Six things about Harbour View Residence worth knowing before you enquire
Four are reasons a mainland buyer would shortlist it. Two are things to settle first. All six come from OSK Property’s own material or the government register.
Inside the mainland’s transport triangle
Measured in a straight line, the site is 637 m from the KTM Butterworth station, 762 m from Penang Sentral and 886 m from the Sultan Abdul Halim ferry terminal. For a household that commutes by train, bus or ferry to George Town, few new towers on the mainland sit this far inside the transport triangle. The developer also points to the planned LRT station at Penang Sentral; treat that as a public project with its own timetable, not as part of what you are buying.
Freehold, with no charge stated on the land
The advertisement the developer filed with the housing register states ‘hakmilik kekal’ — freehold — and records no encumbrance on the land. Many projects are built on charged land, which is normal; here the filed advertisement says there is none. Your solicitor’s title search at signing is still the final word.
One generous size: 950 sq ft, three bedrooms
All 373 homes are 950 sq ft with three bedrooms and two bathrooms, in Types A, A1 and B. The developer’s website adds that homes come with two to four car parks. For a scheme the developer itself calls affordable housing, that is a family-sized floor area rather than a compact starter unit.
It joins a township that already exists
Harbour Place is not a field with a signboard. The same licensee has eleven project codes on the national register, most of them Harbour Place phases, and its Rubica serviced apartments — 287 m away — received the certificate of completion and compliance on 2 September 2025. You are buying into a neighbourhood you can walk around today.
A quarter built, with a 48-month delivery period
The register’s latest return shows 25.54% built and ‘lancar’ (on track) in October 2026, while the developer’s expected completion is November 2027. The register also records an approved 12-month extension, making the delivery period 48 months instead of the standard 36. Read the delivery clause in your agreement; do not plan a move-in date around the brochure.
Affordable-housing conditions and several unpublished basics
The developer describes the 373 homes as affordable units, yet the permit band runs from RM250,000 to RM557,000. Which units carry state eligibility and resale conditions is not published. Neither are the land area, the monthly charges, the count of each type or a full facilities list. I will get those answers in writing before you commit.

373 units on the register, 373 on the developer’s advertisement
The register files Harbour View Residence as one component: 373 flats / condominium units in a 32-storey building, each with three bedrooms and two bathrooms. Its unit list is numbered G and 1 to 30 — 8 homes on each of the six lowest floors and 13 on each of the 25 floors above, which adds up to 373, the same total as the developer’s advertisement. None is marked as a Bumiputera-quota unit. On the day I read it, 179 units were recorded as sold and 194 as not yet sold.
What the permit band tells you about foreign eligibility
The advertising permit records a band of RM250,000 to RM557,000. That is the band on the advertising permit, not the price of any unit. On the mainland a foreign individual needs a strata home priced at RM500,000 or more (RM1,000,000 for a foreign company), so the band straddles the floor and eligibility is decided unit by unit at the price on the sale and purchase agreement. On top of that, the developer describes the scheme as affordable housing, and affordable-category homes in Penang are closed to foreigners. Do not assume a unit qualifies; I will confirm it with the developer first.
Schedule H, extended from 36 to 48 months
The sale and purchase agreement is Schedule H (strata). The register records the standard 36-month period plus an approved additional 12 months, giving a 48-month delivery period. The first agreement is dated 14 March 2025, which puts the latest delivery date under that agreement at 14 March 2029. Your own clock runs from the date of your agreement, and the period written in it is what binds the developer.
25.54% built, target date November 2027
The latest 7(f) return reports the tower at 25.54% complete and ‘lancar’ (on track). No certificate of completion and compliance or vacant possession is recorded yet. The developer’s advertisement gives November 2027 as the expected completion date — a target, not a contractual promise — and the advertising permit runs to 17 December 2027.

OSK Property describes itself on the project website as one of Malaysia’s leading property groups, with developments across Peninsular Malaysia and in Melbourne, Australia. In Butterworth it builds through PJD Eastern Land Sdn Bhd, the licensee behind Harbour Place on Jalan Chain Ferry.
The register gives a sense of scale. PJD Eastern Land has eleven project codes, the earlier ones filed simply as Harbour Place phases. Its first agreement was dated 30 August 2022, the certificate of completion and compliance came on 2 September 2025 and vacant possession on 1 December 2025. It was finished and handed over. Harbour View Residence already carries the same 12-month extension on the register, so plan on the 48-month period, not the shorter one.

Which floor and which type should I choose?
Every home is the same size, so choose by position and by type. The six lowest residential floors have 8 homes each and the floors above have 13, so a low floor means fewer neighbours on your corridor while a high floor means more outlook. Ask for the floor plate to see which units face the channel and which face inland.
Type A1 is the variant with a green terrace; decide whether you want that outdoor space to look after. Type B is the one drawn without a balcony. The register showed 194 units not yet sold when I read it, so there is still real choice. Ask me which stacks remain.
What is the price and the maintenance fee?
The only public price information is the government permit band: RM250,000 to RM557,000 — the band on the advertising permit, not the price of any unit. I will not repeat figures from property portals.
The developer has not published the monthly maintenance charge or sinking fund. Message me and I will send the current price list, the remaining units and the charges in writing.
How does Harbour View Residence compare with Rubica at Harbour Place?
Same licensee, 287 m apart, different product. Rubica is a 34-storey block of 230 serviced apartments that the register shows as completed, with vacant possession on 1 December 2025. Harbour View Residence is 373 residential homes in a 32-storey tower, all 950 sq ft with three bedrooms, and still a quarter built.
Rubica is a building you can walk through today; Harbour View Residence is the family-sized, residential-title product arriving after it. If you need keys now, look at Rubica on the resale market. If you can wait and want three bedrooms, this is the one.
Is this part of Butterworth practical for daily life or for renting out?
For daily life: in a straight line, KTM Butterworth station is 637 m away, Penang Sentral 762 m, the ferry terminal 886 m, SJK(C) Chung Hwa Pusat 2.3 km, Sunway Medical Centre Penang 2.7 km and Sunway Carnival Mall 2.9 km. It is a transport-and-port district more than a leafy suburb, so visit at different hours.
For renting: tenant demand here comes from people who work around the port, the rail and bus hub and across the channel in George Town. I do not quote rental figures, and if a unit carries affordable-housing conditions, letting and resale may be restricted for a period. Check that before you buy with tenants in mind.

It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
