Qubaz Suites @ Kuala Terengganu
759 units at the edge of Chinatown — and the only project in this batch with six straight quarters of dated construction photographs.

Qubaz Suites @ Kuala Terengganu at a glance
Three rows here are unusual for an East Coast launch and worth reading together. 759 units is EXSIM’s own published figure, not a listing-site number. 388 to 753 sq ft comes with room schedules in both square feet and square metres. And the construction record runs six consecutive quarters with eighteen dated photographs. Then read the last row: Terengganu sets the foreign purchase floor at RM1,000,000, and the largest unit here is 753 sq ft — which is the whole eligibility question in two lines.

Six things that actually separate Qubaz from the rest
Most of what gets written about East Coast launches is atmosphere. Here there are four hard facts the developer has put in public, and they are worth more than the atmosphere.
Eighteen photographs across six quarters
Q2 2025 to Q3 2026, three images each, all dated, all on the developer’s own site. No other project in this batch has a construction record at all. The group’s own Kelantan project has none.
The unit count is official
759 serviced apartment units, stated by EXSIM in its own project description, not lifted from a listing site. On the East Coast that is a bigger deal than it sounds — most launches here never publish a unit count at all.
Areas published with room schedules
388 sq ft studio, 506 sq ft two-bedroom, 753 sq ft three-bedroom, each in square feet and square metres, each with its rooms numbered on the plan. That is enough to price per square foot yourself.
The developer publishes what each side faces
North to Dataran Syahbandar and Takir Beach, south to the Kuala Terengganu waterfront, west to Chinatown and the islands, east to the MBKT bus terminal. A developer that tells you the bus terminal is on the east side is being straight with you.
Under a kilometre from the old town, minutes from the boats
The developer puts Chinatown and the river mouth under a kilometre away, the islands a boat ride out, and the airport at about fifteen minutes. For short-stay demand, this is a genuinely walkable heritage core rather than a highway address.
And what is still missing
No storey count, no tenure, no price list, no maintenance charge, no completion period, and a facilities plan published only as an image with no readable legend. Six things to ask for in one message.
The whole development, decoded
There is no tower breakdown to publish, so I have used something the developer does publish and almost nobody else does: what each of the four sides of the building actually looks onto. West to Chinatown and the islands, south to the waterfront, north to the city square, and east to the bus terminal. A developer that prints the bus terminal on its own orientation diagram has earned a little trust.
Four sides, four completely different buys
West side
The developer’s own floor plan page puts Chinatown, Duyong Island, Raja Island and Tuan Ngah Island to the west. This is the aspect people are buying when they buy here, and it is the one worth paying a premium for. It is also the aspect most exposed to whatever gets built on the low-rise parcels in between — ask what is zoned there.
South side
The Kuala Terengganu waterfront runs along the south face. For a short-stay owner this is the aspect that photographs well and books well. Public waterfront is also the aspect least likely to be built out, which makes it the more defensible of the two premium sides.
North side
Dataran Syahbandar, the city square on the estuary, and the coast road out toward Takir Beach. A city-square outlook is quieter than a waterfront outlook on weekdays and considerably less quiet on event weekends. Worth asking about if you plan to live here rather than let.
East side
The MBKT bus terminal sits on the east side. Excellent for a tenant without a car, less excellent for a bedroom window. The developer printing this on its own floor plan page is a point in its favour — most would have left it off the diagram entirely. If price per square foot is your priority rather than view, this is where the value usually sits.
What the developer names, and what it has not put in text
An important caveat on this section. The facilities plan is published as an image with no readable text legend, so there is no numbered list to reproduce and I have not invented one. The list below is taken from the captions on the developer’s own official gallery images, which is a weaker source than a numbered plan and is labelled here as such. Ask for the numbered facilities plan with level allocations, and have each item you care about written into the sale and purchase agreement schedule.

