SKYLINE KUCHAI, Kuchai Lama, Kuala Lumpur (DBKL, WP Kuala Lumpur) — registered as RESIDENSI SKYLINE KUCHAI on TWO registrations, 30331-1 and 30331-2: 1,838 units over 59 and 56 storeys, and EVERY ONE of them is Jadual H — 80% built, ~99% sold, vacant possession October 2027 on a +20-month extension that the developer itself discloses

Four facts frame this page, and the first one is the reason it exists. EVERY ONE of the 1,838 units at Skyline Kuchai is filed Jadual H. Both registrations carry pjb.jenis: Jadual H in the KPKT KPKT TEDUH register; there is no third registration on this licence (30331-3 returns a client error and pemaju.bilanganProjek reads 2); and no non-HDA office-suite, SOHO, retail or commercial component is named by any source anywhere. So Schedule H applies, the Housing Development Act liquidated-damages clause applies, the section 7A housing development account applies, the statutory 24-month defect liability period applies, and the Tribunal for Homebuyer Claims is available — on every unit, in both towers. This site has had to hedge that answer on page after page. Here it does not have to hedge it at all, and that is the single most valuable thing on this page. Second: ~99% sold, 80% built. The filed advertisement for 30331-2 prints Baki Unit: 9 against Jumlah Unit: 941 as at January 2026 — a filed take-up meter, not a marketing claim — and a portal citing a KPKT filing dated 28 August 2026 reports 1,825 of 1,838 units sold across two phases. Two sources, two dates, two scopes, the same picture: roughly thirteen units left in a 1,838-unit development. That is why this page asks you to register an interest rather than inviting you to book a unit, and why it is NOT tagged as a new launch. Third, and this one is a credit, which is rare on these pages: the +20-month extension is disclosed on every surface that exists. The register records pindaanTempohSerahKosong: Ya with tempohTambahanDiluluskan: 20 Bulan on both registrations, taking the construction period from 36 to 56 months and vacant possession from February 2026 to 04 October 2027 (30331-1) and 02 October 2027 (30331-2). And the developer’s OWN filed advertisement prints Tarikh Dijangka Siap: October 2027, while the portal prints the construction period as 36 months plus a 20-month extension. This series has spent eighty pages finding extensions that appear only in the register and nowhere in the marketing. This is the first project where nobody is hiding it, and the page says so in the developer’s favour. Fourth, and this one is not a credit: the licensed developer publishes no statutory particulars at all. Its own project page carries no developer licence, no advertising and sales permit, no approving authority, no tenure, no unit count, no storey count, no completion date and no price, and there is no statutory-particulars, disclaimer or terms page on the site at all — the words appear beside its enquiry form as unlinked plain text. A licensed developer selling 1,838 HDA units under two current advertising permits, publishing none of it. A third-party portal publishes more of the statutory panel than the licensee does — and the portal’s version of that panel is LAPSED, because the permit number it transcribes expired on 12 January 2026. So this page carries the whole filed block, current as at 15 October 2026, and as far as can be established it is the only accurate public rendering of it. The licensee, because the brand will not find it. The licensed developer is L & T REALTY SDN. BHD., company number 283227-T — a number the register does not print and the filed advertisement does. Every consumer-facing surface says “TSLAW Land” or “TSLAW Group”, and a KPKT developer search for TSLAW returns ZERO developers: no licensed developer in Malaysia has TSLAW in its name. A brand search cannot reach this project. The brand and the licensee are joined by the register’s own emel field, which ends @tslawland.com, and by a business address in Menara TSLaw — and this page says which evidence does which job rather than treating the two names as interchangeable. The name trap, and it is the worst same-brand cluster this series has recorded. THREE separate KPKT schemes have registered names beginning Residensi Skyline, all three Jadual H, and TWO of them share a registered office with this licensee — character for character. LTS SKYLINE SDN. BHD. (developer code 20209) holds a scheme registered simply Residensi Skyline, 1,109 units over two registrations, 40 and 37 storeys, already complete with a CCC of 02 January 2026 — and its business address is off Jalan Kuchai Lama. SKYLINE EMBASSY SDN. BHD. (code 19760) holds Residensi Skyline Duta Ampang, 864 units, 64 storeys, complete with a CCC of 07 July 2026, about 8 km away. Three Residensi Skyline schemes; one of the decoys carries the brand word, a Residensi Skyline registered name AND a Kuchai Lama address, three legs, and it is still not this project. The ONLY reliable discriminators are the licence code and the register coordinate. So: the code is 30331, and the registrations are 30331-1 and 30331-2. Never pick a “Skyline” record by name. The arithmetic that confirms the scheme is one scheme. 30331-1 carries 897 units over 59 storeys; 30331-2 carries 941 units over 56 storeys. 897 + 941 = 1,838 — matching the portal’s independently published development total exactly. Both read peratusSiap 80.00, both read Lancar, both read Berfasa, their first SPAs are dated two days apart (04 and 02 February 2023), both original periods were 36 Bulan and both extensions were 20 Bulan. Everything except one field says one development. And that one field is printed here as a contradiction, not resolved. The two registrations’ register coordinates sit about 1.84 km apart. 30331-2’s coordinate sits on the Jalan Kuchai Lama corridor and matches the marketed locality; 30331-1’s sits roughly 1.8 km east, toward Salak South and Sungai Besi, and does not. That is far too large to be a survey wobble. Either one register coordinate is defective — this site has proven a defective register coordinate before — or the two towers stand on separate parcels. Nothing published chooses between those readings, so this page prints both and adjudicates neither. What the filings can and cannot support, stated precisely. Both registrations filed exactly one brochure, in the same batch on 8 January 2026, with consecutive serials. 30331-2’s filing has a text layer and carries the full statutory block. 30331-1’s filing is IMAGE-ONLY — no extractable text at all — and there is no second route to it. So say “filed but cannot be read”, never “none filed”: the tenure (99 years expiring 16 November 2121), the live land restriction, the nil encumbrance, the building-plan approval DBKL/KB.BP S1 OSC 2022 2314 (23) and the car-park field are CONFIRMED for the 941-unit / 56-storey registration and are NOT independently confirmed for the 897-unit / 59-storey one. They share one licence, one approving authority and one scheme name, so they are almost certainly the same — but “almost certainly” is not “filed”, and this page will not pretend otherwise. The land restriction is live, and it changes the foreign-buyer answer. The readable filing labels it Sekatan Tanah and states, verbatim, that the land may not be transferred, leased or charged without the prior approval of the Jawatankuasa Kerja Tanah Wilayah Persekutuan Kuala Lumpur. Clearing the Federal Territory’s RM1,000,000 price floor is therefore necessary and may not be sufficient. The foreign-buyer answer itself, with the honest gap in it. This is a DBKL project in the Federal Territory of Kuala Lumpur, where the floor is RM1,000,000. Both filed statutory bands STRADDLE that floor: 30331-1 runs RM507,800 – RM1,324,800 and 30331-2 runs RM455,800 – RM1,259,800, so only the upper portion of each band clears it and the cheapest unit in the development sits at less than half the floor. HOW MANY of the 1,838 units clear RM1,000,000 CANNOT BE COMPUTED and this page does not estimate it: neither registration files a per-type price table, and the readable filing gives only a project-level minimum and maximum. An estimate here would be a guess dressed as a filing. No affordable-housing component, checked on four legs rather than assumed. Kuchai Lama is exactly the kind of DBKL locality that carries one. There is none here: the readable filing contains no RUMAWIP, Residensi Wilayah or Rumah Mampu Milik wording at all; each registration carries one component row with one price band, where an affordable allocation shows up as a second, much lower band; there is no -RMM, -AH, -NPT or -OMU code pair and no built-up duplicated at two prices; and the lowest filed figure, RM455,800, is 1.52× the RM300,000 affordable ceiling. Every unit in this development is priced above that ceiling. What is NOT published, and therefore is not on this page. No parcel area is published by anyone — keluasan reads 0 on both register records and Keluasan Tanah is not printed in the readable filing — so density cannot be computed and is not estimated here. No source makes a low-density claim, so there is nothing to refute. No built-up area is printed for any type in either filing; the filed unit-type schedule has five types (A to E) whose numeric rows carry no labels at all, and mapping them to bedrooms or car parks would be guesswork. And no site address, lot or PT number and no mukim is printed by any source — the developer gives only a sales gallery address. No award, no QLASSIC score and no green certification is claimed by the developer or by any portal, and this page refuses nothing because nothing is asserted.

