Most of these facts are from the statutory particulars printed on the developer’s own advertisement and from its unit layout chart. Where the two differ, or something is blank, I say so.

Why this one

5 things that actually separate Pangsapuri Putra Bercham from the rest of Bercham

Not a feature list. These are the facts that matter if you are comparing affordable apartments in north-east Ipoh — including what you should check.

📜

Freehold, no encumbrance

The statutory particulars print tenure as freehold, land encumbrance none and restriction in interest none. For an affordable apartment in Ipoh, freehold is not a given.

🏢

Small and low-rise

Only 140 units across two linked 7-storey blocks, with 2 lifts per floor serving 32 units on a typical floor. The developer markets it as very low density; the practical point is shorter lift waits than a 20-storey block.

📏

872 sq ft is the floor, not the ceiling

91 units are 872 sq ft, 3 bedrooms and 2 bathrooms; 24 are 980 sq ft with 3 bathrooms. Four top-floor 5-bedroom units run 1,938–2,346 sq ft. Ceiling height is stated as 10 ft.

🛡

Guarded, with access control

The brochure lists a fenced and guarded compound, 24-hour guards and CCTV; the developer summary names three security points: the entrance, the car park and the lift.

⚠️

The trade-offs: timing and paperwork

The ad printed an expected completion of September 2024; a public listing now shows 2026. The permit and licence numbers were blank on the ad I have. Ask for both before paying anything beyond the booking fee.

The detail

The unit mix, the specification, and the facilities

Counted unit by unit from the developer’s layout chart (140 units) and read off the specification panel of the brochure.

The facilities, by where they sit

From the developer’s brochure (“Kemudahan”) and specification panel. The layout drawings I have do not show where the gym or sky garden sit — ask for the facility plan.

Layouts

All 10 published layouts, smallest to largest

Unit counts are my count from the developer’s layout chart; sizes are as printed on it. Levels 2–5 carry 32 units each and Level 6 carries 12, including the four D-type family units.

Advertising and sale permit — Pangsapuri Putra Bercham

Malaysian law requires every housing advertisement to print these particulars. I read them off the developer’s own advertisement; the permit and licence number fields were left blank on that version, so they are blank here too.

Developer: Foh Siong Development Sdn Bhd (1216844-P), No 2-1, Lorong Lahat, Jalan Niaga Ipoh 1, Medan Niaga Ipoh, 30200 Ipoh. Developer licence no.: blank on the advertisement. Land encumbrance: none. Restriction in interest: none. The advertisement names the project “Pangsapuri Bercham Putra”; the brochure headline uses “Pangsapuri Putra Bercham”. The price line on the version I have is incomplete, so no price band is shown on this page.

Who can buy: affordable-housing rules in Perak

The developer describes all 140 units as pangsapuri mampu milik. Whether individual units carry a Perak controlled-housing condition on their title is not stated in the material I have — ask the developer and your lawyer for the draft strata title conditions.

If a unit is controlled housing, Lembaga Perumahan dan Hartanah Perak (LPHP) must approve any later transfer. LPHP’s current resale form requires the buyer to be a Malaysian citizen aged 18+, born in Perak or resident there for 5 years, living and working in Perak, not owning (with spouse) any residential property in Perak, and within a household-income ceiling set by price category; the seller must have owned the unit for 10 years before selling (5 years for a gift). Since 2019 Perak has required new housing projects to register with LPHP.

Foreign buyers

Not a realistic option. Perak’s minimum price for foreign purchasers has been RM1,000,000, and affordable-housing units are intended for Malaysian households.

What is not published, and therefore not on this page

  • Advertising and sale permit number and validity
  • Developer licence number and validity
  • A complete statutory selling price band (the maximum was blank)
  • Whether each unit title carries an LPHP controlled-housing condition
  • Maintenance fee and sinking fund rate
  • Total land area
  • Current construction stage and a firm vacant possession date
  • Buyer registration or ballot procedure, if any

Developer

About Foh Siong Development Sdn Bhd

Start with the fact you can check yourself. The statutory particulars name the developer as Foh Siong Development Sdn Bhd, company no. 1216844-P, at No 2-1, Lorong Lahat, Jalan Niaga Ipoh 1, Medan Niaga Ipoh, 30200 Ipoh. You can buy its SSM company profile for a few ringgit to check directors and paid-up capital.

I could not find another completed project by Foh Siong Development in public sources, and it appears to be a single-project company. That is common in Ipoh, but it means there is no track record to lean on — the Housing Development Account, the SPA’s late-delivery compensation and the stage-payment schedule are your protection.

My advice: ask for the permit and licence numbers and check them on the KPKT TEDUH portal before booking, and ask the panel lawyer for the construction progress certificate before each stage payment.

No developer website is published; contact details on the brochure are an email and mobile numbers.

FAQ

Frequently asked questions

Is Pangsapuri Putra Bercham freehold?

Yes. The developer’s statutory advertisement particulars print the tenure as freehold (selama-lamanya), with no land encumbrance and no restriction in interest.

Is it an affordable-housing scheme?

The developer advertises all 140 units as “pangsapuri mampu milik” (affordable apartments). Whether each title carries a Perak controlled-housing condition is not stated in the material I have; ask for the draft title conditions before booking.

Who is eligible to buy?

Malaysian citizens; foreigners are effectively excluded. If a unit is Perak controlled housing, later transfers need LPHP approval and LPHP applies conditions such as Perak birth or 5 years’ residence, not owning another home in Perak and a household-income ceiling. Confirm the developer’s own buyer criteria in writing.

How big are the units?

From 872 sq ft (3 bedrooms, 2 bathrooms, 91 of the 140 units) up to 2,346 sq ft (5 bedrooms, 5 bathrooms). There are 10 layouts in total.

When will it be completed?

The advertisement printed an expected completion of September 2024; a public listing now shows 2026. I will confirm the current stage and the vacant possession date in your SPA before you book.

How many car parks does each unit get?

One car park per unit, and two for the top-floor D-type family units, according to the developer’s summary.

What is the maintenance fee?

It is not published. As a strata development with guards, lifts and a gym, there will be a monthly service charge and sinking fund; ask for the developer’s estimated rate per sq ft.

Where exactly is it?

At Medan Putra in Bandar Baru Putra, off Jalan Bercham, 31400 Ipoh. The developer puts it 5 minutes from SMK Bandar Baru Putra and 16 minutes from AEON Mall Kinta City.

Can Singaporeans or other foreigners buy?

Not in practice. Perak’s minimum price for foreign buyers has been RM1,000,000, and affordable-housing units are meant for Malaysian households.

What loan margin can I get?

Up to 90% for your first and second residential properties, subject to the bank’s assessment; the developer names Public Bank, Hong Leong Bank, Bank Islam and Bank Muamalat as panel banks. First-home buyers may also check government-backed schemes.

How do I view or book?

WhatsApp me. I will check what is available, get the current price list and buyer criteria from the developer, and arrange a visit to the sales gallery in Bandar Ipoh Raya.

6 things worth asking for before you book

Affordable housing has more paperwork than a normal launch, and some of it was blank on the advertisement. I will ask for all of it on your behalf.

  • The advertising and sale permit number and validity, and the developer licence number (check them on KPKT TEDUH)
  • The developer’s buyer eligibility criteria in writing, and whether LPHP registration or approval is needed
  • The draft strata title conditions — any controlled-housing or resale restriction
  • The current construction stage, the architect’s progress certificate and the VP date in the SPA
  • The estimated maintenance fee and sinking fund per sq ft
  • The current price list and availability, in writing

No obligation, and no mailing list.