Where the project is now
All 10 Qubaz Suites @ Kuala Terengganu floor plans
Ten layout codes across three families, and the developer publishes a full schedule for one code in each family — A1 at 388 sq ft, B1 at 506 sq ft, C1 at 753 sq ft — with the areas in both square feet and square metres and every room numbered on the drawing. That is more than most East Coast launches give you. What is not published is the schedule for the other seven codes, or the unit mix across the 759 units. The cards below say so where that is the case.

Where Qubaz Suites @ Kuala Terengganu sits
Jalan Kampung Tiong, 20100 Kuala Terengganu — the developer describes the site as on the edge of the city Chinatown, surrounded by settlements approaching three hundred years old, less than a kilometre from the mouth of the Terengganu river and about fifteen minutes from the airport.
The developer publishes a location diagram and a sales gallery address — Lot 3829A, Jalan Kampung Tiong, 20100 Kuala Terengganu — but no coordinate and no lot number for the development parcel itself, so I have not printed one. The map above is set to Jalan Kampung Tiong. The four-way orientation on the developer’s own floor plan page is more useful than a pin anyway, and it is set out further down this page.

Use the statutory name when you order documents
The scheme is filed as MENARA KUBAH. If you ask a land office, a bank or a solicitor about “Qubaz Suites”, you may be told there is no such scheme — ask for MENARA KUBAH, project code 30914-1. This register happens to carry the marketing name in brackets, which is helpful and not universal.
23.48% built
The percentage is the developer’s own progress return to the ministry under the statutory 7(f) report. Note today’s reading and check again before your bank releases each progress payment. If it does not move between two payments, that is a question worth putting in writing.
Foreign buyers
Terengganu’s minimum purchase price for a non-citizen is RM1,000,000 for most property types. The permitted band tops out at RM828,000 — nothing in this development reaches the threshold.
759 units in Kuala Terengganu
Scale relative to the local market is the thing to think about here. When you come to sell or let, your first competitor is your own building, and 759 units is a large addition to a market this size. Count the units already listed for sale and for rent, divide by 759, and treat that ratio as your exit.
Status vocabulary is fixed: Belum Mula, Lancar, Lewat, Sakit, Siap Dengan CCC / CFO, Permit Telah Dibatalkan. This entry sits in Lancar — no adverse flag.
About EXSIM Kg Tiong (KT) Sdn Bhd
The vendor is named on the project’s own contact page: EXSIM KG TIONG (KT) SDN BHD, registration number 201301038642 (1068471-M), with the EXSIM Development corporate address at Level 35, EXSIM Tower, Millerz Square @ Old Klang Road, Kuala Lumpur, and a Terengganu sales gallery at Lot 3829A, Jalan Kampung Tiong, 20100 Kuala Terengganu.
The registration number is worth a second look. 201301038642 is a 2013 incorporation, not a company formed last year for this launch. That is a longer-standing vehicle than the project companies behind most East Coast launches, and it is a small point in the developer’s favour. It is not, on its own, a delivery record.
What makes this project genuinely different from the rest of this batch is the construction photography. EXSIM publishes dated site progress images for Qubaz across six consecutive quarters — Q2 2025, Q3 2025, Q4 2025, Q1 2026, Q2 2026 and Q3 2026 — three images per quarter, eighteen photographs in total. Very few Malaysian developers do this, and almost none do it consistently for a project outside the Klang Valley. When someone asks me how to tell a real project from a marketing exercise, this is the answer I give.
It is worth saying what that record does and does not prove. It proves work is happening and gives you a visual timeline you can check against the progress billing schedule. It does not prove the programme is on time, because the developer has not published a completion date to measure against. Ask for the number of months from the sale and purchase agreement date, then read the photographs against it.
The contrast inside the group is instructive. EXSIM’s Kelantan project, Erinaz Suites @ Kubang Kerian, has a site progress page that says only Akan Datang — coming soon — with no photographs at all. Same developer group, same East Coast expansion, two very different states of readiness. If you are choosing between the two, that is not a small difference.
The specification the developer commits to publicly is GreenRE certification, displayed on the landing page. Ask which tier and whether it is a provisional or an as-built certification, because those are different documents with different consequences at handover.
What has not been published. No storey count. No tenure. No price list. No maintenance charge. No completion period. No developer’s licence number and no advertising and sale permit number. No numbered facilities legend in text — the facilities plan is published as an image only, which is why the facilities section on this page is drawn from the official gallery captions and is labelled as such. The unit count of 759 is official, stated by EXSIM itself in its own project description.
I searched for abandonment, winding-up and delay litigation involving EXSIM Kg Tiong (KT) Sdn Bhd and found nothing adverse. That is no adverse record found, which is not the same as a clean record.

