Six things to settle before you buy a shop office here

A shop office is a business asset that happens to look like property. Judge it the way you would judge a business: what does it cost to hold, who pays you rent, and what happens if nobody does.

Your bills arrive at commercial rates

Assessment from Majlis Bandaraya Pasir Gudang, electricity from TNB and water are all charged on commercial tariffs, from the day you take the keys, whether or not the unit is occupied. On a vacant shop office that is a real monthly bleed. Budget it in writing before you sign, not afterwards.

No Housing Development Act safety net

Residential buyers get a statutory contract, a capped deposit, a fixed delivery period and automatic compensation if the developer is late. Commercial buyers get none of that. Your only protection is the wording of the developer's own agreement, so have a solicitor read it before you pay a booking fee, not after.

The bank lends you less

Commercial property typically draws a lower margin of finance than a house — often in the 70% to 80% range rather than 90% — with a shorter tenure and a higher rate. Combine that with a national housing-loan approval rate of 39.2% in the first four months of 2026 and you should have written pre-approval in hand before you commit.

The foreign-buyer rules are not the residential rules

Three differences people get wrong. The Johor floor is RM2,000,000 if the unit carries landed title and RM1,000,000 if it is strata — check which. The Johor levy is 3% of price or RM30,000, whichever is higher, the same as residential (industrial is 4% with no minimum, which is a different rule people misapply here). And the 8% non-citizen stamp duty introduced on 1 January 2026 applies to residential property, so it does not bite on a shop office.

Frontage decides everything

In a shop row, the corner unit and the two units flanking the main entrance will let and resell for years after the middle of the row has gone quiet. Nothing in a brochure tells you this. Get the site plan, identify which units face the main road and which face the service lane, and price the difference into your offer.

NAPIC's Q1 2026 figure of 3,852 completed unsold units in Johor is the residential series. It describes houses, not shop offices, and it should not be used either to reassure you or to scare you about a commercial purchase. The commercial series is separate. I did not find a Q1 2026 Johor shop-office figure I could verify, so this page does not print one — and neither should anyone selling to you.

The title

Two questions decide most of the rest: is the title commercial (it should be, for a shop office), and is it individual (landed) or strata? Individual title means you own the lot; strata means you own a parcel in a subdivided building with a management corporation and a service charge. It also sets the foreign-buyer floor at RM2,000,000 or RM1,000,000 respectively.

What you can do is walk the existing shop rows in Seri Alam, Kota Masai and Masai town, count the vacancies, note what kinds of business survive there, and ask three existing tenants what they pay. I have not been able to verify a separate registered position for the shop office row, so treat this as the estate pin, not the shopfront pin. Frontage and which road a shop faces is the single biggest driver of shop-office value — get the site plan and stand on the actual lot before you choose a unit.

A shop office lives or dies on the traffic that passes its door, not on how far it is from the Causeway. Read from teduh.kpkt.gov.my on 27 August 2026. Both records describe four-bedroom, four-bathroom landed homes — the residential phases, not these shop offices.

Why the shop offices do not appear, and why that is worse news rather than better

The developer’s licence and the advertising and sale permit are instruments of the Housing Development (Control and Licensing) Act 1966, which governs housing accommodation. A row of shop offices is not housing accommodation, so it is not licensed under that Act and does not appear in this register. The absence is structural. There is very likely nothing to find.

But what disappears along with the permit is a set of protections, not a formality:

  • No statutory sale and purchase agreement. A residential buyer signs a prescribed form. You sign a document drafted by the developer’s solicitors, and the late-delivery compensation clause is negotiable rather than fixed by law.
  • No Housing Development Account. A residential buyer’s progress payments go into a regulated account. Yours do not.
  • No licensed-developer requirement. There is no licence to check — and no licence for the developer to lose.
  • No Tribunal for Homebuyer Claims. Section 16N(2) excludes commercial buildings. A residential buyer has a cheap, fast forum. You have civil litigation, and its value depends on whether the company that signed still has assets.

