Not a feature list. This is an investor’s product; here is what to weigh.
Built for room letting near UPSI
Each house is drawn with 11 (intermediate) or 13 (corner) bedrooms, almost every one with its own toilet and shower, plus a ground-floor kitchen, a lounge and a reading room upstairs. The developer puts UPSI at 1 km and prints a figure of 8,000 people for it. This is a rooming house, not a family home.
On schedule on the register
As read on 8 October 2026 the register shows 87.5% built and the status Lancar (on schedule). The advertisement filed with the ministry in July 2026 prints expected completion January 2027.
Wired for many tenants
Intermediate lots: 11 water-heater points, 12 air-conditioner points, 32 power points and three-phase supply; corners: 13 heaters, 15 air-con points, 41 power points. An alarm system is provided on the ground floor.
Leasehold with no Bumiputera lots
99-year leasehold to 23 April 2123, about 96 years left in 2026, with no restriction in interest and no Bumiputera lots printed. Every lot in the row is open to any buyer the rules allow, including foreigners buying from the developer.
The trade-offs: price, use and exit
The band starts at RM860,000 — a price that only makes sense on rental income. Ask for evidence of achievable room rents, check that Majlis Daerah Tanjung Malim allows multiple-tenant use, and remember that the resale buyer for a 13-room house is another investor.

The developer’s site plan (January 2026) outlines lots 7613–7618 on Jalan Universiti 2, with existing shop offices across Jalan Universiti 1, existing terrace houses on the other sides and an open space (Kawasan Lapang) to the south.

A 22′-wide house, 55′ deep behind a 20′ car porch. Ground floor: living and dining, kitchen, and bedrooms 1 and 2, each with its own bathroom. First floor: five more bedrooms (3–7), a corridor and balconies. Second floor: four more (8–11), most with a balcony. The register lists 11 bedrooms and 11 bathrooms; I read the smaller register figure, 359 sq m (about 3,864 sq ft), as the intermediate house. The printed specification gives intermediate lots no auto-gate point, doorbell or gate light.

A 30′-wide house with a side terrace. Ground floor: living, dining, a store, kitchen and bedrooms 1–3. First floor: bedrooms 4–8 around a lounge (Ruang Istirahat) with a balcony. Second floor: bedrooms 9–14 and a reading room (Ruang Baca). Note the count: the corner plan labels bedrooms up to 14, while the register and the specification (13 WCs, 13 water-heater points) give 13 — ask the developer which room is not counted as a bedroom before you plan rents on 14. I read the larger register figure, 496 sq m (about 5,339 sq ft), as the corner.

Taman Universiti is an existing estate in Tanjung Malim, the Muallim district town on the Perak–Selangor border. The developer’s map places it south-east of the town, close to Universiti Pendidikan Sultan Idris (UPSI), with the KTM station to the west and Proton City and UPSI’s Sultan Azlan Shah campus to the north.

What the permitted price band tells you
The permitted band is RM860,000 to RM1,450,000 for six three-storey terraces of about 3,864–5,339 sq ft with 11–13 bedrooms. The register gives one range for the entry, not one per lot type; the bottom will be the intermediate houses and the top the corners, which have about 1,475 sq ft more built-up and two more bedrooms. Every figure in the band is above the RM500,000 minimum Perak sets for foreign buyers of landed homes in Zone 2. The current price list is a separate document: ask for it by name, with the lot number.
About 87.5% built, on schedule
The register records 87.5% built, status Lancar — on schedule, no adverse flag — as read on 8 October 2026. The percentage is the developer’s own progress return to the ministry (the statutory 7(f) report). The filed advertisement (July 2026) prints expected completion January 2027. No SPA date is recorded for the entry yet, so the register cannot show a vacant-possession due date; under Schedule G it will be 24 months from your SPA. Note today’s reading and re-check before each progress payment your bank releases. Status vocabulary is fixed: Belum Mula, Lancar, Lewat, Sakit, Siap Dengan CCC / CFO, Permit Telah Dibatalkan. This entry sits in Lancar — no adverse flag.
Foreign buyers: what Perak allows
Yes in principle. The land is leasehold, there are no Bumiputera lots, and the whole permitted band (RM860,000 to RM1,450,000) is above the RM500,000 minimum for a landed home in Zone 2, which names Tanjong Malim. A foreign buyer must buy direct from the developer, with State Authority consent.
Perak’s rules for foreign buyers, as summarised in the Malaysian Bar’s Circular 444/2024 (state table as at October 2024): since September 2023 non-citizens and foreign companies may not acquire freehold property in Perak. On leasehold land a home must be bought direct from the developer — residential sub-sales to foreigners are not permitted. Minimum prices: Zone 1 (Ipoh) RM700,000 landed / RM500,000 strata; Zone 2 (Manjung, Taiping, Teluk Intan, Tanjong Malim, Kampar, Batu Gajah, Kuala Kangsar) RM500,000 landed / RM350,000 strata; Zone 3 (Kerian, Perak Tengah, Tapah, Pengkalan Hulu, Gerik, Lenggong, Selama) RM300,000 landed / RM350,000 strata. Commercial property needs at least RM1,000,000 (Zone 1–2) or RM800,000 (Zone 3). State Authority consent is always required, and Bumiputera-quota lots are not open to foreign buyers. These rules change: confirm the current position in writing with a Perak conveyancing lawyer before you pay anything.

About Bioworld Creations Sdn Bhd
Start with the fact you can check yourself. The licensed developer on the government register is Bioworld Creations Sdn. Bhd., developer code 11630, licence 11630/08-2027/0444(A), valid 10 August 2014 to 9 August 2027. The filed advertisement prints company number 0793508-P and an office at No. 58, Jalan Ghazali Jawi, 31400 Ipoh; the register lists a registered address at Bandar Baru Medan Ipoh.
Its track record on the register is small: one earlier entry, 11630-1, Taman Merdeka in Kinta district — six two-storey semi-detached houses, completed with CCC on 20 June 2013. I found no website or press coverage for the company. A six-house row is a modest job, and on 8 October 2026 the register shows it on schedule at 87.5%.
My view: with a small developer, the protections that matter are the statutory ones — pay only into the Housing Development Account named in the SPA, and only against the architect’s certificates for each stage.

Who is it designed for?
Investors letting rooms, mainly to students and staff of UPSI, which the developer puts 1 km away. Each house has a bathroom for almost every bedroom, a lounge, a reading room and wiring for an air-conditioner and water heater in each room. It is not a typical family home.
Is it freehold or leasehold?
It is 99-year leasehold, expiring on 23 April 2123, so about 96 years remain in 2026. The filed advertisement prints no land encumbrance and no restriction in interest.
Are there Bumiputera lots?
No. The filed advertisement states ‘Tiada lot Bumiputera’ — none of the six lots is reserved.
Can foreigners or Singaporeans buy?

How much can I borrow?
For your first and second residential property, Malaysian banks generally lend up to 90% of the price, subject to income and credit record; for a third property the limit is 70%. Banks may value a 13-room house on its rental income, so get a written in-principle approval early.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