Frequently asked questions
Can a foreigner buy at Qubaz Suites?
On the published figures, almost certainly not — and here the arithmetic is clean enough to show you. The Bar Council Conveyancing Practice Committee’s state table, issued as Circular No 444/2024 with the table stated as at October 2024, records Terengganu’s minimum purchase price for a non-citizen at RM1,000,000, with agriculture land recorded as not permitted.
Unlike Kelantan next door, there is no conflict to resolve here. The state figure of RM1,000,000 is the same as the federal guideline reproduced in the same circular, under which foreign interests may not acquire real estate valued at less than RM1,000,000 per unit. State and federal agree.
Now the arithmetic. The largest published layout in this development is 753 sq ft. For a 753 sq ft unit to reach RM1,000,000, it would have to be priced at roughly RM1,328 per square foot. The 506 sq ft two-bedroom would need about RM1,976 per square foot, and the 388 sq ft studio about RM2,577. The developer has not published a price list, so I am not telling you what the units cost — I am telling you what they would have to cost for a foreign buyer to be eligible.
If you are not a Malaysian citizen, or you are a Malaysian permanent resident, treat this project as closed unless the developer’s written price list says otherwise, and get the position confirmed by the Pejabat Tanah dan Galian Terengganu through a Terengganu conveyancing solicitor before you pay anything. For a Malaysian buyer, none of this applies and the whole schedule is open.
What is the consent procedure in Terengganu, and is there a state levy?
Consent. Terengganu is a Peninsular state, so the National Land Code applies. Under section 433B, a non-citizen or foreign company needs the prior written approval of the State Authority, applied for in writing, before a transfer, lease or transmission of alienated land can be effected in their favour. Section 433C makes a dealing in contravention null and void, so this is a condition of registrability rather than an administrative formality. The application goes to the state land authority in Kuala Terengganu.
Levy. The Bar Council table records an express levy on foreigners for Kedah, Penang, Pahang and Johor. It records none against Terengganu. I want to be exact about what that means — the absence of an entry in a summary table is not a positive statement that no fee exists, and there are consent processing fees and legal fees in any event.
So the instruction is the same one I would give in any state I have not personally seen a fee schedule for: write to the Terengganu land office and ask for the current consent fee schedule and confirmation of whether any levy applies. I would rather send you to the source than print a number I cannot cite.
Is 759 units a reliable number?
Yes, in the sense that matters: it is EXSIM’s own published figure, stated in the developer’s project description on its corporate site and repeated in the Malay concept text on the project site.
That puts it in a different category from most numbers you will see quoted about East Coast launches, which usually come from listing sites. On this project the unit count is official.
What is not published alongside it is the breakdown by layout type. In a 759-unit building with three layout families and ten codes, the mix is what determines whether the three-bedroom you want actually exists in any quantity. Ask for the unit mix per type — it appears on the advertising and sale permit, so it is a document request rather than a favour.
Why does this project have construction photos when the others do not?
Because it is further along and because EXSIM chose to publish. The site progress record runs Q2 2025, Q3 2025, Q4 2025, Q1 2026, Q2 2026 and Q3 2026, three dated images per quarter — eighteen photographs with no gap in the sequence.
For comparison, the same group’s Kelantan project publishes none at all; its site progress page says only coming soon. Two projects, one developer group, one East Coast expansion, two completely different levels of readiness.
Use the photographs properly. A quarterly sequence lets you see whether the structure is climbing at a consistent rate. It does not tell you whether the programme is on schedule, because no completion date has been published to measure against. Ask for the months stated in the sale and purchase agreement and read the sequence against that.
What are the facilities, and on which floors?
The facilities plan is published as an image only, with no readable text legend, so there is no numbered list I can reproduce faithfully. I am not going to invent one.
What I can list is the spaces the developer names in its own official gallery captions: a swimming pool, BBQ garden, gazebo, children’s playground, gymnasium, co-working lounge, sky lounge, games room, karaoke room, lobby lounge, entrance statement, drop-off and retail lots. Those are official captions on official images, so the spaces exist in the design.
