Four in its favour and two to settle first — each one traced to the advertisement SP City Development filed with the housing register, or to the register itself.
Freehold, with a title for every house
The filed advertisement gives the tenure as ‘Kekal’, meaning freehold, and the register lists each house against its own lot number and qualified title, HSM 2182 through HSM 2205. You are buying land and building together, not a parcel inside a strata scheme.
Four-fifths built already
The register’s latest progress return puts the terraces at 80% and ‘lancar’, on track. With the advertisement naming November 2026 as the expected completion, most of what you would otherwise take on trust from a drawing is standing on the site.
A bathroom for every bedroom
All 24 houses are filed with four bedrooms and four bathrooms, in a built-up area that starts at 1,900 sq ft. That ratio is what three-generation households ask me for first, and here it is standard on both types, not an upgrade.
Errands and schools within about 2 km
Measured in a straight line from the estate pin: SJK(C) Li Hwa is 957 m away, SMJK Chung Ling Butterworth 1.8 km and Lotus’s Bagan Ajam 2.0 km. The Bagan Ajam toll plaza on the Butterworth Outer Ring Road is 2.9 km.
Caution: three dates bunch up
The advertising permit runs out on 26 November 2026, the advertised completion is the same month, and the contractual deadline under the first agreement is 10 March 2027. With 14 houses still unsold on the register, ask whether the permit has been renewed before you sign, and read the late-delivery clause. The same developer’s earlier scheme received its certificate about four and a half months after its contractual date.
Caution: the developer says little in public
SP City Development’s web address showed only a blank starter page when I checked on 5 October 2026 — no project page, no pictures; the images on this page are taken from the advertisement it filed with the housing register. The register’s map coordinates for this project are also wrong; they fall on Penang Island. And the advertisement notes the land is charged to Public Bank Berhad, which is ordinary project financing your solicitor will clear at signing.

Twenty of the 24 houses are Type B. The developer’s advertisement prints 20′ × ±45′ against this type, with four bedrooms and four bathrooms over two storeys. Across the scheme it gives land of 1,600 sq ft and above and a built-up area of 1,900 sq ft and above; the register’s range starts at 177 sq m, which is about 1,905 sq ft.
Type A terrace
Only four houses are Type A, printed at 24′ × ±45′ on the advertisement — four feet wider than Type B, with the same count of four bedrooms and four bathrooms. On the advertisement’s site plan they are the end houses of the two rows along Lorong Selayang Jaya 2. The register’s area range for the scheme tops out at 212 sq m, about 2,282 sq ft. Which lot carries which figure is in the lot schedule, and I will send it with the plan.

Where Taman Selayang Jaya @ Butterworth, Penang sits
North Butterworth, on the Sungai Puyu side of town in Mukim 9 of Seberang Perai Utara — 383 m in a straight line from 10 Golden Sanctuary, the same developer’s completed houses, and 2.0 km from Lotus’s Bagan Ajam.
The coordinates filed with the housing register for project 13088-2 are an error — they land on Penang Island, 8.9 km away. This map is pinned instead to the Taman Selayang Jaya locality in Butterworth as it appears on Google Maps, so distances are straight-line from the estate, accurate to a couple of hundred metres.

The housing developer’s licence is held by SP City Development Sdn. Bhd. (13088), whose office is on Jalan Bagan Ajam in Butterworth. Two schemes are filed under it: 10 Golden Sanctuary (13088-1), completed in 2016, and Taman Selayang Jaya (13088-2).

