Taman Seri Bedu in six plain points

Four reasons a north Seberang Perai family might put this short row of houses on the list, then two things I would settle before paying anything. Everything comes from the government housing register or the advertisements the developer filed with it.

A freehold title, with no restriction recorded

Both advertisements filed with the housing register print ‘hak milik kekal’, which is a freehold title, and both answer the restrictions line with ‘tiada’ (none). On land at the edge of a kampung, that restrictions line is the first thing a lawyer will want to see confirmed on the title search.

A bathroom for every bedroom

The register records four bedrooms and four bathrooms in each house, on 149 sq m of built-up area. For a household with grandparents downstairs or grown children still at home, not having to share a bathroom matters more day to day than an extra few square feet in the living room.

Phase 1 found its buyers

All 18 Phase 1 houses were recorded as sold when I read the unit list on 5 October 2026. A small scheme by a small developer does not get that far without local buyers who know the village and the builder; it is a useful signal, though not a promise about Phase 2.

A station town, minus the township traffic

Straight-line, the site is 2.0 km from Tasek Gelugor KTM station, 1.3 km from the government health clinic, 1.2 km from Politeknik METrO Tasek Gelugor and 1.8 km from SJK(C) Lee Chee. Twenty-nine houses on a kampung road is a very different daily rhythm from a master-planned township of thousands.

Phase 1 has passed the date on its own advertisement

The Phase 1 advertisement gives March 2026 as the expected completion. In October 2026 the register still shows that row at 70% built, with no completion certificate. The status reads ‘lancar’ (on track) because the contractual deadline under the first agreement is 17 March 2027 — but a Phase 2 buyer should read the January 2028 date with that history in mind.

A lot is simply not published

Ihsan Ceria has no project website on record. The land area of each house, the site layout and any monthly charges are not in the register or in the advertisements; the floor drawings give the dimensions of the house only. The land is also charged to RHB Bank Berhad as project financing. None of that is unusual for a scheme this size; all of it should be answered in writing before you sign.

The first 18 two-storey terrace houses, filed as project 13595-4. The register’s unit list showed all 18 as sold when I read it on 5 October 2026, and the latest progress return puts the row at 70% built. Its first sale agreement is dated 17 March 2025, so the 24-month delivery period under that agreement runs to 17 March 2027. Nothing here is left to buy from the developer; if you want a Phase 1 house, it would be a resale from an owner once the houses are handed over.

Eleven more two-storey terrace houses of the same recorded size, filed as project 13595-5 under a new advertising permit issued on 30 January 2026. On 5 October 2026 the register listed all 11 as not yet sold, showed no sale agreement on record and put construction at 5%. The developer’s advertisement gives January 2028 as the expected completion. This is the phase where you still choose your own lot, so ask me for the lot plan and for which lots fall under the Bumiputera quota.

Kampung Tok Bedu sits north-west of Tasek Gelugor town in Seberang Perai Utara; the developer’s location sketch marks the roads towards Sungai Dua and Pokok Sena. The railway station is 2.0 km away in a straight line and the Bertam shopping area 4.6 km.

Pinned to the coordinates the housing register holds for Phase 1 (13595-4), which match the site at Kampung Tok Bedu. The register’s point for Phase 2 has the same latitude but a longitude about 5.4 km further east; I have treated that as a filing slip and not used it. Distances are straight-line from the Phase 1 point.

What the map does not tell you. The developer’s own location sketch draws rice fields beside the site. That means open views and evening breeze; it also means you should ask how the access road and the drains behave in a heavy north-east monsoon downpour, and drive the kampung road in the dark once. The distances here are straight lines — the real trip to the North-South Expressway at Bertam or Sungai Dua is longer, so time it during the school run before you decide.

The housing developer’s licence is held by Ihsan Ceria Sdn. Bhd. (13595), whose business address on the register is at Pusat Perniagaan Maklom in Butterworth. Taman Seri Bedu is filed as two separate projects — 13595-4 for Phase 1 and 13595-5 for Phase 2 — each with its own advertising permit.

18 + 11 = 29, and who has bought so far

Phase 1 is one row of 18 two-storey terrace houses; Phase 2 is one row of 11. Both rows record 149 sq m, four bedrooms and four bathrooms. The unit lists showed 18 of 18 sold in Phase 1 and 0 of 11 sold in Phase 2 on the day I read them. Sold on the register means an agreement has been reported, so the count can lag a few weeks behind the sales office.

What the permit bands mean — and why foreigners are out

Phase 1’s permit records a minimum of RM532,000 and a maximum of RM710,000; Phase 2’s records RM565,432.10 to RM676,543.21. Each is the band on the advertising permit, not the price of any unit. In Seberang Perai a foreign buyer needs a landed home priced at RM1,000,000 or more, so both bands fall entirely below the floor and Taman Seri Bedu is closed to non-citizens.

Schedule G, 24 months, no extension on record

Both phases are sold on the Schedule G agreement for landed homes, with the standard 24-month delivery period and no approved extension recorded. Phase 1’s first agreement is dated 17 March 2025, which sets the latest delivery date under that agreement at 17 March 2027. Phase 2 has no agreement on record yet; your 24 months would run from the date you sign.

70% and 5% built, certificates still to come

The latest 7(f) progress returns put Phase 1 at 70% and Phase 2 at 5%, both marked ‘lancar’ (on track). No certificate of completion and compliance or vacant-possession date is recorded for either. The Phase 1 advertisement’s March 2026 target has passed; the Phase 2 advertisement gives January 2028. Treat both as the developer’s estimates and rely on the dates in the agreement.