Two things to get in writing before you sign. First, the numbered facilities plan with the level allocation, so you know which deck each item sits on. Second, confirmation that each item you care about is written into the sale and purchase agreement schedule. Facilities that appear only in a render are the first things to disappear in value engineering, and a karaoke room is a classic example.
Which side should I buy?
The developer publishes what each face looks onto, which is unusually helpful, so use it.
West looks to Chinatown, Duyong Island, Raja Island and Tuan Ngah Island. South looks to the Kuala Terengganu waterfront. Those are the two premium aspects, and of the two, south is the more defensible because public waterfront is unlikely to be built out. North looks to Dataran Syahbandar and the coast road toward Takir Beach. East looks to the MBKT bus terminal.
The honest advice: if you are letting to short-stay guests, pay for west or south. If you are letting long-term to a tenant without a car, east next to the terminal is the practical choice and usually the cheaper one. If you are living here yourself, ask about the glazing specification on the east face before you decide the saving is worth it.
What is the price, the maintenance fee and the completion date?
None of the three is published by EXSIM, and figures circulating on review and listing sites are not sourced from the developer, so they are not on this page.
I get the live price list, the maintenance charge and the completion period direct from the developer. Message me and I will send this week’s version, including which of the ten layout codes are still open.
When the completion period comes through, note its form: the sale and purchase agreement expresses it as a number of months from the date the agreement is signed. That is the only date that binds anyone, and with six quarters of photographs already published you are in an unusually good position to sanity-check it.
How does Terengganu compare with Kelantan for a foreign buyer?
This is the comparison worth making, because the two states are neighbours, EXSIM is building in both, and the published rules are not the same.
Terengganu is unambiguous. The Bar Council table records RM1,000,000, which matches the federal guideline. Nothing to reconcile. Agriculture land is not permitted. No levy is recorded.
Kelantan is not. The same table records RM500,000 for Kelantan — half the federal guideline — while current practitioner guides state RM1,000,000. Three positions, no reconciliation available in public.
The counter-intuitive conclusion: the state with the higher, clearer threshold is the easier one to advise on, even though it excludes more buyers. Certainty is worth something. I have written up the Kelantan project separately and set out all three figures there.
What taxes and financing costs apply to a non-Malaysian?
Read this together with the eligibility answer above, because on the published areas the question may not arise at all.
Stamp duty on transfer: a flat 8% has applied to non-citizens on residential property since 1 January 2026, with service apartments and SOHO named expressly in the legislation. A 759-unit serviced apartment development is squarely in that description.
Real property gains tax on exit: 30% for a disposal in years one to five and 10% from year six onwards, with no zero band at any holding period. The Bar Council circular records a retention sum of 7% of the disposal price at the point of sale.
Financing: foreign buyers in Malaysia typically obtain 60% to 70% margin. In Kuala Terengganu, where the secondary market for high-rise stock is thin, expect a conservative valuation rather than a generous one, and budget the consent application and legal fees separately.
Malaysian buyer? The whole 759-unit schedule is open to you
Tell me the layout family you want and which side of the building you would rather face, and I will send the live price list, the unit mix per type and the completion period stated in the sale and purchase agreement. If you are not a Malaysian citizen, start instead with the Terengganu land office — on the published areas, the RM1,000,000 floor is very likely to close this project to you, and I would rather tell you that now than after a deposit.

The unit mix, the permitted price and how far up it is
None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.
Read from teduh.kpkt.gov.my on 2026-10-17, project code 30914-1. Re-read weekly.
What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
How does that compare? Every development on this site, grouped by register status — cancelled, abandoned and behind schedule first.
