5 things that actually separate Pangsapuri Putra Bercham from the rest of Bercham
Not a feature list. These are the facts that matter if you are comparing affordable apartments in north-east Ipoh — including what you should check.
Freehold, no encumbrance
The statutory particulars print tenure as freehold, land encumbrance none and restriction in interest none. For an affordable apartment in Ipoh, freehold is not a given.
Small and low-rise
Only 140 units across two linked 7-storey blocks, with 2 lifts per floor serving 32 units on a typical floor. The developer markets it as very low density; the practical point is shorter lift waits than a 20-storey block.
872 sq ft is the floor, not the ceiling
91 units are 872 sq ft, 3 bedrooms and 2 bathrooms; 24 are 980 sq ft with 3 bathrooms. Four top-floor 5-bedroom units run 1,938–2,346 sq ft. Ceiling height is stated as 10 ft.
Guarded, with access control
The brochure lists a fenced and guarded compound, 24-hour guards and CCTV; the developer summary names three security points: the entrance, the car park and the lift.
The trade-offs: timing and paperwork
The ad printed an expected completion of September 2024; a public listing now shows 2026. The permit and licence numbers were blank on the ad I have. Ask for both before paying anything beyond the booking fee.

Type A — 872 sq ft, 3 bedrooms
The standard unit and 91 of the 140. Living 137.5 sq ft, master bedroom 130 sq ft, bedroom 2 112.25 sq ft, bedroom 3 80 sq ft, kitchen 136.75 sq ft, plus balcony, yard and patio. Bedroom 3 is small — fine for a child or a study.

A variant of Type A at the end of the lift-lobby row, one per residential floor. Same room sizes as Type A, 21 sq ft more in total.

Who can buy: affordable-housing rules in Perak
The developer describes all 140 units as pangsapuri mampu milik. Whether individual units carry a Perak controlled-housing condition on their title is not stated in the material I have — ask the developer and your lawyer for the draft strata title conditions.
If a unit is controlled housing, Lembaga Perumahan dan Hartanah Perak (LPHP) must approve any later transfer. LPHP’s current resale form requires the buyer to be a Malaysian citizen aged 18+, born in Perak or resident there for 5 years, living and working in Perak, not owning (with spouse) any residential property in Perak, and within a household-income ceiling set by price category; the seller must have owned the unit for 10 years before selling (5 years for a gift). Since 2019 Perak has required new housing projects to register with LPHP.
Foreign buyers
Not a realistic option. Perak’s minimum price for foreign purchasers has been RM1,000,000, and affordable-housing units are intended for Malaysian households.

Start with the fact you can check yourself. The statutory particulars name the developer as Foh Siong Development Sdn Bhd, company no. 1216844-P, at No 2-1, Lorong Lahat, Jalan Niaga Ipoh 1, Medan Niaga Ipoh, 30200 Ipoh. You can buy its SSM company profile for a few ringgit to check directors and paid-up capital.
I could not find another completed project by Foh Siong Development in public sources, and it appears to be a single-project company. That is common in Ipoh, but it means there is no track record to lean on — the Housing Development Account, the SPA’s late-delivery compensation and the stage-payment schedule are your protection.
My advice: ask for the permit and licence numbers and check them on the KPKT TEDUH portal before booking, and ask the panel lawyer for the construction progress certificate before each stage payment.