Skyline Kuchai at a glance — every row carries its own register code

Short version: an 1,838-unit, two-tower Pangsapuri Suite at Kuchai Lama in the Federal Territory of Kuala Lumpur, registered Residensi Skyline Kuchai on two KPKT registrations, 30331-1 and 30331-2, by licensee L & T Realty Sdn. Bhd. (283227-T) trading under the brand TSLaw Land. Every unit is Jadual H. It is 80% built, roughly 99% sold, and vacant possession falls in October 2027 on an approved 20-month extension that the developer discloses in its own filed advertisement. Each row below names its source. Where a figure is not published by anyone, the row says NOT PUBLISHED rather than filling the gap.

Condo & Serviced Apartment — and NOT New LaunchThe built form is a residential Pangsapuri Suite sold on strata, so the built-form term is right. Why this page reads the way it does

Eight things decide the shape of this page. Three of them are credits to the developer, which is unusual on these pages and is said plainly where it is earned.

🔑

All 1,838 units are Jadual H — stated, not hedged

Both registrations file pjb.jenis: Jadual H. There is no third registration (30331-3 is a client error, bilanganProjek is 2) and no non-HDA office, SOHO, retail or commercial component is named anywhere. So Schedule H, HDA liquidated damages, the s.7A housing development account, the statutory 24-month defect liability period and the Tribunal all apply, to every unit. This page does not have to hedge the protection question, and that makes it the strongest fact here.

📄

The extension is disclosed everywhere — the first time in this series

The register records +20 Bulan on both registrations. The developer’s own filed advertisement prints Tarikh Dijangka Siap: October 2027, and a portal prints the period as 36 months plus a 20-month extension. Eighty pages of this series have found extensions visible only in the register. Here the register, the filing and the portal all agree, and nobody is hiding anything. Credit, in the page’s own voice.

⚠

The licensee is not the name on the marketing

L & T REALTY SDN. BHD. (283227-T) is the licensed developer. “TSLaw Land” is a brand, and a KPKT developer search for TSLAW returns ZERO developers, so the brand reaches nothing in the register. The SPA will be with L & T Realty Sdn. Bhd., so this page prints the legal name beside the brand every time and never substitutes one for the other.

🔍

Three schemes begin Residensi Skyline, and two share one office

Only the licence code and the register coordinate tell them apart. One sibling licensee has a registered office character-for-character identical to this one, a registered scheme name of Residensi Skyline, and a business address off Jalan Kuchai Lama — three legs, and it is still a different development, already complete. A client checking KPKT by name will land on the wrong record. The code is 30331; the registrations are 30331-1 and 30331-2.

~99% sold at 80% built — so this is not a launch page

Filed Baki Unit: 9 of 941 in January 2026; 1,825 of 1,838 on a KPKT filing of 28 August 2026. About thirteen units left across the whole development. So the page carries no launch language and no booking device. It asks you to register an interest, because on the published evidence that is the honest shape of the opportunity — and it is why the page is NOT tagged as a new launch.

📄

The developer publishes no statutory particulars — and a portal publishes more

No licence, no APDL, no authority, no tenure, no unit or storey count, no completion date, no price, and no statutory-particulars, disclaimer or terms page exists on the developer’s site at all. A third-party portal publishes more of the statutory panel than the licensed developer does — and the portal’s panel is LAPSED, because the permit number it transcribes expired on 12 January 2026. So this page carries the whole filed block, current, and as far as can be established it is the only accurate public rendering of it.

⚠

“Direct access” against 517 m, and a line that is not built

The only measured figure anywhere is 517 m straight-line, from one named publisher. No linkbridge, covered walkway or dedicated station entrance is published by anyone, and nobody publishes the walking distance, which is longer. MRT Kuchai is PY27 on the Putrajaya Line — real and open. The developer’s “Line 2 & 3” folds in the MRT Circle Line, which is NOT BUILT. This page prints the measurement and the claim side by side, names only the line that exists, and adopts neither claim.

📄

One filing readable, one image-only — and the asymmetry is the finding

Both registrations filed one brochure each, same batch, consecutive serials, 8 January 2026. 30331-2’s has a text layer and carries the whole statutory block; 30331-1’s is IMAGE-ONLY, with no second route to it. So the tenure, the lease expiry, the land restriction, the nil encumbrance, the plan approval and the car-park field are confirmed for the 941-unit tower and NOT independently confirmed for the 897-unit one. “Filed but cannot be read” — never “none filed”.

Project DNA — the register, the two filings, and the developer’s own page

What is actually being built, and on whose authority each number rests

Two registrations under one licence and one scheme name. The register is the only source for the storey counts; the readable filing is the only source for the tenure, the land restriction and the plan approval; the developer’s own page is the only source for the facilities list and for the single built-up figure that exists. Nothing below is a blend of those three. Each number says where it came from.

Facilities — one level is assigned by anyone, and the developer’s own count contradicts its own list

The developer publishes a text schedule for Level 11 (“Sky Facilities”) and for no other level, plus a Level 11 graphic — better than the graphic-only developers in this series, so credit it. Then, in the same screen, its overview says “six indoor and outdoor sky facilities” while the list immediately below names EIGHT. Five indoor plus three outdoor is eight, not six. This page publishes the LIST and never the count.

Either the pool sits on a level nobody publishes — plausibly the roof, above 56 and 59 storeys — or the Level 11 schedule is partial. This page does NOT place the pool on Level 11. It states that a rooftop pool appears in the developer’s text and that no source assigns it a level.

Layouts — what is filed, what is marketed, and where the two disagree

Unit types: five filed, four marketed, one of them filled in

The filed unit-type schedule exists and cannot be used. The readable 30331-2 advertisement carries a schedule whose column headers recover as five type codes — A, B, C, D, E — and whose numeric rows carry NO LABELS AT ALL. No built-up area is printed for any type in either filing: keluasan reads 0 labelled mps on both register records and no area column survives extraction. Mapping those unlabelled numbers to bedrooms, bathrooms or car parks would be guessing dressed as a filing, and this page refuses to do it. So the filed answer on built-up is simply ABSENT, and the only built-up figure on this page is the developer’s own single disclosed one.

Developer’s own type tab · the ONLY type it fills in · car park NOT STATED

550 sq ft1+1 bed1 bathdeveloper-publishedcar park not stated

This is the only unit type any source describes in full, and the source is the developer itself. 550 sq ft, 1+1 bedroom, 1 bathroom. The car-park allocation for this type is NOT STATED — the only car-park figure in existence is the filing’s project-wide Bilangan Pakir: 1, 2, 3 atau 4. The 550 sq ft floor agrees EXACTLY with the 550 – 1,470 sq ft range a portal markets, which is the one point where the developer and the portal corroborate each other on area. The filed schedule prints no built-up for Type A or for anything else, so this figure is the developer’s, not the filing’s, and the page labels it that way.

Type A — unit position / block key plan

Developer-published plan · Type A context established by the tab serving it

block key plandeveloper-publishedno dimensions printed

The developer’s block key plan for Type A, showing where the type sits on the floor plate. A caption honesty note, because this page grades its own images: the published caption for this asset says only “Floor Plan”. That it is TYPE A comes from the filename and from the developer serving it inside its Type A tab — which is a split grade, and the page says so rather than quietly promoting it. No dimensions, no orientation and no floor range is printed on it by the developer, so none is read off it here.

Which floor and which stack is the unit on?
The developer publishes a four-tab type strip and fills in exactly ONE of them. Types B, C and D exist as tab labels with no built-up, no bedroom count, no bathroom count and no car-park allocation behind them. Nothing is published, so nothing is shown here.

Types B, C and D — tab labels only

Developer’s own type strip · built-up, bed, bath and car park ALL NOT STATED

tab label onlynothing publishedask Louis

Three of the developer’s own four type tabs are empty. No built-up area, no bedroom or bathroom count and no car-park allocation is published for Type B, Type C or Type D by the developer, by the filing or by any portal. What IS published, and it is genuinely useful: the register’s bilik field gives bedroom counts of 1, 2, 3 on 30331-1 and 1, 2, 3, 4 on 30331-2 — so the four-bedroom units exist in ONE registration only. Two government records, one field, a clean difference, and no marketing source publishes it. A portal’s marketed “1+1 to 4 bedrooms” corroborates it from the other direction: the four-bed exists, and the register is what locates it.

Send me the built-up and the layout for Types B, C and D
A FIFTH type exists in the statutory filing that the developer’s own website does not display. The filed schedule recovers five column headers, A to E; the website shows four tabs, A to D. Printed as a disagreement. Unresolved.

