Alam Pesona Phase 2 (Sapphire) at a glance
Alam Pesona is a condominium community of three planned 20-storey towers at Kampung Gambalon, Putatan, Sabah, by WK Consortium Sdn Bhd, with 460 units in the Phase 2 tower now selling; Putatan is the district between Kota Kinabalu and Penampang that sits closest to the airport and the Pan Borneo Highway. Phase 1 (Emerald Tower, about 400 units) received its Certificate of Compliance and Completion in June 2024 and is sold out, according to the developer. What is still not settled in public is the size of the whole development — 1,200 homes on the developer's website, 1,320 apartments in the title printed on its artist's impressions — and a list of the developer's earlier completed projects.

Six things worth knowing before you view
Three are the reasons people buy here. Three are the things I would check before paying anything.
Phase 1 is finished — you can see what you are buying into
Emerald Tower received its Certificate of Compliance and Completion in June 2024 and is occupied. The clubhouse, pool, gym and guardhouse already exist, so you can walk the community and see how it is kept before signing for the next tower.
Priced for first homes
The developer publishes a Phase 2 range of RM340,000 to RM570,000. For a condominium with a pool, gym, cinema room and three-tier security, that is towards the lower end of what new projects in greater Kota Kinabalu ask, which is why the developer pitches it at first-time buyers.
Airport-side location
Putatan sits between the city and Penampang, and the development is described by the press as close to Kota Kinabalu International Airport, Putatan town and the Pan Borneo Highway. Listings put the airport about 15 minutes away by car.
460 homes share four lifts — and the project total is quoted two ways
The developer's unit drawings settle Block Sapphire: 23 homes on each floor, ground to 19th, which makes 460, served by three passenger lifts and one fire lift. That is a lot of households per lift at 8am, so ask how Phase 1 copes. For the whole development the developer's website says 1,200 homes, while the title printed on its artist's impressions reads three 20-storey blocks of 1,320 apartments plus four retail shop units. Ask which is current.
Treat the return figure as marketing
The developer's website estimates a return of 14–16% over five years. That is the developer's projection, not an audited figure. Ask for actual Phase 1 rents and resale transactions, which now exist, and judge from those.
Ask about drainage directly
The developer says a 10-ft deep detention drain around the site kept Alam Pesona dry in the 2024 floods that hit much of Penampang and Putatan. That is the developer's account. It is a fair question to put to Phase 1 residents and to your lawyer before you buy in a low-lying district.
Phase 2, decoded
Alam Pesona is planned as three 20-storey towers around a shared clubhouse and a car park podium whose roof carries the eco deck in the artist's impressions — 1,200 homes on the developer's website, 1,320 apartments in the title printed on those impressions: Emerald (Phase 1, completed 2024), Sapphire (Phase 2, now selling) and a third tower the 2023 press called Ruby, which the developer now dates to 2029. Phase 2 keeps the Phase 1 recipe — compact family layouts at a price aimed at first homes — and adds one-bedroom Types D1 and D2 of about 450 sq ft, which Phase 1's four types (A, A1, B, C) did not include. The sizes below are the ones printed on the developer's own floor plans. They are gross areas: the developer's unit drawings also give a smaller usable area for each type, which I quote beside each plan.
Five layouts, three ways of living
Types A & B · 868 & 662 sq ft
Type A: 868 sq ft, three bedrooms and two bathrooms — the corner unit, with a balcony off the living area and a yard beside the kitchen. There is only one on each floor, so 20 in the whole block. Type B: 662 sq ft, which the developer labels ‘2 + 1 bedroom, 2 bath’ — a master bedroom, a second bedroom and a smaller Bedroom 2 beside the yard; eight on each floor, 160 in the block. The unit drawings put the usable areas at 812 and 650 sq ft. These are the homes Alam Pesona was built around — the 2023 press described the project's sizes as 540, 662, 837 and 868 sq ft, and the family types are where most Phase 1 owners live.
Type C · 540 sq ft
540 sq ft with two bedrooms and one bathroom. Agents' listings disagreed on the bathroom count; the developer's floor plan settles it at one, shared by both bedrooms. The plan is 23 ft wide and about 29 ft deep, with the kitchen by the entrance and no balcony or yard drawn, and a usable area of 527 sq ft on the unit drawing. There are eight on each floor — 160 in the block — so, with Type B, it is the most common home in Sapphire, and the one most first-time buyers and couples look at first.
Types D1 & D2 · 449 & 451 sq ft
449 sq ft (D1) and 451 sq ft (D2), each with one bedroom and one bathroom. They are two different plans, not mirror images: D1 is the L-shaped corner unit with a small balcony beside the kitchen, and D2 is a straight intermediate unit with its balcony off the living area. They interlock in pairs at the ends of each floor — three of each per floor, 60 of each in the block — and their usable areas on the unit drawings are about 400 and 395 sq ft. Phase 1 had no one-bedroom type, so these are new — aimed at single buyers, airport and Putatan-based workers, and buyers who want to let.
Facilities, and what the building gives you
The facility list is read from the developer's website, its brochure and the 2023 press report; the building details are from the developer fact sheet and unit drawings. The specification is the developer's architect-signed building specification dated 6 August 2020, which predates the Phase 2 launch — the one that binds the developer is the schedule in your sale and purchase agreement, so compare the two. Some facilities (the sky lounge) are shown for Phase 2 specifically — ask which are shared with Phase 1 and which are new.

