5 things that actually separate Desa Park Chemor Phase 2 from other Chemor launches
Not a feature list. These are the points I would put to you across a table, including the ones that cut the other way.
Freehold, in an area of leaseholds
The statutory particulars print Pegangan Bebas (freehold), with no land encumbrance and no restriction in interest. Many new landed schemes around Chemor are 99-year leasehold with State consent needed to transfer. For a long hold or passing the house to children, this matters.
4 bedrooms including a downstairs guest room
Every type has 4 bedrooms: three upstairs plus a guest room and bathroom at the back of the ground floor. That suits elderly parents or a helper. The trade-off: the guest room sits beside the kitchen and yard, so it is not a quiet room.
Phase 1 is already built
The developer’s site plan marks Phase 1 as having its CCC, and its website gives Phase 1 completion as early 2026. The aerial photo on this page is the real Phase 1 park. You can inspect finished houses by the same developer before you commit to Phase 2.
A shared park inside the estate
The brochure describes a 1.47-acre recreational park with playground at the centre of the layout (the developer’s website says about 1 acre — ask which figure is final). Phase 2 rows wrap around it. There is no guardhouse or clubhouse published.
Two different completion dates in print
The specification sheets print June 2028; the later flyer prints December 2028. Same permit number. The date in your SPA is what binds the developer — ask which one it shows before you sign.

Every type is a 4-bedroom double-storey cluster terrace with a two-car porch. The intermediates are 20′ wide; end and corner houses widen to 22′ (32′ for C3) and add a side terrace and balcony. Built-ups are the developer’s e-brochure figures.

Type A1, intermediate — 1,454 sq ft on 20′ x 60′ land
The standard unit and the bulk of Phase 2 (the statutory grouping lists 85 units on a 20′ x 60′ standard lot). Ground floor: two-car porch, living, dining and kitchen, with a guest room and bathroom 1 at the back and a small yard. Upstairs: bedrooms 1, 2 and 3 with bathrooms 2 and 3; the porch below has an RC flat roof.

Same house as A1 on a lot 5 ft deeper (the statutory grouping lists 25 units on a 20′ x 65′ standard lot). The extra depth mostly goes to the back yard; built-up is only 15 sq ft more.

The largest type: a 32′-wide house on a 72′ x 60′ corner lot with about 40′8″ of side garden, the only type with 4 bathrooms and 20 lighting points. The layout drawing for odd corner Plot 195 (32′ x 60′ house) matches this width.
💬 Ask about Type C3Land sizes are the developer’s “Lot Seragam” (standard lot) dimensions; land areas in sq ft are my arithmetic. The statutory particulars group all 110 units under two standard lots (85 x 20′ x 60′ and 25 x 20′ x 65′) and do not give a count per type. The later flyer says “from 1,644 sq ft”, which does not match the e-brochure’s 1,454 sq ft for Type A1 — ask for the built-up printed in your SPA.

Advertising and sale permit — Desa Park Chemor Phase 2
Malaysian law requires every housing advertisement to print these particulars. I have copied them from the statutory block on the developer’s specification sheets and flyer. The two documents agree on everything except the expected completion date.

The advertisement states it was approved by Jabatan Perumahan (JPN). The block also refers to Bumiputera lots. Phase 1 is covered by earlier particulars that I have not seen; Desa Park @ Chemor (Lot 15283) is a separate listing with its own page.
Statutory selling price band as printed in the advertisement particulars: Type A1 (85 units, standard lot 20′ x 60′) Min RM381,200 – Max RM638,900; Type A2 (25 units, standard lot 20′ x 65′) Min RM393,400 – Max RM573,400. This is the band the law requires the developer to print. It is not a current price list or an offer.
Foreign buyers: what applies in Perak
Foreigners may buy residential property in Perak only above the state’s minimum price threshold, set by state policy (generally RM1,000,000), and with state consent. The statutory price band printed for Phase 2 sits below that level, so in practice this is a scheme for Malaysian buyers. Confirm the current figure before you proceed.

About Falim Development Sdn. Bhd.
Start with the fact you can check yourself. The developer is Falim Development Sdn. Bhd. (company no. 14485-W / 197301000961; Chinese name 華林發展有限公司), a wholly owned subsidiary of Foo Nyit Tse & Brothers Sdn. Bhd. (1024-X), at 1st & 2nd Floors, No. 8-10, Jalan Dato Maharaja Lela, 30000 Ipoh. Its website is falimdevelopment.com.
It is a family-owned Ipoh developer (registered in 1973) that builds small. Its website lists Jalan Lahat shophouses (1985, 20 four-storey units), Taman Molek, Falim (2014, 10 double-storey terraces), Taman Chemor Suria, Chemor (2017, 43 double-storey terraces and 12 shop offices) and Taman Falim (2020, 4 bungalow and semi-D units) — all freehold.
What that tells me: a patient, low-volume local builder that already has a completed scheme in Chemor (Taman Chemor Suria) and a completed Phase 1 here. Desa Park Chemor at 226 units is by far its biggest project, so visit Phase 1 and look at finishing and drainage yourself.

How many bedrooms and bathrooms?
4 bedrooms and 3 bathrooms in every type except C3, which has 4 bathrooms. One of the bedrooms is a guest room with its own bathroom on the ground floor.
Can foreigners or Singaporeans buy here?
Only above Perak’s minimum price for foreign buyers, generally RM1,000,000 for residential property, with state consent. The statutory price band for Phase 2 is below that, so in practice it is for Malaysian buyers.
Are there Bumiputera lots?
Yes. Bumiputera lots are marked on the developer’s site plan and referred to in the statutory particulars. Ask for the list before choosing a plot.
Is there a maintenance fee?
None is published. The estate is not advertised as gated and guarded, and no guardhouse appears on the layout, so none would normally apply. Confirm in writing whether a residents’ security scheme is planned.
Where exactly is it and what is nearby?
Off Jalan Tanjung 1 (Hala Desa Chemor 5), 31200 Chemor, east of the railway. By the developer’s figures, Pasar Chemor is 0.7 km away, Econsave Chemor 2.3 km, Sentral Mall 6.0 km and the PLUS Jelapang toll 13.2 km.
Is the site near a river?
The developer’s site plan shows a river reserve along the southern boundary, marked as a proposed diversion, plus a detention pond on the western side. I have not found a public flood report for the site; ask the developer for the approved drainage plan and look at Phase 1 after heavy rain.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