Type E — filed, and absent from the developer’s own website

In the statutory schedule · NOT shown on the developer’s type strip

filed typenot marketedunresolved

Five filed types against four marketed tabs. The filed schedule’s column headers recover as A, B, C, D and E, with no F or higher. The developer’s type strip shows only A to D. So a type exists in the statutory record that the developer’s own marketing does not show, and nothing published explains why. This page prints the disagreement and does not resolve it — and it does not guess what Type E is, because the filed rows that would say so are the unlabelled numbers described above.

What is the fifth filed type? Ask for it in writing
The filing gives a project-wide Bilangan Pakir: 1, 2, 3 atau 4 and no per-type allocation. The developer publishes nothing at all. So a buyer cannot learn how many bays a given type gets, and the total number of bays for 1,838 units is NOT PUBLISHED by anyone.

Car park — one project-wide field and nothing per type

Bilangan Pakir: 1, 2, 3 atau 4 · 30331-2 filing · total bays NOT PUBLISHED

1–4 bays per unitno per-type splitno total published

The only car-park figure in existence is a project-wide range on the 30331-2 filing: Bilangan Pakir: 1, 2, 3 atau 4. There is no per-type allocation in the filing and none from the developer, so nobody can be told how many bays Type A, B, C, D or E carries. And the total bay count for an 1,838-unit development — a number that decides whether a visitor can park — is published by nobody. The 30331-1 filing prints no car-park field at all, because it cannot be read.

How many bays does this unit get, and are they titled?
The schedule is present in the filing and structurally unreadable. The type codes recover; the numeric rows carry no labels; the adjacent Disediakan fixtures list is present but cannot be matched to any row. Nothing here may be published as a filed built-up.

The filed schedule itself — recorded, and declared unusable

30331-2 filed advertisement · type codes recovered, row labels lost

A–E recoveredrows unlabelledno area columnrefused

This panel exists so that the absence is on the record rather than implied. The readable filing’s unit-type schedule yields five type codes as column headers and then a block of numbers with no row labels — runs such as 1 1 1, 9 12 15 and 13 13 14 under Jenis A / B / C, and 1 2, 15 23 and 14 26 under Jenis D / E. Without labels, those numbers could be unit counts, bedroom counts, bathroom counts, car-park bays or floor ranges, and nothing in the document says which. The adjacent Disediakan fixtures list is present and cannot be matched to a row either. So this page publishes none of it. The house rule is that a built-up comes from a filing’s statutory schedule or not at all, and here it does not.

Ask for the filed schedule in a readable form

Everything on this page that looks like a layout fact has exactly one of three sources, and the panel says which: the KPKT register’s own fields (bilik, bilikAir, unit, tingkat); the readable 30331-2 filed advertisement; or the developer’s own project page. No square-metre figure is published by anyone, so no conversion appears here. No “dual key” claim is made by any source, so there is nothing to test. No “Studio Office” or SOHO type appears anywhere, which is consistent with the clean Jadual H finding. For a specific unit, the only real sources are the developer’s current price list and the sale and purchase agreement itself. Ask Louis and he will get them in writing.

Location — one publisher, five figures, and two claims this page will not adopt

Kuchai Lama, Kuala Lumpur — what is measured, by whom, and what is not measured at all

The developer publishes NOT ONE measured distance for this project. Every figure below comes from a single named publisher, which means these are not five independently corroborated numbers — they are five numbers from one source, and the independence test has not been passed. No travel time to anywhere is published by anybody. And the two claims the developer does make about transit are printed here beside the measurement that bears on them, and adopted by this page in neither language.

Open in Google Maps
Register coordinates, both printed because they disagree: 30331-1 3.088663, 101.706648 · 30331-2 3.093133, 101.690720Separation ~1.84 km · 30331-2 sits on the Jalan Kuchai Lama corridor and matches the marketed locality; 30331-1 sits ~1.8 km east toward Salak South and Sungai BesiNo site address, lot or PT number and no mukim is published by any sourceApproving authority Dewan Bandaraya Kuala Lumpur · plan DBKL/KB.BP S1 OSC 2022 2314 (23) · daerah: Kuala Lumpur, negeri: Wp Kuala Lumpur

The map pin is not evidence of anything. It is centred on the marketed corridor because that is what 30331-2’s register coordinate supports; 30331-1’s coordinate is about 1.84 km away and this page does not choose between them. Neither coordinate was reverse-geocoded, and neither is used here to assert a street, a lot or a neighbourhood boundary.

The only measured figures that exist — all five from ONE publisher

  • MRT Kuchai (PY27, Putrajaya Line) — 517 m, explicitly labelled straight-line, and described by that publisher as walkable. The WALKING distance is longer and NOBODY publishes it.
  • Institut Latihan Perindustrian Kuala Lumpur — 314 m, with no label given as to how it was measured
  • An unnamed religious primary school — 592 m. The publisher does not say which school, and a distance to an unnamed place is not a usable distance.
  • Taman Desa Recreational Ground — 1,220 m, labelled straight-line
  • Faber Towers — 1,243 m, labelled straight-line
  • All five carry one publisher. One publisher is not corroboration, and this page says so rather than presenting five figures as five sources.

The developer’s transit claims — printed, and NOT adopted

  • “Direct access to Kuchai MRT Station” is the developer’s wording. This page does not repeat it as a fact. The only measured figure in existence is 517 m straight-line, and 517 m of straight-line separation is not direct access. No linkbridge, covered walkway, dedicated entrance or station-to-lobby connection is published by ANY source. The measurement and the claim are printed side by side here and the page adopts neither.
  • The developer’s “(Line 2 & 3)” wording is not repeated on this page either, and here is exactly why. Line 2 is the MRT Putrajaya Line, on which Kuchai is PY27 — real, open and correct. The second line in that phrase is the MRT Circle Line, which is NOT BUILT and NOT IN SERVICE. The publisher that names a station code names only the Putrajaya Line. So this page names the line that exists and treats the other as a proposed future line with no opening date published here. An unbuilt line folded into a present-tense connectivity claim is a trap this site has met before.
  • “Accessible via 6 major highways” — NOT ONE of the six is named by any source, let alone measured. No interchange and no slip road is named either. An unverifiable count, recorded as the developer’s claim and nothing more.
  • “Transit Oriented Development” is a marketing label here, not a planning designation — there is no station-integration evidence, and the station is 517 m straight-line away and unconnected.
  • “8 km southwest of the city” is a distance to an UNSPECIFIED POINT. It is the developer’s only number and it is not measurable to anything, so this page does not convert it into a distance to KLCC, KL Sentral or anywhere else.
  • “A short drive from Mid Valley City” and “major highways minutes away” are time-free and distance-free. “Well-placed between Kuala Lumpur and Petaling Jaya” is a position, not a measurement.

NOT PUBLISHED by anyone — so no figure appears here

  • The WALKING distance to MRT Kuchai — the one number a buyer actually wants
  • Mid Valley Megamall / Mid Valley City — the developer says “a short drive” and publishes no kilometres
  • Which six highways, and any interchange or slip road
  • KL city centre / KLCC · KL Sentral · Petaling Jaya town centre · Bangsar · Seputeh · Old Klang Road · Salak South
  • Taman Desa the suburb — only its recreational ground is measured
  • Any named school, college or university · any hospital or clinic
  • Any named mall other than Mid Valley · NSK Trade City Kuchai Lama
  • The nearest KTM or LRT station
  • Not one distance on this page was estimated. Where no source prints a figure, this page prints no figure.

A note on place names, in both languages

  • Kuchai Lama, Old Klang Road, Salak Selatan and Seputeh have NO verified Chinese name in this site’s files, so on the Chinese version of this page they stay in Latin script. A Chinese place name is a fact to look up, not a transliteration to invent.
  • 吉隆坡 for Kuala Lumpur IS verified and is used.
  • And the trap, stated so nobody repeats it: 十五碑 is BRICKFIELDS, not Seputeh. Kuchai Lama sits in the Seputeh parliamentary constituency, but a constituency boundary is not a licence to borrow another district’s Chinese name.
  • The sales gallery, as the developer publishes it: Unit G-5, Ground Level, Pusat Komersial Tebing Selatan (Southbank), No. 179, Jalan Klang Lama, 58000 Kuala Lumpur, by appointment. It is a gallery address, not the site address, and this page does not present it as one.

