Bandar Saujana Utama, Sungai Buloh, Daerah KUALA SELANGOR, Selangor. 96 units of Rumah Teres 2 Tingkat — double-storey terrace — 4 bedrooms and 3 bathrooms on both filed components, sold on Schedule G under the Housing Development Act, with an advertising and sales permit whose own product tail is -(L) for LANDED. Leasehold, 99 years, expiring 18/12/2115, with a filed Sekatan Kepentingan in force and Maybank Islamic as the registered chargee. THE FIRST THING THAT MATTERS, and it is a diary note rather than a defect: the advertising and sales permit 14533-4/04-2027/0335(A)-(L) runs to 29 April 2027 — but the developer licence 14533/12-2026/1440(A) expires on 15 December 2026, four and a half months EARLIER. A permit is not a licence. The licence has to be renewed for the permit to mean anything after that date, and nobody else publishes the two dates side by side. THE SECOND: the register’s delivery-extension field reads Tidak. There is no approved extension on this registration, so the governing vacant possession date is still the original one — 22 September 2027, twenty-four months from a first sale and purchase agreement of 22 September 2025. In a series of pages where that field has read Ya again and again, this one reads Tidak, and that is worth saying out loud. THE THIRD: the filed price range and the register’s price range MATCH TO THE RINGGIT on all four endpoints — RM802,200 and RM1,073,100 across the 83-unit component, RM850,800 and RM864,900 across the 13-unit component. No splice, no stale panel, no disagreement to explain. Credit it. And a portal’s Starting from RM802,200 equals the filed minimum exactly, to the ringgit. THE FOURTH: three built-up systems that do not reconcile. The filed advertisement and the developer’s own microsite agree exactly on 1,877 sq ft for Type A on a 22' x 70' lot; a portal says 1,872 and 2,044; the register files 153 and 163 square metres, which match neither the filed built-up nor the nominal lot areas. This page prints all three and resolves none of them. THE FIFTH, and it is the one a buyer here will already have in mind: in January 2025 a catchment pond burst and flooded close to 200 homes in a neighbouring taman, and the developer published a statement that the pond lies outside its development area. No independent investigation outcome is published anywhere this research could reach. This page says so rather than selling a lake park in silence.

Serai 2 is KPKT registration 14533-4, and the register code is part of the answer. Licence serial 14533 carries five registered projects, three of them live, and the neighbouring SERAI @SBCR registration is a different registration with its own permit, its own unit count, its own filed range and its own delivery date. Nothing from it is reproduced on this page. Where the filed advertisement and the register disagree, the row below says which document says what.

Six things about Serai 2 that are true, filed, and not on any other page
Each of these comes from a named document. Where two documents disagree, both are printed and neither is adjudicated — that is the point of the page, not a gap in it.
The licence expires before the permit does
The advertising and sales permit 14533-4/04-2027/0335(A)-(L) runs to 29 April 2027. The developer licence 14533/12-2026/1440(A) expires on 15 December 2026 — four and a half months earlier. Neither document is lapsed today, and a renewal is routine. But a permit is not a licence, and this page will not let the permit date read as if the licence ran that long. It is a dated statement: re-check both on the KPKT register on the day you act.
No delivery extension — the field reads Tidak
The register’s pindaanTempohSerahKosong is the single most useful field on a Malaysian housing record, and on page after page in this series it has read Ya. Here it reads Tidak. There is no approved extension, no revised date and nothing being quietly moved: twenty-four months from a first agreement of 22 September 2025 gives vacant possession on 22 September 2027, and that is the date that binds. Progress stood at 56.15% and 52.31% on the two filed components, Lancar on both, with no Lewat flag.
The filed band and the register band agree to the ringgit
Four endpoints, two documents, no difference at all: RM802,200 / RM1,073,100 on the 83-unit component and RM850,800 / RM864,900 on the 13-unit component, identical in the developer’s filed advertisement and in the KPKT register. A portal’s Starting from RM802,200 equals the filed minimum exactly, with no asterisk and no conditions attached to it. On a page series built to find spliced and stale price panels, this one is clean, and the developer should get the credit for it.
Three built-up systems, and they do not reconcile
The filed advertisement and the developer’s own microsite both give Type A as 1,877 sq ft on a 22' x 70' lot — two surfaces, one of them the statutory filing, identical to the square foot. A portal gives 1,872 and 2,044. The register files 153 and 163 square metres. 153 m² is 1,647 sq ft, two hundred and thirty square feet smaller than the filed built-up for the very type described on the very same lot — and it is not the lot area either, because 22' x 70' is 1,540 sq ft, or 143.1 m². The portal’s project-level 1,647 sq ft is simply the register’s 153 m² converted, so it is not an independent third source. This page publishes the filed figure, prints the others, and says what nobody has established: what the register’s keluasan is actually measuring.
A pond burst nearby in January 2025, and the page says so
On 3–4 January 2025 a catchment pond burst and flooded close to 200 households in the Sungai Buloh area. The developer published a statement — three times on its own site — that the incident had nothing to do with its Bandar Saujana Utama development, and that the pond lies in a neighbouring taman outside its development area. No authority is named in that statement and no independent investigation outcome is published anywhere this research could reach. This page asserts no blame in either direction. It carries the item because this precinct is marketed on a lake park and a 2.5-acre retention pond, and a page that publishes those and says nothing about this is not being straight with the reader.
The low density is a planning limit, not a design virtue — and the developer says so himself
Glomac’s Chief Operating Officer (Operations), Zulkifly Garib, is on the record: “Infrastructure here does not support high-rise developments”, adding that high-rise is not permitted here under the zoning. That is a developer explaining a constraint instead of selling it, and it is a better answer than any density figure — which is just as well, because Serai 2’s own site area is not published and its density therefore cannot be computed. The published 7.5 units per acre is a whole-precinct net figure spanning four phases, two third-party-owned commercial plots and two unbuilt parcels. It is not this project’s density and this page does not print it as one.
Project DNA — 14533-4 read against its own documents
Serai 2 sits inside a four-phase precinct inside a 1,200-acre township launched in 1997. Only one of those three scales is a KPKT registration, and this page is about that one. Everything below is either filed, published and attributed, or marked as not published at all.
Rumah Teres 2 TingkatJadual Gindividual title, land and buildingTidakdelivery extension — there is noneFacilities — and the honest position, which is that none of them is filed to this registration
There is NO filed facilities schedule and NO assignment of any facility to 14533-4, because this is a landed terrace scheme with no common building. Everything below is PRECINCT or TOWNSHIP infrastructure, and the column headings say which. The developer publishes a graphic site plan and feature icons, not a text schedule, and nothing is marked “space only” by any source.
The 6.6-acre central park and lake
- Central park and lake park, 6.6 acres — named by four surfaces: both Glomac articles, a portal and the microsite
- Multipurpose court
- Jogging track
- Bicycle track
- Children’s playground
- Reflexology area
- Open lawn for picnics
- Gazebo viewing deck
- The microsite says the green node and lake are “within walking distance” — and publishes no figure. This page publishes none either.
- Who maintains it after the CCC, and at what cost to residents, is NOT PUBLISHED by anyone.
Drainage and the retention pond
- A 2.5-acre retention pond inside the precinct — named by ONE Glomac article and by no other source
- “Perimeter green lungs” — microsite only, as a bare phrase
- “Over 30% of the site is green space” — ONE Glomac article, and it has no primary support. 6.6 acres of park plus 2.5 acres of pond is 9.1 acres of about 64, which is 14.2% — this page’s own arithmetic. To reach 30% the figure must be counting road reserves, buffers and setbacks, which no source states, and no filed layout plan is published to check it.
- See the January 2025 pond-burst item below — it belongs beside this column, not buried.
Township amenity
- SU Mall Commercial Centre — the township’s existing mall, named by the microsite as a township amenity with no distance given
- A matured township — and this claim IS supported: Bandar Saujana Utama launched in 1997, Glomac states it is about 90% developed, and about 60 of an original 1,200 acres remain. A 29-year-old township.
- Schools, supermarkets and medical centres are named generically, with no names and no distances, in one Glomac article
In-unit, as the developer describes it
- Open-plan ground floor
- High ceilings
- Private backyard
- Integrated home office
- “Flexibility for future extensions”
- “Full driveway” on Type A — a marketing phrase, not a filed bay count
- A 13-ft backyard is published for the NEIGHBOURING registration’s houses, not for these, and is not carried here.
