The Malaysian Parliament passed five federal bills in July 2024 designating Pulau Satu as the country’s fifth duty-free island – and the first that visitors can drive onto without a ferry. Nigella Park’s land parcel is on that island. Alcohol, chocolate, cosmetics and perfume are among the gazetted categories.

Forest City states 2 km from Singapore across the Tebrau Strait in a straight line. Road access is via the Tuas Second Link – about 40 minutes to Singapore’s CBD and about 60 minutes to Changi. Johor Bahru city centre is about 30 minutes by car.

Forest City International School, a CATS Global Schools campus running kindergarten to high school, sits about 1.3 km from Nigella Park’s parcel. For families this is a far more concrete argument than the golf one.

The golf is 9.4 km away – I am saying it out loud

Listing sites describe Nigella Park as bordering Forest City Golf Resort with fairway access. The registered coordinates put 9.4 km between them, and the resort is on the mainland while Nigella Park is on a reclaimed island. The golf is real and it is very good. It is just not next door.

The Special Financial Zone

Forest City was designated a Special Financial Zone in August 2023 and its incentives were announced in September 2024. It is the financial-services component of the Johor-Singapore Special Economic Zone, whose bilateral agreement was signed in January 2025. Six family offices had been approved as at the developer’s April 2026 update, holding a combined RM400 million; the government target is RM2 billion by end-2026.

Both sides belong here. The islands were reclaimed over an Environmentally Sensitive Area covering the Tanjung Kupang seagrass meadow and the Ramsar-listed Pulai River mangroves; reclamation began in January 2014 without the required detailed environmental impact assessment, a stop-work order followed in June 2014, and the 2015 assessment cut the footprint from 1,600 hectares to under 405 and stated the seagrass ecosystem would be heavily impacted. Since then the developer reports 9 km of mangrove restoration, 250 hectares of seagrass preservation and a decade-long monitoring programme with Universiti Putra Malaysia. Both of those things are true at the same time.

How the name was found, and why the match holds

Jintan is the Malay word for nigella — the marketing name translated, not transliterated. That alone would be suggestive; two harder fields make it a match. The register’s coordinate sits 33 metres from the location this site had verified, and the licence is held by Country Garden Pacificview Sdn Bhd, the developer this page names.

The permitted band goes to RM20.16 million

RM2,807,000 to RM20,160,000 across 132 units of 6,868 to 10,107 sq ft. These are the largest built-up areas of any development on this site, and the price band is the widest.

It also settles the foreign-buyer position without ambiguity: the entire band sits far above Johor’s RM2,000,000 minimum for a non-citizen buying landed property. Price is not the obstacle here — state consent still is, and it is granted per transaction, not per development.

On a completed landed scheme inside a large masterplan, the questions that decide value are not on any register: individual title status, the quit rent and assessment on your specific lot, the management levy for the wider development, and — on this particular island — how much of the masterplan around you is actually built and occupied. Ask for the last two years of management accounts for the estate, not just for your street.

About Country Garden Pacificview Sdn Bhd

Country Garden Pacificview Sdn Bhd (company no. 201301014505 / 1044344-D) is the master developer of Forest City. It is a joint venture: Country Garden Holdings of Guangdong holds 60%, and Esplanade Danga 88 Sdn Bhd, an associate of the Johor state investment arm Kumpulan Prasarana Rakyat Johor, holds 40%.

The master plan covers a planned 30 sq km, of which the developer says about 13 sq km is currently planned out: roughly 3 sq km of reclaimed land on Island 1, a 2 sq km industrialised building system plant, and an 8 sq km golf resort. Urban design was done with Sasaki.

The honest part sits further down this page, in the FAQ. Country Garden’s Chinese parent defaulted on offshore bonds in 2023 and completed a US$17.7 billion offshore restructuring at the end of 2025. Forest City itself carried a ghost-city reputation for years. Read those answers before you commit to anything here.

Is Forest City Nigella Park really on the golf course?

No. This is the single most repeated claim about Nigella Park and it does not survive a map check.

Nigella Park’s registered land parcel is at 1.3403284, 103.5988735, on Pulau Satu – a reclaimed island. Forest City Golf Resort’s registered point is at 1.4111149, 103.5528039, on the Johor mainland. That is 9.4 kilometres apart in a straight line, with water and a highway in between.