District derivation, named before any threshold was looked up, as the house rule requires. The No. Kelulusan Pelan Bangunan on the 30331-2 filing is DBKL/KB.BP S1 OSC 2022 2314 (23), and the BP S1 prefix is a Dewan Bandaraya Kuala Lumpur building-plan reference. That is the primary evidence that this is a DBKL project in the Federal Territory of Kuala Lumpur. It is corroborated on four further legs: the filing prints the approving authority as Dewan Bandaraya Kuala Lumpur in words; the register gives daerah: Kuala Lumpur and negeri: Wp Kuala Lumpur; Kuchai Lama sits in the Seputeh parliamentary constituency, neighbouring Taman Desa, Pantai Dalam, Taman OUG and Salak South; and the Federal Territory affordable-housing register files a different scheme in this corridor under the location label “Seputeh”. A BP S1 prefix is a DBKL plan-office reference and NOT evidence that two projects sharing it are in the same place — it now spans six localities in this site’s records. So: Federal Territory, DBKL, and the RM1,000,000 foreign-buyer floor. No Selangor zone figure applies to this project at all.

The statutory record — the spine of this page, not a footnote

KPKT register and filed advertisements: Residensi Skyline Kuchai, 30331-1 and 30331-2

This is the block the licensed developer does not publish. Its own project page carries no licence number, no advertising and sales permit, no approving authority, no tenure, no unit count, no storey count, no completion date and no price — and the site has no statutory-particulars, disclaimer or terms page at all; those words sit beside its enquiry form as unlinked plain text. A third-party portal publishes more of this panel than the licensee does, and the portal’s version is LAPSED: it transcribes the permit 30331-1/01-2026/0047(A)-(S), which EXPIRED on 12 January 2026, and it attributes the whole 1,838-unit total to that one permit when the total spans TWO registrations with TWO separate permits. So nothing in the table below is borrowed from the portal. Every cell is a field on 30331-1 or 30331-2, or a line from the readable 30331-2 filed advertisement, read on 15 October 2026 and quoted with its own key.

Neither registration files a per-type price table, which is why the number of units above RM1,000,000 is unknowable · keluasan reads 0 on both records, so there is no psf figure on this page and none can be computed

~99% sold — Baki Unit: 9 of Jumlah Unit: 941
From the 30331-2 advertisement filed January 2026 — a FILED take-up meter, not a marketing claim; the label OCRs as Saki Unit · corroborated independently: a portal citing a KPKT filing dated 28 August 2026 reports 1,825 of 1,838 units sold across two phases — about thirteen units left development-wide · two sources, two dates, two scopes, the same picture · Baki Unit is NOT PRINTED on 30331-1

Read on 15 October 2026 from the public KPKT register and from the filed advertisements themselves. The two filings were uploaded in ONE batch on 8 January 2026 with consecutive serials, and only ONE of them is readable — that asymmetry is a finding, not a technicality. 30331-2’s filing has a text layer and is the ONLY reason this page has a tenure, a lease expiry, a land restriction, an encumbrance status, an approving authority, a building-plan reference, a car-park field, an expected completion date and a company registration number at all. 30331-1’s filing is IMAGE-ONLY, with no extractable text whatsoever and no second route to it. So the correct form of words throughout this page is “filed but cannot be read” for 30331-1 — never “none filed”, which is a different claim about a different fact. They share one licence, one approving authority and one scheme name, so they are almost certainly identical on those fields. “Almost certainly” is not “filed”, and this page does not upgrade one to the other.

The two price bands above are the FILED STATUTORY Unit Selling Price minimum and maximum registered with KPKT, one band per registration, and for 30331-2 the filed advertisement and the register agree to the ringgit on both ends. They are not a price list, not a quotation and not an offer, and they are not per unit and not per type. A rule tested and found inapplicable, recorded so the next reader does not re-run it: because the filing prints Baki Unit: 9 of 941, a remaining-stock splice was the obvious candidate for any filed-versus-register price gap. There is no gap. The filed band and the register band are identical on both ends. One band, two surfaces, perfect agreement — so the rule is recorded as tested and not needed. For the price of a specific unit, the only real sources are the developer’s current price list and the sale and purchase agreement itself. Ask Louis and he will get both in writing.

All 1,838 units are Jadual H — the strongest fact on this page, and it needs no hedging

Both registrations file pjb.jenis: Jadual H. Both file the component type as Pangsapuri Suite. There is no third registration on this licence — 30331-3 returns a client error and pemaju.bilanganProjek reads 2 — and no non-HDA office-suite, SOHO, retail or commercial component is named by the register, by the readable filing, by the developer or by any portal. So every one of the 1,838 units is HDA residential, and the whole statutory remedy set applies to all of them: Schedule H as the prescribed sale contract, the Housing Development Act liquidated-damages clause for late delivery, the section 7A housing development account, the statutory 24-month defect liability period running from vacant possession, and access to the Tribunal for Homebuyer Claims. Why this paragraph comes first, and why it is written as a flat statement rather than a hedge: this site has had to refuse or re-frame project after project because a page would have implied Schedule H protection that did not exist on the component being sold. Here the protection does exist, on every unit, on both registrations, and it can be stated as a fact. That is the single strongest reason this page exists, and it is the mirror image of the pages that had to hedge it. The developer’s own page mentions “some of the city’s best dining and retail” as SURROUNDINGS, not as part of the development — so there is no retail component to carve out of the protection, and no component of this scheme sits outside it. Check it yourself with the code, not the name: 30331-1 and 30331-2, licence 30331/01-2028/0008(A).

What this page does not publish, and why

Louis Koh’s instruction about his own agency’s project materials is absolute, and this page keeps to it: no price-adjustment figure of any kind appears here — not in English, not in Chinese, not in the page body and not in its structured data. First, the one that had to be handled with care. The 30331-2 filed advertisement carries a field printed Diskaun … Bumiputera with a stated percentage in it. The field exists; its VALUE is withheld and is recorded nowhere on this page. And the clean negative that must travel with it, because the two benign shapes were checked rather than assumed: there is NO ethnic-allocation quota and NO lot-title classification of that kind anywhere in the readable filing. So the only thing in that field is a price concession, a price concession is squarely inside Louis’s rule, and it stays off this page. Second, a figure problem that is really an independence problem. One third-party portal carries TWO DIFFERENT “from” prices on a SINGLE page — one in that page’s summary and a different one in its body text — and BOTH sit BELOW the filed statutory minimum of RM455,800. Neither figure is reproduced here, and neither was recorded in the research behind this page. What IS published is this: the discrepancy exists; it is ONE publisher contradicting ITSELF across two surfaces of one page; and the independence test therefore FAILS, because one publisher is not corroboration. A figure below the filed statutory minimum does not get printed on this site at any time, and a figure that one publisher cannot keep consistent with itself would not survive the test even if the rule allowed it. Third, the plain list. No discount, no rebate, no nett price, no promotion, no freebie, no incentive and no commission figure appears anywhere on this page, in either language, and none was recorded in the research behind it. Fourth, and the honest reason matters. No yield, ROI, rental-return, gross-return, leaseback or guaranteed-rental rate appears here either — and the reason is not that one was found and suppressed. No such claim exists on the developer’s page or on the portal at all, so there was nothing to refuse. Saying which of those two it is, is the difference between a disclosure and a formula. What this page DOES publish on price, and nothing beyond it: the two filed statutory Unit Selling Price bands registered with KPKT — RM507,800 – RM1,324,800 on 30331-1 and RM455,800 – RM1,259,800 on 30331-2 — always labelled as filed statutory bands, always one band per registration rather than per unit, and always with the same caveat: this is not a price list, it is not a quotation, and it is not an offer. For the current price list, for the sale and purchase agreement itself, and for anything that attaches to one specific unit, speak to Louis Koh and he will get it in writing.

