✅

Earlier phases delivered early

Five earlier Taman Serai Merbau entries on the register — 147 single-storey terraces by the same licensed developer — are Siap Dengan CCC. Their CCCs came before the SPA delivery dates: 20 May 2024 against December 2024 for three entries, and 27 January 2026 against July and October 2026 for two more.

📜

The government record

37 houses in Bagan Serai — permitted from RM388,600

On the government housing register this phase is entered as Taman Serai Merbau, project code 9278-11, in Kerian district; the developer markets it as Taman Serai Merbau 3. The licence is held by Megah Puri Sdn Bhd (9278). I read the entry on teduh.kpkt.gov.my on 8 October 2026.

Building type: 37 single-storey terraces (3 bed / 2 bath); the register enters 130–329 sq m (about 1,399–3,541 sq ft), which looks like the land-area range — the brochure gives the house as 20′ x 47′. Approving authority: Majlis Daerah Kerian; building plan reference M.D.KERIAN B/02/06/21 (20). Tenure: freehold (Hakmilik Kekal). Land encumbrance: none (Tiada). Restriction in interest: none (Tiada). Expected completion printed on the filed advertisement: December 2027; the brochure also says 24 months from the SPA. Developer’s licence: 9278/03-2028/0499(A), valid 8 March 2023 to 7 March 2028. Permit: the current renewed permit 9278-11/02-2027/0166(R)-(L) is valid 2 February 2026 to 1 February 2027; the developer’s brochure prints the first permit, 9278-11/02-2026/0113(N)-(L), valid 2 February 2024 to 1 February 2026, which has expired — the register shows it was renewed. SPA form: Schedule G (Jadual G, landed property with individual title). Date of first SPA: 31 October 2025; vacant possession due under the SPA: 31 October 2027. Earlier Taman Serai Merbau entries by the same developer, all completed with CCC: 9278-5 (24 houses), 9278-6 (12) and 9278-7 (23), CCC 20 May 2024; 9278-9 (44) and 9278-10 (44), CCC 27 January 2026.

The price band on the permit is the developer’s approved SPA (sale and purchase agreement) price range on the government register — the range within which units may be sold, not a current price list for any particular unit. Check the entry yourself: teduh.kpkt.gov.my/semakan-status-kemajuan?kodProjek=9278-11 · How to run this check yourself, and what the seven status words mean →

What the permitted price band tells you

The permitted band is RM388,600 to RM505,000 for 37 single-storey terraces of one design, so the spread reflects land size, with corner lots at the top. The first page of the filed advertisement prints the same range; its brochure page prints a different range in the small print — I quote the register, the ministry’s own record. The current price list is a separate document: ask for it by name, with the plot number.

About 61% built, Lancar

The register records the phase 61.22% built with the status Lancar — on schedule, no adverse flag — as I read it on 8 October 2026. First SPA 31 October 2025; vacant possession due 31 October 2027 under the SPA. The filed advertisement prints expected completion December 2027, two months after the SPA date; ask the developer to confirm the delivery date in writing. The percentage is the developer’s own progress return to the ministry (the statutory 7(f) report). Note today’s reading and re-check before each progress payment your bank releases. Status vocabulary is fixed: Belum Mula, Lancar, Lewat, Sakit, Siap Dengan CCC / CFO, Permit Telah Dibatalkan. This entry sits in Lancar — no adverse flag.

Foreign buyers: what Perak allows

No. Taman Serai Merbau 3 is freehold, and Perak has not allowed foreigners to buy freehold property since September 2023, whatever the price. (Bagan Serai falls under Zone 3, Kerian district — confirm the zone with a lawyer if the rules change.)

Perak’s rules for foreign buyers, as summarised in the Malaysian Bar’s Circular 444/2024 (state table as at October 2024): since September 2023 non-citizens and foreign companies may not acquire freehold property in Perak. On leasehold land a home must be bought direct from the developer — residential sub-sales to foreigners are not permitted. Minimum prices: Zone 1 (Ipoh) RM700,000 landed / RM500,000 strata; Zone 2 (Manjung, Taiping, Teluk Intan, Tanjong Malim, Kampar, Batu Gajah, Kuala Kangsar) RM500,000 landed / RM350,000 strata; Zone 3 (Kerian, Perak Tengah, Tapah, Pengkalan Hulu, Gerik, Lenggong, Selama) RM300,000 landed / RM350,000 strata. Commercial property needs at least RM1,000,000 (Zone 1–2) or RM800,000 (Zone 3). State Authority consent is always required, and Bumiputera-quota lots are not open to foreign buyers. These rules change: confirm the current position in writing with a Perak conveyancing lawyer before you pay anything.

