The register records The Navens as 100% built, with its certificate of completion and compliance dated 6 January 2021. Every purchase here is a resale or a remaining unit in a standing building, which means you can check the actual view, the ceiling, the corridor and the car park bay before you sign anything.

Family-sized layouts from 1,175 sq ft

WHH Land publishes three layouts: Type C at 1,175 sq ft, Type B at 1,370 sq ft and Type A at 1,577 sq ft. Even the smallest has three bedrooms on the developer’s drawing, and Type A adds a fourth small room and a third bathroom. Half of the 320 homes are the middle size.

The developer calls it a resort-style, low-density condominium, and the numbers back the description up: 320 condominium homes share a site of roughly 4.5 acres, with the leisure pool laid out between the two blocks on the developer’s artist’s impression.

School run on foot, groceries by car

SMK Machang Bubok is 203 m away in a straight line and SJK(C) Kay Sin is 993 m. AEON Mall Bukit Mertajam is 2.6 km to the south-west. The developer’s own location map also marks St Anne’s Church, the Juru and Tambun toll plazas and Auto City as its reference points.

The register and the developer’s page do not match line for line

The developer’s page says 14 floors and 1,175 to 1,577 sq ft. The register files both blocks as 15 storeys and records 109 sq m for each, about 1,173 sq ft, which fits Type C only. The register also files a separate five-storey component of 270 flats under the same project code. Rely on the area printed on the strata title of the unit you are buying.

A construction site 132 m away, and no rail station close by

Montview Residences, the same licensee’s second project, stands 132 m from The Navens and the register shows it 83% built with a ‘Lewat’ (late) status. Expect building works and lorries until it is handed over. The closest KTM station, Simpang Ampat, is 5.1 km away, so this is a household-with-a-car address.

The map pin uses the coordinates filed on the national housing register for project 19607-1, which fall on Jalan Pinggiran Machang Bubok where the building stands. All distances are straight lines from that point.

Before you rely on these numbers. Every distance is a straight line from the registered coordinates, and Machang Bubok is reached by ordinary town roads, not a highway. Drive from the gate to the Juru or Tambun toll at the hour you would leave for work, and visit on a weekday to hear how much of the Montview Residences site next door carries into the unit you are considering.

590 on the register, 320 on the developer’s page — both are right

The register files three components under one project code: two 15-storey blocks of 160 flats / condominium units each, and a five-storey component of 270 flats. The two tall blocks add up to the 320 homes WHH Land describes as The Navens. On the register’s unit list the tall blocks carry the prefixes A1 and A2 and the five-storey flats carry C1 to C5. That list itemises 306 units, every one marked sold (81 in A1, 87 in A2 and 138 in the C blocks); the other 284 are not itemised, so the register cannot tell you whether any remain with the developer.

What the permit band means against the RM500,000 floor

The permit recorded RM387,750 to RM547,180 for one tall block and RM376,000 to RM515,640 for the other. That is the band on the advertising permit, not the price of any unit, and it dates from 2019. Seberang Perai’s floor for a foreign individual buying strata property is RM500,000, and the band sits on both sides of it, so eligibility is decided unit by unit at the price in the sale and purchase agreement. The five-storey component was recorded at a single figure of RM42,000; homes in that category are closed to foreign buyers.

Schedule H, 36 months, no extension asked for

The agreement is Schedule H, the statutory form for strata property, with the standard 36-month delivery period. The register shows the first agreement dated 21 March 2019, a delivery deadline of 21 March 2022, and no amendment or extension of time. With the certificate issued on 6 January 2021, the project was certified more than fourteen months ahead of that deadline.

Certified complete; the permit has simply run out

All three components are recorded at 100% with a certificate of completion and compliance dated 6 January 2021, and the overall status reads ‘Siap Dengan CCC’. The vacant-possession column is blank on the register, and the last advertising permit expired on 15 February 2021 with no newer one listed. If you are told a unit is being sold by the developer and not by an owner, ask to see the current permit; I will check it for you.

About WHH Land

WHH Land describes itself as a developer that has built ‘one iconic development after another across the Northern Region of Malaysia’. Its website lists The Navens alongside Montview Residences in Bukit Mertajam, Goodwood Residence in Bayan Lepas, Sentrino in Alma and Cosmo Avenue, a commercial scheme in Alma.