“Smart security” — refused as a feature, printed as a phrase
- The microsite carries the two words “smart security” and nothing else.
- No source says what it is. No source says who installs it, whether the scheme is gated and guarded, who builds a guardhouse, or who pays to run it after the CCC.
- This matters twice over. It is material to every buyer’s running cost, and it is material to the foreign-buyer question, because the one published Selangor condition that could open a landed scheme at all requires it to be gated and guarded — and even that condition is unevidenced here.
- So this page does not list “smart security” as a facility. It records it as the developer’s unexplained phrase and tells you to ask for the specification.
What is NOT inside this registration
- No office suites, no SOHO, no strata parcel and no commercial parcel. All 96 units are HDA residential on one
Jadual Gregistration. - The precinct’s two commercial plots —
Chendana 1at 0.6 acre andChendana 2at 3 acres — are OUTSIDE this registration and were sold to individual buyers. Whatever gets built on them is not the developer’s commitment and not a Serai 2 facility. - The precinct’s affordable apartments are real but UNREGISTERED. They are counted inside the precinct total, on two reserved parcels, and a portal records that “details will be announced later”. Licence
14533carries five registrations and ALL FIVE areRumah Teres— so nothing is registered, licensed or filed for them. They are a future neighbour on a registration that does not yet exist, not a Serai 2 component, and this page does not describe them as built or approved. - Serai 2 itself carries no affordable row, no
Harga Mampu Milikrow and no controlled price. Both filed components areRumah Teres, 4 bed / 3 bath, banded above RM800,000. The Selangor controlled-price list was read and holds no row for this project, this township or this licensee — and because that list carries only stock open for application, absence from it is not by itself a negative; it is decisive only alongside the register and the filing, which is how it is used here.
The clock, from the land to the keys — every date from a named document
Elmina Equestrian Centre (Malaysia) Sdn Bhd, is incorporated — from the filed advertisement, which is the only document that prints its registration number14533-1 and 14533-2, both named Sungai Buloh Country Resort, both 33 units of Rumah Teres 2 tingkat. -1 carries permitNo: “-” and Permit Telah Dibatalkan at 5.00% built. Whether -1 is a cancelled earlier attempt at the same 33 houses or a separate sub-phase is NOT ESTABLISHED — and the 33/33 coincidence is recorded here so that nobody adds them to 66.14533/12-2026/1440(A) issued — register and filed advertisement agreeBIL(24)DLM.MPKS200.11/280/4/13/2024-01 approved by MAJLIS PERBANDARAN KUALA SELANGOR14533-2 reaches Siap Dengan CCC — the only completed registration on this licence14533-4/04-2027/0335(A)-(L) takes effect — and this number exists ONLY in the register, because the filed advertisement prints a literal XXXXXXXXX placeholderJadual G sale and purchase agreement — the date the 24-month delivery clock starts56.15% / 52.31%, Lancar, no CCC, no vacant possession.14533/12-2026/1440(A) EXPIRES. Read this section as a disagreement, not as a specification. The filed advertisement prints a built-up for ONE type only. The developer’s own microsite agrees with it exactly on that one type and publishes nothing at all for the other. A portal publishes two different figures. The register publishes two square-metre figures that match neither the filed built-up nor the nominal lot areas. The document that would settle it is the Third Schedule of your own Schedule G agreement, which states the built-up and the land area per lot as contracted.
Type A — Jenis A, the one type the filing describes
This is the strongest built-up figure on the project. The filed advertisement’s keluasan lantai gives 1,877 kps on a 22' x 70' lot, and the developer’s own microsite gives 1,877 sq ft on the same lot dimensions — two surfaces, one of them the statutory filing, identical to the square foot. A portal gives 1,872 Sqft, five square feet off; that is a rounding or transcription difference, not a different house. The register, meanwhile, files 153 square metres for the 83-unit component, which is 1,647 sq ft — two hundred and thirty square feet SMALLER than the filed built-up for this very type on this very lot. The microsite describes a “full driveway”; no source publishes a car-park bay count.
Type B — the real gap in the record
The filed advertisement prints no built-up for any type except Jenis A. The developer’s own microsite lists Serai 2 Type B but publishes no size and no lot dimension for it. A portal publishes 2,044 Sqft. And the bedroom count is contradicted: the microsite says Type B has 3 bedrooms, while the portal says 4 and the register says 4 for all 96 units. Two against one — but the register’s figure is a per-project summary field, not a per-type statement, so it is not proof per type and this page does not treat it as one. The second filed lot dimension, 24' x 70', is printed in the filed advertisement unattached to any type, and the register’s second component carries 163 square metres, which is 1,754.9 sq ft (this page’s conversion) and matches no published figure at all.
What the register’s keluasan actually measures — LEFT UNRESOLVED
Here is the arithmetic, and it is this page’s own. 153 m² = 1,647 sq ft and 163 m² = 1,754.9 sq ft. The nominal lots are 22' x 70' = 1,540 sq ft = 143.1 m² and 24' x 70' = 1,680 sq ft = 156.1 m². Neither 153 nor 163 is either of those, and neither is the filed built-up of 1,877 sq ft. What DOES line up is the split: the filing prices 83 units in one band and 13 in another and prints exactly two lot sizes; the register splits 83 at 153 and 13 at 163. So the smaller register figure attaches to the smaller lot, which is at least consistent with keluasan being a land area measured to title rather than a built-up — and that is as far as the evidence goes. This page will not publish 1,647 sq ft as Serai 2’s built-up, will not publish 153 m² as its land area, and says plainly that two filed documents disagree. One more thing worth knowing: the portal’s project-level 1,647 sqft built up area IS the register’s 153 m² converted. Treating the two as independent sources would be counting one number twice.
Lot sizes, as filed — and the one thing they cannot tell you
The filed advertisement’s keluasan tanah gives the two lot dimensions and nothing more. A TOTAL SITE AREA for 14533-4 is not printed by any source at all — not the filing, not the register, not the microsite, not the portal. That is why no density figure appears anywhere on this page. The published 7.5 units per acre works out as a net, whole-precinct figure — 374 units across about 64 acres is 5.84 per acre gross, and taking out the park, the pond and the commercial plots gives 7.29 per acre (both this page’s arithmetic). It spans four phases, two third-party-owned commercial plots and two unbuilt parcels. It is not Serai 2’s density, and Serai 2’s density is not computable from anything published.
No figure in this section is estimated. Every square-foot and square-metre value is either reproduced from a named document or is an arithmetic conversion labelled as this page’s own. Serai 2 carries NO imagery on this page, deliberately: no verifiable photograph, rendering or floor plan of this phase is published by any source, and an uncaptioned or wrongly-captioned image is worse than no image. The developer’s floor-plan files for the two neighbouring registrations sit in ONE directory distinguished by a single filename token, which is exactly the kind of place a wrong plan, a wrong built-up and a wrong lot size get borrowed from. IQI Atlas is the route in when the pack is to hand, and nothing on this page needs to change when the images arrive.
Why there are no renders on this page
No images from the developer’s marketing are reproduced here. A render is drawn to sell. It is not something the developer is contractually bound to build, and there is nothing in it you can check against a document.
Ask for these three in writing instead: the approved building plan, the unit layout with its stated built-up area, and the specification schedule attached to the sale and purchase agreement. Those bind the developer. A render does not.
Serai 2, Bandar Saujana Utama, Sungai Buloh, Daerah Kuala Selangor, Selangor
NOT ONE SOURCE PUBLISHES A SINGLE DISTANCE OR DRIVE TIME FOR SERAI 2. Not the filed advertisement, not the KPKT register, not the developer’s microsite, not the portal’s project page, not the portal’s own news article, not either Glomac article and not the press release. So this page publishes no distance either, and it does not estimate one. What IS published is non-numeric proximity language, and it is reproduced below exactly as it was written.
THE COORDINATES DISAGREE, AND THIS PAGE DOES NOT PICK ONE. The KPKT register gives 3.203100 / 101.492000 for Serai 2 — identical, to six decimal places, to the two other live registrations on this licence, which makes it plainly a precinct centroid repeated across records rather than three surveyed positions. A portal’s map link gives 3.20004866805957 / 101.476966929276, which sits within about thirty metres of the two older Sungai Buloh Country Resort registrations from 2016–2024. The two pairs are roughly 1.7 km apart on the longitude. Neither can be dismissed, no filed lot or PT number exists to settle it, and this page therefore puts no precise pin on the project. The same portal also places the project “near Jalan Anggerik 3/5”, a Bandar Saujana Utama street.

