A small community by high-rise standards
One tower, 110 homes. Many Bukit Mertajam condominiums run to several hundred units over two or three blocks; here the whole residents’ body is 110 households, which usually means quieter lifts, a shorter queue at the guardhouse and a management meeting where your vote carries weight.
Five front doors on a landing
The register’s unit list numbers the homes 01 to 05 on every floor from Level 6 to Level 27. Five to a floor is a low count for a tower of this height. The developer’s floor plate, shown further down, lines the five up in a row: Peace and Wisdom at the two ends, with Bliss, Grace and Joy between them.
Built, certified and lived in
The register carries the tower at 100% with a certificate of completion and compliance dated 12 July 2021 and an overall status of ‘Siap Dengan CCC’. You are choosing among existing homes, so the floor, the facing and the condition can all be judged in person.
On the St. Anne’s side of town
The Minor Basilica of St. Anne is 715 m away in a straight line and Hospital Bukit Mertajam 2.3 km. SJK(C) Kim Sen is 2.0 km off and Jit Sin Independent High School 2.6 km, so a Chinese primary school and an independent secondary school are both within 3 km.
What is published dates from the launch years
The register does not record tenure and shows no bedroom or bathroom count for this project; its floor-area field holds the figure 1,207 against a square-metre unit, which cannot be right for one apartment. Freehold, the 1,237 to 1,475 sq ft range and the two covered car parks come from Techware’s project page as archived in 2017, and the layouts from marketing artwork of the same period. I will check each point against the title search and the strata plan of the unit you choose, and get the facilities list from the management office in writing.
It was handed over late, and there is building work next door
Delivery under the first agreement was due on 25 June 2019, then on 25 April 2020 after an approved 10-month extension; the certificate is dated 12 July 2021. Separately, the same licensee has ten three-storey terrace houses under construction 69 m from the tower, recorded at 5% built.

Tower and terraces: two names, two products
The Retreat
The high-rise half of the scheme and the only component filed under project code 6367-5. The register’s unit list places the homes on Level 6 to Level 27, five to a floor. It is recorded as 100% built with a certificate of completion and compliance dated 12 July 2021, so every home here is an existing one. Tenure, room counts and floor areas are not held on the register. Techware’s project page, in the copy archived in August 2017, describes the tower as freehold, with built-up areas of 1,237 to 1,475 sq ft and at least two covered car parks per home; I confirm the figures for the unit you choose from its title and strata plan.

The Reserve
The landed counterpart to the tower, mentioned here only so the two names are not confused. The same licensee has ten three-storey terrace houses on the register 69 m from The Retreat, filed separately as Taman Seri Bukit Indah, Phase 2 (project 6367-6), each with four bedrooms and four bathrooms, recorded at 5% built and on track. The advertisement Techware filed for them with the register describes freehold three-storey terrace houses with a built-up area of 1,920 sq ft; the picture above is from that advertisement. They are sold under their own permit and their own agreement. As landed strata homes on the mainland they also fall under a different foreign-buyer floor, RM1,000,000. Which part is The Retreat, and which is The Reserve
Although the project code carries both names, it contains a single component: 110 flats / condominium units in one 27-storey building. That building is The Retreat. No second tower is filed. The low-rise part of the scheme, generally referred to as The Reserve, corresponds to a separate entry by the same licensee 69 m away: ten three-storey terrace houses filed as Taman Seri Bukit Indah, Phase 2 (6367-6), recorded at 5% built and ‘Lancar’ (on track). The register does not print the name The Reserve against that entry, so treat the pairing as my reading of the record. Everything else on this page concerns the tower only.
110 units, and how the count works out
The unit list numbers homes by floor and position, from 06-01 up to 27-05. Twenty-two floors with five homes each gives 110, the same total as the summary. The list itemises 75 of them, all marked sold; the remaining 35 are not itemised, so the register cannot show whether any are still held by the developer.
The permit band and the RM500,000 line
The permit recorded RM478,000 to RM634,000 for the 110 units. That is the band on the advertising permit, not the price of any unit, and it belongs to the launch period. Seberang Perai’s minimum for a foreign individual buying strata property is RM500,000. The bottom of the band is below that line and most of it is above, so a foreign buyer’s eligibility is settled unit by unit, on the price written in the sale and purchase agreement.
Schedule H, extended from 36 to 46 months
Sales were on Schedule H, the statutory agreement for strata homes, with 36 months to deliver. The first agreement is dated 25 June 2016, which set the deadline at 25 June 2019. The register records an approved extension of 10 months, moving it to 25 April 2020. The certificate of completion and compliance followed on 12 July 2021. The vacant-possession column is blank, and the last advertising permit ran out on 13 October 2021 with nothing newer listed, so confirm who the seller is before you pay anything.
About Techware
Techware describes itself on its website as a housing developer established in 1994, working in property development, building construction and civil engineering, with more than 2,000 houses and condominiums built on Penang Island and around Bukit Mertajam. That figure comes from an older version of the site, so today’s total may well be higher.
The projects it names there are Putra Marine, Putra Place, Gold Coast and Villa Emas on the island, and Sri Bukit Indah and Vista Hill on the mainland. The Retreat’s address is Taman Seri Bukit Indah, the same name, so the tower reads as a late addition to a neighbourhood the company has been building for years, and the developer is still active on the plot beside it.
Techware’s own page for The Retreat no longer loads; the copy I could read is the one archived in August 2017. It describes a freehold, low-density tower with five homes to a floor, built-up areas of 1,237 to 1,475 sq ft, a minimum of two covered car parks and recreation facilities on a sky podium. The register holds no advertisement or brochure for the tower itself, so the picture and plans on this page come from the developer’s marketing artwork, and the location map from the advertisement Techware filed for the terrace houses next door.
One caveat stated plainly: on the register’s dates the tower was certified more than fourteen months after its extended delivery deadline. For someone buying a finished unit today that is history, not risk. It is still worth knowing if you are also considering the terrace houses now under construction next door, where the delivery clause in the agreement deserves a careful read.

