Not a feature list. What a shop buyer here should weigh, including the trade-offs.
It is built and trading
The developer states the shops are completed with CCC and were finished in 2016. Ipoh Echo reported in December 2014 that the developer had handed the Perak Water Board its keys on 5 December 2014 and claimed 100 businesses already open. You can walk the streets before you buy.
Freehold, on commercial title
The developer’s slides say freehold and the agency summary records a commercial title. Freehold matters to a local buyer for resale and financing — and it shuts out foreign buyers entirely in Perak (see below).
Two very different products
The double-storey shop offices are conventional: open ground floor, rooms and toilets upstairs. The 1.5-storey food-stall units are not: a ground-floor stall with verandahs front and back, and an open terrace above part of it under a metal-deck roof. Know which one you are being offered.
A town-scale catchment, not a city one
Sungai Siput (U) is a district town between Ipoh and Kuala Kangsar. The developer’s ring map puts TF Value-Mart, a 99 Speedmart, a hotel, OldTown and Caltex within 1 km and the town’s main road, KFC and police headquarters within about 2 km in a straight line. Rents follow a town economy — check actual tenancies, not the brochure.
Little is on paper
There is no housing-register entry (shops are outside it), the developer prints no permit block, and the material I have carries no unit count, built-up areas or approval reference. Ask for the title, the CCC and the approved building plan of the specific lot before paying anything.
Who trades here, and what the lots measure
The developer’s slides group the township’s shops into named streets and list the tenants that anchor them. Tenants change; I will confirm who is trading today before you view.

The SPA floor plans in the material I have cover one double-storey shop office and five food-stall units (three corners and two intermediates). Below are the shop office and one of each stall type; the other drawings are in the gallery.

1.5-storey food stall, intermediate — 22′ x 66′ overall (Stall 22)
A single open stall between a front and a back verandah, with a sink point inside. A spiral staircase outside leads up to two open terraces over the front part; the rest is covered by a 5° pitch metal-deck roof with an RC gutter. The drawing’s overall size, 6,706 mm by 20,116 mm, is 22′ x 66′ — the smallest lot size in the developer’s list. Stall 23 is drawn the same way. Good for F&B with outdoor seating upstairs; not an office building.

1.5-storey food stall, corner — Stall 1
A corner stall on a tapered plot: the stall narrows from 14,356 mm wide at one end to 6,741 mm at the other, over 15,237 mm, with 2,438 mm verandahs at both ends and a straight external staircase on the long side to the open terraces above. Stalls 2 and 3 are also corner units of irregular shape. Corners give frontage on two sides; confirm the land area on the title, since the developer’s list (38′ x 70′, 39′ x 70′) does not say which unit is which.

Double-storey shop office
From the SPA schedule, which shows two adjoining units: an open ground floor with the staircase and two toilets at the back; a first floor divided into four or five rooms off a corridor, with toilets. The dimension figures on this scan are too faint to read, so I do not quote a built-up area. The developer’s slides give 24′ x 70′ for the double-storey shops in the Waterfront Celebration Village streets and 22′ x 85′ for those on Lintang Square.

Sungai Siput (U) is a district town in Kuala Kangsar district, on the old trunk road between Ipoh and Kuala Kangsar. The township lies north of the town centre on Jalan Lintang; its Lintang Square frontage sits between a Caltex station and a hotel (Ipoh Echo), with Taman Kemuning to the south on the developer’s map.

Permits and registry — Waterfront Celebration Village
Malaysian law requires housing advertisements to print permit particulars. These are commercial shops, and the developer’s material I have prints none. Here is what is and is not on the record.

Developer company: Waterfront Celebration Village Sdn Bhd (agency summary; the account name is spelled “Waterfront Celebrations Village”, as on the floor-plan title blocks), part of the Team Keris Berhad group. No company number, land title number or lot list is printed in the material I have — they will be on the sale and purchase agreement and the title.
Why there is no housing-register entry
The government housing register (teduh.kpkt.gov.my) covers housing accommodation sold under the Housing Development Act. Shop offices and food-stall units on commercial title are outside it, so there is no register entry to read, and no advertising permit, price band or progress record to quote. Ask the developer for the title, the CCC and the building-plan approval instead.
Foreign buyers: what Perak allows
No. Non-citizens and foreign companies may not acquire freehold property in Perak since September 2023, whatever the price — and these shops are freehold. Sungai Siput falls under Zone 2 (Kuala Kangsar district); confirm the zone with a lawyer, although it does not change the freehold bar.
Perak’s rules for foreign buyers, as summarised in the Malaysian Bar’s Circular 444/2024 (state table as at October 2024): since September 2023 non-citizens and foreign companies may not acquire freehold property in Perak. On leasehold land a home must be bought direct from the developer — residential sub-sales to foreigners are not permitted. Minimum prices: Zone 1 (Ipoh) RM700,000 landed / RM500,000 strata; Zone 2 (Manjung, Taiping, Teluk Intan, Tanjong Malim, Kampar, Batu Gajah, Kuala Kangsar) RM500,000 landed / RM350,000 strata; Zone 3 (Kerian, Perak Tengah, Tapah, Pengkalan Hulu, Gerik, Lenggong, Selama) RM300,000 landed / RM350,000 strata. Commercial property needs at least RM1,000,000 (Zone 1–2) or RM800,000 (Zone 3). State Authority consent is always required, and Bumiputera-quota lots are not open to foreign buyers. These rules change: confirm the current position in writing with a Perak conveyancing lawyer before you pay anything.

About Waterfront Celebration Village Sdn Bhd and Team Keris (TKB)
Start with the fact you can check yourself. Ipoh Echo reported on 16 December 2014 that Team Keris Berhad (TKB) was the developer of Lintang Square at the gateway to Waterfront Celebration Village, a 60-acre township, quoting TKB Vice President Anuar Abu Hassan. The agency’s 2022 project summary names the selling company as Waterfront Celebration Village Sdn Bhd, and bookings went to the TKB office.
TKB is an Ipoh developer that dates itself to 1991; the registration number of Team Keris Berhad itself is 200501020315 (702437-W), and its office is TKB Tower, A-G-1, Jalan Sultan Nazrin Shah, Times Square Ipoh. In Perak it is known for townships and commercial centres such as Station 18 and Jelapang Square in Ipoh, and the group’s Batu Gajah Sentral shops.
My view: TKB seeds its commercial schemes with anchors (here a hotel, a petrol station and a government office) before the remaining lots sell. That lowers the risk of an empty street; it does not guarantee rent for a particular stall or upper floor.