About Ihsan Ceria

Ihsan Ceria Sdn. Bhd. is a licensed housing developer, number 13595 on the national register, working from an office at Pusat Perniagaan Maklom, Butterworth. Its developer’s licence was renewed on 20 July 2026 and runs to 19 July 2031. The company has no project website on record, so the register and its filed advertisements are the published sources for this page, including its images.

The register lists five projects under the licence. In Penang there is Taman Seri Pokok Sena — 28 single-storey semi-detached houses, 3.7 km west of this site in a straight line, shown as completed with its certificate of completion and compliance dated 25 August 2015 — followed by the two phases of Taman Seri Bedu. The other two, Taman Serai Merbau and Taman Serai Perdana, are across the state line in Perak.

For Taman Seri Bedu the filed advertisements state that the building plans were approved by Majlis Bandaraya Seberang Perai under reference MBSP/40/20-12/46(PR1), that the tenure is freehold with no restriction in interest, and that the land is charged to RHB Bank Berhad. A charge to the project’s financing bank is routine; your solicitor obtains the bank’s redemption statement and undertaking when you sign.

The honest caveat is scale. This is a small developer building a few dozen houses at a time, with one completed Penang scheme on the register from 2015 and a Phase 1 here that is running behind the date on its own advertisement. That is not a warning sign by itself, but it is the reason to visit the Phase 1 houses on site, look at the workmanship with your own eyes and have the delivery and late-delivery clauses explained before you commit to Phase 2.

Is Taman Seri Bedu freehold?

Yes, according to the developer: both advertisements filed with the housing register state ‘hak milik kekal’ (freehold) and record no restriction in interest.

The same advertisements note that the land is charged to RHB Bank Berhad as project financing. A title search by your solicitor at signing confirms the tenure, any Bumiputera-quota endorsement on your lot and the bank’s undertaking.

How big are the houses and how many rooms do they have?

The register records 149 sq m of built-up area for every house, which is about 1,604 sq ft, with four bedrooms and four bathrooms over two storeys.

The floor drawings on the developer’s advertisement filed with the government register, shown on this page, put a guest bedroom and a bathroom on the ground floor and three bedrooms with three bathrooms upstairs, and dimension the house at about 6.1 m (20 ft) wide. The land area of each house is not on the register or in the advertisements; I will ask the developer for the lot schedule, including which houses are end lots.

Can foreigners or Singaporeans buy at Taman Seri Bedu?

No. A foreign individual buying a landed home in Seberang Perai needs a price of at least RM1,000,000, and the highest figure on either permit here is RM710,000 — the band on the advertising permit, not the price of any unit.

Malaysians working in Singapore or elsewhere are not affected by that floor and can buy in the usual way. If you are a foreign buyer looking at the mainland, tell me your budget and I will explain state consent, the 3% levy and the flat 8% stamp duty for non-citizens against projects that do qualify.

When will the houses be completed?

Phase 1 was 70% built on the register in October 2026; its advertisement targeted March 2026, and the contractual deadline under the first agreement is 17 March 2027. Phase 2 was 5% built, with January 2028 printed on its advertisement.

Under Schedule G the developer has 24 months from the date of your own agreement to deliver vacant possession. No extension has been recorded for either phase.

Phase 1 or Phase 2 — which should I look at?

From the developer, only Phase 2: the register shows its 11 houses unsold and Phase 1 fully taken. That makes the choice inside Phase 2 the real question — end lot or intermediate, which way the front faces, and how far the house sits from the rice-field edge.

Use Phase 1 as your show unit. It is far enough along to judge ceiling heights, the stair position and the finish. If you would sooner buy something nearly finished, ask me to watch for a Phase 1 owner who decides to sell.

What is the price, and are there monthly fees?

The only public price information is the government permit band: RM532,000 to RM710,000 for Phase 1 and RM565,432.10 to RM676,543.21 for Phase 2. That is the band on the advertising permit, not the price of any unit, and I do not repeat figures from property portals.

No maintenance charge is stated in the published material, and no shared facilities are listed. Message me for the current price list for the remaining lots and for written confirmation of any recurring charges.

How does Taman Seri Bedu compare with Setia Fontaines in Bertam?

They are 1.9 km apart in a straight line and opposite in character. Setia Fontaines is a multi-phase township by S P Setia with its own road network and a long build-out; Taman Seri Bedu is 29 freehold houses on a kampung road by a small local developer.

Choose the township if you want planned amenities and a big-name developer behind the paperwork. Choose Seri Bedu if you want a short street, a village setting beside Tasek Gelugor town and no township-style community charges on record — and are prepared to do more of your own checking.

What is daily life like in Tasek Gelugor, and will a house here rent out?

Tasek Gelugor is a small railway town in the northern mainland: the KTM station is 2.0 km away, the government health clinic 1.3 km, SJK(C) Lee Chee 1.8 km and Kepala Batas Hospital 5.7 km, all straight-line. Larger shopping is at Bertam, 4.6 km away, and Butterworth’s Penang Sentral is 17.3 km.

On renting: the natural tenants here are families with work in Bertam, Kepala Batas or the Tasek Gelugor area and staff and students of Politeknik METrO, 1.2 km away. It is a thin market compared with Bukit Mertajam or Batu Kawan, and I do not quote rental figures. Buy this one to live in first; treat rent as a fallback.