What NOBODY publishes — and a buyer will ask about every one
- The nearest rail station. No Serai surface names one. This page deliberately does not name one either, because portals in this region routinely contradict their own project pages and collapse several stations into one. If rail matters to you, treat it as a locality question to be answered on the ground, not as a Serai 2 distance.

projek.daerah: Kuala Selangoron all five registrations under this licence, withlokasi: Kuala Selangor, Selangor. - Step 4, the zone. Daerah Kuala Selangor is ZONE 2, and the verified residential foreign-buyer floor for Zone 2 is RM2,000,000.
- Why it mattered. The postcode is
47000 Sungai Bulohand every marketing surface says Sungai Buloh — but “Sungai Buloh” spans three districts: Kuala Selangor under MPKS, Petaling under MBSA, and Gombak under MPS. Zone 1 and Zone 2 happen to share the RM2,000,000 floor, so an assumption of Petaling would have printed the RIGHT NUMBER FOR THE WRONG REASON — and Zone 3, at RM1,000,000, is one district away in the same postal belt. - Mukim: NOT FILED, and this page does not infer one onto the filing. Mukim Ijok is what this research has established for the Kuala Selangor portion of this belt, and the Selangor controlled-price list files every Kuala Selangor row under
IJOK. That makes Mukim Ijok a reasonable expectation and nothing more. The document that would close it is the land title or the MPKS plan file.
SBCR or Bandar Saujana Utama? — both, at two scales
SBCRisSungai Buloh Country Resort, confirmed three ways: a portal describes the neighbouring registration as located in the Sungai Buloh Country Resort; the licensee’s own registered business address isJalan Seroja 1/6, Sungai Buloh Country Resort, 47000; and the microsite’s sales gallery sits on the same street. The licensee is itself named after the resort’s former equestrian centre.- Bandar Saujana Utama is the 1,200-acre township the precinct sits inside, and Glomac’s own two headlines place the whole Serai precinct in it.
- So SBCR is the immediate locality and the former land holding; Bandar Saujana Utama is the township. They describe the same place at two scales, and this page says which is which.
- One portal is the only surface that splits them inconsistently, filing the neighbouring registration under “SBCR” and this one under “Bandar Saujana Utama”.
- Neither
Saujana UtamanorSBCRhas an established Chinese rendering on this site in any script, so the Chinese version of this page carries both names in Latin and says why.
January 2025 — the pond burst, and what is and is not established
- On 3–4 January 2025 a retention or catchment pond burst and flooded homes in the Sungai Buloh area. The Chinese-language report the developer republishes puts it at close to 200 households.
- The developer published a public statement — three times on its own site — that the incident had nothing to do with its Bandar Saujana Utama development, stating that it occurred in the neighbouring
Taman Sri Alamand that the pond, the Sri Alam Garden catchment pond, is not inside its development area. - No authority is named in that statement, and no independent finding is quoted in it.
- No independent investigation outcome is published anywhere this research could reach.
- Why it is on this page. The Serai precinct contains its own 2.5-acre retention pond and is marketed on a 6.6-acre lake park. A buyer in this specific locality will have seen the January 2025 coverage. Publishing the lake and the pond as amenities and saying nothing about this would not be straight with the reader.
- This page asserts no blame in either direction. It records what happened, where the developer says it happened, and that nobody publishes an outcome. Ask for the approved drainage and retention-pond plan for this precinct, and walk the drainage on site.
Every proximity statement above is reproduced as its source wrote it, and no figure has been added to any of them. Adjacency is not a distance: where a source names a road, a university or a hospital without a number, this page names it without a number too. Nothing on this page is a measured distance, because nobody publishes one.
KPKT register and the filed advertisement — SERAI 2, code 14533-4
Two documents, read separately and diffed. The KPKT TEDUH register record for 14533-4, and the developer’s own filed BUTIR-BUTIR IKLAN advertisement particulars. Where they disagree, the rows and the notes below say which document says what and leave the disagreement standing. The filed advertisement’s URL is in the ministry’s temporary form, which resolves today but is not a durable link, so this page does not offer it as a permanent reference — search the register by the code instead.

The filed statutory Unit Selling Price range above is the legally filed advertisement particulars range for register code 14533-4, and the KPKT register prints the same four endpoints to the ringgit. It is not a price list, not a quotation and not an offer, and it is not what any particular lot will cost. The only documents that state a real contract price are the developer’s price list and your own Jadual G sale and purchase agreement at the sales gallery. Read 21 October 2026.
Every value in this table is reproduced from either the KPKT TEDUH register record for 14533-4 or the developer’s own filed advertisement, and the column notes say which. Nothing in it is inferred, averaged or estimated. The register and the filing were read on 21 October 2026, and the licence row is a dated statement: it expires on 15 December 2026.
The permit, the licence, and the two dates to put in a diary
The advertising and sales permit is live and the developer licence is current — but they do not expire together, and the order matters. The advertising and sales permit 14533-4/04-2027/0335(A)-(L) runs from 30 April 2025 to 29 April 2027, so it had about 190 days left when this page was written. The developer licence 14533/12-2026/1440(A) runs from 16 December 2023 to 15 December 2026 — fifty-five days after this page was written, and four and a half months BEFORE the permit expires. A renewal is the normal course and nothing here suggests otherwise; statusPemaju reads Aktif and mempunyaiKesalahan reads null, so no offence is flagged against the licensee. But a permit is not a licence, and this page will not let the longer date read as though it covered both. So: two diary notes. 15 December 2026 — re-check the licence on the KPKT register before relying on any statutory row on this page. 29 April 2027 — the permit expires, and at that point this project stops being a current advertised launch whatever else is true of it. And one more thing worth knowing about the permit: it exists on this page only because the register prints it. The developer’s own filed advertisement files the permit number as the literal placeholder XXXXXXXXX and its validity as XXXX hingga XXXX. From the filing alone, nobody could tell you whether this project’s permit was live, expired or never issued. The register rescues it, and that is why every permit statement on this page is attributed to the register and not to the brochure.
The (A) and (N) suffixes — printed, and left unadjudicated
The register gives this one permit two different suffixes, and this page publishes the contradiction rather than choosing a story. The live project field projek.permitNo reads 14533-4/04-2027/0335(A)-(L), and that is the form this page publishes, because the register’s own project field is the authority. But the record’s sole permit-history row reads 14533-4/04-2027/0335(N)-(L) — same number, same 30 April 2025 to 29 April 2027 window — and that row’s own status reads Aktif, which inverts the usual reading that an (N) suffix means inactive. It is not a one-off: the same inversion appears on another live registration under this licence, so it looks like a register-wide pattern rather than a data error in this one record. What this page cannot tell you, and does not pretend to: which suffix a developer surface would print. No developer surface prints an advertising permit at all. The microsite has no statutory block, no terms page and no disclaimer, and the group site’s content management system holds only five pages, none of them a statutory or project page. So the register is the only publisher of this permit, and the register disagrees with itself about one character of it.
Foreign buyers — the answer is NO, and it is NO on two independent grounds
Answer the price question and the title question separately, because they fail separately here, and either one on its own is decisive. LEG ONE, PRICE. Serai 2 sits in Daerah Kuala Selangor, which is Zone 2, and the verified residential foreign-buyer price floor for Zone 2 is RM2,000,000. Serai 2’s filed statutory MAXIMUM is RM1,073,100 — 53.7% of the floor, and RM926,900 short of it on the dearest unit (this page’s arithmetic from the filed figures). Not one of the 96 units comes within half a million ringgit of the threshold: 0 of 96 clear it, and no source anywhere says so. This is not a near-miss and there is nothing to check unit by unit. LEG TWO, TITLE, and it bars foreign purchase regardless of price. This is a Schedule G scheme — sale of land and building — the permit tail is -(L) for landed, and both the developer and the portal describe it in words as an “individual-titled residential development”. Under the Selangor land administration circular of 2014, individual-title landed property is NOT open to foreign buyers in Selangor at all; only strata and landed-strata schemes are, and the published additional condition for those is that the scheme be gated and guarded — and “smart security” is all any Serai source says about that, so even that condition is unevidenced here. One point a buyer should hear from his own agent: the guide published by this agency’s own group omits the title restriction entirely and gives only the price threshold. This page does not. For context and for completeness: the Federal Territory of Kuala Lumpur floor is RM1,000,000 with federal consent, so a Selangor project is held to double the Kuala Lumpur figure; Zone 3, which is Hulu Selangor, is RM1,000,000 and is one district away in the same postal belt; and the RM1,500,000 window under the 2020 Selangor circular has EXPIRED and is not current. The state land office publishes no reachable circular of its own, so the RM2,000,000 figure is a three-source consensus and this page labels it as one. Confirm it with the Selangor land office before acting on it. On top of all of that sits the filed Sekatan Kepentingan: the land may not be sold, leased, charged or transferred without the State Authority’s consent, which conditions every transfer on this title whoever the buyer is.