You will see it marketed as luxury golf condominiums with premium fairway access. The golf resort is genuinely excellent and it is part of the same township, so residents can play there. But if you are buying for a fairway view from your balcony, this is the wrong building, and I would rather tell you now than after you have flown in.

Is Nigella Park on the duty-free island?

Yes. Nigella Park is on Pulau Satu, also called Island 1.

In July 2024 the Malaysian Parliament passed five federal bills designating Pulau Satu as Malaysia’s fifth duty-free island – and the first that can be entered directly by vehicle, without a ferry crossing. Gazetted duty-free categories include alcoholic beverages, chocolate and confectionery, cosmetics and perfumes, with import duty, excise duty and sales tax exempted.

Two practical caveats. Per-passenger allowances for carrying goods back into mainland Malaysia or into Singapore are set by the respective customs authorities and are enforced – check them before you buy anything. And duty-free status is a retail and tourism benefit; it is not a property tax benefit.

How many units are there at Nigella Park, and what are the layout sizes?

Country Garden Pacificview does not publish a project page, a unit count or a layout schedule for Nigella Park on any of its live official channels. I have checked forestcitysfz.com, fcgolfresort.com and its 2026 press releases, and the data is not there.

Listing portals and agent sites quote two collections and a set of square footages in the 3,000 to 4,500 sq ft range. Those figures may well be right. But they trace back to marketing material rather than to the developer, and this site has a rule: if I cannot source a number to the developer, a government gazette or a filed document, it does not go on the page as a fact.

What I do instead. For the specific unit you are considering I get the built-up, bedroom and bathroom count and the layout drawing from the developer’s own price list, and before you sign, your conveyancing lawyer confirms the area against the strata title and the sale and purchase agreement. Message me and I will pull it.

Is Nigella Park freehold, and can foreigners buy?

Forest City’s own 2026 buyer guidance states that the majority of residential units at Forest City are held on freehold tenure – and in the same document tells buyers not to treat marketing material as a substitute for a title search. I am repeating both halves of that, because the second half is the part agents leave out.

Foreigners can buy. Johor’s general minimum purchase price for non-citizens is RM1,000,000, with state consent required. The Forest City SFZ MM2H route starts at RM500,000, but strictly for a unit bought directly from the developer – sub-sale does not qualify – with a fixed deposit of US$65,000 for ages 21 to 49 or US$32,000 for 50 and over, a 10-year renewable visa, purchase to be completed within 90 days of the approval letter, and a 10-year restriction on selling the property.

Costs to budget: the flat 8% stamp duty on transfer that has applied to foreign buyers since 1 January 2026, the Johor foreign buyer levy of 3% of price or RM30,000 whichever is higher since 1 July 2025, and against those the SFZ 50% stamp duty remission if your unit qualifies. The remission needs the unit to have been completed before 1 September 2024 and the agreement signed between 1 September 2024 and 31 December 2034, direct from the developer.

Have a licensed MM2H agent confirm the visa terms and a Malaysian conveyancing lawyer confirm the title and the tax treatment. Do not take either from me or from any agent without documents.

Forest City was called a ghost city. What is the honest position in 2026?

The label was earned, and the picture has changed. Here are both, with sources, so you can weigh them yourself.

What happened. Sales were aimed at mainland Chinese buyers and collapsed after Beijing tightened capital controls; by the end of 2019 about 15,000 units had been sold against a 700,000 population target, and reporting put residents in the hundreds. Then came the 2018 policy change in Malaysia, the pandemic and closed borders. International outlets filmed empty towers between 2020 and 2022. In June 2023 the long-term resident population was reported at 8,000 to 9,000.

What the developer says now. Forest City’s April 2026 release reports 26,000 completed units, around 80% sold, close to 20,000 residents from more than 20 nationalities, office asking rents up from RM1.50 to RM5.50 per sq ft, 59% occupancy on the first 50,000 sq ft of office space, and about 4 million coastal visitors in 2025. Read it critically: the same release also says ‘more than 15,000 residents’ in a caption, so the developer’s own figures are not internally consistent, and all of it is self-reported company data – the release itself carries a note telling editors to reconfirm the numbers.

What that means for a Nigella Park buyer. Around 80% sold with roughly 20,000 residents across 26,000 units implies a sizeable gap between units sold and units lived in. In practice: expect a thin resale market with few comparable transactions, expect a long selling period if you need to exit, and expect rental demand to be shallow for large units. The policy changes since 2024 are real and they are the reason the trend has turned – they are not a guarantee that it continues.