What to do instead of looking for a permit

This is a purchase held together entirely by contract. Everything the law does on the residential side is done here by the agreement itself. So: appoint your own solicitor rather than the developer’s panel firm, read the delivery clause and the compensation clause line by line, and ask which company is signing — the entity on the contract, not the brand on the hoarding.

And you can still use the residential file above: the same developer’s housing phases are on a public register with permits, progress percentages and statuses. That is not a guarantee about the commercial parcel, but it is a track record you can read for free.

About the Redhill @ Alam Heights developer

I could not confirm the legal entity behind this commercial component, and I am not going to name one on a guess. What I can tell you is what the records show for the land it sits on.

The residential part of the Redhill land does appear in the filed new-launch database, where the developer is named as Redhill Frontier Sdn. Bhd. Agent marketing for both the houses and the shops instead names Temasek Tekun Sdn. Bhd., company number 1249143-U, a real Johor company incorporated in 2017 that is independently recorded as the developer of the neighbouring The Hill @ Alam Heights. For the shop offices specifically, I found no filed record at all as at 10 August 2026.

That matters more on a commercial purchase than on a house. A shop office is not sold under Schedule G or Schedule H of the Housing Development (Control and Licensing) Act 1966, so you do not get the statutory sale contract, the statutory deposit limits, the statutory delivery period or the statutory late-delivery compensation that protect a residential buyer. You get whatever the developer's own commercial sale and purchase agreement says. The identity and the financial standing of the party on the other side of that contract is therefore the whole ball game. Get the developer licence and the advertising and sale permit, photograph them, and have your solicitor confirm the company before you release a single ringgit.

Can foreigners buy a shop office at Redhill @ Seri Alam?

It depends on two things nobody has published yet: the form of title and the price.

In Johor, a non-citizen buying property on landed (individual) title must pay at least RM2,000,000. If the shop offices are issued on strata title instead, the floor is RM1,000,000. Either way, state consent is required and the title will carry a Sekatan Kepentingan restricting transfer to non-citizens without that consent.

On top of the price, budget the Johor foreign buyer levy: 3% of the purchase price or RM30,000, whichever is higher, for commercial property — the same rate as residential. Note that industrial property is charged at 4% with no minimum; that is a different rule and it is frequently misquoted on commercial listings.

One piece of good news for a foreign buyer here: the flat 8% stamp duty on non-citizens introduced on 1 January 2026 applies to residential property only. It does not apply to a shop office. Do not let anyone add it to your costing.

Because the price has not been published, I cannot tell you today whether any unit clears the threshold. If the units are priced below the applicable floor, a foreign buyer cannot buy a single one of them. Message me and I will get the price list and the title form and give you a straight answer.

How many shop offices are there, and how big are they?

Not verified. Agent material consistently repeats 66 units at 24ft x 70ft with built-ups of 3,359 to 5,165 sq ft, but every version of that claim traces back to the same marketing source and I could not match it to a developer document or a government record.

The spread itself is worth noticing: 3,359 to 5,165 sq ft is a difference of 1,806 sq ft between the smallest and largest unit. On a shop row that normally means intermediate, end and corner lots are being quoted as one range. The corner will cost far more and be worth far more. A single headline price across that spread tells you nothing.

Ask for the site plan with unit numbers, the built-up for the specific unit you are being offered, and the price against that unit number. Those three documents together are the only version of this answer worth having.

What is the price of a Redhill shop office?

Not published, and I am not going to circulate a number I cannot source.

For context, the residential part of the same land is filed at RM810,000 to RM1,100,000 with a 2028 completion. That tells you about houses on that land; it tells you nothing reliable about shop office pricing, which is driven by frontage, corner position and land area rather than by built-up alone.

Message me and I will ask the developer for the current price list against unit numbers, the payment schedule, the booking amount and the rebate structure, and send you exactly what applies to the unit you are considering.

Is a shop office protected like a house if the developer is late or fails?

No. This is the single most important difference and it is the reason this page exists.

