Six things about Taman Bertam Saujana worth knowing before you enquire
Four are reasons a north-mainland buyer would shortlist it. Two are things to settle first. All six come from the government register and the advertisement the developer filed with it, because the developer publishes very little else itself.
It is a finished house, not a drawing
The register shows the scheme 100% built, with the certificate of completion and compliance and vacant possession both dated 25 November 2025. What you inspect is what you get: finishes, road, drainage and the neighbours’ frontage are all there to see.
Delivered ahead of its contract date
The first sale and purchase agreement is dated 17 July 2024, which gave the developer until 17 July 2026 under the standard 24-month Schedule G period. Vacant possession is recorded almost eight months earlier, with no extension applied for.
Large for a terrace: four bedrooms on two floors
The register records every house with four bedrooms and three bathrooms and a floor area of 215 to 271 sq m — about 2,314 to 2,917 sq ft. That is room for three generations, or a home office plus guest room, without moving up to a semi-detached budget.
In Kepala Batas town, 1.1 km from the expressway exit
Straight-line, the Bertam toll plaza on the North–South Expressway is 1.1 km away, SJK(C) Pei Yu 1.2 km, Kepala Batas Hospital 1.3 km, Lotus’s Bertam Perdana 1.3 km and Sunshine Bertam Shopping Mall 1.9 km.
The advertising permit has expired
The permit ran from 22 March 2024 to 21 March 2026 and the register lists no newer one, yet 13 of the 21 houses are still marked unsold. Before paying anything for a developer unit, ask for the current permit or written confirmation of how the remaining houses are being sold.
Very little is published
I found no developer website; what is public is the register entry and the two-page advertisement the developer filed with it. That advertisement states freehold title with no land charge, land of 1,786 to 4,025 sq ft, built-up of 2,320 to 2,919 sq ft and a basic specification. It does not say which lot carries which land area, or whether any monthly charge applies — and this is the licensee’s only project on the register.

21 houses, each with its own title number
The register files one component: 21 two-storey terrace houses with four bedrooms and three bathrooms, on Lots 24829 to 24849, each already matched to an individual title from GM 4053 to GM 4073. On 2 October 2026 it marks 8 houses as sold and 13 as unsold, and flags 6 of the 21 lots as Bumiputera quota. The register describes the development as phased, but only this one phase is on record.
What the permit band tells you — and where foreigners stand
The advertising permit records a band of RM788,000 to RM1,110,000. That is the band on the advertising permit, not the price of any unit. Seberang Perai’s floor for a non-citizen buying landed property is RM1,000,000, so the band straddles it: only a house whose SPA price is RM1,000,000 or more can be considered, with state consent, and never a Bumiputera-quota lot. A foreign buyer should ask which specific lots qualify before viewing.
Schedule G, 24 months, no extension — and early delivery
The sale and purchase agreement is Schedule G for landed property, with the standard 24-month delivery period and no extension recorded. The first agreement is dated 17 July 2024, which set the latest vacant possession at 17 July 2026; the register records vacant possession on 25 November 2025.
100% built — but the permit has lapsed
The latest return shows the scheme 100% complete and ‘Siap Dengan CCC’ (completed with CCC), with the certificate dated 25 November 2025. The advertising permit, however, expired on 21 March 2026 and no newer permit appears on the register. With 13 houses still shown as unsold, the permit position is something to confirm with the developer before you commit; I will ask for it in writing.

Yon Cun Realty Sdn Bhd is a small Seberang Perai Utara developer. The register gives its registered office on Jalan Kampung Gajah (postcode 12200) and its business address at Permatang Tinggi, Bakar Bata, 13200 — the Kepala Batas postcode — with a housing developer’s licence running from 24 October 2023 to 23 October 2028.
Taman Bertam Saujana is its one project on the national register, and the record is a clean one as far as it goes: 21 houses, no extension of time applied for, and the certificate of completion and compliance issued on 25 November 2025 — almost eight months ahead of the contractual delivery date for the earliest buyer.
One honest caveat: there is very little else to judge the company by. I found no developer website and no other registered project; the only published material is the two-page advertisement filed with the register, which gives a basic specification and names no architect. So the usual checks — earlier schemes you can walk through, a detailed specification, a named architect — are not available. Treat the finished houses themselves as the evidence, inspect carefully, and have your solicitor run the title search and check the permit before any payment.

The plan on that advertisement is drawn 6.7 m (about 22 ft) wide: living, dining, kitchen, one bedroom and a bathroom on the ground floor; the master bedroom, two more bedrooms, a family area and a balcony upstairs. It does not say which lot has which land area, so I can get the lot plan showing which houses carry the larger floor area and how much land each one sits on.
Can foreigners buy at Taman Bertam Saujana?
Only some houses, if any. On the Penang mainland a non-citizen may buy landed property only at RM1,000,000 or above, with state consent, a 3% state levy on approval and no resale for three years. The permit band here runs from RM788,000 to RM1,110,000, so eligibility is decided unit by unit at the SPA price.

With 13 houses shown as unsold, there is still a choice of position. Because the floor area ranges from 215 to 271 sq m, start by asking which lots are the larger ones and whether they are at the ends of a row.

How does Taman Bertam Saujana compare with Setia Fontaines?
Setia Fontaines is 4.7 km to the east in a straight line: S P Setia’s 1,691-acre freehold township with 2,463 homes on the register, a lake and a 100-acre Heritage Park, and two-storey terraces in its Amansara North precinct that are still under construction.
Taman Bertam Saujana is the opposite kind of purchase — 21 finished houses inside Kepala Batas town, with no township amenities but nothing left to wait for. Choose by whether you value the master plan or the completed key.
Is Kepala Batas practical for daily life or for renting out?
For daily life it is one of the better-served towns on the northern mainland: SJK(C) Pei Yu is 1.2 km away in a straight line, Kepala Batas Hospital 1.3 km, Lotus’s Bertam Perdana 1.3 km, Sunshine Bertam Shopping Mall 1.9 km and SMK Bertam Perdana 3.7 km.
For letting, the tenant pool is hospital and government staff, lecturers and staff from the UiTM Bertam campus 4.6 km away, and families working in the Bertam industrial area. I do not quote rental figures because none are published by the developer or the register; ask me what comparable two-storey terraces in Kepala Batas are actually letting for.

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