My honest position: this is defensible as a lifestyle or residency purchase where you have seen the building and understand what you are joining. It is hard to defend as a liquidity play.

Country Garden’s parent had a debt crisis. Does that reach Nigella Park?

Yes, but at the maintenance end rather than the construction end.

The record. Country Garden Holdings missed offshore bond payments in August 2023 and was declared in default in October 2023. Its US$17.7 billion offshore restructuring was sanctioned by the Hong Kong High Court on 4 December 2025 and became effective on 30 December 2025, achieving roughly US$12 billion of deleveraging. The Malaysian entity, Country Garden Pacificview Sdn Bhd, is a separate company and is 40% owned by an associate of the Johor state investment arm.

Nigella Park is a completed building, so you are not exposed to a half-built tower. What you are exposed to is the long tail: how well the management corporation is funded, whether the master developer keeps maintaining the island’s shared infrastructure – the coastline, the roads, the landscaping, the shuttle buses – and how quickly defects get rectified in a township with a distressed parent group.

The practical due diligence is unglamorous and it works. Visit on a weekday and again at night. Ask for two years of management accounts and the sinking fund balance. Ask what the collection rate on maintenance charges is – in a development with high vacancy, that number is the single best predictor of whether standards hold. Walk the common areas, the lift lobbies and the car park before you decide.

What about the environmental controversy over the reclamation?

It is a real part of this project’s record and it belongs on a page that asks you to spend money here.

The islands were built on an area protected as an Environmentally Sensitive Area Rank 1, covering the Tanjung Kupang intertidal seagrass meadow – the largest of its kind in Malaysia – and the Pulai River mangrove reserve, a Ramsar-listed wetland of international importance. Reclamation began in January 2014 before the legally required detailed environmental impact assessment had been issued. A stop-work order followed in June 2014. The assessment was issued in January 2015 with 81 directives, cut the footprint from 1,600 hectares to under 405, and stated that the seagrass ecosystem had been split in two and would be heavily impacted. Local fishing communities at Kampung Tanjung Kupang reported reduced catches.

What has happened since, on the developer’s own reporting: 9 km of mangrove restoration along the Johor coastline, 250 hectares of seagrass habitat preservation, more than RM140 million directed to environmental initiatives, and a long-term monitoring and assisted-recovery programme with Universiti Putra Malaysia at Merambong Shoal, where recorded seagrass species have risen from 8 to 12 and more than 100 marine species have been documented including dugongs and seahorses.

I am not going to resolve that for you. It is a genuine restoration effort on top of a genuine loss. If the environmental history is a problem for you, it should be – and you should know it before you buy, not after.

Can I rent out a Nigella Park unit, and what is realistic?

You can rent it out – the SFZ MM2H rules explicitly allow it, and approved holders are not required to live in the property they buy. Whether you should underwrite the purchase on rent is a different question.

The honest constraints. Forest City is a township with roughly 20,000 residents spread across 26,000 completed units, so the local tenant pool is small relative to supply. Large units compete for an even smaller slice of that pool. The tenant profile is mostly expatriate families tied to the international school, cross-border workers using the Second Link, and short-stay visitors around golf and events – 4 million coastal visitors and over 100,000 golfers in 2025 support short-stay demand, but short-stay is an operating business, not passive income.

The commercial side has moved: office asking rents rose from RM1.50 to RM5.50 per sq ft and the first 50,000 sq ft of office space reached 59% occupancy on the developer’s April 2026 figures. That is a genuine signal for the SFZ thesis. It is not yet proof of deep residential rental demand.

If you want, message me and I will send you actual current asking rents and the listing-duration picture for comparable Forest City stock rather than a yield estimate. A yield number with no transaction behind it is worth nothing.

What is the price, the maintenance charge, and what is available?

Country Garden Pacificview does not publish a price list or a maintenance rate for Nigella Park publicly, and Forest City’s own 2026 buyer guidance says plainly that pricing should be confirmed with recent listings and with the developer’s sales gallery rather than taken from any guide.

So I am not putting a number here. The figures on portals for this building range widely and I cannot trace any of them to the developer.

What I will do: get you the current developer price list and available stock, the maintenance charge per square foot and the sinking fund contribution, the built-up on the specific unit, and a written note on whether that unit qualifies for the SFZ 50% stamp duty remission and the SFZ MM2H route.