The licensee, the brand, and the three schemes that begin Residensi Skyline

The licensed developer is L & T REALTY SDN. BHD., company number 283227-T, KPKT developer code 30331, holding exactly two registered schemes. Every consumer-facing surface says “TSLAW Land” or “TSLAW Group” instead: the developer’s own footer, its enquiry form, and a portal whose developer field prints the brand and NO Sdn Bhd entity at all. A buyer signing an SPA will be contracting with L & T Realty Sdn. Bhd., so this page prints the legal name. And a KPKT developer search for TSLAW returns ZERO developers and ZERO projects: no licensed developer in Malaysia has TSLAW in its name, so a brand search cannot find this project. The way in was the registered word, SKYLINE, then the locality word, KUCHAI, then the registered-office fingerprint. A positive control was run first and passed, so every zero reported on this page is a real zero and not a dead endpoint. Then the trap, and it is the worst same-brand cluster this series has recorded. THREE separate KPKT schemes carry registered names beginning Residensi Skyline, all three Jadual H, and TWO of them share a registered office with this licensee character-for-character. LTS SKYLINE SDN. BHD., developer code 20209, holds a scheme registered simply Residensi Skyline — two registrations, 1,109 units, 40 and 37 storeys, ALREADY COMPLETE with a CCC of 02 January 2026 — and its registered office is character-for-character identical to this licensee’s while its business address is off Jalan Kuchai Lama. So it carries the brand word SKYLINE, a registered scheme name of Residensi Skyline, AND a Kuchai Lama address — three legs — and it is still NOT this project. SKYLINE EMBASSY SDN. BHD., developer code 19760, holds Residensi Skyline Duta Ampang — 864 units, 64 storeys, Pangsapuri Servis, Jadual H, 100% complete with a CCC of 07 July 2026 — and its business address is Menara TSLaw Level 45, the same tower as this licensee’s. It is a different company, a different project, about 8 km away. Five further developer names containing SKYLINE were returned by the same search and refused by name, in Johor, on Jalan Sultan Ismail, in Segamat, in Sri Hartamas and in Melaka; and two more licensees containing KUCHAI were refused the same way. The ONLY reliable discriminators in this cluster are the licence code and the register coordinate. A client who searches KPKT for “Skyline” WILL land on a wrong record, and one of the wrong records is 100% complete, which makes it look like reassuring news about the wrong building. So: the code is 30331. The registrations are 30331-1 and 30331-2. The scheme name is Residensi Skyline Kuchai, with the word Kuchai in it. Never pick a Skyline record by name. No joint venture is published. No partner, no share split and no landowner entity is named by any source; the register prints one licensee. Whether there is a landowner arrangement behind L & T Realty is NOT PUBLISHED, and this page does not speculate.

The extension, and why it is written up as a credit

The register records pindaanTempohSerahKosong: Ya on both registrations, with tempohTambahanDiluluskan: 20 Bulan and tempohPembinaanBaharu: 56 Bulan, moving vacant possession from February 2026 to 04 October 2027 on 30331-1 and 02 October 2027 on 30331-2. On most pages in this series, that paragraph would be followed by the observation that the extension appears nowhere in the marketing. Not here. The developer’s OWN filed advertisement prints Tarikh Dijangka Siap: October 2027, and the portal prints the construction period as 36 months plus a 20-month extension. The register, the developer’s filing and the third-party portal all disclose the same thing, and this is the first project in this series where every reachable surface does. That is a real credit and the page gives it in its own voice. What a buyer still has to do, because disclosure is not the same as the governing date. “October 2027” is a month; 04 October 2027 and 02 October 2027 are the register’s dates, and the date that governs is the one in the purchaser’s own SPA, computed from that purchaser’s own agreement rather than from the first SPA on the registration. Ask for it in writing. And the one question the published record does not answer: whether the +20-month extension was disclosed to buyers who had already signed BEFORE it was approved. Nothing published says, and that is the kind of gap only the SPA addendum or the KPKT extension approval letter closes. This page records it as an open question rather than assuming either answer. Two more things read in the developer’s favour, because they are earned. Permit cover is continuous: not one day uncovered on either registration across nearly four years of selling, where this series has repeatedly found gaps DURING the selling period. And the chronology check passes: the first permits took effect 13 and 16 January 2023 and the first SPAs were dated 04 and 02 February 2023 — about three weeks later, in the right order. The counterweight, stated plainly: the status field reads Lancar, which means on schedule against the EXTENDED date, not against the date the first purchasers signed for. Both halves are true and this page prints both.

Foreign buyers — the Federal Territory floor, the straddle, and the restriction on top of it

This is a DBKL project in the Federal Territory of Kuala Lumpur. The district derivation is named before the threshold, as the house rule requires: the No. Kelulusan Pelan Bangunan on the 30331-2 filing is DBKL/KB.BP S1 OSC 2022 2314 (23), whose BP S1 prefix is a Dewan Bandaraya Kuala Lumpur building-plan reference — corroborated by the authority printed in words, by daerah: Kuala Lumpur and negeri: Wp Kuala Lumpur, and by Kuchai Lama sitting in the Seputeh parliamentary constituency. The threshold is therefore RM1,000,000 — Garis Panduan Perolehan Hartanah, effective 13 July 2022, consent through the EPU, National Land Code section 433B — for strata and landed alike. No Selangor zone figure applies to a DBKL project, and this page quotes none. And the answer is a STRADDLE on both registrations, not a pass. 30331-1 runs RM507,800 – RM1,324,800, whose lowest figure is 0.51× the floor; 30331-2 runs RM455,800 – RM1,259,800, whose lowest figure is 0.46× the floor. Neither band clears the floor at entry. Only the upper portion of each does, and the cheapest unit in the development sits at LESS THAN HALF the foreign-buyer floor. HOW MANY of the 1,838 units clear RM1,000,000 CANNOT BE COMPUTED, and this page will not estimate it. Neither registration files a per-type price table: the register gives one band per component row, and the readable filing gives only a project-level minimum and maximum. So the count is unknowable from the published record, and an estimate would be a guess dressed as a filing. Two caveats must travel with the number. First, the live Sekatan Tanah: the land may not be transferred, leased or charged without the prior approval of the Jawatankuasa Kerja Tanah Wilayah Persekutuan Kuala Lumpur. So clearing the RM1,000,000 price floor is NECESSARY and MAY NOT BE SUFFICIENT — and that restriction is confirmed on the 30331-2 filing only, because the 30331-1 filing cannot be read. Second, the RM1,000,000 floor is documented for RESIDENTIAL property, which is exactly what this is (Jadual H, Pangsapuri Suite) — so the figure applies, and it is quoted for the residential product only. The practical instruction: before committing, get written confirmation of the specific unit’s SPA price, and get Malaysian legal advice on BOTH the Federal Territory consent route and that land restriction. Louis will arrange the first and refer you for the second.

No affordable component, and no decoy borrowed — checked on four legs

Kuchai Lama is exactly the kind of DBKL locality that carries an affordable allocation, so this was checked properly rather than assumed. There is none. One: the words are absent — no RUMAWIP, no Residensi Wilayah, no Rumah Mampu Milik anywhere in the readable 30331-2 filing. Two: one band per component row, not two — each registration carries ONE row with ONE band, and an affordable allocation shows up as a second, much lower band on a second row. There isn’t one. Three: no -RMM, -AH, -NPT or -OMU code pair, and no built-up duplicated at two prices. The filed types run A to E under a single project-level band. Four: the lowest filed figure, RM455,800, is 1.52× the RM300,000 affordable ceiling. Every unit in this development is priced above that ceiling. The corroboration, with its limit stated honestly: the Federal Territory affordable-housing register was read and no row names Kuchai, Skyline, this licensee or the brand, and every row on the page sampled is priced at the ceiling. But that register’s search box is INERT — it carries the term into its own pagination and returns the identical default page — so a zero from it is never a negative, and only one of its ten pages was sampled. Legs one to three carry this finding; the listing is corroboration only, and the page says which is which. And one decoy refused by name, because it is the dangerous shape: a separate affordable scheme in this same corridor is filed under the location label “Seputeh” at a ceiling price by a different developer. It matches this project on LOCALITY and on nothing else. Refused, and named here so nobody mistakes it for a component of this development.

Green certification and awards — nothing claimed, and the registers read in full

The developer’s Skyline Kuchai page makes NO green-certification claim and NO award claim of any kind, and neither does the portal. Credit that. This series has repeatedly caught a certification logo with no rating behind it, a “certified” where the registry says provisional, and a sibling project’s certificate borrowed across. There is nothing to refuse here because nothing is asserted. The GreenRE register was still read in full at all four tiers, because an absent claim is not the same as an absent record. Platinum: the tier table read complete and untruncated — no match, a clean negative. Gold: 199 certification entries spanning 05 March 2014 to 27 March 2026 — no match, a clean negative. Silver: 191 entries spanning 10 October 2014 to 17 March 2026 — no match, a clean negative. Bronze is the one that must be reported as INCONCLUSIVE, and dating the claim is what decides it. This project’s design and launch window is 2022 to early 2023 — first permits January 2023, first SPAs February 2023 — which is exactly when a PROVISIONAL rating would normally be issued. The Gold and Silver entry lists both span 2014 to 2026 and therefore fully cover that window, so those two are genuine clean negatives. The Bronze entry list begins 04 April 2024, so a Bronze provisional issued in 2022 or 2023 would be HIDDEN from it. So: no GreenRE Gold, Silver or Platinum, confirmed; Bronze inconclusive for the pre-April-2024 period. That is written exactly that far and no further. GBI was not checked on this pass — its certified-buildings page is a standing failure in this series and is INCONCLUSIVE, never a negative. BCA Green Mark and LEED: the developer publishes no certificate library and makes no claim, so there is nothing to check against — an absence of any claim, not a negative finding. Four decoys were refused by name while reading those registers, and one of them deserves spelling out because it matches on the locality word Seputeh, is residential, is Platinum and provisional, and is adjacent to live work on this very site. Its licensee is a different company entirely. REFUSED. Nothing on this page borrows a rating from it, from a project whose name merely contains Sky, or from a GreenRE TOOLS column code that happens to begin with the same two letters as this developer’s brand — a tool code is not a licensee. NO AWARD and NO QLASSIC SCORE is published by anyone. The QLASSIC absence is worth naming: on a project 80% built with a CCC expected inside roughly a year, QLASSIC is the one assessment a construction-stage project may genuinely hold, and it is NOT PUBLISHED.

