6 things that actually separate The Stallionz from the rest of Ipoh
Not a feature list. What the numbers say about this building, including the parts a brochure leaves out. The building is complete: the government register shows the CCC dated 10 November 2025.
The Turf Club side of town, about 3 km from the old town
The site is on Jalan Caldwell beside the Perak Turf Club, in the Ipoh White Times Square masterplan. The developer’s distances: Chang Jiang White Coffee 0.1 km, KMC Medical Centre 1.4 km, KPJ Ipoh Specialist 2.0 km, Ipoh Parade 2.8 km, Concubine Lane 3.0 km, the airport 3.8 km.
One size only: 650 sq ft, 2 bedrooms
All 424 units are 650 sq ft with two bedrooms and one bathroom on the developer’s plans, in four published layouts. That makes comparison simple and resale evidence easy to read, but it also means 423 other units of the same size are on the market with yours when you sell or let.
Facilities on two levels, not squeezed into one
Level 2 is a landscaped podium with three themed gardens; level 12 is a roof deck with two pools (Blue Moonlight and Atapci), a swirl pool, a shallow pool lounge and a pool bar, plus a gym, co-working lounge, meeting room, karaoke and games rooms. For a 424-unit block that is a lot of common area — and it is what the developer’s stated RM0.55 psf maintenance charge pays for.
A themed building, by design
The concept is “Vintage Glamour, The Ipoh Way”: arches, terrazzo and colonial-era detailing, named spaces like King’s Hall and Cha Chan Theng. If you like it, it is distinctive in Ipoh. If you prefer a plain condominium, look elsewhere.
No car park with the unit
Units are sold without a parking bay. The building has 515 bays in a 3-level car park (basement, ground and level 1) run as a shared facility. If you need a dedicated bay, ask how it is allocated and charged before you book.
Know how the building is used
It is a SOHO on commercial land, and EdgeProp reported on 7 August 2026 that a hospitality operator, Mana Mana Hospitality, manages serviced-apartment units in the building. Expect to share lifts and facilities with short-stay guests, and ask the management which utility and assessment rates apply to a SOHO on commercial land. If you want a quiet owner-occupied block, weigh that first. This page makes no statement about rental income, occupancy or returns, and none should be read into it.

What is on the record, and when
All 4 published layouts, all 650 sq ft
Every unit is 650 sq ft, with 2 bedrooms and 1 bathroom on the developer’s plans. The difference is the balcony and the shape of the unit. Type A (A1 + A2) makes up 384 units; Type B (B1 + B2) 40 units. The same four plans are printed in the advertisement the developer filed with the housing ministry, together with the typical-floor key plan shown last.

Type A1 (Ascot) — 650 sq ft, 2 bedrooms, with balcony
The most common arrangement. An 8.3 m-wide, 8.85 m-deep unit with the pantry at the entrance, dining and living in a line, and the balcony and air-cond ledge off the living area. Bedroom 1 sits beside the living room; bedroom 2 is behind the pantry next to the WC and separate shower. The developer’s 2022 information kit says the layout can be converted to three rooms — get that in writing with the plan.

Type A2 (Brighton) — 650 sq ft, 2 bedrooms, with balcony
Same 8.3 m x 8.85 m frame as A1, but the balcony is reached through bedroom 1 rather than the living room. That leaves the living area without a door to the outside and makes bedroom 1 the better room; the trade-off is that guests cannot step outside without going through a bedroom.

A shallower unit (8.3 m x about 8.07 m) with no balcony; the outer wall is splayed, with air-cond ledges set into the angles, so the living room and bedroom 1 have angled windows. Type B units are the minority (40 in total): on the typical-floor key plan in the filed advertisement they are units 18 to 21, four in a row on the south-east wing — B1 at 18 and 20, B2 at 19 and 21.

The mirror arrangement of B1: pantry on the other side, bedroom 2 beside the WC and shower, and angled windows to living and bedroom 1. No balcony, which some owners prefer for security and less cleaning.

From the advertisement the developer filed with the housing ministry. A typical floor has 41 units, numbered 01 to 41 with 3A, 13A, 23A and 33A in place of 4, 14, 24 and 34. The long bar (units 01 to 16) faces north-east, towards the Perak Turf Club; two wings run back from it, and the four Type B units (18 to 21) are on the outer side of the south-east wing, the Royal Perak Golf Club side. Everything else on the floor is Type A; the plan does not say which Type A units are A1 and which are A2. Levels 1 and 2 have fewer units (16 and 39 on the developer’s fact sheet), so ask me for the key plan of your floor.

What the price on the expired permit tells you
The register shows one figure: RM489,830. It is entered as both the minimum and the maximum for the register’s single row: SoHo, 11 storeys, 424 units, 1 to 2 bedrooms and 1 to 2 bathrooms, built-up not stated (650 sq ft per the developer). The advertisement the developer filed for the 2025–26 permit prints the same single figure as its selling price (Harga Jualan). A single figure for 424 units in four layouts is unusual, and the register does not explain it; I report it as it stands. That permit expired on 5 October 2026, so treat RM489,830 as the last permitted figure on record, not as a price being offered today, and not as a guide to resale prices. It is below the RM1,000,000 line Perak generally applies to foreign buyers. For what is on offer now, ask for the current price list by name.

The register records 100% built and the status Siap Dengan CCC, with the Certificate of Completion and Compliance dated 10 November 2025. The percentage is the developer’s own progress return to the ministry (the statutory 7(f) report). For the record: the first SPA is dated 19 October 2022 and vacant possession was due on 19 October 2025 under that SPA, with no extension recorded — so the CCC came about three weeks after that date, and the register has no vacant-possession date entered. EdgeProp reported on 7 August 2026 that a hospitality operator was managing serviced-apartment units in the building, so it is in use.
The permit: advertising permit 30131-1/10-2026/0858(R)-(S) expired on 5 October 2026; no renewed permit is on the register as of 7 October 2026 — ask for it. A licensed developer advertises and sells its units under an advertising and sale permit; a resale by an individual owner is not sold under that permit, and the figure on the permit does not apply to it. So ask which of the two you are being offered.
What else to ask for: a copy of the CCC, the date vacant possession was delivered for your parcel, and its strata title status. Foreign buyers: what Perak allows
Yes in principle, with Perak State Authority consent and above the state’s minimum price for foreign purchasers (generally RM1,000,000 for residential property, set by state policy — confirm the current figure and how it applies to a SOHO on commercial land before you commit). The figure on the last permit, RM489,830, is well below that line, so on the residential rule a unit here would not qualify; I will check the specific case with the lawyer.

Start with the fact you can check yourself. The developer is Exsim Caldwell (Ipoh) Sdn Bhd, registration no. 202001003187 (1359507-T), “a member of EXSIM Group”, holding housing developer’s licence 30131/07-2027/0130(A) on the government register, valid to 25 Jul 2027 (the 2022 licence document showed the suffix (N)). The register enters the scheme as Residensi Lagenda Ipoh, project code 30131-1, not The Stallionz. The brochure gives its office as No. 18, Block 2, Jalil Link, Jalan Jalil Jaya 2, Bukit Jalil, 57000 Kuala Lumpur. The Ipoh partner is Team Keris Berhad (TKB), described in the joint project material as a Perak homegrown developer established in 1991; the sales gallery sits at TKB’s Times Square Ipoh on Jalan Sultan Nazrin Shah, next to Impiana Hotel Ipoh. What that means for a buyer: a Klang Valley builder’s process and a local partner’s land. The unit mix, the permitted price and how far up it is
None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