The licence for The Navens is held by Grandpalms Development Sdn. Bhd., registered at Lot 1361, Mukim 15, Jalan Rozhan, Alma. The register shows the company as active with two projects, both in Machang Bubok and 132 m apart, so the developer is still present next door while Montview Residences is being built.

For The Navens the developer’s pitch is a resort mood in a quiet location: spacious layouts, low density and a leisure pool are the key features it lists, and its page includes a virtual walkthrough and three floor plans. The brochure file linked from that page did not open when I tried it on 5 October 2026, so the facilities list on this page is deliberately short.

One honest caveat. The developer’s page still shows March 2020 as the expected completion date, while the register’s certificate is dated 6 January 2021. Both fall inside the contractual deadline, and the project was never flagged late. The second project, Montview Residences, is a different story on the register today: 83% built and marked ‘Lewat’. That does not change what you get at The Navens, but it is useful context on how the same licensee is running its current site.

How many units does The Navens have?

The government register shows 590 units under the same project code because it also counts a separate five-storey component of 270 flats. The two tall blocks are filed at 160 units each.

Is The Navens freehold or leasehold?

Freehold, as stated on WHH Land’s project page.

The title your solicitor pulls for the specific unit is what counts. Ask for the strata title status at the same time, because it affects how quickly a resale can complete.

What sizes and layouts are available?

Three: Type C at 1,175 sq ft, Type B at 1,370 sq ft and Type A at 1,577 sq ft. Types B and C are drawn with three bedrooms and two bathrooms; Type A is listed as 3+1 bedrooms with three bathrooms.

All three share the same 11.2 m frontage on the developer’s drawings and grow in depth. The register records 109 sq m for the tall blocks, so confirm the area on the title of the unit you are shown.

Can a foreigner buy a unit at The Navens?

Possibly, depending on the unit. On mainland Penang a foreign individual can buy strata property priced at RM500,000 or more (RM1,000,000 for a foreign company), subject to state consent and a 3% state levy, and cannot resell for three years.

The permit band for the two condominium blocks ran from RM376,000 to RM547,180, so some homes clear the floor and some do not; the test is the price in your own agreement. Non-citizens also pay a flat 8% stamp duty on residential property. The five-storey flats are not open to foreign buyers.

Is The Navens completed? When did it get its certificate?

Yes. The register shows the certificate of completion and compliance dated 6 January 2021 for both condominium blocks and the five-storey component.

The first sale and purchase agreement on record is dated 21 March 2019 and the contractual deadline was 21 March 2022, so the project was certified well within its 36 months.

Which block and which type should I pick?

Start with the type. Type B is half the development, so it is the layout you will see most often and the easiest to compare. Type A is the scarce one at 48 homes and suits a household that needs a fourth room. Type C is the entry size.

Then choose position. The pool deck lies between the two blocks, so inward-facing homes look onto it and outward-facing homes look away from it. One side of the site also faces the Montview Residences construction 132 m off. Stand on the balcony of the actual unit before deciding.

What is the price, and what are the monthly charges?

The only price information I publish is the government permit band: RM387,750 to RM547,180 for one block and RM376,000 to RM515,640 for the other. That is the band on the advertising permit, not the price of any unit, and it was set in 2019. Resale prices are agreed between owner and buyer.

The developer has not published the maintenance charge or sinking fund. Message me and I will send what is currently for sale, with the charges confirmed in writing by the management office.

How does The Navens compare with Montview Residences?

They are neighbours by the same licensee. The Navens is the finished one: 320 condominium homes in two blocks, with layouts starting at 1,175 sq ft. Montview Residences is filed as 580 units in 18-storey buildings and was 83% built on the register when I read it, with a ‘Lewat’ status.

Pick The Navens if you want larger rooms and keys now. Look at Montview Residences if a brand-new unit matters more than moving in soon and you are comfortable waiting for a project that is running behind.

What is daily life like, and is there rental demand?

It is a family neighbourhood: a secondary school 203 m away, a Chinese primary school within a kilometre, a hotel 162 m away and AEON Mall Bukit Mertajam 2.6 km off. Hospital Bukit Mertajam is 5.2 km away. There is no rail station within 5 km, so plan around a car.

Large three-bedroom homes like these tend to attract families and professionals posted to the mainland’s factories, not single-room tenants. I do not quote rental figures. If you are buying to let, ask me how many homes of the same type are advertised at the moment, and bear in mind that Montview Residences will add new supply next door.