Construction progress and the delivery clock — and why Tidak is the headline
Progress stood at 56.15% on the 83-unit component and 52.31% on the 13-unit component when the register was read on 21 October 2026, with komponen: Lancar on both, ccc: - and vp: - on both — so neither the CCC nor vacant possession has been issued on either component. Weighted across 96 units that is about 55.6%, which is this page’s own arithmetic and is not a filed figure. The two components being 3.8 points apart is ordinary phasing, not a finding. Against a first sale and purchase agreement of 22 September 2025 and a 24-month statutory period, the project is at about the one-year mark and slightly past half built, with no Lewat flag raised against it. And now the field that matters most: pindaanTempohSerahKosong reads Tidak. There is no approved delivery extension on this registration. tempohTambahanDiluluskan, tempohPembinaanBaharu and serahKosongBaharuIkutPjbPertama all read -. The governing vacant possession date is therefore still the original one, 22 September 2027, and there is nothing to disclose and nothing being quietly moved. Each registration under this licence files its own delivery position, and this page states only Serai 2’s. One more thing the register will NOT tell you, and the absence is worth stating: there is no remaining-stock field on this record at all. The bakiUnit key is not zero and not blank — TEDUH simply returns no such key for any registration under this licence. So no sell-through claim, no “x units left” and no take-up percentage for Serai 2 can be sourced from the register, and nobody else publishes one either. Any take-up figure you see in circulation for this precinct belongs to a different registration and does not apply here.
The filed statutory price range — what it is, and what it is not
The publishable price on this page is one thing and one thing only: the filed statutory Unit Selling Price range for register code 14533-4, which is RM802,200 to RM1,073,100. It comes from two documents that agree: the developer’s own filed advertisement prices 83 units at RM802,200 to RM1,073,100 and 13 units at RM850,800 to RM864,900, and the KPKT register’s hargaMin and hargaMax fields carry the same four endpoints to the ringgit. No splice between two permit generations, no stale panel left over from an earlier campaign, and no disagreement to explain — which is rarer on these pages than it ought to be, and the developer should get the credit. A portal’s Starting from RM802,200 equals the filed statutory minimum exactly, to the ringgit, with no asterisk, no footnote and no conditions attached; that identifies the record rather than contradicting it. What the range is NOT: it is not a price list, not a quotation and not an offer; it is not the price of any particular lot; and it is not a current asking price, because a filed range is filed once and the market moves. The only documents that state a real contract price are the developer’s price list and your own Schedule G sale and purchase agreement, at the sales gallery. And one figure that is NOT on this page although it exists: a starting price in circulation for the NEIGHBOURING registration on this licence sits BELOW that registration’s own filed statutory minimum. Two surfaces carry it, but they are not independent — one is a verbatim republication of the other, so they collapse to a single publisher — and a third surface from the same developer prints that registration’s floor AT its filed minimum. The honest reading is that the lower figure is a stale earlier campaign number. The figure itself is not recorded and does not appear anywhere on this page, and it does not belong to Serai 2 in any case.
Serai 2 is its own registration — and here is exactly what does not cross from the neighbour
This is the single most expensive mistake available on this project, so it is stated plainly. Licence serial 14533 carries five registered projects. Two of them are the older Sungai Buloh Country Resort records, 14533-1 and 14533-2, both of 33 units; one had its permit cancelled at 5.00% built, and the other reached Siap Dengan CCC on 05/04/2024. Three are the Serai registrations, and they are SEPARATE REGISTRATIONS, not phases of one. SERAI @SBCR is 14533-3 with 112 units. Serai 2 is 14533-4 with 96, and that is this page. SERAI 3 is 14533-5 with 90 units, a live registration with a current permit that no consumer source in this research’s sweep lists at all — neither the microsite, nor the portal, nor the group’s own site. Each registration has its own advertising permit, its own permit window, its own building-plan approval, its own unit count, its own filed statutory price range, its own first-agreement date and its own delivery clock. So: no neighbouring registration’s price range, no neighbouring registration’s built-up, no neighbouring registration’s lot sizes, no neighbouring registration’s take-up figure and no neighbouring registration’s delivery position appears anywhere on this page. The developer’s own floor-plan files for the two registrations sit in one directory distinguished by a single filename token, which is precisely how a wrong plan, a wrong built-up, a wrong lot size and a wrong price band get onto a page. If a brochure, a floor plan or a price list reaches you for “Serai”, get the phase confirmed in writing before you read a number off it. And note what the register walk also established: 14533-6 returns a 404, and the licensee’s own project count reads five, so the walk length equals the register’s own count and there is no sixth, permit-less twin hiding behind this record.
Awards and green certification — a plain, well-evidenced ZERO, with the near-misses named
Serai 2 has won nothing, is certified to nothing, and — to the developer’s credit — claims nothing. There is no award badge on the microsite and none in either published article. The group’s own accolades page carries roughly forty-five entries from 1995 to 2024, and Serai, Serai 2, SBCR and Sungai Buloh Country Resort appear NOWHERE on it. Bandar Saujana Utama appears only as a location, with no award attached. Three awards would be borrowed if nobody refused them by name, so here they are, refused. The PIPDA 2019 Best Affordable Township award belongs to SAUJANA PERDANA — one word away from Saujana Utama, the same developer, the same Sungai Buloh locality, and “affordable township” is exactly how this precinct is pitched. It is not this project’s award. The StarProperty Awards 2023 Starter Home Award for the best primary landed home development in Greater Kuala Lumpur belongs to Primrose, Saujana KLIA — same developer, same “Saujana” prefix, same product class, the exact category this page would want — and it is in Sepang, a different district and a different township. A 2004 Johor state landscape prize belongs to Sri Saujana, in Johor. And a long list of corporate and personal honours to the group and to its directors are not project awards and must never be written as though they were. On green certification the negative is unusually strong, not a hedge. No GreenRE, GBI, Green Mark, LEED or QLASSIC logo or wording appears on any Serai surface, in the filed advertisement, in the register, on the portal or in either article. All four GreenRE tiers were read, and the Platinum tier returned complete and untruncated with no match. The Bronze certification-entry list was read over a window running from April 2024 to March 2026, which BRACKETS this project’s permit date of 30 April 2025 and first-agreement date of 22 September 2025 — so there is no pre-window record for the search to have missed. The alternative check was run too: the group’s own accolades page names no GreenRE, no GBI, no Green Mark, no LEED and no QLASSIC for any project in any year, so this is not a developer certifying through a different scheme. It is simply a zero. One group-level Bronze certification does exist for an unrelated non-residential retail and office asset in another district, held by a different licensee. “The group holds a GreenRE Bronze” is true at group level and FALSE at project level, and this page does not borrow it. The word “sustainable” appears once on a Serai surface, inside the phrase “affordable, spacious and sustainable housing” — an ordinary marketing adjective, not a certification and not even a stated target.