Residential buyers in Malaysia are protected by the Housing Development (Control and Licensing) Act 1966: a statutory sale contract in Schedule G or Schedule H, a capped 10% deposit, a fixed 24 or 36 month delivery period, automatic liquidated damages at 10% per annum on late delivery, a defect liability period, and access to the housing tribunal for claims.

Commercial property falls outside all of it. Your contract is whatever the developer drafted. Your remedy for late delivery is whatever that contract gives you, which may be nothing. Your deposit terms are whatever the contract says. You cannot go to the housing tribunal.

So the practical rule for a shop office is: read the sale and purchase agreement with a solicitor before you pay a booking fee, and satisfy yourself about the developer's identity and financial standing, because the contract is your only safety net.

How much can I borrow, and will a bank finance this?

Commercial property normally attracts a lower margin of finance than residential — commonly around 70% to 80% rather than 90% — with a shorter tenure and a higher rate. Valuation is also stricter, and banks look harder at the location's rental evidence.

Two additional frictions on this particular project. First, the developer entity for the commercial component is not confirmed in any public record, so expect the bank's panel solicitor to ask for the developer licence, the advertising and sale permit and a master title search before an offer letter is issued. Second, the national housing-loan approval rate ran at 39.2% over the first four months of 2026, down from 41% in 2025.

Get a written pre-approval before you pay anything. On a commercial purchase there is no statutory deposit protection, so a booking fee paid before financing is confirmed is genuinely at risk.

Who is the developer of the Redhill shop offices?

Not confirmed. I found no filed record for the commercial component at all as at 10 August 2026.

What the records do show is for the land it sits on: the residential part of Redhill appears in the filed new-launch database under Redhill Frontier Sdn. Bhd., while agent marketing for both the houses and the shops names Temasek Tekun Sdn. Bhd. On a commercial purchase this is not a detail you can leave open. At the gallery, ask to see the developer licence and the advertising and sale permit for the commercial phase specifically — not the residential one — photograph both, and have your solicitor confirm the company before you release any money.

Will the shops have enough customers?

Honestly: nobody can promise you that, and any yield projection you are shown for an unbuilt shop row is a sales tool, not a forecast.

What is real and checkable: Bandar Baru Seri Alam is a mature township with Regency Specialist Hospital 1.9 km away generating steady daytime footfall, KIPMall Masai 2.3 km away, and an established school belt. The Redhill houses on the same land and the 638 units at South Hills 2.9 km away add households to the catchment over the next few years.

What is also real: this corridor already has a lot of shop rows, and some of them have visible vacancy. Spend an hour driving Seri Alam, Kota Masai and Masai town, count the empty units, and ask three sitting tenants what they pay. If the answer is uncomfortable, that is information, not a reason to stop looking — it just tells you what to offer.

Should I buy the shop office or the terrace house on the same land?

They are different assets and the answer depends on what you want the money to do.

The terrace house is filed, priced at RM810,000 to RM1,100,000, protected by the Housing Development Act, financed at up to 90%, and liquid because there is always a family looking for a four-bedroom freehold house. Its weakness is that the paperwork on developer identity and unit count does not reconcile.

The shop office is unfiled, unpriced, unprotected by statute, financed at a lower margin, and depends on a tenant you have not met. Its strength is that a well-positioned corner shop in a maturing township can out-earn a house over fifteen years, and commercial units are not subject to the 8% non-citizen stamp duty.

My plain view: the shop office is the higher-risk, higher-effort purchase, and it only makes sense if you are buying a specific corner or main-road unit at a price you have verified, with the contract read by a solicitor first. If you want a straightforward asset, the house is the simpler decision — and South Hills 2.9 km away is the version of that decision with the paperwork fully published.

Before you pay a booking fee on a shop office

Commercial units are sold outside the protection you get on a house. There is no Schedule G or H, the deposit terms are whatever the developer's own contract says, and the assessment and utility bills arrive at commercial rates from day one. Tell me what you intend to do with the unit — occupy, let, or hold — and I will get the title category, the permit, the price list and the outgoing estimates before you commit anything.