Techware’s project page gives built-up areas of 1,237 to 1,475 sq ft. The developer’s floor plate names five layouts on each floor: Peace and Wisdom at 1,475 sq ft, Grace at 1,289 sq ft, and Bliss and Joy at 1,237 sq ft (listed figures). The three layouts I have drawings for — Peace, Bliss and Grace — each show a master bedroom, two more bedrooms and two bathrooms.
The register shows no room count, and its floor-area field reads 1,207 against a square-metre unit, so I do not treat that as a published size. Ask me for the strata area of the exact unit and I will send it.
Are foreigners allowed to buy at The Retreat?
Yes for units at RM500,000 and above, the threshold for a foreign individual buying strata property on mainland Penang; a foreign company needs RM1,000,000. State consent is required, a 3% state levy applies on approval, and the home cannot be resold for three years.
The permit band was RM478,000 to RM634,000, so most of the tower sat above the threshold at launch. What matters now is the price on your agreement. Non-citizens also pay stamp duty at a flat 8% on residential property.
When was The Retreat completed?
The certificate of completion and compliance is dated 12 July 2021.
The contractual deadline under the first agreement was 25 June 2019, extended with approval to 25 April 2020. The tower therefore came in after its extended date. As a resale buyer you take over a completed, certified home.
Which floor or position is the better choice?
The floor plate shows five positions in a row: Peace and Wisdom at the two ends, the largest, with Bliss, Grace and Joy between them. I will not rank them from a desk. The useful questions on site are simple: which end looks toward the hill and which toward town, and which side overlooks the terrace-house construction 69 m away.
Height is the other variable. Homes start at Level 6 and run to Level 27, so there is a wide spread of outlook within the same position. View at least one low and one high unit.
What does a unit cost, and what are the running costs?
I publish one figure only, the government permit band of RM478,000 to RM634,000. It is the band on the advertising permit, not the price of any unit, and it reflects the launch period. Today’s prices are set by individual owners.
Maintenance and sinking-fund charges are not published. In a building of 110 homes the cost of lifts, security and upkeep is shared among fewer owners than in a large development, so ask for the current statement. I will get it from the management office.
The Retreat or The Navens — which suits a family?
They are 3.2 km apart and built on opposite ideas. The Retreat is one tall tower of 110 homes, five to a floor, close to St. Anne’s and the hospital. The Navens in Machang Bubok has 320 condominium homes in two lower blocks around a pool deck, with layouts the developer publishes at 1,175 to 1,577 sq ft.
Choose The Retreat for fewer neighbours and a shorter drive into town. Choose The Navens if a large pool deck and a wider choice of layouts matter more to you than height.
Is it convenient for schools and daily errands, and will it let?
For schools, SJK(C) Kim Sen is 2.0 km away and Jit Sin Independent High School 2.6 km. Hospital Bukit Mertajam is 2.3 km, the Maju Jaya business centre about 1.5 km and AEON Mall Bukit Mertajam 3.5 km. The KTM station is 4.3 km off, so most errands are by car.
On letting, the natural tenants are hospital staff, teachers and families who want these schools within a short drive. With only 110 homes there are never many units competing, and equally never many comparable lettings to measure against. I do not quote rental figures; ask me what is advertised in the tower this month.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified.