What this page does not publish, and why
Louis’s standing instruction is absolute, and it is the reason this section exists rather than being quietly omitted. Nothing from IQI project materials that is a discount, a rebate, a nett price, a promotion or offer, a freebie, an incentive, a commission, a leaseback or guaranteed-rental rate, or a yield, ROI or rental-return projection is published on this page, in either language, in the page body or in its structured data. That is not a judgement about this project; it is a rule that applies to every page on this site. Three specific things it bites on here, stated so that their absence is not mistaken for an oversight. FIRST: the developer’s filed advertisement for 14533-4 DOES carry a Diskaun Bumiputera field, and what that field carries is a PERCENTAGE. The field exists; its value is withheld here and will not be published. And it should not be confused with two other things it is not: it is not a unit quota, and it is not a lot-title classification. It is a percentage in a statutory field, and a buyer who may be eligible should ask Louis about the eligibility test and the figure directly. SECOND: a starting price in circulation for the NEIGHBOURING registration on this licence sits below that registration’s own filed statutory minimum. The figure is not recorded on this page in any form. What IS recorded is that the discrepancy exists, that the two surfaces carrying it collapse to ONE independent publisher because one republishes the other verbatim, and that a third surface from the same developer prints that registration’s floor at its filed minimum. THIRD, and it is a clean absence rather than a withholding: no yield, ROI, rental-return, gross-return, leaseback or guaranteed-rental claim of any kind was found on any Serai surface — not in the register, not in the filed advertisement, not on the microsite, not on the portal and not in either article. There was nothing to withhold, and this page publishes none either. What this page DOES publish, and why it is allowed: the filed statutory Unit Selling Price range from the legally filed advertisement particulars, which is the filed contract price range and a public statutory record; the public policy foreign-buyer thresholds; and the construction-progress percentages from the public register. Each is labelled with its source, and the range always carries the same caveat: it is not a price list, not a quotation and not an offer. If you want to know what a specific lot actually costs today, and on what terms, that question has exactly one honest answer — ask Louis, and read the price list and the Jadual G sale and purchase agreement at the sales gallery.
Not published by anyone, therefore not on this page
This is the list Louis takes to the developer. Every item is something a buyer will ask and no reachable source answers. 1. Serai 2’s own site area — so its density cannot be computed, and this page prints no density figure. Closed by: the approved layout plan, or the land schedule of the sale and purchase agreement. 2. The lot or PT number and the mukim — not printed by any source. Closed by: the land title, or the plan file at the local authority. 3. The built-up of every type except Jenis A, whose own figure the register contradicts. Closed by: the Third Schedule of the sale and purchase agreement, or the developer’s full electronic brochure, whose own address is not exposed on the microsite. 4. The car-park bay count — no source gives a number. Closed by: the approved building plan. 5. The Housing Development Account number and its bank — the string HDA is absent from the filed advertisement entirely. 6. A single distance to a single named place. Nobody publishes one. 7. The nearest rail station — unnamed by every Serai source, and deliberately unnamed here. 8. What “smart security” is, whether the scheme is gated and guarded, who builds the guardhouse and who funds it after the CCC. Material to every buyer’s running cost AND to the foreign-buyer title condition. 9. The architect, the engineer and the main contractor. No announcement, no construction register entry and no news item names a contractor for this project. 10. The parent group’s percentage holding of the licensee — not published anywhere reachable. The only legs tying the licensee to the group are its registered office address and the press record. 11. The precinct’s affordable apartments — unit count, location, product and timing. “Details will be announced later.” 12. Type B’s bedroom count, on which three sources give two answers. 13. Which permit suffix a developer surface would print — no developer surface prints an advertising permit at all. 14. Remaining or unsold stock — the register has no such field for this licence and nobody publishes a Serai 2 take-up figure. 15. The maintenance or service charge, the sinking fund, and who manages the 6.6-acre park after the CCC. 16. Any QLASSIC score. 17. Whether the older cancelled registration on this licence was an earlier attempt at the same 33 houses or a separate sub-phase. 18. Any verifiable photograph or rendering of this phase. That is why this page carries no imagery at all.
The licensed developer — ELMINA EQUESTRIAN CENTRE (MALAYSIA) SDN. BHD.
Every marketing surface on this project says Glomac. The licensed developer is not called Glomac. The name on the licence, on the permit and on the filed advertisement is ELMINA EQUESTRIAN CENTRE (MALAYSIA) SDN. BHD., registration 199101007570 (0217880K), KPKT developer code 14533, incorporated in 1991. The register prints the legal name but no registration number; the filed advertisement prints the number but abbreviates the name to Elmina Equestrian Centre (M) Sdn Bhd. This page uses the register’s form of the name and the filing’s number, and says which document each came from.
Why that matters practically: a search by the brand would never have found this project. A KPKT licensee search on GLOMAC returns thirteen licensees and seventy-seven projects, and this licensee is not among them. A search on SERAI returns four licensees and this one is not among them either. The search that worked was on ELMINA, which returns exactly two licensees — and the only reason anybody knew to try it is that ONE consumer source, a property portal, names the licensee in its About block. Credit where it is due: that portal is the single consumer surface on the whole internet that identifies who is actually selling these houses. If you are checking this project yourself, search the register by the code 14533-4, not by any name.
The corporate link to the listed group is real, and this page says which evidence establishes it and which does not. POSITIVE: the licensee’s registered office is Level 15, Menara Glomac, Glomac Damansara, Jalan Damansara, 60000 Kuala Lumpur — the group’s own head office. That is the leg that proves the group relationship. NEUTRAL, or locally positive: the registered business address is No. A-G-1, A-1-1, A-1-2 & A-1-3, Jalan Seroja 1/6, Sungai Buloh Country Resort, 47000 Selangor, which is the project’s own sales-gallery street. That ties the licensee to the SITE, not to the group. NEGATIVE: the company name contains neither Glomac, nor Serai, nor Saujana, nor Sungai Buloh — and the word it does contain points actively the wrong way, because Elmina is also the name of an unrelated township a few kilometres away in a different district, under a different listed group, which holds seven green certifications that a careless search would hand you. The licensee’s own name is itself a decoy. NO LEG AT ALL: the register’s alamat_web field is null — it publishes no website for this licensee, and the microsite was found by guessing the marketing name as a domain, on the second guess.
What the name almost certainly is, stated as a reading and not as a fact: Elmina Equestrian Centre (Malaysia) Sdn Bhd reads as the special-purpose company that holds the old Sungai Buloh Country Resort and equestrian-centre land, which is exactly the land this precinct sits on and exactly what SBCR abbreviates. That is consistent with everything filed and it is not stated by any document, so this page labels it as a reading. What is NOT published anywhere reachable: the listed group’s percentage holding of this licensee, any joint venture, any partner and any shareholding split. The register names no partner and no source gives a figure.
Two small things in the register record that are worth a line each, because they are the kind of detail nobody else prints. The contact details on the licence record are a landline and a free webmail address — on the licence record of a company whose office is in a listed group’s headquarters. It is worth noting and it is not worth making a point of. And the filed advertisement’s own two office lines do not match the register’s two office lines: the filing gives a pejabat utama on Tingkat 1 of Menara Glomac and an ibu pejabat on Aras 15, while the register gives Level 15 as the registered address and the site street as the business address. The filing gives no site address at all and the register gives no first-floor address. Both are the developer’s own filings, and this page leaves the difference standing rather than picking one.
The developer’s own words, quoted because the most useful sentence on this project is a constraint rather than a selling point. Glomac’s Chief Operating Officer (Operations), Zulkifly Garib, on the record: “Infrastructure here does not support high-rise developments”, adding that high-rise development is not permitted here under the zoning. That is why the density is low — a planning limit, not a design virtue, and a far better answer to “why landed here?” than any units-per-acre figure. He also says “We’ve been re-planning our projects to ensure they align with current market trends”, and — about this phase specifically — that the next phase would be opened for sale once the preceding one was fully sold. Three claims the developer does NOT make, and the absence is worth recording: no “first”, no “largest” and no “exclusive” appears on any Serai surface. One claim it does make is supported: a matured township — Bandar Saujana Utama launched in 1997, about 90% of it is developed, and about 60 of an original 1,200 acres remain.
And one claim this page refuses on arithmetic. “Over 30% of the site is green space” appears on ONE surface and has no primary support. 6.6 acres of park plus 2.5 acres of retention pond is 9.1 acres of about 64 acres, which is 14.2% (this page’s arithmetic). To reach 30% the figure must be counting road reserves, perimeter buffers and setbacks, which no source states and no published layout plan exists to check. It is recorded as unverifiable, not as false — and not as a feature of Serai 2, because everything in the green-space claim is precinct-scale and the precinct spans four phases.