How the project got here
The five Alam Pesona Phase 2 layouts
These are the developer's own floor plans for Block Sapphire — one for each of the five types, with the size printed on it and a key plan showing where that type sits on the floor — followed by the typical floor layout. The printed sizes are gross areas; the developer's unit drawings give a smaller usable area for each type, which I quote under each plan. Every floor has 23 homes: one Type A, eight Type B, eight Type C, three D1 and three D2. The developer's brochure says its plans are not to scale and are subject to final survey, so the drawing that counts is the one attached to your sale and purchase agreement.

Where Alam Pesona sits
Kampung Gambalon, Putatan — the district just south of Kota Kinabalu city, between Tanjung Aru and Penampang, and the nearest residential district to Kota Kinabalu International Airport. The site is reached past the developer's Gambalon guardhouse. The developer's office is at Kompleks Karamunsing, Kota Kinabalu.
The map is set to the development's name as it appears on public maps. No official coordinates or postcode are published by the developer — confirm the exact entrance with me before you visit.

Why there is no federal register table on this page
Peninsular project pages on this website carry a table read from teduh.kpkt.gov.my, the federal housing register. Sabah is outside that register by design — housing developers here are licensed under Sabah’s own Housing Development (Control and Licensing) Enactment 1978 — so a Sabah project will not appear there however you search.
What to check instead
The Sabah licence and permit are printed on the developer’s brochure: Developer’s Licence No. (100-24/1283/24/2)04-2028/02436 and Advertising and Sales Permit No. (100-24/1283/24/2)04-2028/02426, both valid from 17 April 2025 to 16 April 2028, with completion stated as 36 months from the date of the sale and purchase agreement. Check that the same numbers appear in your agreement, and if you sign close to April 2028, ask whether they have been renewed.
Ask for the title position. The land is held under a 99-year country lease, CL 265493409, and the development title printed on the developer’s artist’s impressions says subsidiary titles are still to be applied for. Ask whether subsidiary (strata) titles have been issued for Phase 1 yet, and how long Phase 2 owners should expect to wait.
Foreign buyers
Sabah sets its own minimum price for non-citizens and runs its own consent process, and the quoted figures conflict — RM1,000,000 in the Bar Council’s state table, with a lower strata figure also in circulation. With Phase 2 priced at RM340,000 to RM570,000, most or all units are likely to fall below the threshold, so this is realistically a project for Malaysian buyers. If you are not a citizen, get written confirmation through a Sabah conveyancing solicitor before you pay anything, and budget for the flat 8% stamp duty on residential purchases by non-citizens since 1 January 2026.
About WK Consortium Sdn Bhd
The developer is WK Consortium Sdn Bhd (company no. 660499-D, as printed on its brochure), a Sabah company with its office at Lot 9CF01 & 9CF02, Block C, Kompleks Karamunsing, Kota Kinabalu. It names Alam Pesona on its own website and social pages, and describes itself as building properties in Sabah for over 20 years. Its chief executive, Aidah Wong, was quoted by the Daily Express in February 2023 when State Finance Minister Datuk Seri Masidi Manjun visited the project.
The public track record I can verify is Alam Pesona Phase 1 itself: the 400-unit Emerald Tower. In February 2023 the CEO said it was expected to receive its certificate of occupancy that year; the developer's website now states it received its Certificate of Compliance and Completion in June 2024 and that all units are sold. That is a handover roughly half a year after the date the developer itself gave — not a serious delay, but worth knowing.
The developer's social links also point to a project called 1 Avenue, and a business directory lists Kota Marudu alongside Putatan among its project locations. I could not find a published portfolio of earlier completed projects, so I would not rely on the ‘20 years’ claim without asking for the list.
The project's marketing includes a developer-estimated 14–16% return over five years and a leasing service for owners who want the developer to find tenants. I searched for litigation, abandonment and Housing Tribunal claims against WK Consortium and found none reported — which is no adverse record found, not a clean bill of health.