24 on the register, 4 plus 20 on the advertisement
The register files one component: 24 two-storey terrace houses with four bedrooms and four bathrooms, on Lots 10182 to 10205. The developer’s advertisement splits the same 24 into four Type A and twenty Type B. When I read the unit list, 10 houses were recorded as sold and 14 as not yet sold, and seven of the 24 lots were marked as Bumiputera quota.
A permit band that clears the foreign floor
The advertising permit records RM1,088,000 to RM1,774,000. That is the band on the advertising permit, not the price of any unit. On the Penang mainland a non-citizen may buy landed property from RM1,000,000, so the entire band is above the floor. A foreign purchase still requires state consent, a 3% state levy on approval, the flat 8% stamp duty for non-citizens and a three-year hold before resale, and the Bumiputera-quota lots are not available.
Schedule G, 24 months, no extension on record
Landed houses are sold on Schedule G, with a 24-month delivery period. The first agreement on the register is dated 10 March 2025, which sets the latest delivery date under that agreement at 10 March 2027; no extension has been approved. Your own 24 months run from the date of your agreement.
80% built — and a permit that ends on 26 November 2026
Progress is reported at 80% and on track; no certificate of completion and compliance is recorded yet. The advertisement’s expected completion is November 2026, a target and not a contractual date. The permit shown on the register expires on 26 November 2026 and no later one is listed, so confirm its renewal if you sign after that day.
About SP City Development
SP City Development Sdn. Bhd. is a small Butterworth developer. Its filed advertisement gives the office as the first floor of 6683, Jalan Bagan Ajam, and the register shows its housing developer’s licence renewed on 17 September 2026 for three years, to 16 September 2029.
Its first scheme, 10 Golden Sanctuary, is ten three-storey detached houses filed 383 m from the Taman Selayang Jaya pin. The register shows them completed, with the certificate of completion and compliance dated 2 February 2016. Selayang Jaya is the follow-up: more houses, a smaller format, the same corner of town.
An honest note on timing. For 10 Golden Sanctuary the first agreement was dated 13 September 2013 with a 24-month period, so the contractual date was 13 September 2015; the certificate followed about four and a half months later, and no approved extension appears on the record. Selayang Jaya is reported on track, but that history is a reason to keep your own agreement date and the damages clause in view.
The company’s public footprint is thin. Its web address held only a default starter page on 5 October 2026, so the advertisement lodged with the register is the fullest official description available: tenure, house types, minimum sizes, specifications and the note that the land is charged to Public Bank Berhad. Anything beyond that I will get from the developer in writing.

Can foreigners buy a house in Taman Selayang Jaya?
Yes, in principle. The permit band is RM1,088,000 to RM1,774,000, and the mainland floor for a non-citizen buying landed property is RM1,000,000, so every house is above it. The seven Bumiputera-quota lots are the exception.
You will need state consent before the transfer, and you should budget for the 3% state levy on approval and the flat 8% stamp duty that applies to non-citizens. A property bought this way cannot be resold for three years.
When will Taman Selayang Jaya be ready?
The developer’s advertisement gives November 2026 as the expected completion, and the register reported the houses 80% built and on track when I read it in October 2026.
The binding date is the one in your agreement: 24 months from signing under Schedule G. For the first buyer on record, who signed on 10 March 2025, that is 10 March 2027.
Should I choose Type A or Type B, and which lot?
Type A gives you four more feet of width and there are only four of them, the end houses of the two rows on the advertisement’s site plan; Type B is the standard house and makes up the other twenty. The room count is identical, so the question is whether the extra width is worth it to you.
After that it is about the lot: which of the two rows, which direction the front faces, and what is behind the back lane. Fourteen houses were still unsold on the register when I checked. Ask me which lots those are and I will mark them on the site plan shown on this page.
What is the price, and are there monthly charges?
The only public price information is the government permit band of RM1,088,000 to RM1,774,000 — the band on the advertising permit, not the price of any unit. I do not repeat figures from property portals.
Whether the street will have any shared maintenance arrangement is not stated in the advertisement. Message me for the current price list by lot and for written confirmation of any recurring charges.
How does it compare with Taman Bertam Saujana in Kepala Batas?
Both are small two-storey terrace schemes on the mainland. Taman Bertam Saujana, 9.3 km to the north-east in a straight line, has 21 houses with four bedrooms and three bathrooms and received its certificate in November 2025. Taman Selayang Jaya has 24 houses with four bedrooms and four bathrooms and is 80% built.
The trade is location against readiness. Bertam Saujana is finished and is in Kepala Batas; Selayang Jaya is inside Butterworth itself, 7.0 km from Penang Sentral. Decide which town your household actually lives in.
What is daily life like here, and would it rent?
The everyday distances are short. In straight lines, SJK(C) Li Hwa is 957 m away, SMJK Chung Ling Butterworth 1.8 km, Lotus’s Bagan Ajam 2.0 km and Bagan Specialist Centre 4.6 km. For the island, Penang Sentral is 7.0 km away and Penang Bridge 12.0 km.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