Sources read on 21 October 2026: the KPKT TEDUH register records for all five registrations under licence 14533; the developer’s filed BUTIR-BUTIR IKLAN advertisement particulars for 14533-4; the developer’s project microsite; two articles and one press release on the group’s own site; the group’s accolades page; a property portal’s project page and news article; all four GreenRE tiers and the Bronze certification-entry list; and the Selangor controlled-price list. Nobody was contacted and no enquiry was sent to the developer or to any authority.
Serai 2 — frequently asked questions, answered from the filing
Is Serai 2 the same project as the Serai next door?
No. They are two separate KPKT registrations under one developer licence. Licence serial 14533 carries five registered projects. Serai 2 is 14533-4, with 96 units. The neighbouring SERAI @SBCR is 14533-3, with 112 units. A third, SERAI 3, is 14533-5 with 90 units, and no consumer source in this research’s sweep lists it at all.
Each one has its own advertising and sales permit, its own permit window, its own building-plan approval, its own unit count, its own filed statutory price range, its own first-agreement date and its own delivery clock. They are siblings in one marketed precinct, on one licence, under one master plan — not phases of a single registration.
What this means for you in practice: no figure from the neighbouring registration applies to Serai 2, and none appears on this page. The developer’s own floor-plan files for the two sit in one directory distinguished by a single filename token, which is exactly how a wrong plan and a wrong price band get onto a page. Get the phase confirmed in writing on anything you are handed.
What is the price, and what am I allowed to be told?
The figure this page publishes is the filed statutory Unit Selling Price range for register code 14533-4: RM802,200 to RM1,073,100. That comes from the developer’s own legally filed advertisement particulars, which price 83 units at RM802,200 to RM1,073,100 and 13 units at RM850,800 to RM864,900 — and the KPKT register carries the same four endpoints to the ringgit.
That agreement is worth noting, because on these pages it is rarer than it should be. No splice between two permit generations, no leftover panel from an earlier campaign, nothing to reconcile. A property portal’s Starting from RM802,200 equals the filed minimum exactly, with no asterisk and no conditions attached.
What the range is not: it is not a price list, not a quotation and not an offer. It is not the price of any particular lot, and it is not a current asking price. The only documents that state a real contract price are the developer’s price list and your own Jadual G sale and purchase agreement at the sales gallery. Ask Louis for both, for the specific lot you are considering. This page also carries an explicit section on what it does not publish and why — read it, because the omissions are deliberate and they are explained.
Can a foreign buyer buy a house in Serai 2?
No — and it is no on two independent grounds, either of which would be enough on its own.
FIRST, the price threshold. Serai 2 is in Daerah Kuala Selangor, which is Zone 2, and the verified residential foreign-buyer floor for Zone 2 is RM2,000,000. The filed statutory maximum on this project is RM1,073,100 — 53.7% of that floor, and RM926,900 short of it on the dearest unit (this page’s arithmetic). 0 of 96 units clear the threshold. This is not a near-miss and there is nothing to check lot by lot.
SECOND, the title, which bars it regardless of price. This is a Schedule G scheme — sale of land and building, individual title, not strata — the permit tail is -(L) for landed, and both the developer and the portal call it an “individual-titled residential development” in words. Under the Selangor land administration circular of 2014, individual-title landed property is not open to foreign buyers in Selangor at all; only strata and landed-strata schemes are, and even those carry a published condition that the scheme be gated and guarded — which no Serai source evidences, since “smart security” is all any of them says.
One thing you should hear from your own agent: the foreign-buyer guide published by this agency’s own group gives the price threshold and OMITS the title restriction. This page gives both.
Context, and the caveats on the figure itself. The Federal Territory of Kuala Lumpur floor is RM1,000,000 with federal consent, so a Selangor project is held to double it. Zone 3, which is Hulu Selangor, is RM1,000,000 and is one district away in the same postal belt. The RM1,500,000 window under the 2020 Selangor circular has EXPIRED and is not current. The state land office publishes no reachable circular of its own, so RM2,000,000 is a three-source consensus rather than a document this page can link — confirm it with the Selangor land office before acting. And a separate point that applies to every buyer: the filed Sekatan Kepentingan means the land cannot be sold, leased, charged or transferred without the State Authority’s consent.
When do I get the keys, and has the delivery date been moved?
22 September 2027, and no, it has not been moved.
The register’s pjb block gives a first Jadual G sale and purchase agreement of 22 September 2025 and a statutory delivery period of 24 Bulan, so vacant possession falls on 22 September 2027. The register’s pindaanTempohSerahKosong field — the one that records an approved delivery extension — reads Tidak. tempohTambahanDiluluskan, tempohPembinaanBaharu and serahKosongBaharuIkutPjbPertama all read -. So there is no approved extension, no revised date, and the original date still governs.
The developer’s own filed target is Ogos 2027 — August 2027, about six weeks EARLIER. A portal says 2027, year only, and the microsite gives no completion date at all. This page prints both and says which is which: the clock that binds the developer, and that determines liquidated damages if it slips, is the agreement date of 22 September 2027. The brochure’s earlier month is a target. Do not let it read as the statutory date.
Progress at 21 October 2026: 56.15% on the 83-unit component and 52.31% on the 13-unit component, Lancar on both, with no CCC and no vacant possession issued on either and no Lewat flag.
How big is the house, and why do the numbers not agree?
The filed figure is 1,877 sq ft for Type A on a 22' x 70' lot, and there are three systems in circulation that do not reconcile.
The strongest figure: the filed advertisement’s keluasan lantai gives 1,877 kps for Jenis A on a 22' x 70' lot, and the developer’s own microsite gives 1,877 sq ft on the same lot — two surfaces, one of them the statutory filing, identical to the square foot.
A portal gives 1,872 and 2,044 sq ft. The 1,872 is five square feet off the filed figure — a rounding or transcription difference, not a different house.
The register files 153 and 163 square metres, and they match nothing. 153 m² is 1,647 sq ft, two hundred and thirty square feet smaller than the filed built-up for the very type the filing describes on the very same lot. 163 m² is 1,754.9 sq ft, which matches no published figure at all. And they are not the lot areas either: 22' x 70' is 1,540 sq ft, or 143.1 m², and 24' x 70' is 1,680 sq ft, or 156.1 m². All conversions in this answer are this page’s own.
One thing that does line up: the filing prices 83 units in one band and 13 in another and prints exactly two lot sizes; the register splits 83 at 153 and 13 at 163. So the smaller register figure attaches to the smaller lot, which is at least consistent with keluasan being a land area measured to title rather than a built-up — and that is as far as the evidence goes.
And one trap worth knowing: the portal’s project-level 1,647 sqft IS the register’s 153 m² converted. Treating the two as independent sources would be counting a single number twice.
What would settle it: the Third Schedule of your own Jadual G sale and purchase agreement, which states the built-up and the land area per lot as contracted, or the developer’s full electronic brochure, whose own web address is not exposed on the microsite.
How many bedrooms does Type B have?
Three sources give two answers, and this page does not pick one. The developer’s own microsite says Type B has 3 bedrooms. A property portal says 4. The KPKT register says 4 bedrooms and 3 bathrooms for all 96 units.
Two against one — but the register’s figure is a per-project summary field, not a per-type statement, so it is not proof per type and it would be wrong to count it as a second independent source.
The gap is worse than the contradiction. No source publishes a built-up for Type B, no source publishes a lot size for it, and the second filed lot dimension of 24' x 70' appears in the filed advertisement unattached to any type at all. Ask for the Type B floor plan, its built-up, its lot size and its bedroom count in writing before you view it.
What facilities come with Serai 2?
None are filed to this registration, and that is the honest answer rather than a dodge. There is no filed facilities schedule, because this is a landed terrace scheme with no common building. Everything published is PRECINCT or TOWNSHIP infrastructure, and no source publishes a single facility as belonging to 14533-4.
At precinct level, four surfaces name a 6.6-acre central park and lake, with a multipurpose court, jogging and bicycle tracks, a children’s playground, a reflexology area, an open picnic lawn and a gazebo viewing deck. One surface and only one names a 2.5-acre retention pond. The microsite calls the green node and lake “within walking distance” and publishes no figure, so this page publishes none.
At township level, the microsite names SU Mall Commercial Centre, the township’s existing mall, with no distance.