The developer's website gives the Phase 2 selling range as RM340,000 to RM570,000. In February 2023 the press reported the next phase starting from RM260,000, so prices have moved up since the first announcement.
Price depends on type, floor and facing. I take the current price list directly from the developer and will send it with the availability.
Is Alam Pesona freehold or leasehold?
Leasehold: Alam Pesona is on a 99-year lease, per the developer’s brochure, on country lease CL 265493409, with subsidiary titles for the units still to be applied for.
One property portal’s summary table shows it as freehold while its own description says leasehold; the developer’s brochure is the source to rely on. Ask in writing for the lease start and expiry dates, and for when the subsidiary titles are expected.
When will Alam Pesona Phase 2 be completed?
The developer targets 2028, and its brochure states completion as 36 months from the date of the sale and purchase agreement, under a developer's licence valid to 16 April 2028. Phase 3 is targeted for 2029.
Phase 1 arrived about half a year after the date the developer gave in 2023, so allow for some slippage when planning a move-in date.
How many units are there, and how many of each type?
Block Sapphire has 460. The developer's unit drawings show 23 homes on every floor from ground to 19th: one Type A, eight Type B, eight Type C, three D1 and three D2 — that is 20, 160, 160, 60 and 60 in the block. A February 2023 press report that described the next phase as another 400 units across two towers predates these drawings.
For the whole development the published figures differ: the developer's website says 1,200 homes, while the title printed on its artist's impressions reads three 20-storey blocks of 1,320 apartments plus four retail shop units. Ask the developer which is current.
Can a foreigner buy at Alam Pesona?
Realistically, no, for most units. Sabah sets its own minimum price for non-citizens — RM1,000,000 in the Bar Council's state table, with a lower strata figure also quoted — and Phase 2 is priced at RM340,000 to RM570,000.
If you are a non-citizen and still interested, get written confirmation from a Sabah conveyancing solicitor for the exact unit before paying anything, and budget for the flat 8% stamp duty on residential purchases by non-citizens since 1 January 2026.
What is the maintenance fee at Alam Pesona?
The developer fact sheet gives RM0.20 per sq ft for the service charge plus RM0.02 per sq ft for the sinking fund — about RM191 a month for an 868 sq ft Type A, and about RM99 for a 449 sq ft Type D1.
These are pre-completion figures. Ask what Phase 1 owners are paying now that their building is running.
Does the area flood?
The developer says it built a 10-ft deep detention drain around the site and that Alam Pesona stayed dry in the 2024 floods that hit much of Penampang and Putatan. I have not found an independent report either way.
Ask Phase 1 residents, and look at the ground-floor and podium levels yourself after heavy rain if you can.
What has not been published?
The floor plans, the unit mix and the licence and permit numbers are now on this page. Still unpublished: one agreed figure for the whole development (1,200 or 1,320 homes); which way each position on the floor faces; the brand and grade of the fittings; actual Phase 1 rents and resale prices; and a list of the developer's earlier completed projects.