Not published, therefore not on this page

This is the list Louis will go and ask the developer for. It is an honesty block, not filler, and nothing in it has been quietly filled in from a plausible neighbour. Land and title. The parcel’s land area or acreage — nowhere, by anyone, so DENSITY IS UNKNOWABLE and is not estimated here. The site address, lot or PT number — no source prints a site address at all; the developer gives only a sales gallery, the filing prints only the developer’s office, and the portal says only “Kuchai Lama”. mukim, not printed on either register record. Tenure, lease expiry, chargee and land restriction FOR 30331-1 — confirmed only for 30331-2, because the other filing cannot be read. The lease commencement date, inferable from the 16 November 2121 expiry and not published. Product. Built-up areas for Types B, C, D and E — and for Type A only the developer’s 550 sq ft, never a filed figure. Bedrooms, bathrooms and car park PER TYPE. Which type sits in which tower, and which tower is 30331-1 and which is 30331-2. The fifth filed type, E, that the developer’s own website does not show. Total car-park bays for 1,838 units. Maintenance charge per square foot, sinking fund and strata share units — all three live in the SPA and its Schedule H. The level of the “rooftop pool”, and the facilities on every level except 11. Whether the two towers share the Level 11 deck. The Sky Bridge’s level and span. Delivery and commercial. GDV. The main contractor and the contract sum. Any joint venture or landowner arrangement behind L & T Realty Sdn. Bhd. — the group appears to be privately held, so this may simply be a closed door rather than an omission. QLASSIC score. Construction progress beyond the register’s 80.00 band. Whether the +20-month extension was disclosed to buyers who signed before it was approved. And the gaps this page owes to its own research conditions rather than to the developer, because a page that hides its method is worth less than one that states it. This page was built without a working search engine: every figure on it comes from direct reads of the KPKT register and document store, the filed advertisements, the developer’s own site, the Federal Territory affordable-housing register, the GreenRE register, an encyclopaedia entry and ONE third-party portal reached by URL pattern. So there is NO second-portal cross-check: the five distances on this page rest on one publisher and could not be independence-tested, and no news coverage, launch report, land-acquisition report or construction milestone was read at all. Those are limitations of this page’s research pass, not findings about the project, and they are printed here rather than left for a reader to discover.

The licensed developer — legal name, brand, and what each one can and cannot find

L & T Realty Sdn. Bhd. (283227-T), trading as TSLaw Land

The licensee is L & T REALTY SDN. BHD., company number 283227-T, KPKT developer code 30331, status Aktif, mempunyaiKesalahan: null, holding exactly two registered schemes (pemaju.bilanganProjek: 2) — which are the two registrations behind this one development. The company number comes from the 30331-2 filed advertisement; the register does not print it. This is the party a purchaser contracts with, so it is the name this page leads on.

“TSLaw Land” is a brand, not the licensed developer, and the distinction is not pedantry here — it is the difference between finding the statutory record and finding nothing. A KPKT developer search for TSLAW returns ZERO developers and ZERO projects: no licensed developer in Malaysia has TSLAW in its name. Every consumer-facing surface uses the brand instead — the developer’s own footer reads TSLAW GROUP, its enquiry form reads TSLAW Land, and a portal’s developer field prints the brand with no Sdn Bhd entity at all. No source outside the government register and the filed advertisement names the licensee. What joins the brand to the licensee, evidence by evidence: the register’s own emel field ends @tslawland.com, and the register’s alamat_perniagaan places the business in Menara TSLaw. L & T reads as the company’s own initials. This page says which evidence does which job rather than treating the two names as one.

Two addresses, two floors, two government-facing surfaces — printed, unadjudicated. The register’s alamat_perniagaan gives Menara TSLaw, Level 27, No. 39, Jalan Kamuning, Pinggiran TRX, 55100 Kuala Lumpur. The filed advertisement gives Level 45 of the same tower. One company, two filings with the government, two different floors. This page prints both and resolves neither. Worth knowing in passing: a sibling licensee in the same name cluster is registered at Level 45 of that same tower, which is one more reason a reader should navigate by licence code rather than by address. The registered office is elsewhere entirely: 3a-3-2, Platinum Mondrian, Pv 128, No. 128, Jalan Genting Klang, Setapak, 53300 Kuala Lumpur — and that string is the fingerprint that matters, because one of the decoy licensees shares it character-for-character.

The licence and permit record, read as a whole, is a credit to this developer and the page says so. The licence 30331/01-2028/0008(A) runs 05 January 2023 to 04 January 2028 and is CURRENT. Both advertising permits are CURRENT. And permit cover is CONTINUOUS: 13/01/2023–12/01/2026 then 13/01/2026–12/01/2027 on 30331-1; 16/01/2023–15/01/2026 then 16/01/2026–15/01/2027 on 30331-2 — not one day uncovered on either registration across nearly four years of selling. This series has repeatedly found permit gaps sitting inside a project’s selling period. There are none here. The chronology also checks out: first permits 13 and 16 January 2023, first SPAs 04 and 02 February 2023 — about three weeks later, in the correct order.

And then the finding that belongs on this page as much as any number on it: THE LICENSED DEVELOPER PUBLISHES NO STATUTORY PARTICULARS AT ALL. Its Skyline Kuchai page carries no developer licence, no advertising and sales permit, no approving authority, no tenure, no unit count, no storey count, no expected completion date and no price. There is no statutory-particulars page, no disclaimer page, no terms page and no privacy page on the site at all — the phrases “Terms and Conditions and Disclaimer” and “Privacy Policy” appear beside its enquiry form as UNLINKED PLAIN TEXT. A licensed developer selling 1,838 HDA units under two current advertising permits, publishing none of it. And the sharper version of the same point: a third-party portal publishes MORE of the statutory panel than the licensee does — and the portal’s version is LAPSED, because the permit number it transcribes expired on 12 January 2026, and because it attributes the whole 1,838-unit total to that single permit when the total spans two registrations with two separate permits. That is why this page carries the entire filed block, current as at 15 October 2026, from the register and the filings rather than from anybody’s transcription of them. As far as can be established, this is the only accurate public rendering of that panel — which is a thing a page should be able to say plainly, and an odd thing for it to have to say about a licensed developer’s own project.

What the developer does publish, and where it earns credit for it. It publishes a TEXT schedule for its Level 11 facilities as well as a graphic, which is better than the graphic-only developers in this series. It publishes one unit type in full — Type A, 550 sq ft, 1+1 bedroom, 1 bathroom. It publishes a floor plan and a block key plan. And it makes no green claim, no certification claim and no award claim of any kind, which is the cleanest possible position and is the strongest reason to expect that no rating exists. Against that: its own overview says “six indoor and outdoor sky facilities” while the list immediately below names eight; three of its four unit-type tabs are empty; its “100,000sf” of facilities has no published parcel area to be checked against; and not one of the “6 major highways” it claims is named by any source.

Two things no source answers about this company, recorded as open rather than guessed. Whether any joint venture or landowner arrangement sits behind L & T Realty Sdn. Bhd. — no partner, no share split and no landowner entity is named anywhere, and the group appears to be privately held, so this may be a closed door rather than an omission. And the group’s delivery record on earlier schemes — two sibling licensees in the same name cluster have completed buildings with CCCs in January and July 2026, but they are DIFFERENT COMPANIES, and this page does not transfer one company’s delivery record onto another’s licence. The only delivery record that belongs to L & T Realty Sdn. Bhd. on the public register is the one printed on this page: two registrations, peratusSiap 80.00, Lancar, no CCC yet, vacant possession due October 2027.

Every figure in this section is from the KPKT TEDUH public register, from the 30331-2 filed advertisement, or from the developer’s own project page, read on 15 October 2026, and the sentence says which. Nothing here is taken from a sibling licensee, and no award, rating or delivery record is borrowed from another company that shares part of this brand’s name.