Two things to be clear about. The precinct’s two commercial plots — Chendana 1 at 0.6 acre and Chendana 2 at 3 acres — are outside this registration and were sold to individual buyers, so whatever is built on them is not the developer’s commitment. And “smart security” is a bare two-word phrase on the microsite: no source says what it is, who installs it, whether the scheme is gated and guarded, who builds a guardhouse or who pays to run it after the CCC. This page does not list it as a facility.
And nobody publishes who maintains the 6.6-acre park after completion, or what it will cost residents. That is on the list to ask.
What is the density, and is it really low?
It is low, and the best evidence for that is not a number — it is the developer explaining why.
Glomac’s Chief Operating Officer (Operations), Zulkifly Garib, is on the record that “Infrastructure here does not support high-rise developments”, and that high-rise development is not permitted here under the zoning. So the low density is a planning limit, not a design claim, and that is a more useful thing for a buyer to know than any units-per-acre figure.
Which is just as well, because Serai 2’s density cannot be computed. 14533-4’s own site area is not published by any source — the filing gives only the two lot dimensions, and the register’s keluasan is a per-unit figure whose meaning is itself disputed. So this page prints no density figure for Serai 2.
The published 7.5 units per acre is not it. 374 units across about 64 acres is 5.84 per acre gross; taking out the park, the pond and the commercial plots gives 7.29 per acre (both this page’s arithmetic), which is the only reading that lands near 7.5. So that figure is a net, whole-precinct number spanning four phases, two third-party-owned commercial plots and two unbuilt parcels. It is not this project’s density and this page does not print it as one.
The postcode says Sungai Buloh. Which district is this actually in, and why does it matter?
Daerah Kuala Selangor, and it matters because it sets the foreign-buyer zone and because “Sungai Buloh” spans three districts.
Three converging legs, with nothing left unadjudicated. The filed building-plan reference is BIL(24)DLM.MPKS200.11/280/4/13/2024-01 — an MPKS prefix. The same document names the approving authority in words as MAJLIS PERBANDARAN KUALA SELANGOR. And the register’s own daerah field reads Kuala Selangor on all five registrations under this licence. Prefix, named authority and register agree.
Why the warning was warranted. The postcode is 47000 Sungai Buloh and every marketing surface says Sungai Buloh — but that name covers Kuala Selangor under MPKS, Petaling under MBSA and Gombak under MPS. Zone 1 and Zone 2 happen to share the RM2,000,000 floor, so assuming Petaling would have produced the right number for the wrong reason — and Zone 3, at RM1,000,000, is one district away in the same postal belt. The reasoning has to be right even when the answer would have been.
The mukim is NOT FILED and this page does not infer one. Mukim Ijok is what this research has established for the Kuala Selangor portion of this belt, and the Selangor controlled-price list files every Kuala Selangor row under IJOK. That makes Mukim Ijok a reasonable expectation and nothing more. It is not filed for this project. The lot or PT number is not published either — and those two are the first things a bank valuer and a conveyancing lawyer will ask you for.
Is there a Rumah Selangorku or affordable component in Serai 2?
Not in this registration. There is one in the PRECINCT, it is real, and it is not registered, licensed or filed yet.
Serai 2 itself: the filing and the register carry no affordable row, no controlled-price row and no Harga Mampu Milik row. Both filed components are Rumah Teres, 4 bed / 3 bath, banded above RM800,000. There is no one-bedroom or small-area type hiding inside the register either — that test was run and came back clean.
The Selangor controlled-price list was read in full and holds no row for this project, this township, this precinct or this licensee. Its Kuala Selangor section holds five rows, all in Mukim Ijok, all by other developers. Because that list carries only stock currently open for application, absence from it is not by itself a negative — it is decisive only alongside the register and the filing, which is how it is used here.
The precinct’s affordable component: apartments under affordable housing schemes are counted inside the 374-unit precinct total, on two reserved parcels, and a portal records that “details will be announced later”. Licence 14533 carries five registrations and ALL FIVE are Rumah Teres — so nothing is registered, licensed or filed for those apartments. They are a future neighbour on a registration that does not yet exist. This page does not describe them as built or approved, and it does not read any affordable-scheme restriction across onto a Serai 2 buyer.
For completeness, and because it is the question people conflate with this one: the eligibility rules and the five-year transfer restriction that sit at the end of the Selangor controlled-price document apply to controlled-price units. Serai 2 is not one, so none of that binds a Serai 2 buyer.
Why does this page have no photographs at all?
Because nothing we could verify as being THIS phase is published anywhere, and an uncaptioned or wrongly-captioned image is worse than no image.
Three findings between them close it. The developer’s project microsite is the only surface carrying Serai 2 imagery at all — and it is a static site with no content management system, so it publishes no captions and exposes no image dimensions. Nothing there can be confirmed as to subject, and nothing there can be measured. The group’s own media library IS measurable and every single “Serai” asset in it is a newspaper press photograph, credited to national newspapers — the dimensions are fine and the rights are not. And the floor-plan files for the two neighbouring registrations sit in ONE directory distinguished by a single filename token, so a single dropped character would put the neighbour’s plan, built-up and lot size on this page.
So nothing was uploaded and nothing is shown. No map graphic, no locality map, no logo, no icon set and no stock lifestyle image has been substituted to fill the gap, and nothing has been borrowed from the neighbouring phase, from the township developer or from another project on the same licence.
Fourteen other pages in this series ship the same way. The weight of this page is in the statutory spine, the filed particulars, the gaps named with the document that would close each one, and the contradictions printed rather than resolved — all of which is text, and none of which needs a picture. Ask Louis for a site visit and a show-unit viewing, and for the developer’s own images with written confirmation of which phase each one shows.
Should I be worried about flooding here? There was something in the news.
There was, and this page is not going to pretend otherwise.
On 3–4 January 2025 a retention or catchment pond burst and flooded homes in the Sungai Buloh area. The Chinese-language report the developer itself republishes puts it at close to 200 households. The developer published a statement — three times on its own site — that the incident had nothing to do with its Bandar Saujana Utama development, stating that it happened in a neighbouring taman and that the pond involved is not inside its development area.
What is NOT established: no authority is named in that statement, no independent finding is quoted in it, and no independent investigation outcome is published anywhere this research could reach. This page asserts no blame in either direction.
Why it is on the page at all. This precinct is marketed on a 6.6-acre lake park and contains its own 2.5-acre retention pond. A buyer in this specific locality will already have seen the January 2025 coverage, and a page that publishes the lake and the pond as amenities while saying nothing about this would not be straight with its reader.
What to do about it: ask for the approved drainage and retention-pond plan for this precinct, and walk the drainage on site in the rain if you can. That is a real answer; a reassuring sentence from anybody, including this page, is not.
Does Serai 2 have any awards or a green rating?
No, no, and the developer does not claim either — which deserves saying, because plenty do.
The group’s own accolades page carries roughly forty-five entries from 1995 to 2024, and Serai, Serai 2, SBCR and Sungai Buloh Country Resort appear nowhere on it. Bandar Saujana Utama appears only as a location, with no award. There is no award badge on the microsite and none in either published article.
Three awards would be borrowed if nobody refused them by name, so here they are. The PIPDA 2019 Best Affordable Township award belongs to SAUJANA PERDANA — one word away from Saujana Utama, the same developer, the same locality, and “affordable township” is exactly this precinct’s pitch. It is not this project’s. The StarProperty Awards 2023 Starter Home Award for the best primary landed home development in Greater Kuala Lumpur belongs to Primrose, Saujana KLIA, in Sepang — same developer, same prefix, same product class, different district and different township. And a 2004 Johor state landscape prize belongs to Sri Saujana, in Johor. Corporate and personal honours to the group and its directors are not project awards and this page does not write them as though they were.
On green certification the zero is unusually well evidenced. No GreenRE, GBI, Green Mark, LEED or QLASSIC logo or wording appears on any Serai surface, in the filing, in the register, on the portal or in either article. All four GreenRE tiers were read; the Platinum tier returned complete and untruncated with no match; and the Bronze certification-entry list was read over a window that BRACKETS this project’s permit and first-agreement dates, so there is no earlier record for the search to have missed. The group’s own accolades page names no GreenRE, GBI, Green Mark, LEED or QLASSIC for any project in any year, so this is not a case of certifying through a different scheme. One group-level Bronze exists for an unrelated non-residential asset in another district under a different licensee; “the group holds a GreenRE Bronze” is true at group level and false at project level, and this page does not borrow it. The word “sustainable” appears once on a Serai surface, in ordinary marketing copy, and a bare adjective is not a certification and not even a stated target.