What is not published, and therefore not on this page

  • Built-up and land area plot by plot (the register’s range looks like land area)
  • Which plots, if any, carry Bumiputera quota (the register gives no count)
  • The developer’s reason for printing December 2027 when the SPA date is 31 October 2027

Developer

About Megah Puri Sdn Bhd and the Asiabina group

Start with the fact you can check yourself. The developer is Megah Puri Sdn. Bhd., company no. 370501-X, of No. 29, Jalan Damai, Taman Damai, 34200 Parit Buntar, as printed on its advertisement filed with the housing ministry; the register gives its registered address at Menara Northam, Penang. It is licensed developer no. 9278, licence 9278/03-2028/0499(A), valid 8 March 2023 to 7 March 2028.

The brochure carries the Asiabina logo and names Damai Hikmat Sdn. Bhd. (金辉发展) as the office — the same office and brand as Bumi Johan Sdn Bhd’s Taman Kerian Putra in Parit Buntar; the agency summary names the developer as Asiabina Holdings. I could not find a public document tying Megah Puri to Asiabina by ownership, so treat it as the brochure’s branding. Asiabina says in a June 2026 advertorial in The Edge Malaysia that it was founded in 1988 and that its first project was 20 terraced houses in Bagan Serai.

What the register shows independently: Megah Puri’s five earlier Taman Serai Merbau entries (147 houses) are completed with CCC, each before its SPA delivery date.

Project website: none found. Check the developer on the KPKT TEDUH portal (teduh.kpkt.gov.my).

FAQ

Frequently asked questions

What is the price of Taman Serai Merbau 3?

The SPA price band on the advertising permit is RM388,600 to RM505,000 for the 37 single-storey terraces. That is the developer’s approved selling-price range on the government housing register as I read it on 8 October 2026 — not a current price list for any particular unit. For the current unit-by-unit price list, WhatsApp me.

Is Taman Serai Merbau 3 completed?

No. On 8 October 2026 the register records it 61.22% built and Lancar (on schedule), with vacant possession due 31 October 2027 under the SPA; the filed advertisement prints expected completion December 2027. The earlier Taman Serai Merbau phases (147 houses) are completed with CCC.

Is the advertising permit still valid?

Yes. The permit printed on the brochure expired on 1 February 2026, but the register shows it renewed as 9278-11/02-2027/0166(R)-(L), valid to 1 February 2027.

Where is it?

On Jalan Merbau, beside Taman Serai Merbau 1 and 2 on the north side of Bagan Serai, Kerian district, Perak, off the road to Alor Pongsu. The developer puts it 2 km from Bagan Serai bus station, 3 km from the KTM station and 34 km from Taiping.

Is it freehold?

Yes. The advertisement filed with the housing ministry prints Hakmilik Kekal (freehold), with no land encumbrance and no restriction in interest.

How big are the houses?

20′ x 47′ (about 940 sq ft) with 3 bedrooms and 2 bathrooms, on lots from 20′ x 72′, according to the developer’s brochure. The register’s 130–329 sq m looks like the land-area range; ask for the figure for your plot.

Can foreigners or Singaporeans buy?

No. It is freehold, and Perak has barred foreigners from buying freehold property since September 2023, whatever the price. Confirm the current rules with a lawyer before you pay anything.

Is it gated and guarded? Is there a maintenance fee?

No. There is no guardhouse and no maintenance charge is published. You pay assessment to Majlis Daerah Kerian and quit rent to the land office.

How much can I borrow?

For your first and second residential property, Malaysian banks generally lend up to 90% of the price, subject to income and credit record.

How do I view it?

WhatsApp me on +60 10-906 6685. There is no show unit; completed houses in the earlier phases next door give a good idea of the finished product, and I will send the current price list first.

5 things worth asking for before you book

I will ask for all of these on your behalf:

  • The developer’s delivery date in writing (the SPA says 31 October 2027, the advertisement December 2027)
  • The current advertising permit, 9278-11/02-2027/0166(R)-(L), and its renewal before 1 February 2027
  • The land area and built-up area for your plot
  • The latest architect’s progress certificate
  • The Housing Development Account bank and number, to pay into

No obligation, and no mailing list.

Build progress

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

Open the filed advertisement (PDF)

Read from teduh.kpkt.gov.my on 2026-10-08, project code 9278-11. Re-read weekly.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.

How does that compare? Every development on this site, grouped by register status — cancelled, abandoned and behind schedule first.
