower. The government register and the developer’s filed advertisement give the same total, and all of them are filed as affordable-category homes.
The register describes the building as 33 storeys; the developer’s advertisement counts 34 levels. The key plan printed beside the floor plans on that advertisement draws 16 homes on one floor, numbered 01 to 16 with 03A and 13A in place of 04 and 14. It does not say which floors follow that plan, so ask me for the full floor plate.
Is Sevora freehold?
Yes, according to the developer: the advertisement filed with the housing register states ‘pegangan kekal’, which is freehold tenure.
The same advertisement records the land encumbrance as ‘tiada’ (none). Your solicitor’s title search at signing is the final word on both points.
What are the unit sizes and layouts at Sevora?
One size: 950 sq ft, about 88 sqm, with three bedrooms and two bathrooms. There are two arrangements, Type A and Type B.
The developer’s website lists 2 to 3 car parks for Type A and 3 for Type B. Car park allocation is tied to the individual unit, so have the number written into your agreement instead of assuming it.
Can foreigners buy at Sevora?
No. The units are filed as affordable housing, which is closed to foreigners in Penang, and the permit band of RM430,000 to RM489,200 is entirely below the RM500,000 mainland floor for a foreign individual buying strata property.

Should I choose Type A or Type B?
Both are 950 sq ft with the same room count, so decide on arrangement and position. Compare where the kitchen, yard and master bedroom sit in each drawing, then look at the floor plate to see which type faces which direction and how far it is from the lifts.
The car park line differs between the two types on the developer’s website, and for a family with two or three cars that may matter more than the layout. Both drawings are on this page; ask me for the floor plate and the car park allocation per unit.
What is the price and the maintenance fee?
The only public price information I use is the government permit band: RM430,000 to RM489,200 — the band on the advertising permit, not the price of any unit. I will not repeat figures from property portals.
The developer has not published the monthly maintenance charge or sinking fund. Message me and I will send the current price list, the available units and the charges in writing.
How does Sevora compare with MARC Residences down the road?
They are 327 m apart in a straight line and aimed at different buyers. MARC Residences is a completed 26-storey block of 110 serviced residences with layouts of 1,120 and 1,330 sq ft, according to its developer. Sevora is 420 affordable-category homes of 950 sq ft, still at 5% built.
MARC is a building you can walk through today, with fewer neighbours and larger homes. Sevora is the newer, larger community with a price-controlled entry and eligibility conditions. Which one suits you depends on whether you qualify and how long you can wait.
Is this part of Bukit Mertajam practical for daily life or for renting out?
For daily life: Hospital Bukit Mertajam is 1.1 km away in a straight line, Summit BM Plaza 1.6 km, SMJK Jit Sin 1.7 km, the KTM station 2.0 km and AEON Mall Bukit Mertajam 4.0 km. The developer’s filed advertisement also names SMK Bukit Mertajam and KPJ Penang Specialist Hospital among the places around the site.
For renting: I do not quote rental figures, and affordable-category homes are meant for owner-occupiers — letting and resale may be restricted for a period under the state’s conditions. If you are buying with tenants in mind, this is the wrong category; ask me for open-market projects instead.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