Questions a buyer actually asks — answered from the register and the filings

Skyline Kuchai: frequently asked questions

Is Skyline Kuchai covered by Schedule H, and does that apply to every unit?
Yes, and to every one of the 1,838 units. Both registrations file pjb.jenis: Jadual H in the KPKT register, and both file the component type as Pangsapuri Suite. There is no third registration on this licence — 30331-3 returns a client error and pemaju.bilanganProjek reads 2 — and no non-HDA office-suite, SOHO, retail or commercial component is named by the register, by the readable filed advertisement, by the developer or by any portal. So Schedule H applies as the prescribed sale contract, the Housing Development Act liquidated-damages clause applies for late delivery, the section 7A housing development account applies, the statutory 24-month defect liability period applies from vacant possession, and the Tribunal for Homebuyer Claims is available. This is the strongest statutory fact on this page, and it is stated as a fact rather than hedged because the register supports it on both registrations. Check it with the codes 30331-1 and 30331-2, not with the name.
What is the registered name, and what will appear on my SPA?
The registered scheme name is Residensi Skyline Kuchai on BOTH registrations (projek.nama), and that is the name that will appear on the sale and purchase agreement and on the loan documents. The marketing name is Skyline Kuchai — one word shorter and recognisably the same thing, which makes this one of the least deceptive name shapes this site has recorded. Note what neither name contains: the word Lama. The registered name says Kuchai, the marketing name says Kuchai, and only the project folder label and the portals add Lama.
Who is the licensed developer? Every advertisement I see says TSLaw Land.
The licensed developer is L & T REALTY SDN. BHD., company number 283227-T, KPKT developer code 30331. “TSLaw Land” and “TSLAW Group” are brands, not the licensee, and no source outside the government register and the filed advertisement names the licensee at all. A KPKT developer search for TSLAW returns ZERO developers and ZERO projects: no licensed developer in Malaysia has TSLAW in its name, so a brand search cannot reach this project. What joins the brand to the licensee is the register’s own e-mail field, which ends @tslawland.com, and a business address in Menara TSLaw. You will be contracting with L & T Realty Sdn. Bhd., so that is the name to check and the name this page leads on.
I searched KPKT for “Skyline” and found a completed project. Is that this one?
Almost certainly not, and this is the most important navigation warning on the page. THREE separate KPKT schemes carry registered names beginning Residensi Skyline, all three filed Jadual H, and TWO of them share a registered office with this licensee character-for-character. LTS SKYLINE SDN. BHD. (code 20209) holds a scheme registered simply Residensi Skyline — two registrations, 1,109 units, 40 and 37 storeys, ALREADY COMPLETE with a CCC of 02 January 2026 — and its business address is off Jalan Kuchai Lama. SKYLINE EMBASSY SDN. BHD. (code 19760) holds Residensi Skyline Duta Ampang — 864 units, 64 storeys, complete with a CCC of 07 July 2026 — about 8 km away. Five more licensees whose names contain SKYLINE, and two whose names contain KUCHAI, were found and refused. The ONLY reliable discriminators are the licence code and the register coordinate. If you found a 100%-complete record, you found a different building. This one is 30331-1 and 30331-2, under licence 30331/01-2028/0008(A).
How many units and storeys, and which tower is which?
30331-1 carries 897 units over 59 storeys. 30331-2 carries 941 units over 56 storeys. 897 + 941 = 1,838, which matches a portal’s independently published development total exactly. The KPKT register is the only source in existence for the storey counts. And NO source maps a tower to a registration: the developer names “Tower A” and “Tower B” and says “Two distinct towers”; the register numbers -1 and -2; and nothing joins the two. So this page says “two towers of 59 and 56 storeys” and never says which is Tower A. If the tower matters to you — and it does, because the four-bedroom units exist in one registration only — ask for it in writing.
When is vacant possession, and was the delay disclosed?
04 October 2027 on 30331-1 and 02 October 2027 on 30331-2, from the register’s serahKosongBaharuIkutPjbPertama field. The route there: first SPAs dated 04 and 02 February 2023, tempohAsal 36 Bulan, so vacant possession was originally due February 2026; then pindaanTempohSerahKosong: Ya with tempohTambahanDiluluskan: 20 Bulan and tempohPembinaanBaharu: 56 Bulan on both registrations. And here is the part that is a genuine credit to this developer: the extension is disclosed on every reachable surface. The developer’s OWN filed advertisement prints Tarikh Dijangka Siap: October 2027, and the portal prints the period as 36 months plus a 20-month extension. This site has spent eighty pages finding extensions that exist only in the register. This is the first project where nobody is hiding it. Two qualifications stay attached: “October 2027” is a month while the register gives dates; and the date that governs YOUR purchase is computed from YOUR own SPA, not from the first SPA on the registration. Get it in writing. Also open and unanswered by anything published: whether the extension was disclosed to buyers who had already signed before it was approved.
How much is left? I keep seeing this marketed as a new launch.
On the published evidence, roughly thirteen units across the whole development. The 30331-2 advertisement filed in January 2026 prints Baki Unit: 9 against Jumlah Unit: 941 — a FILED take-up meter, not a marketing claim, and about 99.0% of that registration. Independently, a portal citing a KPKT filing dated 28 August 2026 reports 1,825 of 1,838 units sold across two phases, about 99.3%. Two sources, two dates, two scopes, the same picture. That is why this page is NOT tagged as a new launch on this site, carries no launch language and no booking device, and asks you to register an interest instead. A “new launch” badge on a development with about thirteen units left and first SPAs in February 2023 would be false. What is actually available today, in which tower and on which floors, is not published by anyone — ask for it in writing.
What is the price, and why does this page not show a “from” figure?
This page publishes the two filed statutory Unit Selling Price bands registered with KPKT and nothing else: RM507,800 to RM1,324,800 on 30331-1 (897 units) and RM455,800 to RM1,259,800 on 30331-2 (941 units). For 30331-2 the filed advertisement and the register agree to the ringgit on both ends. This is not a price list, not a quotation and not an offer, and it is one band per registration — not per unit and not per type. Neither registration files a per-type price table at all. And there is no per-square-foot figure anywhere on this page, because keluasan reads 0 on both register records and no built-up area is printed in either filing, so there is nothing to divide by. As for the marketing “from” figure: one portal carries two different ones on a single page, and both sit below the filed statutory minimum of RM455,800. Neither is reproduced here. The statutory section sets out exactly what this page withholds and why. For the price of a specific unit, the only real sources are the current price list and the sale and purchase agreement. Ask Louis and he will get them in writing.
Can a foreign buyer purchase here?
This is a DBKL project in the Federal Territory of Kuala Lumpur, where the threshold is RM1,000,000 — Garis Panduan Perolehan Hartanah, effective 13 July 2022, consent through the EPU, National Land Code section 433B, for strata and landed alike. No Selangor zone figure applies to a DBKL project. And the answer is a STRADDLE on both registrations, not a pass: 30331-1’s band starts at 0.51 times the floor and 30331-2’s at 0.46 times it, so the cheapest unit in the development sits at less than half the foreign-buyer floor and only the upper portion of each band clears it. HOW MANY of the 1,838 units clear RM1,000,000 CANNOT BE COMPUTED from the published record, and this page does not estimate it: neither registration files a per-type price table, and the readable filing gives only a project-level minimum and maximum. One more thing has to travel with that number: the readable filing records a LIVE Sekatan Tanah under which the land may not be transferred, leased or charged without the prior approval of the Jawatankuasa Kerja Tanah Wilayah Persekutuan Kuala Lumpur. So clearing the price floor is NECESSARY and MAY NOT BE SUFFICIENT. Get written confirmation of the specific unit’s price, and get Malaysian legal advice on both the consent route and that restriction.
What is the tenure, and is it the same for both towers?
99 years, expiring 16 November 2121 — and that is confirmed for 30331-2 only. The 30331-2 filed advertisement has a text layer and prints Pegangan Tanah: 99 tahun, luput 16 November 2121, together with a nil encumbrance and the live land restriction. The 30331-1 filing, uploaded in the same batch on the same day with a consecutive serial, is IMAGE-ONLY: no extractable text whatsoever, and there is no second route to it. So the correct form of words is “filed but cannot be read” for 30331-1, never “none filed” — those are different claims about different facts. The practical consequence: the tenure, the lease expiry, the chargee status, the land restriction, the building-plan approval and the car-park field are confirmed for the 941-unit, 56-storey registration and are NOT independently confirmed for the 897-unit, 59-storey one. They share one licence, one approving authority and one scheme name, so they are almost certainly identical — but almost certainly is not filed, and the only way to settle it for your own parcel is a title search. The lease commencement date is not published by anyone.
How far is the MRT station, and does the building connect to it?
The nearest station is MRT Kuchai, PY27 on the MRT Putrajaya Line. The only measured figure that exists anywhere is 517 metres, explicitly labelled straight-line, from ONE named publisher. The developer claims “direct access to Kuchai MRT Station”. This page does not repeat that as a fact, because 517 metres of straight-line separation is not direct access, and because NO source publishes a linkbridge, a covered walkway, a dedicated entrance or any station-to-lobby connection. The measurement and the claim are printed side by side on this page and it adopts neither. And note what straight-line means: the WALKING distance is longer, and nobody publishes it. One more correction that matters: the developer pairs the station with two line numbers. The Putrajaya Line is real, open, and carries Kuchai as PY27. The second line in that phrase is the MRT Circle Line, which is NOT BUILT and NOT IN SERVICE, and the publisher that gives a station code names only the Putrajaya Line. So this page names the line that exists and treats the other as a proposal with no opening date published here.
What are the facilities, and where is the pool?
One level is assigned facilities by any source: Level 11, the developer’s “Sky Facilities”. Its own text schedule names, indoors: Gym, Co-working Space, Games Room, Karaoke Room and Yoga & Dance Studio; and outdoors: Pristine Lawn, Floating Lounge and Sky Bridge. It publishes both a text schedule and a graphic for that level, which is better than the graphic-only developers in this series. Then, in the same screen, its overview says “six indoor and outdoor sky facilities” while that list names EIGHT. Five plus three is eight, not six. This page publishes the LIST and never the count. On the pool: a “rooftop pool” appears in the developer’s running text and appears NOWHERE in the Level 11 schedule, which has no pool at all. For an 1,838-unit condominium the pool is the single most expected facility, so either it sits on a level nobody publishes — plausibly the roof, above 56 and 59 storeys — or the Level 11 schedule is partial. This page does NOT place the pool on Level 11. Also prose-only with no level: “Tower A Chill Zone” and “Tower B Sky Lounge”. And several items a portal lists — Barbecue, Multi Purpose Hall, Playground, Garden and Security — appear on no developer surface at all, so they are attributed to the portal and never presented as the developer’s schedule. Which level the pool is on, the facilities on every other level, whether the towers share the Level 11 deck, and the total car-park bay count are all NOT PUBLISHED by anyone.
What are the unit sizes and layouts?
The honest answer is that almost none of this is published. NO built-up area is printed for any type in either filing: keluasan reads 0 labelled mps on both register records, and the filed unit-type schedule prints no area column that survives extraction. The schedule itself exists and cannot be used: its column headers recover as five type codes, A to E, and its numeric rows carry NO LABELS AT ALL — so those numbers could be unit counts, bedroom counts, bathroom counts, car-park bays or floor ranges, and nothing in the document says which. Mapping them would be guessing dressed as a filing, and this page refuses. What IS published: the developer fills in exactly ONE of its four type tabs — Type A, 550 sq ft, 1+1 bedroom, 1 bathroom, car park not stated — and a portal markets a 550 to 1,470 sq ft range, whose 550 floor agrees with the developer exactly while its 1,470 ceiling has one publisher and no filed counterpart. And the genuinely useful register fact that no marketing source carries: bilik reads 1, 2, 3 on 30331-1 and 1, 2, 3, 4 on 30331-2, so the FOUR-BEDROOM units exist in ONE registration only, with bathrooms 1 or 2 on both. Note also that the filing has FIVE types while the developer’s website shows FOUR tabs: a type exists in the statutory record that the developer’s own marketing does not show, and nothing published explains why.
How big is the site, and how dense is it?
Unknowable, and this page does not estimate it. NO parcel area is published by any source: keluasan reads 0 on both register records, Keluasan Tanah is NOT PRINTED in the readable filed advertisement, the developer publishes no acreage, and the portal publishes none. So 1,838 units cannot be divided by anything, and density is not computable from the published record. The one consolation: no source makes a “low density” claim, so there is nothing to refute — which is just as well, because there would be no denominator to refute it with. And no township-level acreage is available to be misused as a substitute either. If a parcel area ever surfaces — from the DBKL plan file, a readable 30331-1 filing, or a land-sale announcement — density becomes computable. Until then it stays unknown and unprinted. The developer’s “100,000sf” of facilities is in the same position: a floor-area figure with no published denominator to check it against.
Does this development have any green certification or award?
No, and the developer claims none — which this page treats as a credit rather than a gap. The developer’s Skyline Kuchai page makes no green-certification claim and no award claim of any kind, and neither does the portal. There is nothing to refuse here because nothing is asserted. The GreenRE register was read in full anyway, at all four tiers. Platinum: tier table read complete and untruncated, no match. Gold: 199 entries spanning March 2014 to March 2026, no match. Silver: 191 entries spanning October 2014 to March 2026, no match. Those three are genuine clean negatives, because this project’s design and launch window of 2022 to early 2023 — when a provisional rating would normally issue — falls inside the covered range. Bronze must be reported as INCONCLUSIVE: its entry list begins 04 April 2024, so a Bronze provisional issued in 2022 or 2023 would be hidden from it. GBI was not checked on this pass and is inconclusive, never a negative. BCA Green Mark and LEED: no certificate library and no claim, so nothing to check against. NO AWARD and NO QLASSIC SCORE is published by anyone — and the QLASSIC absence is worth naming, because on a project 80% built with a CCC expected inside roughly a year, QLASSIC is the one assessment a construction-stage project may genuinely hold.
Where exactly is it? I have seen two different locations.
So have we, and this page prints the contradiction rather than choosing. The two registrations’ register coordinates sit about 1.84 km apart under one scheme name: 30331-1 at 3.088663, 101.706648 and 30331-2 at 3.093133, 101.690720. 30331-2’s coordinate sits squarely on the Jalan Kuchai Lama corridor and matches the marketed locality; 30331-1’s sits roughly 1.8 km EAST, toward Salak South and Sungai Besi, and does not. That separation is far too large to be a survey wobble — a comparable two-registration scheme in this site’s records sits 25 metres apart. So either one register coordinate is defective, which this site has proven before on a live-selling record, or the two towers stand on separate parcels. Nothing published chooses between those readings, so this page prints both and adjudicates neither. Everything else says one development: one licence, one scheme name, first SPAs two days apart, identical 36-month original periods, identical 20-month extensions and identical 80% progress. And the harder absence: NO source prints a site address, a lot or PT number, or a mukim at all. The developer publishes only a sales gallery, at Unit G-5, Ground Level, Pusat Komersial Tebing Selatan (Southbank), No. 179, Jalan Klang Lama, 58000 Kuala Lumpur, by appointment — a gallery address, not the site address.

