5 things that actually separate Taman Lapangan Harmoni Phase 4 from the rest of south Ipoh
Not a feature list. What a 20-house freehold phase gives you, and the two points that decide whether it suits you.
Freehold, unencumbered land
The statutory particulars print the tenure as freehold (“Pajakan Tanah: Kekal”) and the land encumbrance as none. Several newer schemes nearby are 99-year leasehold or charged to a bank, so this is worth something on resale.
A single-storey terrace that is 22′ wide
Most Ipoh terraces are 20′ wide. Here the lot is 22′ x 70′, the house is 22′ x 50′ (about 1,100 sq ft) and the flyer states a 12-ft internal ceiling, with 4 bedrooms and separate dry and wet kitchens — one level, no stairs.
Only two semi-Ds, both beside the open space
The two double-storey semi-Ds sit on 50′ x 90′ and 57′2″ x 80′ lots facing the Kawasan Lapang (open space) on Lapangan Harmoni 8. Every bedroom has its own bathroom (4+1 bedrooms, 5 bathrooms) and the porch takes 3 cars.

A completed terrace show house stands on site, and Phases 1, 1A and 3 of Taman Lapangan Harmoni were delivered by the same developer (the developer’s website lists 46 terraces in Phase 1A and 22 in Phase 3). You can walk those streets before you decide.
The trade-off: who can buy which house
All 18 terraces are Bumiputera lots and carry a restriction requiring State Authority consent to transfer. Non-Bumiputera buyers can look only at the 2 semi-Ds, and both sit below Perak’s RM1,000,000 foreign-buyer threshold, so foreigners are generally out. Terraces also come with just 1 air-cond point in the specification.

Single-storey terrace — 22′ x 50′ built-up (about 1,100 sq ft), 4 bedrooms
Front to back: a 20′-deep car porch, a 17′ living room, dining area, dry kitchen and a wet kitchen at the rear, all down one side. The four bedrooms line the other side: master bedroom (12′ deep) with its own bathroom, bedrooms 2 and 3, and bedroom 4 at the back next to the second bathroom. Intermediate-corner lots are 32′ wide and corner lots 283–410 m², so end units get a real side garden. One air-cond point only — plan the rest before renovation.

Malaysian law requires every housing advertisement to print these particulars. I have copied them from the footer of the developer’s two Phase 4 flyers; the developer can also be checked on the KPKT TEDUH portal (teduh.kpkt.gov.my).

Developer’s licence: 12391/02-2025/0071(A), validity printed as 17/02/2022 – 16/02/2025. Land encumbrance: none. Restrictions in interest: none for the 2 semi-Ds; for the 18 terraces, the land may only be transferred or leased with the State Authority’s written consent. The semi-D flyer states the advertisement was approved by Jabatan Perumahan Negara. Both the printed licence and the printed permit validity have now passed, so ask for the renewed documents (or the CCC, if the houses are complete) before you book.

Foreign buyers: what applies here
In practice, none of these houses suits a foreign buyer. Perak generally sets RM1,000,000 as the minimum price for foreigners buying residential property (state policy — confirm the current figure before you commit). The semi-Ds’ statutory band tops out at RM834,250, and the 18 terraces are Bumiputera lots.

About Seong Maju Properties Sdn Bhd
Start with the fact you can check yourself. The developer printed on both flyers is Seong Maju Properties Sdn Bhd (company no. 688763-T), office at 45-4A (1st floor), Jalan Sultan Azlan Shah Utara, Taman Ipoh Selatan, 31400 Ipoh. Its website says it was incorporated on 19 April 2005.
The same website describes a group with a sister company (Seong Maju Holdings Sdn Bhd), subsidiaries Sutera Sejati Sdn Bhd and Sejati Maju Construction Sdn Bhd, and several associates, working in Perak and Selangor (Klang Valley, Ipoh, Taiping, Teluk Intan and Sitiawan). It claims the group has delivered thousands of units over three decades; I have not verified that figure independently.
Taman Lapangan Harmoni is its home project. The developer’s property page lists Phase 1 (double-storey terraces and single-storey semi-Ds, sold out), Phase 1A (46 double-storey terraces, expected completion October 2016) and Phase 3 (22 double-storey terraces on 22′ x 75′ lots, expected completion December 2020). Phase 4 is the next street along, so the earlier phases are the best evidence of workmanship — look at them.

Yes. The statutory particulars print the tenure as freehold (“Kekal”), with no land encumbrance, and the developer markets it as virgin land.
How many houses are there, and what types?
20 in total: 18 single-storey terraces on 22′ x 70′ lots (4 bedrooms, 2 bathrooms) and 2 double-storey semi-detached houses on 50′ x 90′ and 57′2″ x 80′ lots (4+1 bedrooms, 5 bathrooms).
What is the built-up area of the terrace?
The developer states a built-up footprint of 22′ x 50′, about 1,100 sq ft, on a 22′ x 70′ lot, with a 12-ft ceiling. The semi-D built-up is not published.
Can non-Bumiputera buyers buy the terraces?

Is it gated and guarded? Is there a maintenance fee?
There is a guardhouse at the taman entrance, per the developer. It is not marketed as a fully gated community, and the developer says any maintenance fee will be decided by residents after they form their own community.
Where exactly is it?
In south Ipoh, east of Jalan Pasir Puteh, off Jalan Pegoh and Jalan Pasir Lapangan Ria, on the new roads Lapangan Harmoni 8 and 13. AEON Station 18 is about 3.5 km away by road (my estimate).
How much can I borrow?
For a first or second residential property, Malaysian banks generally lend up to 90% of the price, subject to income and credit record. Civil servants can also apply for LPPSA financing.
How do I view the show house?

The unit mix, the permitted price and how far up it is
None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
