The register does not say how it measured; ask for the area schedule for your plot.

The site plan puts the 12 shop offices along the entrance from Jalan Syahbandar, the double-storey terraces (plots 13–32) in the middle and the single-storey terraces (plots 33–67) along the north side and at the east end, with a landscaped strip and a pond on the east. The brochure says the site will be raised above the neighbouring lots.

The permitted band is RM333,300 to RM599,200. By type: single-storey terrace (35 units) RM333,300 – RM417,850; double-storey terrace (20 units) RM498,900 – RM599,200. The bottom of the band is an intermediate single-storey house and the top a large double-storey corner or end lot. The filed advertisement prints the same ranges. The current price list is a separate document: ask for it by name, with the plot number.

About 40.5% and 63% built, Lancar

The register records the double-storey houses 40.5% built and the single-storey houses 63% built, with the status Lancar — on schedule, no adverse flag — as I read it on 8 October 2026. First SPA 17 October 2025; vacant possession due 17 October 2027 under the SPA; the filed advertisement expects completion in September 2027. The percentages are the developer’s own progress returns to the ministry (the statutory 7(f) report). Note today’s reading and re-check before each progress payment your bank releases. Status vocabulary is fixed: Belum Mula, Lancar, Lewat, Sakit, Siap Dengan CCC / CFO, Permit Telah Dibatalkan. This entry sits in Lancar — no adverse flag.

Foreign buyers: what Perak allows

No. Taman Serai Emas is freehold, and Perak has not allowed foreigners to buy freehold property since September 2023, whatever the price. (Bagan Serai falls under Zone 3, Kerian district — confirm the zone with a lawyer if the rules change.)

Perak’s rules for foreign buyers, as summarised in the Malaysian Bar’s Circular 444/2024 (state table as at October 2024): since September 2023 non-citizens and foreign companies may not acquire freehold property in Perak. On leasehold land a home must be bought direct from the developer — residential sub-sales to foreigners are not permitted. Minimum prices: Zone 1 (Ipoh) RM700,000 landed / RM500,000 strata; Zone 2 (Manjung, Taiping, Teluk Intan, Tanjong Malim, Kampar, Batu Gajah, Kuala Kangsar) RM500,000 landed / RM350,000 strata; Zone 3 (Kerian, Perak Tengah, Tapah, Pengkalan Hulu, Gerik, Lenggong, Selama) RM300,000 landed / RM350,000 strata. Commercial property needs at least RM1,000,000 (Zone 1–2) or RM800,000 (Zone 3). State Authority consent is always required, and Bumiputera-quota lots are not open to foreign buyers. These rules change: confirm the current position in writing with a Perak conveyancing lawyer before you pay anything.

Start with the fact you can check yourself. The developer is KY Maju Development Sdn Bhd, company no. 922782-A, of No. 1, Lorong Ciku 3, Taman Ciku, 14000 Bukit Mertajam, Penang, as printed on its brochure and its advertisement filed with the housing ministry. On the government register it is licensed developer no. 14648, licence 14648/04-2028/0610(A), valid 13 April 2023 to 12 April 2028.

It markets under the Kimyong Group brand (“Hello Happiness”, kimyonggroup.com). The same company is building Taman Pelangi at Simpang Lima, between Parit Buntar and Kuala Kurau (register entry 14648-8, 90% built and Lancar on 8 October 2026). I could not reach the group’s website or find a published track record beyond these two schemes; myBina lists Taman Serai Emas with a construction start in September 2025.

A single-storey show unit is on site for viewing by appointment, according to the developer’s notes.

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.