What should I ask Louis for before I commit?
Six things, and every one of them is a gap this page could not close from any published source. One: which tower and which registration the unit sits in — because the four-bedroom units exist in one registration only, the tenure is confirmed on one filing only, and no public source maps a tower to a registration. Two: the unit’s built-up area, bedroom and bathroom count and car-park allocation in writing — no built-up is filed for any type and the car-park field is project-wide. Three: the current price for that specific unit, and the sale and purchase agreement itself, which is the statutory Schedule H form. Four: the governing vacant-possession date as computed from YOUR agreement, not from the first SPA on the registration, plus what the agreement says about late-delivery compensation. Five: a title search on the parcel — the tenure, the lease expiry, the category of land use, the express conditions and the restriction in interest, since the live land restriction is confirmed on one filing only and no source prints a lot or PT number at all. Six: the maintenance charge per square foot, the sinking fund and the strata share units, all of which live in the SPA and its schedule. And if you are a foreign buyer, add written confirmation that the specific unit’s price clears RM1,000,000, plus Malaysian legal advice on the Federal Territory consent route and on that land restriction.

Register an interest in Skyline Kuchai

About thirteen units are left across an 1,838-unit development on the published evidence, so the honest shape of this is an enquiry rather than a booking. Louis Koh will get you the written answers this page could not find in any public source: which tower and which registration, the built-up and car-park allocation, the current price for a specific unit, the governing vacant-possession date from your own agreement, and the title search.

Marketing information, not an offer. Every figure on this page is attributed to the KPKT register code 30331-1 or 30331-2, to the filed advertisement, or to a named publisher, and where nobody publishes a figure this page says so instead of filling the gap. The two statutory price bands are filed statutory Unit Selling Price ranges registered with KPKT: not a price list, not a quotation and not an offer.

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
