The estate is on the western side of Bagan Serai, the main town of northern Kerian, off Jalan Perdana beyond Taman Serai Perdana Baru, with the Sungai Kurau river reserve along its western edge. The developer’s sketch places it south-west of the town’s Econsave and the Bagan Serai – Parit Buntar road, near its sister schemes Taman Serai Emas and Taman Serai Merbau.

What the permitted price band tells you

The permitted band is RM408,888 to RM542,222. By type: RB1 (6 units, about 861 sq ft) RM408,888 – RM442,222; RB2 (8 units, about 926 sq ft) RM447,777 – RM542,222. The two bands do not overlap: every RB2 house on the permit sits above every RB1 house, and the widest spread is inside RB2, where corner plots are visibly larger on the site plan. The current price list is a separate document — ask for it by name, with the plot number.

The register records both types as 100% built, with the CCC issued on 27 December 2024 and vacant possession on 6 January 2025. The first SPA was dated 14 August 2023, so the houses were handed over about seven months before the 24-month SPA deadline of 14 August 2025. The percentages are the developer’s own progress returns to the ministry (the statutory 7(f) report).

One thing that is not in order on the register: the advertising permit expired on 26 March 2025 and no renewal is recorded. A developer needs a valid permit to advertise and sell under the Housing Development Act. Ask to see the current permit, or confirm with the developer that the plot you want is outside the expired entry, before you book. Status vocabulary is fixed: Belum Mula, Lancar, Lewat, Sakit, Siap Dengan CCC / CFO, Permit Telah Dibatalkan. This entry sits in Siap Dengan CCC — completed.

Foreign buyers: what Perak allows

No. Taman Serai Perdana is freehold, and Perak has not allowed foreigners to buy freehold property since September 2023, whatever the price. Bagan Serai is in Kerian district, which falls under Zone 3 — but the zone does not matter for freehold land.

Perak’s rules for foreign buyers, as summarised in the Malaysian Bar’s Circular 444/2024 (state table as at October 2024): since September 2023 non-citizens and foreign companies may not acquire freehold property in Perak. On leasehold land a home must be bought direct from the developer — residential sub-sales to foreigners are not permitted. Minimum prices: Zone 1 (Ipoh) RM700,000 landed / RM500,000 strata; Zone 2 (Manjung, Taiping, Teluk Intan, Tanjong Malim, Kampar, Batu Gajah, Kuala Kangsar) RM500,000 landed / RM350,000 strata; Zone 3 (Kerian, Perak Tengah, Tapah, Pengkalan Hulu, Gerik, Lenggong, Selama) RM300,000 landed / RM350,000 strata. Commercial property needs at least RM1,000,000 (Zone 1–2) or RM800,000 (Zone 3). State Authority consent is always required, and Bumiputera-quota lots are not open to foreign buyers. These rules change: confirm the current position in writing with a Perak conveyancing lawyer before you pay anything.

Start with the fact you can check yourself. The developer is Ihsan Ceria Sdn. Bhd., company no. 852178-V, which its filed advertisement places at No. 2, 2nd Floor, Persiaran Maklom, Pusat Perniagaan Maklom, 13800 Butterworth. On the government housing register it is licensed developer no. 13595, with its registered address in Penang; its current licence is 13595/07-2031/0241(R), valid 20 July 2026 to 19 July 2031.

This is a small, local developer: I could not find a company website or press coverage. Its own location sketch labels neighbouring Taman Serai Merbau as an Ihsan Ceria scheme too. On this project the record is good on delivery — CCC in December 2024, inside the SPA period — and weak on paperwork: the advertising permit lapsed in March 2025 with no renewal on the register.

The scheme is marketed as Taman Serai Perdana; the developer’s location sketch uses “Taman Serai Perdana Baru” for the older houses you pass on the way in. An earlier Taman Serai Perdana terrace scheme on Jalan Perdana, listed on property portals under another developer, is a different project.

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.
