It is finished — on the government’s own record
The register records Phase 1 (entry 8776-5) as Siap Dengan CCC: CCC on 6 February 2024 and vacant possession on 7 February 2024. You are looking at houses that exist, not a render. One honest footnote: the SPA delivery date counted from the first SPA (25 January 2022) was 25 January 2024, so delivery for the earliest buyers came about two weeks after it.
A new single-storey house, with no stairs
Every house here is a single-storey terrace with 3 bedrooms and 2 bathrooms, on a 20′ x 70′ lot with a 25′ car porch. New single-storey stock is scarce around Ipoh and suits retirees, young families and anyone who does not want stairs.
Batu Gajah, not Ipoh — know the drive
The developer prints 7.2 km to Batu Gajah town, 13.5 km to Station 18 and 20.4 km to Ipoh. It suits people who work or study around Batu Gajah, Pusing or Seri Iskandar (16.6 km by the developer’s figure). If you commute to central Ipoh every day, drive it first.
The built-up figure on the register needs a second look
The register enters 130 sq m (about 1,399 sq ft) as built-up for all 41 houses — exactly the area of a 20′ x 70′ lot. The floor plan shows a house about 20′ x 45′ in front of a 25′ porch, and the later phases of the same estate are entered at 84 sq m (about 904 sq ft). Ask for the area schedule in the SPA before you compare prices per square foot.
A growing estate around it
Phase 1 is the start, not the whole: the register carries 114 Muda Awam single-storey terraces at Medan Bemban Mesra across six entries, four of them completed with CCC and two (24 houses) recorded at 45% built and Lancar on 8 October 2026. Expect building work nearby for a while yet.

The developer’s Phase 1 lot plan shades Phase 1 in yellow: one long row on the western side (1A and 1B), and one row on the eastern side (1C), with an open space (Kawasan Lapang, 1,291 sq m) and an electricity substation (PE) between them.

From the gate: a 25′ car porch, then the living room (Ruang Tamu), dining (Ruang Makan) and kitchen (Dapur) down one side; the master bedroom (Bilik Tidur Utama), bedroom 1 and bedroom 2 down the other, with the two bathrooms (Bilik Air 1 and 2) between the bedrooms. The house itself measures about 20′ x 45′ on the dimension lines. The register enters 130 sq m (about 1,399 sq ft) as built-up, which equals the land area of the lot, so ask for the built-up figure in your SPA schedule. The 10-house row is entered on the register with 2 or 3 bedrooms.

What the permitted price band tells you
The permitted band is RM180,310 to RM322,800. By register row: 15 houses RM180,310 – RM267,800; 10 houses RM208,800 – RM322,800; 16 houses RM208,800 – RM311,600. The spread inside each row reflects intermediate versus end and corner lots (corners carry up to 410 sq m of land) and the Bumiputera lots. The current price list is a separate document: ask for it by name, with the lot number.

The register records all three rows as 100% built and Siap Dengan CCC, with the CCC dated 6 February 2024 and vacant possession 7 February 2024. Under the first SPA (25 January 2022) vacant possession was due on 25 January 2024, so the earliest buyers received their keys about two weeks after that date; later buyers had later due dates. The percentages are the developer’s own progress returns to the ministry (the statutory 7(f) report).
The advertising permit for this phase ran out on 15 September 2023 and the register shows no renewal, which is normal once a phase is built and sold through; it means any house in Phase 1 offered today should come with its own paperwork — ask whether you are buying from the developer or from an owner. The developer’s later phases have their own current permits: 8776-6 (27 houses), 8776-7 (11) and 8776-8 (11) are completed with CCC, and 8776-9 and 8776-10 (12 houses each) are recorded at 45% built, Lancar, with vacant possession due 31 July 2028 and 1 August 2028 under their first SPAs. Status vocabulary is fixed: Belum Mula, Lancar, Lewat, Sakit, Siap Dengan CCC / CFO, Permit Telah Dibatalkan. This entry sits in Siap Dengan CCC.
Foreign buyers: what Perak allows
In practice, no. The land is leasehold, but the top of the permitted band, RM322,800, is below the RM500,000 minimum for a landed home in Zone 2, which covers Batu Gajah; 14 of the 41 houses are Bumiputera lots in any case, and as a completed phase most houses will now change hands as sub-sales, which foreigners may not buy.
Perak’s rules for foreign buyers, as summarised in the Malaysian Bar’s Circular 444/2024 (state table as at October 2024): since September 2023 non-citizens and foreign companies may not acquire freehold property in Perak. On leasehold land a home must be bought direct from the developer — residential sub-sales to foreigners are not permitted. Minimum prices: Zone 1 (Ipoh) RM700,000 landed / RM500,000 strata; Zone 2 (Manjung, Taiping, Teluk Intan, Tanjong Malim, Kampar, Batu Gajah, Kuala Kangsar) RM500,000 landed / RM350,000 strata; Zone 3 (Kerian, Perak Tengah, Tapah, Pengkalan Hulu, Gerik, Lenggong, Selama) RM300,000 landed / RM350,000 strata. Commercial property needs at least RM1,000,000 (Zone 1–2) or RM800,000 (Zone 3). State Authority consent is always required, and Bumiputera-quota lots are not open to foreign buyers. These rules change: confirm the current position in writing with a Perak conveyancing lawyer before you pay anything.

Start with the fact you can check yourself. The developer is Muda Awam Sdn. Bhd. (506328-P), as printed in its advertisement filed with the housing ministry, with its office at No. 23 & 25, Laluan MBM 2A, Medan Bemban Mesra, 31000 Batu Gajah — inside the estate. On the government housing register it is licensed developer no. 8776, licence 8776/02-2027/0045(A), valid 9 February 2024 to 8 February 2027; its registered address is in Old Klang Road, Kuala Lumpur.
Its track record here is on the register: six Medan Bemban Mesra entries, 114 single-storey terraces, of which Phase 1 (41) and the next three entries (49 houses) are completed with CCC, and the latest two (24 houses) were 45% built and on schedule (Lancar) when I read the register on 8 October 2026. I could not find a company website or press coverage under this name.
The logo in its material reads “737 Muda Awam · Creating · Believing”, and the estate’s Chinese name on the developer’s slides and map is 民万城 (民萬城).

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
