The filed advertisement prints the same range. The current price list is a separate document: ask for it by name, with the plot number.

The register records the scheme 90% built with the status Lancar — on schedule, no adverse flag — as I read it on 8 October 2026. First SPA 7 February 2025; vacant possession due 7 February 2027 under the SPA; the filed advertisement expects completion in December 2026. The percentage is the developer’s own progress return to the ministry (the statutory 7(f) report). Note today’s reading and re-check before each progress payment your bank releases. Status vocabulary is fixed: Belum Mula, Lancar, Lewat, Sakit, Siap Dengan CCC / CFO, Permit Telah Dibatalkan. This entry sits in Lancar — no adverse flag.
Foreign buyers: what Perak allows
No. The filed advertisement describes the land as Malay reservation land, which foreigners cannot own; and the developer’s material describes it as freehold, which Perak has closed to foreign buyers since September 2023, whatever the price. Simpang Lima falls under Zone 3 (Kerian district) — confirm the zone with a lawyer.
Perak’s rules for foreign buyers, as summarised in the Malaysian Bar’s Circular 444/2024 (state table as at October 2024): since September 2023 non-citizens and foreign companies may not acquire freehold property in Perak. On leasehold land a home must be bought direct from the developer — residential sub-sales to foreigners are not permitted. Minimum prices: Zone 1 (Ipoh) RM700,000 landed / RM500,000 strata; Zone 2 (Manjung, Taiping, Teluk Intan, Tanjong Malim, Kampar, Batu Gajah, Kuala Kangsar) RM500,000 landed / RM350,000 strata; Zone 3 (Kerian, Perak Tengah, Tapah, Pengkalan Hulu, Gerik, Lenggong, Selama) RM300,000 landed / RM350,000 strata. Start with the fact you can check yourself. The developer is KY Maju Development Sdn Bhd, company no. 922782-A, of No. 1, Lorong Ciku 3, Taman Ciku, 14000 Bukit Mertajam, Penang, as printed on its advertisement filed with the housing ministry. On the government register it is licensed developer no. 14648, licence 14648/04-2028/0610(A), valid 13 April 2023 to 12 April 2028.
It markets under the Kimyong Group brand (“Hello Happiness”, kimyonggroup.com). The same company is building Taman Serai Emas in Bagan Serai (register entry 14648-9). Its own brochures for Taman Pelangi print no permit particulars, so the register and the filed advertisement are where to check them. I could not reach the group’s website or find a published track record beyond these two schemes.

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