Every source seems to say something different. What exactly disagrees?
Twelve things, and here they all are in one table. The right-hand column says what this page did about each — and “UNRESOLVED” is a finding, not a gap. Where two of the developer’s own documents disagree, picking one and presenting it as the answer would be the dishonest option.
| # | What disagrees | Surface A | Surface B | How this page handles it |
|---|---|---|---|---|
| 1 | The advertising permit number and its validity | Filed advertisement: XXXXXXXXX and XXXX hingga XXXX — literal placeholders | Register: 14533-4/04-2027/0335(A)-(L), 30/04/2025 – 29/04/2027 | RESOLVED in the register’s favour. Every permit statement on this page is attributed to the register |
| 2 | The permit suffix | Register project field: (A) | Register history row: (N), same number, same window, status Aktif | UNRESOLVED. This page publishes (A) and prints the oddity |
| 3 | Built-up, Type A | Filed advertisement AND microsite: 1,877 sq ft on 22' x 70' | Portal: 1,872; register: 153 m² = 1,647 sq ft | UNRESOLVED. The filed figure leads; all three are printed |
| 4 | Built-up, second component | Register: 163 m² = 1,754.9 sq ft | Portal: 2,044 sq ft; filing and microsite: nothing at all | UNRESOLVED. No figure is published as Type B’s built-up |
| 5 | Type B bedrooms | Microsite: 3 | Portal: 4; register: 4 for all 96 units | UNRESOLVED. The register field is a per-project summary, not proof per type |
| 6 | Total units | Register, filed advertisement and portal: 96 | Microsite: 95 Units, phase unstated | RESOLVED three to one. This page publishes 96 |
| 7 | Completion | Filed advertisement: Ogos 2027 | Register, from first agreement plus 24 months: 22 Sep 2027; portal: 2027; microsite: silent | BOTH PRINTED. The agreement date binds; the filing’s month is the developer’s target. Not averaged |
| 8 | Coordinates | Register: 3.203100 / 101.492000 — identical on three registrations | Portal: 3.20004866805957 / 101.476966929276 — about 1.7 km away | UNRESOLVED. No precise pin is placed on this page |
| 9 | The licensee’s offices | Filed advertisement: Tingkat 1 and Aras 15, Menara Glomac | Register: Level 15 plus the site street — and no first-floor address | UNRESOLVED. Both are the developer’s own filings |
| 10 | Locality label | Portal files this registration under Bandar Saujana Utama and the neighbouring one under SBCR | Both Glomac headlines put the whole precinct in Bandar Saujana Utama | RESOLVED as a scale difference — but the portal is inconsistent with itself |
| 11 | The phase’s own sale date | Press release and portal: April 2025 | One Glomac article, published November 2024, says “April 2024 or earlier” — a date already past at publication | An internal error on the developer’s side. The only hard date is the first agreement, 22 Sep 2025 |
| 12 | The developer’s own tagline | Microsite hero: Evolve Beyond | The same page’s title: Evolved Beyond | Trivial, and recorded — the developer’s own site is inconsistent on its own tagline |
Two further items belong to the neighbouring registration rather than to Serai 2, and are recorded only so that nobody rediscovers them and attaches them here: its own published built-ups disagree across three surfaces, and so do its published lot sizes. No figure from that registration appears on this page.
What is the licence situation, and is anything about to expire?
Yes — the developer licence, on 15 December 2026. Put it in a diary.
The developer licence is 14533/12-2026/1440(A), valid 16 December 2023 to 15 December 2026 — the register and the filed advertisement agree on the number and on both dates. The advertising and sales permit is 14533-4/04-2027/0335(A)-(L), valid 30 April 2025 to 29 April 2027. So the licence expires four and a half months BEFORE the permit does.
Neither is lapsed today and a renewal is the normal course. statusPemaju reads Aktif and mempunyaiKesalahan reads null, so no offence is flagged against the licensee. But a permit is not a licence, and this page will not let the longer date read as though it covered both. Re-check both on the KPKT register on the day you act, by the code 14533-4.
And one thing about the permit that is worth knowing: it appears on this page only because the register prints it. The developer’s own filed advertisement files the permit number as the literal placeholder XXXXXXXXX and its validity as XXXX hingga XXXX. From the filing alone, nobody could tell whether this project’s permit was live, expired or never issued. Note also that the register gives the same permit two suffixes — (A) on the live project field, which is what this page publishes, and (N) on its only history row, same number and same window, with that row’s own status reading Aktif. The same inversion appears on another live registration under this licence, so it looks like a register-wide pattern rather than an error in this record. This page prints it and does not resolve it.
Is this a Schedule G or a Schedule H project, and what difference does it make?
Schedule G — Jadual G — and the difference is individual title.
The register’s pjb.jenis reads Jadual G, and the advertising permit’s own product tail is -(L) for landed, which confirms it independently. Schedule G is the statutory contract for a house sold together with the land it stands on — so you get an individual title, not a strata parcel, no management corporation and no common property.
The Housing Development Act protections reach the whole scheme either way: the prescribed statutory contract, the liquidated-damages regime, the section 7A housing development account, the statutory defect liability period running from vacant possession, and access to the Housing Tribunal.
Two consequences specific to this project. First, it is the title leg that bars foreign purchase in Selangor regardless of price — see the foreign-buyer answer above. Second, the filed Sekatan Kepentingan conditions every transfer, lease and charge on the State Authority’s consent, whoever the buyer is, and Maybank Islamic is the registered chargee on the land. All 96 units are HDA residential on this one registration: no office suites, no SOHO, no strata and no commercial parcel inside it.
What should I actually ask for before I pay a deposit?
Eight documents. Every one of them is something no reachable public source publishes.
1. The price list for the specific lot, and the Jadual G sale and purchase agreement itself. 2. The Third Schedule of that agreement, which states the built-up and the land area per lot as contracted — that is what settles the three built-up systems. 3. The Type B floor plan, with its built-up, its lot size and its bedroom count in writing. 4. The car-park bay count per type from the approved building plan — nobody publishes a number. 5. The Housing Development Account number and bank — the string HDA is absent from the filed advertisement entirely, and that is the account your progress payments are supposed to go into. 6. The lot or PT number and the mukim, from the title or the local authority’s plan file. 7. The “smart security” specification, whether the scheme is gated and guarded, who builds the guardhouse and who funds it after the CCC. 8. The approved drainage and retention-pond plan for this precinct, and who maintains the 6.6-acre park after completion and at what cost.
And one check you can do yourself, today, for nothing: search the KPKT register by the code 14533-4 — not by any name — and read the licence validity, the permit validity, pindaanTempohSerahKosong and peratusSiap for yourself. Everything on this page can be checked that way, which is the point of printing the code.
Serai 2, 14533-4 — the next step is a document, not a brochure
Everything on this page can be checked against the KPKT register by the code 14533-4. What it cannot give you is the price of a specific lot, the contracted built-up, the bay count or the Type B plan — because nobody publishes any of them. Those come from the price list and the Jadual G sale and purchase agreement at the sales gallery, and Louis will get them for you.
Marketing information, not an offer. The filed statutory Unit Selling Price range on this page is the legally filed advertisement particulars range for register code 14533-4 and is not a price list, not a quotation and not an offer. Statutory particulars read from the KPKT TEDUH register and the developer’s filed advertisement on 21 October 2026; the developer licence expires on 15 December 2026 and the advertising and sales permit on 29 April 2027, so every statutory statement here is a dated statement. Re-check the register before you act.

The unit mix, the permitted price and how far up it is
None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.
Read from teduh.kpkt.gov.my on 2026-10-22, project code 14533-4. Re-read weekly.
What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
How does that compare? Every development on this site, grouped by register status — cancelled, abandoned and behind schedule first.
No floor plan is reproduced on this page — but the drawings are findable
A floor plan is the developer’s copyright. This site does not mirror one and let you assume it is official. What it can do is send you to the drawing itself.
The advertisement the developer filed and the housing department approved normally carries the location plan and the unit count and price for each type. A salesperson’s brochure can be reissued. This one cannot.
The drawing that binds the developer is the one attached to your own sale and purchase agreement. Anything on any website is a reference copy — check the schedule to your contract before you sign.
